Due to the increase in ground excavation work, the possibility of ground subsidence accidents is increasing. And it is very difficult to prevent these risk fundamentally through institutional reinforcement such as the special law for underground safety management. As for the various cases of urban ground excavation practice, the ground subsidence behavior characteristics which is predicted using various information before excavation showed a considerable difference that could not be ignored compared to the results real construction data. Changes in site conditions such as seasonal differences in design and construction period, changes in construction methods depending on the site conditions and long-term construction suspension due to various reasons could be considered as the main causes. As the countermeasures, the safety management system through various construction information is introduced, but there is still no suitable system which can predict the effect of excavation and risk assessment. In this study, a web-based system was developed in order to predict the degree of impact on the ground subsidence and surrounding structures in advance before ground excavation and evaluate the risk in the design and construction of urban ground excavation projects. A system was built using time series analysis technique that can predict the current and future behavior characteristics such as ground water level and settlement based on past field construction records with field monitoring data. It was presented as a geotechnical data visualization (GDV) technology for risk reduction and disaster management based on web-based system, Using this newly developed web-based assessment system, it is possible to predict ground excavation impact prediction and risk assessment.

To establish an effective performance appraisal system, ratee accountability is essential because it increases the likelihood of meaningful utilization of performance appraisal feedback. In the context of a multi-rater performance appraisal system, this study examines the effect of the ratee general accountability and accountability to the supervisor and peers on the ratee's intention to change behavior based on the performance appraisal feedback. This study further explored the moderating effect of perceived feedback specificity on the relationship between the ratee accountability and behavioral change intention. Hierarchical multiple regression analysis was conducted using the survey data from 153 employees in eight firms with multi-rater performance appraisal systems. The results showed that ratee general accountability was positively associated with the intention to change behavior. Furthermore, perceived feedback specificity attenuated the positive relationship between the ratee general accountability and behavioral change intention, which was the opposite of the hypothesized direction. The findings indicate the importance of managing and facilitating ratee accountability for implementing a multi-rater performance appraisal system. The result also emphasizes the critical role that performance appraisal feedback plays in motivating performance improvement by providing flexible, constructive advice and behavioral change strategies instead of inducing self-defense or justification.

The unsignalized intersections in a community road in the city of Seoul have 3,753 traffic accidents(9%) of total 41,702 cases in 2008, not high in the occurrence rate of traffic accidents, but seem to have a quite high potential of accidents due to the unreasonable and insufficient operation of systems and facilities in the part of traffic foundations. In particular, the un-signalized intersections in a community road have an insufficient measure for safety as compared to the crossroads with signals, and there are few analysis of traffic accidents and domestic researches on the model of affecting factors. Our country also has no concept of passing priority in operating a crossroad without signals, differently from foreign countries, so the researches and safety measures for improving the safety of a crossroad without signals in a community road are urgent. Therefore, this research has developed a safety model for a crossroad without signals in a community road based on the safety image data collected through individual interviews and questionnaires for the users of unsignalized intersections in a community road, and confirmed that legal systems, road facilities, personal factors, etc. have the biggest effect on the safety of drivers. It was confirmed that the clarity of passing methods, establishment of legal systems, etc. have the biggest effect on safety in order to raise the safety of unsignalized intersections in a community road, which drivers desire.

Since the late 1990s, the BOT mode in China has been extensively used in the water sector in order to attract private investment, improve technical and operational efficiency, and expand the coverage of water services. The BOT mode has been hailed as this provides a win-win structure between the government and private players through formalized procedures and an optimal risk allocation. However, recent market analyses show that some foreign investors are reluctant to participate in the market or even retreat due to uncertainties and risks in the market. This study aims to explore various risks in the Chinese water BOT market based on the thorough literature review, fieldwork, and the case studies on the two wholly foreign-owned BOT water projects: the Chengdu No. 6 and the Shanghai Dachang Water Supply BOT projects. The research results indicate that the Chinese BOT market embraces high risks in political, institutional and legal, and financial systems. The key to a successful takeoff of the BOT mode in the Chinese water market depends on the extent to which the government will be able to remove risky factors in political, institutional and legal, and financing systems. This research outcome will provide a useful reference to the Korean construction companies which consider expanding business to overseas water markets in the form of public private partnership.

