Recently, accumulation of technology, transfer, absorption, and commercialization is being significantly recognized as a key factor for sustainable growth of the 21st century global economy. The government established "Technology Transfer and Commercialization Promotion Act" In order that the technology developed at public research institutions can be transferred to the private sector and commercialized; the technology developed in the private sector can be traded and commercialized. Also, the Article 14 of "Technology Transfer and Commercialization Promotion Act" is concerning technology transfer agents' registration, promotion, and support: it introduced the special status system of technology transfer agents and the government registers, manages, and supervises it. In most developed countries, the technology transfer agency is transferred to the private sector and it is referred as a technology transfer agent or technology broker. In the domestic market, despite the introduction of the above special status system and the building a various organization and transfer medium system for boosting the market's revitalization, some problems occurred; because the registration system of a technology transfer agent and legal basis and system about its following-up control fall short. For example, recently technology transfer-related performance exemption has brought the activation of technology transfer agent's registration, but there was the limit of selecting the expert above a certain level. Therefore, some countermeasures for this are urgent, In addition, through a compulsory training completion system before the technology trade agent registration is prepared, a short period of curriculum was not sufficient to provide applicants various specialized knowledge. In this research, it is considered about the reform of technology transfer agent through its comparative study in China and Korea. Some improvements are suggested for expanding the market of technology transfer commercialization, assuring the agents' service and strengthening the competitiveness.

In this paper, we propose a implementation plan of the human resource pool recruitment system using private (permitted) blockchain. The term Human Resource has become commonly used and has come to recognize human resources as resources. Despite these changes, the use of human resource pools has been sluggish. Once entered, information is often not updated on a regular basis and does not provide sharing, searching, carrier management and anti-counterfeiting. In this research, in order to provide a human resource pool recruitment system that utilizes private (permitted) blockchain, we first used the blockchain network to enable sharing and searching of human resource pools, and to use keywords. Used to get results that meet certain conditions. Second, we added an institutional verification process to ensure the integrity of the input data and prepared preventive measures in the non-technical part by utilizing the structural characteristics of the blockchain to prevent counterfeiting and alteration. Third, we designed and implemented a Dapp (Decentralized application) that includes a Web UI so that each of the three groups can control the blockchain and the predefined processes and business logic.

As domestic construction companies, which used to be concentrated in the Middle East, have expanded their overseas orders to new markets in Asia and Latin America, they have to cope with various conditions. The EPC plant project, which undertakes construction projects such as civil engineering and construction, design, purchase, construction and commissioning, has expanded its scope. As a result, it is important to collect Lessons Learned from the previous project, systematize it, and use it to respond to changes in the environment. However, many employees do not share their skills or experiences voluntarily. To do so, it is necessary to create and systematize a culture that shares experience and technology. In order to understand and analyze the current situation, a questionnaire was conducted on the EPC project-related departments of construction companies implementing the EPC plant project. About 74% of the participants said Lessons Learned's collection and utilization helped. About 53% of the people who collected and registered actual cases and 39% of the people who had experience in preventing problems using cases were identified as employees' perception and utilization of Lessons Learned systems. Detailed analysis showed differences in workplace, duties, and rank. Through this study, the current status of Lessons Learned collection and utilization of EPC plant projects is understood, and the research on collection and utilization improvement is being carried out.

Recently, semantic search techniques which are based on information space as consisting of nonambiguous, non-redundant, formal pieces of ontological knowledge have been developed so that users do exploit large knowledge bases. The purpose of the study is to design more user-friendly and smarter retrieval interface based on ontological analysis, which can provide more precise information by reducing semantic ambiguity or more rich linked information based on well-defined relationships. Therefore, this study, first of all, focuses on ontological analysis on researcher information as selecting descriptive elements, defining classes and properties of descriptive elements, and identifying relationships between the properties and their restriction between relationships. Next, the study designs the prototypical retrieval interface based on ontology-based representation, which supports to semantic searching and browsing regarding researchers as a full-fledged domain. On the proposed retrieval interface, users can search various facts for researcher information such as research outputs or the personal information, or carrier history and browse the social connection of the researchers such as researcher group that is lecturing or researching on the same subject or involving in the same intellectual communication.

As the Chinese franchise industry grows rapidly, efforts to find a source of competitive advantage continue to be made. Establishing a knowledge transfer system is important in the franchise industry as a source of competitive advantage. However, research in China was insufficient. This study is to explore factors and consequential factors for establishing a knowledge transfer system in the franchise industry. As a result of this study, first, it was found that not only human assets but also system assets are important for the management of knowledge transfer systems in China. Therefore, investment in system assets must proceed first. In addition, it could be seen that the management of the knowledge transfer system, human assets, and system assets affect the satisfaction of the franchise's transaction relationship and consequently improve franchise performance.

