정부는 중소건설업체의 공공공사 입찰참여를 확대하기 위해 주계약자 공동도급제도를 확대 시행하고 혁신도시건설사업에 지역의무공동도급을 확대하기로 했다. 대형건설사의 입찰참여 하한액을 상향하고 최저가공사의 저가투찰을 막기 위한 보완방안도 마련했다. 정부는 지난해 12월 8일 이명박 대통령 주재로 개최된 '제76차 국민경제대책회의'를 열고 이같은 내용의 공공부문 동반성장 추진대책을 확정했다.

정부가 공공 건설공사의 하도급계약 체결 자료를 일반에 공개하는 내용의 제도 개선을 추진한다. 불법 하도급을 통해 비자금을 조성하지 못하도록 하기 위한 것으로 발주기관에 거짓 하도급계약 자료를 제출하면 입찰참가자격이 제한된다. 국민권익위원회는 지난해 11월 28일 이런 내용을 담은 '공공 건설공사 불공정 하도급계약 개선 방안'을 마련해 기획재정부 등 8개 정부부처와 지방자치단체에 권고했다.

내년부터는 건설근로자 퇴직공제대상 사업이 '5억원 이상 공공공사'와 '20가구 이상 공동주택'으로 확대된다. 또 사업주가 내는 납입금액이 1일 4,000원으로 높아진다. 건설교통부는 불안정한 고용과 낮은 임금 등 열악한 환경에서 일하고 있는 건설 일용근로자의 복지를 확대하기 위해 이 같은 내용의 퇴직공제제도 개선 방안을 마련했다.

대한설비건설협회는 지난 2월 22일 설비건설회관 대회의실에서 제 46회 정기총회를 개최하고 2012회계연도 사업계획을 수립했다. 2012년도 사업추진의 기본방향은 회원사의 적정공사비 확보를 위한 원도급시장 확대와 공사원가 확보, 건설산업 공생발전을 위한 정책과제 건의 및 개선, 기술 및 가스 플랜트 관련 제도 개선, 정부 위탁업무의 공정하고 신속한 처리 등에 역점을 두고 있다.

Current environment in civil and construction industry has changed to actively adopt construction management (CM) in various areas. While it is found that exemplary CM projects have been carried out in many civil engineering sectors, concrete system framework has not been suggested due to ambiguous boundary between CM and supervision system, unclear perception of CM's role, and inexperienced organization and regime. This paper investigated the challenges faced in civil and construction industry, and analyzed the strategy that could improve the current immature CM system by conducting questionnaire survey from experts in various construction sectors. The results could provide valuable information that can involve diverse opinions and view points in project participants.

The system to appraise the execution capabilities of construction companies had been began as the Construction Contract Restriction System in 1958, was changed as the Construction Subcontract Restriction System in 1961, and finally has been operated as the Appraisal and Public Announcement of Execution Capacity (APAEC) from 1996. The APAEC system has been utilized as a firm and unique tool for assessing the execution capacities of construction companies despite many problems and continuous system changes. In spite of numerous studies to improve the APAEC system, however, efforts to analyze the system from the empirical point of view were insufficient. In this study, we analyze the status of APAEC system through analyzing correlations among assessment results of the APAEC, earned values of construction works, construction management performance indexes, and macroeconomic indexes for the past 10 years from 2007 to 2016. As a result of the analysis, it was found that Appraisal Value of Execution Capacity (AVEC) is excessively inflated in engineering and landscaping areas compared to Earned Value of Construction Work (EVCW) and the correlations between the AVECs and EVECs are not high in the areas of engineering, industrial equipment, and landscaping. In addition, technical appraisal values are excessively inflated in engineering and landscaping areas and correlations between AVEC and its components are high in the areas of engineering & building, industrial equipment, and large companies, but low in the areas of engineering, building, landscaping, and small and medium companies. Finally, the concentration of the AVEC is intensifying more and more and the concentration deteriorates construction management performance indexes and macroeconomic indexes. If we continuously improve the APAEC system based on the implications derived in this study, the APAEC system will be able to maintain it's position of a firm and unique means to access the execution capacities of construction companies.

국내 건설산업은 국내외의 환경변화에 대응하기 위하여 국내 실정에 적합한 기술의 개발을 통하여 대외 경쟁력을 제고하기 위한 노력이 한창 가속화 되고 있는 실정이다. 본 연구에서는 국내 건설산업의 연구개발투자 실태를 분석하고 이를 근거로 국내 실정에 적합한 기술개발체계를 구축하고 각 투자 주체별 적정투자규모를 산정 제시하였다. 본 연구의 결과는 다음과 같다. O 국내 건설기술의 연구개발투자 효율성 증대를 위한 정부부문의 기술개발투자 증대 및 종합건설기술개발 사업 제도의 도입$\cdot$실시. O 적정투자규모는 2001년에 하한규모로 19,674억원(GNP 대비 0.33$\%$) 하한규모로는 27,451억원(GNP대비 0.46$\%$)정도로 예측됨. O 민간의 기술개발투자 확대를 유인하기 위해서는 각종 지원제도의 개선과 함께 개발된 기술의 적극적인 활용이 요구됨.
