An Exploratory Study of Professionalism on Data Management Jobs in the Public Sector: From the Perspective of Library and Information Science (공공부문 데이터 관리직무의 전문성에 대한 탐색적 연구 - 문헌정보학 관점에서 -)

  • Public reforms based on New Public Management have made the public sector specialized, and accordingly the role of public administration has expanded as well as the demand on professional jobs has increased. On the other hand, with the rapid development of information and communication technology, the data produced by public sector organizations has also significantly increased. This environmental changes made data management and a data management job in the public sector critical. However, there have been very few studies of conceptualizations and systematic investigations on data management jobs. Moreover, specific definitions, types or qualifications of/for a data management job or a person who do this job are rarely reflected in relevant laws and regulations. Based on the systematic literature review, this study conceptualized professionalism, identified its multiple dimensions, and draw a conceptual research framework. Focusing on the professional control on personnel management which is one of the dimensions of professionalism, relevant laws, work guidelines and job descriptions included in job openings were analyzed with regard to a data management job in the public sector. The findings are as follows. First, an assigned role and responsibility associated with a data management job have vague boundaries. Second, work guidelines and manuals only focus on the post quality control stage rather than equally addressing all the eight stages of the data lifecycle. Third, neither a data management job in the public sector nor a person who take care of this job is not appropriately defined. Therefore, a role and responsibility of/for the job and a person in charge should be reflected in the relevant laws and guidelines in a tailored way. More importantly, job analyses and evaluations should be thoroughly conducted to enhance professionalism on data management jobs in the long term.

Antioxidative Effects of Tenebrio molitor Larvae Extract Against Oxidative Stress in ARPE-19 Cells (ARPE-19 세포에서 산화적 스트레스에 대한 갈색거저리 추출물의 항산화 효과)

  • Tenebrio molitor larvae is well known as edible insect. Then, although it has been widely studied that Tenebrio molitor larvae has various bioactive functions such as antioxidant, anti-wrinkle, and anticancer. Nevertheless, antioxidant effects of Tenebrio molitor larvae water extract (TMH) has not been well described in Adult Retina Pigment Epithelial cell line (ARPE-19). In this study, we demonstrated that antioxidant effects of TMH against H2O2-induced oxidative stress in ARPE-19. Thus, we selected for our studies and performed a series of dose-response assay to determine the working concentration that lead to a consistent and high degree of cytotoxicity, which we defined as the level of H2O2 that killed 40% of the ARPE-19 cells. ARPE-19 cells were pre-treated with various concentrations of TMH (0.1 up to 2 mg/ml) before exposure to 300 µM H2O2. As we expected, TMH effectively prevented ARPE-19 cells from 300 µM H2O2-induced cell death in a dose-dependent manner. Furthermore, TMH inhibited the phosphorylation of mitogen-activated protein kinases (MAPKs) such as extracellular signal regulated kinase (ERK), c-Jun N-terminal kinase (JNK), and p38. Overall, the inhibitory effects of TMH on H2O2-induced apoptosis and oxidative stress were associated with the protection cleaved caspase-3, Bax, Bcl-2, and HO-1. The TMH suppressed H2O2-induced cell membrane leakage and oxidative stress in ARPE-19 cells. Thus, these results suggest that the TMH plays an important role in antioxidant effect in ARPE-19.

Effect of Natural Product Extracts on Inhibition of Macrophage and Basophil (천연물 추출물이 대식세포 및 호염구 활성 억제에 미치는 영향)

  • Asthma is a chronic inflammatory disease characterized by recurring symptoms, airflow obstruction, and bronchial hyper-responsiveness. The onset of asthma for most patients begins early in life, and current asthma treatment with anti-inflammatory agents can have adverse effects, eventually leading to impaired quality of life. In the pathogenesis of asthma, macrophages and basophils play a vital role during progression. Macrophages not only induce inflammation by secreting inflammatory cytokines but also promote DNA damage and mucus production through nitric oxide (NO) production. Basophils enhance eosinophil recruitment and aggravate asthma through the FcεRIα receptor with high affinity for histamine and IgE. Therefore, in this study, we investigated whether the activation of macrophages and basophils is suppressed by the individual extracts of 28 natural products. RAW 264.7 cells (mouse macrophages) were treated with the natural products in LPS, and 4 natural product extracts resulted in decreased NO production. In β-hexosaminidase assay using RBL-2H3 cells (rat basophils), 19 natural product extracts decreased β-hexosaminidase production. In NO production and β-hexosaminidase assay using macrophages and basophils, 3 natural product extracts (Plantago asiatica, Centella asiatica, and Perilla frutescens var. japonica) significantly inhibited NO production and β-hexosaminidase release. Overall, we examined the inhibitory effects of 28 natural product extracts on macrophage and basophil activity, and the findings demonstrated the potential of natural product extracts for treating asthma and macrophage- and basophil-related diseases.