In this paper, we discussed the improvement strategy for poor basic academic skills, that are the basic abilities of college students for employment and career. The case studies proposed previously to improve the basic academic skills and the case study of I college in Seoul are researched and the correlation between the basic academic skills on the linguistic ability and the scholastic achievement grades is analyzed. The improvement strategy of the basic academic skills for three departments has been proposed by regarding to the characteristics of departments. The use of the construction of the basic academic skill TMS(Test and Management System) based on the results and the application for the poor of the basic academic skill in the career management system is expected.

Security measures for the current insurance crime has focused on the capture oriented and reactive response in the screening stage of insurance payments. However, since leaving the damages that can not be healed by post-punishment, it is necessary to take measures to prevent the insurance crimes in advance. In this paper, I would like to try to identify problems through analyzing the characteristics and cases of the insurance crimes, and to present alternatives to it. The problems with the current insurance system that causes the insurance crimes are, First, When signing the insurance contract, it is too inattentive to confirm about the credit status of the policyholder, duplicate join or not, whether voluntarily sign up etc. Second, a thorough investigation or criminal charges in case of insurance accident is not being done properly. Third, information exchange and management to malicious policyholders is not being done properly. Therefore, in order to guard people from insurance crimes, First, it should strengthen the audit of such credit conditions, accident experiences in the insurance contract at the policyholders. Second, we need to block insurance crimes in advance through the continuous upgrades of insurance fraud analysis systems and social network. Third, it is necessary to strengthen the surveillance systems for the insurance crimes by the information sharing.

The present study examined factors for current conditions of dental office manager in Korean dental clinic. 108 randomly selected members of Korean dental office manager responded to a questionnaire. A survey was conducted for a month from 1, June 2008, and the chi-square test and ANOVA were used in the statistical analysis. The findings of the study were as follows: The number of members depending on the type of occupation dental hospital was the highest number of members, members of the dental hygienist at the dental hospital number significantly higher. The career of dental office manager followed by 1-5 year in dental hospital, 5-10 year in dental network, 1-5 year in dental clinic accounting for 48%, 52.9%, 69.4%. The difficulty during duty performance are high expectation of owner in dental hospital, learning of dental office manager duty in dental clinic. The duty of dental office manager followed by customer service, appointment scheduling, telephone etiquette, treatment plan. Henceforth, it needs to standardize the Korean name of dental office manager and duty. Also, it have to an official certification system.

The purpose of this study is to examine possible improvements of operation of sign language interpreter qualification system through looking into specific perceptions of sign language interpreters and Deaf sign language interpreters in the field and Deaf people who use interpretation service on current sign language interpreter qualification system through focus group interview. As a result of the thematic analysis, three high-level categories were derived for each group, and as a result of recombining them, 'change to a qualification system in which sign language interpreting competency and expertise can be recognized' and 'improvement to a qualification system based on Korean Sign Language and Deaf culture' been sorted out. Based on the above research results, 'establishment of a permanent institution in charge of management and operation of sign language interpreter qualification tests', 'reorganization into a qualification system that reflects the professionalism, level and experience of sign language interpreters', 'all test questions and exam procedures are conducted mainly in sign language', 'a system in which the Deaf take the lead', and 'enactment of a code of ethics for sign language interpreters and Deaf interpreters' were suggested.

Thanks to current development of many search engines and web technologies, a new semantic searching technology appears, featuring giving a relevant meaning to the keyword beyond the previous keyword search service. On the wave of advance of various search engines, the enhancement of OASIS offered by KIOM is needed as well. To do this, KIOM examined demographic and sociological analysis on their position, status, and career, the convenience of OASIS, and the value of papers offered in OASIS from members who have ever used it. Furthermore, the importance of each area involved in oriental medicine is also examined in terms of a new direction for OASIS improvement. Based on the result of the user survey, it turned out that not only an automatic search system that can find meaning of chinese character-centered key words but also a Authority-system which can distinguish homonym beyond simple keyword search system should be introduced quickly. Also, we reached the conclusion that it is necessary to interconnect a citation index information on references with laboratory information of the agencies concerned and interconnect major web sites around the world by using Open API. OASIS is the only domestic web site for offering papers that cover oriental medicine. Therefore, if requirements about the site in oriental medical circles are analyzed sufficiently and the problems of its information search system are improved, OASIS is expected to play a critical role in the development of oriental medicine.
