월간 <건축사>가 지난 3월 21일 함인선 광주광역시 총괄건축가를 만났다. 그는 인터뷰를 통해 의무가입 시대를 맞아 건축사 윤리 확립을 위한 윤리강령 제정, 신뢰 기반의 공공건축 설계공모 심사 도입 및 건축 인허가 제도에 대한 평소 생각을 전했다. 또 건축계가 의무가입 건축사법 시행과 새 정부 출범 등 변화의 시기를 겪는 상황에서 좋은 건축을 위해서는 건축사에 대한 사회적 신뢰를 더욱 두텁게 해야 한다는 뜻을 전했으며, 공공건축 설계공모에 대해선 명목적 공정성에 집착하기보다 심사위원 재량을 강화하고 문제가 생길 경우 책임을 확실히 묻는 '신뢰 기반 심사제도' 도입 필요성을 강조했다. 또한 현행 건축심의 관련 건축물의 성능과 디자인에 관련된 사항은 건축사 재량에 맡기고 공공성에 대한 것을 심의 대상으로 삼는 방향으로 제도가 개선돼야 한다는 생각도 밝혔다. 함인선 총괄건축가의 저서로는 '구조의 구조', '정의와 비용 그리고 도시와 건축', '건물이 무너지는 21가지 이유' 등이 있다.

The comprehensive examination on tendering system has been introduced to the Cultural Heritage repair and restoration field since 2016 to remedy the repair issues of South Gate in 2014. The Cultural Heritage Administration tried to attain the high performance of the cultural heritage repair and restoration works securing the proper payment for the repair and restoration works. It is high time to review the operating performance of the comprehensive examination on tendering system (hereinafter referred to as the "CEOTS"), as the system has been run for over 5 years to correspond with its original goal, i.e., "The Proper Payment in return for the High Performance of Repair and Restoration works." This study intends to analyze 114 tenders of CEOTS from 2016 to 2020. As a result of the analysis of 114 tenders, firstly, more than half of bid winners were in the top 20% of repair & restoration capacity disclosure amount list, which mostly fulfilled the goal of 'attaining high performance.' Secondly, as the winning bid rate is decreasing from 86.847% in 2017 to 85.488% in 2020, the goal of 'guarantee of a proper payment' is not achieved yet. Thirdly, the influence of Economic Evaluation section in CEOTS has been grown since the change of scoring system in CEOTS in 2019. This study identifies two reasons why the winning bid rate of CEOTS has decreased. Firstly, it is caused by the fact that 'the group that got more than 1st place' and 'the first place group' that are more than half of the total bidders have the decreasing bidding rate trend as the years go by. Secondly, the exclusion rate of 'the group that got more than 1st place' is higher than the exclusion rate of 'the group that got less than 1st place', which means the expected winning rate would be lowered. It is proposed that the revision of CEOTS code is needed, i.e. easing the strict rule concerning the exclusion rate as well as setting up the lower bidding limit to prevent the excessive decreasing winning bid rate.

This study was conducted to review the adequacy and applicability of the safety certification system for educational facilities which was implemented in 2021 and to derive possible improvements to the existing certification system. This study analyzed the existing certification system, examined similar systems from abroad, conducted interviews with certification experts, and presented the proposed improved system to experts for review and advice. The proposed model replaced the current certification process with three stages of follow-up management. This allows for problems that may occur in the evaluation process and the composition of evaluators to be prevented by applying a feedback system. In the review stage of the newly proposed certification system, certification experts recommended specifying the detailed standards of certification performance such as criteria for selecting examiners and arbitrators. They concluded that there were no fatal flaws in the overall structure of the evaluation system. According to the results of this review, the proposed evaluation system was proven to be an effective improvement to the existing system.