A Basis Study on the Optimal Design of the Integrated PM/NOx Reduction Device (일체형 PM/NOx 동시저감장치의 최적 설계에 대한 기초 연구)

  • Research on exhaust aftertreatment devices to reduce air pollutants and greenhouse gas emissions is being actively conducted. However, in the case of the particulate matters/nitrogen oxides (PM/NOx) simultaneous reduction device for ships, the problem of back pressure on the diesel engine and replacement of the filter carrier is occurring. In this study, for the optimal design of the integrated device that can simultaneously reduce PM/NOx, an appropriate standard was presented by studying the flow inside the device and change in back pressure through the inlet/outlet pressure. Ansys Fluent was used to apply porous media conditions to a diesel particulate filter (DPF) and selective catalytic reduction (SCR) by setting porosity to 30%, 40%, 50%, 60%, and 70%. In addition, the ef ect on back pressure was analyzed by applying the inlet velocity according to the engine load to 7.4 m/s, 10.3 m/s, 13.1 m/s, and 26.2 m/s as boundary conditions. As a result of a computational fluid dynamics analysis, the rate of change for back pressure by changing the inlet velocity was greater than when inlet temperature was changed, and the maximum rate of change was 27.4 mbar. This was evaluated as a suitable device for ships of 1800kW because the back pressure in all boundary conditions did not exceed the classification standard of 68mbar.

An Analysis of Swimming Injuries and Their Rehabilitation (근육 골격계의 질환 및 재활분석(수영선수를 중심으로))

  • While swimming is a very popular competitive sports activity, swimming injuries are unique due to the repetitive nature of the swimming stroke and demanding training programs that can result in upper limb overuse. Therefore, the primary objective of this review was to analyze swimmers' injury areas, injury types by stroke type, and swimming rehabilitation, as well as to discuss safety management for improving swimming performance. In this study, the injuries incurred in swimming events were discussed in the order of upper limb injuries (neck, shoulder, arm, and wrist), lower limb injuries (knee and ankle), and waist injuries. An analysis by stroke type found that shoulder injuries occurred most often with freestyle, backstroke, and butterfly strokes, followed by rotator cuff injury, impingement syndrome, and SLAP (superior labral tear from anterior to posterior) lesions. Knee injuries were associated with the breaststroke, whereas spinal cord injuries occurred with the breaststroke and butterfly stroke. Finally, back injuries were associated with the butterfly stroke. During the freestyle stroke, the shoulder undergoes repetitive overhead movement; hence, shoulder and musculoskeletal pain are the most common and well-documented complaints of swimmers. For safety management, coaches and instructors must ensure that athletes do sufficient warm-up and cool-down exercises to avoid injuries. In case of an injury, they should be familiar with first aid measures so that secondary damage can be prevented with its quick application. In addition, coaches and instructors need to be trained in injury prevention and treatment so that they can provide appropriate rehabilitation treatment for athletes. Although swimming-related injuries cannot be completely eliminated, to reduce them to a minimum, leaders need the knowledge to apply scientific and systematic training principles and methods individualized for each athlete.

A Study on the Management Method in Accordance with the Vegetation Structure of Geumgang Pine (Pinus densiflora) Forest in Sogwang-ri, Uljin (울진 소광리 금강소나무림 식생구조 특성에 따른 관리방안)

