  • 건설재해 감소를 위해서는 첫째, 관리자의 안전교육 이수 시간의 준수 및 안전교육 내용의 충실화가 요구된다. 둘째, 제도의 규제 이전에 자발적, 다각적인 안전점검의 시행이 요구된다. 셋째, 안전회의 및 교육과 점검이 이루어져야 할 것이며, 지정된 시기에 반드시 이루어져야 할 것이다. 넷째, 안전교육 및 회의의 활성화가 요구된다. 다섯째, 효율적인 건설 안전 관리를 위하여 건설 안전 기술 개발을 위한 연구개발, 투자의 확충 등이 요구된다.

Positive Discrimination Policy in U.S. Construction Industry and Its Implications (미국 건설산업의 상대적 약자 배려 정책 고찰 및 시사점)

  • Despite the government's constant exertions on making a win-win environment through positive discrimination for small and medium-sized companies and local companies, they are suffering from order polarization, weak competitiveness to win a project, and low profitability in highly competitive market situations resulting from the contraction of the construction market. This study examined the U.S. policy and regulations on protecting the relatively weak entities in the construction industry, focused on a goaling program, setting aside the bid preference for small and middle-sized companies and local companies. From benchmarking, some implications were drawn to reconsider the goal of policy and regulations for small and medium-sized companies and local companies. In conclusion, unlike domestic positive discrimination regulations, which are based on the concept of market sharing that can allow a paper company to survive, those of the U.S. are based on the principle of fair competitiveness, and also provide a certain degree of advantage for small and medium-sized companies and local companies. Therefore, the domestic positive discrimination policy and regulations for small and medium-sized companies and local companies need to be reconsidered toward the direction of not only protecting them but also to strengthen their competitiveness in the market.

A Decision Support Model for Optimal Delivery of Public Construction Projects (공공건설사업의 최적 발주방식 선정을 위한 의사결정지원모델)

  • The Project Delivery System (PDS) is used in mixed way without clear classification from tendering system and the standard itself that can be selected is set with project budget or estimated cost only. Essentially, the PDS should consider and reflect project characteristics and types, internal and external factors for the purpose of improving the lives of citizens and their welfare. However, the current status is not operated flexibly due to the given budget, period and uniform laws and regulations. In order to solve this problem, this study suggests a Decision Support Model to select the optimal PDS for public construction projects. The current problem of the PDS for public construction projects were identified and the application of a decision support model was proposed. Subsequently a decision-making model was suggested for each PDS using the identified factors and linear discriminant function of discriminant analysis. An additional questionnaire survey and actual practical case analysis were carried out to verify the effectiveness and applicability of the model to actual work. It can be used by adjusting the decision support model and detailed factors according to the specific characteristics of public organization, ability of person in charge and project type.

  • 우리 정부와 건설업계에서는 시장개방에 따른 국내 건설시장에 미칠 여파를 체계적으로 예측해 보는 등 그 대비책을 다각도로 모색하면서 한편으로는 해외진출 전략수립에 고심하고 있다. 국토개발연구원, 홍성웅 부원장은 $\ulcorner$우리나라 건설업의 국제 경쟁력은 외국 건설업에 비해 건설업체의 기술$\cdot$재무$\cdot$시공관리 능력과 자국 정부의 제도적$\cdot$정책적 지원 등 여러 측면에서 볼 때 아직도 취약하다$\lrcorner$면서 $\ulcorner$우루과이라운드 협상을 계기로 국내 시장에 안주하기 쉬운 안일한 자세에서 탈피하여 적극적인 진출전략의 모색을 통한 해외건설업 재도약의 발판을 구축함으로써 우리의 해외건설업에 새로운 지평을 열어 주어야 할 시점$\lrcorner$이라고 국토개발연구원에서 발행된 건설경제에서 밝혔다. 또 $\ulcorner$국제화$\lrcorner$에 따른 경쟁력 강화의 논의가 주요 현안으로 부각되는 현시점에서 기술우위의 경쟁력 강화와 해외건설제도의 재정비를 통한 우리나라 해외건설의 재도약을 위해서는 정부와 업계의 협조적 공동노력이 그 어느 때 보다 절실하다$\lrcorner$고 강조했다. 이와관련 본지에서는 건설경제에 게재되었던 국토개발연구원 박준천 소장의 $\ulcorner$해외건설 현황과 진로$\lrcorner$를 발췌 게재하기로 한다.