영예의 대통령상이 수여되는 한국건축문화대상의 대상이 올해부터 '비주거'와 '주거'로 나뉘어 확대, 시상한다. 그 첫번째 수혜자로 비주거부문은 김삭식 건축사(주.금성 종합건축사사무소 대표)가 설계하고, (주)금호산업이 시공한 '광주광역시청사'가 주거부문에는 김종국(주.종합건축사사무소 건원)건축사가 설계하고, 현대산업개발(주)이 시공한 '아이파크 삼성동'이 국내 준공건축물들을 대상으로 한 2004한국건축문화대상에서 영예의 대상으로 각각 선정됐다. 또 올해 한국건축문화대상에서는 KT여의도사옥 등 6작품이 본상을 차지한 것을 비롯해 우수상 등 모두 22개 작품이 수상작으로 선정됐다. "불이 - Architecture in NatureㆍNature in Architecture"를 주제로 공모한 일반 및 신인ㆍ학생 대상의 계획건축물부문에서는 박종대, 윤새봄, 김정희(인하대학교 건축공학과대학원 건축의장연구실)씨가 공동 출품한 'Plankton House'가 금상을 차지한 것을 비롯해 은상 2팀, 동상 3팀 입선 22점 등 모두 28개 팀이 입상했다. 올해 한국건축문화대상에는 준공건축물부문 89점, 계획건축물부문 252점 등 총 341개 작품이 응모했다. 비주거 부문의 대상을 차지한 광주광역시청사는 "관 건물의 이미지를 탈피하여 하나의 문화 건물로 탈바꿈하려는 시도가 특히 돋보이는 작품으로 시공에도 많은 어려움이 있었음에도 불구하고 완성도가 우수한 작품"이란 평을 받았다. 또한 주거 부문의 아이파크 삼성동은 "아파트이면서도 주상복합의 이미지를 구현시키면서 판상형 형태에서 벗어나 탑상형 배치에 의한 낮은 건폐율 적용으로 친환경적인 단지를 이루고 있으며, 특히 시공이 매우 우수한 작품"이란 평을 받았다. 한편 올해부터 우리나라 건축문화발전을 위해 기여한 건축인을 발굴해 시상하는 '올해의 건축인상'을 제정, 그 첫번째 수상자로 김석철 건축사(아키반건축도시연구원 건축사사무소)와 이창남 건축사(센구조 건축사사무소)가 선정되어 건설교통부장관상을 받았다. 시상식은 지난 11월 24일 서울 종로구 세종로 세종문화회관 컨벤션홀에서 개최되어 대상의 비주거부문 수상작의 설계자인 김상식 건축사에게 대통령상 그리고 시공자인 (주)금호산업에게는 건설교통부장관상, 건축주인 광주광역시장에게는 국무총리상이 수여됐다. 또한 주거부문 수상작의 시공자인 현대산업개발(주)에게 대통령상 그리고 설계자인 김종국 건축사에게는 국무총리상, 건축주인 현대산업개발(주)에게는 건설교통부장관상이 수여됐다. 또 KT 여의도빌딩 등 본상 6개 작품의 설계자 및 시공자에게는 건설교통부장관상 등 정부포상이, 준공건축물부문 우수상 입상자 전원에게는 각각 대한건축사협회장상, 서울경제신문사장상이 수여됐다. 계획건축물부문의 금상 수상자에게는 건설교통부장관상과 상금이 수여되었으며, 은상과 동상, 입선작은 대한건축사협회장상과 상금이 각각 수여됐다. 아울러 동상이상 수상자 중 영어 인터뷰심사를 거쳐 2명을 선발, ARCASIA 학생잼버리대회 파견 특전이 주어진다. 건설교통부와 대한건축사협회, (주)서울경제신문이 공동주최하고 대한주택공사 등 건설관련 5개 단체가 후원하는 한국건축문화대상은 올해로 13회째 개최되고 있다. 더욱이 올해에는 대통령상을 두 부문으로 나누어 시상하는 등 그 폭이 넓어져 수상자에게 더 큰 영예를 주었으며, 시간이 흐를수록 그동안 기성 건축인들의 창작의욕 고취는 물론 건축저변을 크게 확대하였다는 평과 아울러 우리 건축문화 창달에 기여해 한국건축문화대상은 명실공히 국내 건축인은 물론 일반 국민의 대표 건축축제로 자리매김하고 있다.

This study reviewed the existing legal framework governing construction supervision practices and conducted a survey of expert groups to identify and propose strategies for facilitating the digital transformation of construction supervision processes, with the goal of enhancing the quality and safety of construction projects. The research underscored the necessity for digital transformation to improve quality, safety, and efficiency of construction supervision. Additionally, it highlighted the need for greater consistency and clarity in terminology related to construction supervision. The study also presented recommendations for improvement, which included: establishing a structured supervision checklist to ensure safety and compliance, establishing a specialized construction supervision corporations subject to qualification screening, and introducing evaluation criteria to encourage the adoption of digital transformation technologies in construction supervision. The findings of this study are intended to serve as the foundation for future policy and regulatory frameworks aimed at promoting the digital transformation of construction supervision practices.

Safety inspections of outdoor advertisements are conducted to determine the aging status, specifications, and compliance with design documents. Regular inspections are conducted on outdoor advertisements from a safety perspective, as they not only undermine the aesthetic elements of the city but also could cause falls on roads or pedestrian paths. However, the current safety inspection methods are at risk of various accidents during the inspection advertisements on the outer wall of the building. And it is difficult to conduct in-depth inspections on them if they are fixed to the elevation of the building. Furthermore, there also is a risk of safety accidents, such as advertising structures falling onto a pedestrian path. Therefore, this paper aims to enhance the safety inspection system of outdoor advertisements using drones. This paper also intends to propose measures for facility inspection history management such as safety inspection cycle, maintenance, and removal of signboards.

The steel structure fabrication plant certification program was enacted as a part of the construction technology management act, article 24-3, to improve the quality of steel construction after the decay falling accident of Seongsu Bridge in 1994. However, the national certification program for structural precast concrete that is a prefabricated construction products produced by casting concrete in plant is not implemented yet. So, to introduce the proper certification system for precast concrete, the quality certification programs of North America, Europe and Japan are surveyed. In North America, the organizations that manage the plant certification programs are PCI, NPCA, CPCI and so on. Sales of precast concrete elements in Europe are governed by the construction products regulation 305/2011. Therefore, CE marking is mandatory from July 2013 for all construction products including precast concrete. In Japan, precast concrete products used in civil engineering are certificated by JIS mark, product certification system and plants for manufacturing precast concrete building elements are audited by Japan Prefabricated Construction Suppliers and Manufacturers Association. Based on these survey studies, in this paper is described an adaptation of precast concrete plant certification to comport with the certification system in Korea.