  • The Geumgang Pine (Pinus densiflora) Forest in Sogwang-ri, Uljin has traditionally been a pine tree protection area (prohibited forest) for timber production purposes, and is now designated and managed as a protected area for forest genetic resource conservation by the Korea Forest Service. This study, we analyzed topographical characteristics, existing vegetation, tree age, and plant community structure, and proposed a sustainable management method for the Geumgang Pine (Pinus densiflora) Forest in Sogwang-ri, Uljin for timber havesting purposes. The topographical characteristics of the target area were 36.7% ridges and 38.7% valleys; the ratio of ridges to valleys was similar, and the slopes formed 24.7% of the total area. The types of pine forest communities are divided into six types based on the progress of pine forest renewal, the competition with other species such as deciduous broadleaf trees, and the formation of layered structures. It has been confirmed that the age of the large-diameter pine trees (40~60cm in diameter) is approximately 60~70 years, which is relatively low. As a result of the analysis of the relative importance percentage and layered structure, differences depended on the progress of the pine forest renewal project, and not only the maintenance of the pine forest, but also the creation of a secondary growth forest, the density adjustment of pine trees, and the active management of competitive trees. The average basal area by the community was 12,642.1~25,424.4cm2 for the tree layer and 1.8~1,956.5cm2 for the low tree layer based on a quadrat of 400m2. The difference in the basal area appeared to depend on the size and number of trees forming the tree layer and the degree of pine forest renewal (the degree of time elapsed after thinning pine trees). The average number of species that appeared in each community was 8.7-20.3; there were many species located in valleys, and the type competes with deciduous broadleaf trees due to the lack of management. The diversity of species ranged from 0.6915-1.0942, and was evaluated as low compared to pine communities in central temperate zones. In this paper, we determined the management goals of Geumgang Pine (Pinus densiflora) Forest in Sogwang-ri, Uljin to produce timber with high economic value, and suggested efficient vegetation management for continuous afforestation, the establishment of a timber production system, and improvement of wood production as a management direction.

Evaluation of water drainage according to hydraulic properties of filling material of sand dam in Mullori, Chuncheon (춘천 물로리 지역 샌드댐 채움재 수리특성에 따른 배수량 평가)

  • The Chuncheon Mullori area is an underprivileged area of water welfare where local water supply is not supplied, and it is supplying water to the villages with small water supply facilities using lateral flow and groundwater as water sources. This is an area with poor water supply conditions, such as relying on water trucks due to water shortages during the recent severe drought. Therefore, in order to solve the problem of water shortage during drought and to prepare for the increasing water demand, a sand dam was installed along the valley, and this facility has been operating since May 2022. In this study, repeated simulations were performed according to the hydraulic conductivity of the filler material and the storage coefficient value for the inflow condition for about two years from mid-March 2020 to mid-March 2022. For each case, the amount of discharge through the perforated drain pipe was calculated. Overall, as the hydraulic conductivity increased, the amount of discharge and its ratio increased. However, when the hydraulic conductivity of the second floor was relatively low, the amount of discharge increased and then decreased as the hydraulic conductivity of the third floor increased. This is considered to be due to the fact that the water level was kept low due to the rapid drainage compared to the net inflow into the third floor because the water permeability of the third floor and the drainage coefficient of the drain pipe were large. As a result of simulating the flow of the open channel in the upper part of the sand dam as a hypothetical groundwater layer with very high hydraulic conductivity, the decrease in discharge rate was slower than the increase in the hydraulic conductivity of the hypothetical layer, but it was clearly shown that the discharge volume decreased relatively as the hydraulic conductivity of the virtual layer increased.

Analysis of Central Line-associated Bloodstream Infection among Infants in the Neonatal Intensive Care Unit: A Single Center Study

  • Purpose: This study aimed to determine the incidence of central line-associated bloodstream infection (CLABSI) in the neonatal intensive care unit (NICU), evaluate the patients' clinical characteristics, and identify the etiologic agents for guidance in prevention and treatment. Methods: A retrospective chart review study of infants classified as having CLABSI was conducted at the NICU of Seoul National University Bundang Hospital from January 2016 to December 2020. Results: Of the 45 infants, 53 had CLABSIs within a follow-up period of 18,622 catheter days. The incidence of CLABSIs was 2.85 per 1,000 catheter days. The most common catheter type was a peripherally inserted central catheter (n=47, 81%). A total of 57 pathogens were isolated, of which 57.9% (n=33) were Gram-positive bacteria, 36.8% (n=21) were Gram-negative bacteria, and 5.3% (n=3) were Candida spp. The most common pathogens were Staphylococcus aureus (n=12, 21%) and coagulase-negative staphylococci (n=12, 21%), followed by Klebsiella aerogenes (n=8, 14%). The median duration of bacteremia was 2 days, and 19 episodes showed bacteremia for 3 days or more. The mortality rate of infants within 14 days of CLABSI was 13.3% (n=6). Conclusions: This study analyzed the incidence of CLABSI and the distribution of pathogens in the NICU. Continuous monitoring of CLABSI based on active surveillance serves as guidance for empiric antibiotic use and also serves as a tool to assess the necessity for implementation of prevention strategies and their impact.