  • 월간「설비건설」은 지령 200호를 맞아 설비건설산업의 제2 도약을 위한 발전방안 모색과 월간「설비건설」발전을 위해 산·학·연·관에서 설비건설산업 제도개선 및 설비건설산업 발전에 일익을 담당하고 있는 인사를 모시고‘설비건설산업 제2 도약을 위한 발전방안 ’이라는 주제 하에 지난 2월 13일 라마다 르네상스 인 서울 호텔에서 좌담회를 개최했다. 이날 좌담회에서는 건설업계의 관심사인 건설생산체계 개편과 관련하여‘일반·전문 겸업제한 폐지시 설비공사 분리발주가 이루어져야 균형적인 법개정이 될 것’이라는 의견과 함께‘설비분야는 독립성이 있음에도 불구하고 인정받지 못하는 현실을 극복하기 위해 설계, 시공, 감리, 유지관리를 일관성 있게 지원 가능한 설비건설업법 제정이 필요하다’는데 의견을 모았다. 또한 월간「설비건설」의 발전방향에 대해‘창의적인 기획기사 발굴과 독자의 참여도를 더욱 높여야 할 것’이라고 지적했다. 본지는 이날 좌담회에서 논의된 내용을 정리하여 게재한다.

  • Efficient Professional Engineers(PE) play an important role in development of the scientific technology and the national industry. Recent technologies have been more complicated, fusionized and globalized. Thus it is required to establish total system doing the PE more competitive and specialized. This study is to Propose 'an improvement system for the current Specialized Engineer System(so-called recognized PE)' and 'an Unifying method of managing PE' by the professional Engineers Act for Korean PE so as to meet the global standards. As Improvement policy for the Specialized Engineer system, some alternatives are suggested including removal or change of the recognized PE. And two improved alternates were also suggested in order to manage the PE more systematic and competitive. One of the two is that the Ministry Of Science and Technology(MOST) have an authority to manage every activities associated with PE system for example PE qualification, PE exam, PE CPD(continuing professional development), PE employment, and so on.

A Comparative Study on Domestic and Foreign the Follow-up Service of Temporary Equipment and Materials (국내외 가설기자재 사후관리제도 비교 연구)

  • The performance testing system of temporary construction equipment and materials are a previous inspect institution to produce only goods beyond the limited-performance, be certificated through a previous test, the purpose of which is to prevent an illegal goods from spreading abroad. The formal certification not only pass the test in an ordinary means but also isn't the term of validity on a certificated goods. Because of the above two reasons, an accident doesn't reduce, and a illegal goods become to be circulated. So, in this study, we analysis the problem of the follow-up service based on the formal certification and we suggest the improvement through comparative study on the follow-up of domestic and foreign.

  • From the beginning of 2000, Korean housing market has experienced cyclical volatility because of the global economic fluctuation such as steady decline in the interest rate and the house price bubble. In response to these state Korean Government announced policies about housing sales system kinds of Sales Unit Price Restraint and Post-Sales System to stabilize housing market. But such policies has brought unprecedented arguments both for and against, most of whom still seem to stick to self-centered judgement ahead of impact on housing market. In an integrated point of view, applying the system dynamics modeling, the paper aims at proposing basic Korean housing market dynamics models based on basis principles of housing market determined by supply and demand. And then, after research policies about housing sales system, analyze Impact on Korean Housing Market by change of Sales Systems applying policies to basic Korean housing market dynamics models.

Improvement of Procedures on Design Deliberation System for Turnkey and Alternative-Design Contracts (턴키.대안입찰 설계심의 및 평가제도의 개선방안)

  • Turnkey and alternative-design contracts was introduced operation in the country from january 2004 to February 2010. this was introduced operation. The selecting method of contractor for turnkey projects has being operated by an open forum type that consists of technical committee and appraisal committee in an integrated design approach deliberations. But to improve the operation of the problems, the government is operating design review committee consisting of the central, local and special design advisory committee in march 2010. But this system has also been suggested as still problems, too many contracts by large companies, increasing of design cost and excessive competition. This study is intended to contribute that turnkey and alternative-design contracts can be well operated in domestic construction markets. In this paper suggests some improvement methods and operational problems caused from application of an open forum type for selecting contractor of turnkey project.

친환경 건축물 관련 국제 규격 제정 현황 ISO TC59/SC17을 중심으로

  • 친환경 건축물의 건설을 유도$.$촉진하여 건축 분야에서 발생되는 환경부하를 저감시키고 건축물의 환경 친화적인 시공과 사용을 권장하기 위한 친환경 건축물 인증제도가 2002년 12월부터 시행중이다. 본 제도는 우선 공동주택을 대상으로 시행한 후 주상복합, 업무용, 상업용, 리모델링 건축물가지 단계적으로 확대하는 계획을 가지고 있다. 현재 시행중인 인증제도에서 친환경 건축물 평가지침은 1년 동안의 시범적용기간을 거쳤으며, 적용상 문제점이 노출되어 개정 작업을 준비중에 있다.
