An Analysis on Interlibrary Loan Network of Public Libraries in Gyeonggi Province (경기도 공공도서관 상호대차 네트워크 분석)

  • The purpose of this study was to analyze ILL data in Gyeonggi province so that it could make a further analysis on current inter-regional network of book collection in ILL. In details, this study sought to analyze inter-regional network of ILL book collection among public libraries in Gyeonggi province to examine how a collection of books could be exchanged among those libraries, and analyze possible applications of task-based data in ILL. As a result, this study could verify that the further implementation of ILL across more detailed areas than current regions for the benefit of efficient ILL, if possible, would contribute to streamlining ILL practices.

  • The purpose of this study is to suggest an improved model of the library administrative organization, based on analysis and investigation of present situations of libraries in 31 local governments of Gyeonggi province. With the result of this investigation, there are few local governments in Gyeonggi province with library-related organizations. Most of them had more organized position of extraordinary session than of affiliation with each local government. Also, library policy departments were incomplete, and local governments did not configure the library operating System(central library - base library - branch library) efficiently.

  • This study's purpose is to suggest ways to improve and revitalize public libraries' operations to reflect the Yangpyeong-gun community's characteristics. To this end, the Yangpyeong-gun region's characteristics and the current state of public library operation were analyzed, and a survey was conducted targeting Yangpyeong-gun residents (library users and nonusers). Additionally, interviews were conducted to investigate the library's operating status and limitations and librarians' perceptions of library revitalization plans. As a result of the analysis, in Yangpyeong-gun, improvement points such as library operation improvement and library accessibility improvement reflecting local community changes such as urban development, population change, manpower and collections expansion, complex cultural space strengthening, reading culture programs, and user services were derived.

  • Recently, the policies and management of public libraries have been evaluated by the Ministry of Public Administration and Security, the Ministry of Culture, Sports and Tourism of the central government, and Gyeonggi Province in Korea. However, these evaluations do not meet the international trends where simple input-output measures are being overtaken by outcomes calculating broad socio-economic values. Taking these facts into consideration, the main goal of this paper is to analyze the limitations of the recent library evaluation cases and to suggest some desirable directions for the evaluation of the socio-economic values (i.e., impact and benefits) of public libraries.

  • The purpose of this study is that how the housewives' participations of a cultural program that has carried out in a public library influence on their families. So I investigated and analyzed that influences through the research questionnaires to those housewives in Seoul, Kyoung-Ki and In-Cheon as the subject of investigation. I adjusted the focus to make the basic data for the better development and activation of that cultural programs.

A Study on the Development of Enjoyment Indicators of Public Libraries (공공도서관 향유지표 개발에 관한 연구)

  • The purpose of this study is to develop the indicators for measuring enjoyment of public libraries by the community. The term, enjoyment is defined as the community members' use and appreciation. Four types of enjoyment indicators are constructed through literature review: basic(environment), state(use), result(outcome), and essential(to enhance enjoyment). The prepared enjoyment indicators are evaluated and selected by focus groups interviews of professionals(researchers, librarians and policy makers). Those selected indicators are tested and revised through a internet survey of 508 Kyungi residents. Based on the analysis of the results this study suggests a total of 46 enjoyment indicators.

The Current State Analysis and Activation Plan on Management of Online Contents Produced in Public Library (공공도서관의 온라인콘텐츠 현황분석 및 관리 활성화 연구)

  • During the COVID-19 period, public libraries produced and provided a variety of online contents to users as an alternative to offline services. The purpose of this study was to analyze the overall management of online contents in public libraries in the post COVID-19 period and to provide a methodological basis for improving online contents management. This study surveyed the overall current state of online content management in 305 public libraries in terms of production, services, and preservation. We also analyzed the librarian's perception of the online contents management process. As a result of the analysis even after the COVID-19 period, public libraries are efficiently producing and providing online contents and are actively providing this through the library website and social media. In addition, librarians recognized that online contents produced by public libraries are valuable as library resources and predicted that the online content would be produced more in the future. Also, they faced difficulties in production and management due to a lack of professional capabilities and extra workload, but they have recognized the high need for online contents management. Online contents is leading a paradigm shift in public library services. Therefore, attention and effort to activate online content is no longer an option but a necessity.

  • In accordance with the recent expansion of collection operation of independent publications through public libraries, this study conducted a status analysis on independent publications collection in public libraries and in-depth interviews with staff in charge of independent publications in order to suggest ways to effectively manage independent publications. As a result, it was deduced that the measures needed for effective management of independent publications are construction of joint cataloging system for building and sharing independent publications catalog in public libraries; platform for collecting various information of independent publications; support for ISBN, ISSN, CIP issuance of independent publications; and improvement of distribution system.

A Study on the Current Status Analysis and Operation Strategies for Establishing the Mid- to Long-term Development Plans for Anyang Municipal Libraries (안양시 공공도서관 중장기 발전 계획 수립을 위한 현황 분석 및 운영 전략 연구)

  • The purpose of this study is to derive the operation strategies for establishing the mid-to-long-term comprehensive library development plans considering the identity and specificity of Anyang City. For this purpose, this study proceeded as follows. First, to understand the internal and external environment and regional characteristics of Anyang City, various literature and statistical data related to Anyang City were collected, analyzed, and organized. Second, the operation status of Anyang municipal libraries was analyzed with data such as 「National Library Statistics System」, 「Gyeonggido Public Library Yearbook」, and various library-related laws. Third, a survey with open-ended questions was conducted for twenty-six librarians working in Anyang municipal libraries to collect opinions on the identity of Anyang and the overall operations of the libraries. Lastly, by reflecting the current status analysis, the latest library trends, policies, and sociocultural environments, detailed operation strategies that can serve as a basis for establishing mid-to long term development plans for Anyang municipal libraries in the future were proposed. The above operating strategies were proposed by dividing into six areas such as (1) the plans for organizational system and manpower composition, (2) the facility plans for balanced regional development, (3) the collection development and preservation direction, (4) the special subject materials service plans, (5) the for establishing cooperation system, and (6) the public relations plans.

A Study on the Effect of Emotional Labor Experienced by Local Public Library Staffs on Job Satisfaction and Organizational Commitment: The Case of Three Regional Public Libraries in Gyeonggi-do (지자체 공공도서관 직원의 감정노동이 직무만족 및 조직몰입에 미치는 영향에 관한 연구 - 경기도 3개 지역 공공도서관을 중심으로 -)

  • This study investigated the differences in emotional labor, job satisfaction, and organizational commitment by job type, and the effect of emotional labor on job satisfaction and organizational commitment for public library employees. Using SPSS 27.0, the survey contents were performed frequency analysis, factor analysis, validity analysis, reliability analysis, correlation analysis, and multiple regression analysis. As a result of the study, it was found that the librarianship experienced more emotional labor than non-librarians, and the frequency of emotional labor increased depending on whether or not the civil service was included, and had a negative effect on overall job satisfaction and job condition satisfaction. However, in the case of psychological response to job satisfaction, library data work was found to be high. In terms of user service, emotional labor that occurs in librarians' work has two sides, which can have both positive and negative effects on the librarian's job satisfaction and organizational commitment. Therefore, practical measures to reduce the frequency and emotional dissonance of emotional labor and increase the diversity of emotional labor should be included in the user response manual and future mental health promotion program development.