Comparative Analysis of Environmental Ecological Flow Based on Habitat Suitability Index (HSI) in Miho stream of Geum river system (서식지적합도지수(HSI)에 따른 환경생태유량 비교 분석 : 미호천을 중심으로)

  • In this study, the Habitat Suitability Index (HSI) was calculated in the Miho stream of the Geum river system, and the environmental ecological flow by point was evaluated. Two points (St.3 and St.8) representing the up and downstream of Miho Stream were selected, in order to calculate the Habitat Suitability Index, the depth and velocity at point where each species is appeared were investigated. The Habitat Suitability Index (HSI) was calculated by the Washington Department of Fish and Wildlife (WDFW) method using the number collected by water depth and velocity section and the results of the flow rate survey. Two target species were selected in this study; dominant species and swimming species sensitive to flow. In the case of a single species of Zacco platypus, the water depth was 0.1 - 0.5 m and the velocity was 0.2 - 0.5 m/s. For species of swimming fish, the water depth was 0.2 - 0.5 m and the velocity was 0.2 - 0.5 m/s. The discharge-Weighted Useable Area (WUA) relationship curve and habitat suitability distribution were simulated at the Miho Stream points St.3 and St.8. At the upstream St.3 of Miho Stream, the optimal discharge was simulated as 4.0 m3/s for swimming fishes and 2.7 m3/s for Zacco platypus. At the downstream point of St.8, species of swimming fish were simulated as 8.8 m3/s and Zacco platypus was simulated as 7.6 m3/s. In both points, the optimal discharge of swimming fish was over estimated. This is a result that the Habitat Suitability Index for swimming fish requires a faster flow rate than the habitat conditions of the Zacco platypus. In the calculation of the minimum discharge, the discharge of Zacco platypus is smaller and is evaluated to provide more Weighted Useable Area. In the case of swimming fishes, narrow range of depth and velocity increases the required discharge and relatively decreases the Weighted Useable Area. Therefore, when calculating the Habitat Suitability Index for swimming fishes, it is more advantageous to calculate the index including the habitat of all fish species than to narrow the range.

Effect of the Degree of Weathering on the Distribution of Aggregate Particle Size and the Generation of Fine Rock Particles during Crushing of Granite (화강암 파쇄시 풍화정도가 골재 입도분포 및 미석분 발생에 미치는 영향)

  • This study evaluated the effect of the degree of weathering on the particle size distribution and the amount of fine particles generated in the aggregate production process during the crushing of igneous rock. Rock samples were collected from three areas with differences in strength from the Schmith hammer measurement at the aggregate quarry in Geochang, Gyeongsangbuk-do. After crushing with a jaw crusher under the same conditions in laboratory, particle size analysis, mineral analysis, chemical analysis, and weathering index were calculated. The Schmidt hammer measurements were 56, 28, and <10, and the CIA and CIW values of weathering index were also different, so the rock samples were classified into hard rock, soft rock, and weathered rock according to the weathering degree. It shows a smaller particle size distribution toward weathered rocks under the microscope, and the proportion of altered clay minerals such as sericite increased. The composition of feldspar and quartz was high for hard rock, and the ratio of muscovite and kaolinite was low. As a result of the crushing of the jaw crusher, hard rock produced a lot of coarse crushed material (13.2mm), while soft rock and weathered rock produced fine crushed material (4.75mm). The former showed the characteristics of the beta distribution curve, and the latter showed the bimodal distribution curve. The production of fine rock particles (based on 0.71mm of sieve, wt. %) increased to 13%<21%<22% in hard rock, soft rock, and weathered rock, and the greater the degree of weathering, the more fine rock particles were generated. The fine particles are recovered by the operation of the sand unit in the wet aggregate production process. Therefore, in order to minimize the amount of sludge generated in the aggregate production process, it was judged that a study on the optimal operation of cyclones could be necessary.