The purpose of this study is to explore the direction of elderly education in the age of science and technology. The research contents to achieve the research purpose are, first, to examine the current status of elderly education, and second, to suggest the direction of elderly education in the age of science and technology. Due to the current status of education for the elderly, education for the elderly continues to change and develop, and various programs and activities are provided to help the elderly enjoy a richer retirement life. According to the survey report on the elderly, 11.9% of all elderly people participate in learning activities. Senior welfare centers accounted for the largest number of institutions conducting learning activities for elderly education learning activities participants at 35.5%. First, in the direction of elderly education in the age of science and technology, education on the use of digital technology and information is necessary in the composition of elderly education contents. Second, in the case of elderly education methods, customized elderly education methods are needed. Third, in the case of operating elderly education institutions, specialized education centers for elderly education must be further strengthened and supported. The international community is already forming a consensus that the establishment of new social systems and financial investment due to the increase in the elderly population should be considered a new growth engine rather than a social crisis. Although there is a burden on the social security sector due to the increase in the elderly population, there is a shift in the direction of recognizing the potential capabilities and experiences of the elderly and returning them to social resources. Elderly education in the age of science and technology needs to change to a direction that can build a healthy and progressive society in the future.
Local opposition and protest constitute single greatest hurdle to the siting of locally unwanted land uses(LULUs), especially siting of high-level radioactive disposal not only throughout Korea but also throughout the industrialized world. It can be attributed mainly to the NIMBYism, equity problem, and lack of participation. These problems are arisen from rational planning process which emphasizes instrumental rationality. But planning is a value-laden political activity, in which substantive rationality is central. To achieve this goals, we need a sound planning process for siting LULUs, which should improve the ability of citizens to influence the decisions that affects them. By a sound planning process, we mean one that is open to citizen input and contains accurate and complete information. In other word, the public is also part of the goal setting process and, as the information and analyses developed by the planners are evaluated by the public, strategies for solutions can be developed through consensus-building. This method is called as a co-operative siting process, and must be structured in order to arrive at publicly acceptable decisions. The followings are decided by consensus-building method. 1. Negotiation will be held? 2. What is the benefits and risks of negotiation? 3. What are solutions when collisions between national interests and local ones come into? 4. What are the agendas? 5. What is the community' role in site selection? 6. Are there incentives to negotiation. 7. Who are the parties to the negotiation? 8. Who will represent the community? 9. What groundwork of negotiation is set up? 10. How do we assure that the community access to information and expert? 11. What happens if negotiation is failed? 12. Is it necessary to trust each other in negotiations? 13. Is a mediator needed in negotiations?

The purpose of this study is to establish basic data for the continuous protection management policy of domestic natural world heritage and mixed world heritage, and to examine the present situation and characteristics of the protection management according to the World Heritage Convention on the World Heritage listed Huangshan. The results of this study are as follows. First, Huangshan began to be protected by the establishment of the Huangshan Construction Committee in 1933, and after the designation of national park in 1982, laws and regulations were established in the central ministries, And various projects related to utilization have been implemented. Secondly, the establishment of the boundary for protection was actively intervened by the central government, such as the reorganization of the boundary of Huangshan through the administrative district plan. In order to protect the ecological and landscape value as well as the cultural factor, And designated a heritage designated area. Third, the protection management of Huangshan was divided into four major stages. The first phase was divided into the period when administrative measures were taken to manage the protection of Huangshan. The second phase was designated as a national park in Huangshan. The third period was the time of the protection-oriented project according to the recommendation of the international organizations after the World Heritage listed. The fourth period was the expansion of the tourism industry for the continuous use of protection of Huangshan city, My preservation business was being implemented. The riparian eco-belt is an efficient technique that can reduce non-point pollution sources in the basin and improve ecological connectivity and health. In Korea, a legal system for the construction and management of riparian eco-belts is in operation. However, it is currently excluded that rivers and floodplains in dam reservoir that are advantageous for buffer functions such as control of non-point pollutants and ecological habitats. Accordingly, this study presented and analyzed a plan to select a site for an integrated riparian ecol-belt that comprehensively evaluates the water quality and ecosystem characteristics of each dam floodplain and riparian zone for the Daecheong Dam basin in Geum River watershed. First, the Daecheong Dam basin was divided into 138 sub-basin with GIS, and the riparian zone adjacent to the dam floodplain was analyzed. Sixteen evaluation factors related to the ecosystem and water quality impact that affect the selection of integrated riparian eco-belt were decided, and weights for the importance of each factor were set through AHP analysis. The priority of site suitability was derived by conducting an integrated evaluation by applying weights to sub-basin by floodplains and riparian zone factors. In order to determine whether the sites derived through GIS site analysis are sutiable for actual implementation, five sites were inspected according to three factors: land use, pollution sources, and ecological connectivity. As a result, it was confirmed that all sites were appropriate to apply integrated riparian ecol-belt. It is judged that the riparian eco-belt site analysis technique proposed through this study can be applied as a useful tool when establishing an integrated riparian zone management policy in the future. However, it might be necessary to experiment various evaluation factors and weights for each item according to the characteristics and issues of each dam. Additional research need to be conducted on elaborated conservation and restoration strategies considering the Green-Blue Network aspect, evaluation of ecosystem services, and interconnection between related laws and policy and its improvements.
