Turnkey contract system is an effective ordering system for the organizations that technical engineers are insufficient in their construction projects. It is possible to reduce project duration and to improve project Quality in an integrated contract system between design and construction. However, owners can have a difficulty caused from unitary responsibility system. This study analyzes present situation and problems of turnkey contract system in our country. The results includes various methods for improving the system based on the analysis of bid price nd selection procedure.

This study is a basic research on looking onto bringing performance warranty contract into the country, to consider the usage in architecture which it is usually used on road pavement in developed countries. The study will also apply performance warranty contracts on public private partnerships through examination and analysis of various matters which will lead to globalization of the korean architecture industry, the increase of quality of result, better convenience for the orderer, the decrease of cost, and the acceleration on research for technical development.

1990s, Construction market continued to grow in South Korea exceeding 20% of GDP. In 2015, more than 30 years of old multi-family dwellings amounted to 4.93 million and it continues to increase until 2019. In Particular, the share of Public rental Housing accounts for 90.6% of South Korea's Total aging housing. Before checking the feasibility of Construction Project Management such as Renovation and Reconstruction, Checklists were presented through price impact factor analysis and analysis of housing construction system(Regulation). Based on 32 Price Influencing factors and 20 Indicators based on the housing construction system The Construction project management seems appropriate. As a result, the 22 complexes were found to be suitable for remodeling. This study is meaningful enough to be used for Domestic rental Housing construction and Construction project management and to suggest specificity. Future Research is needed to Quantify the checklist.

최근들어 사업장에서의 안전 설비를 개선하기 위한 정부의 자금과 안전관리 수준을 높여 산업재해 예방을 위하여 제도 개선등에 의하여 산재 예방의 중요성이 불구하고 전체의 사업장중, 건설 재해의 현황은 좀처럼 줄어들지 않은 상황에 있다. 이는 작업장의 장기근속 긱간에 따른 작업자의 수보다는 건설 현장에서의 단기 작업자의 수요를 필요로 하고 있기 때문이라는 이유도 있지만, 건설 재해를 살펴보면 일반적인 재해가 반복적으로 일어나고 있다. 이는 제도적인 보완과 작업자의 안전교육을 통한 재해의 위험성을 알리는데 주안점을 두어야 한다고 할 수가 있을 것이다. 본 연구는 건설 재해를 예방하기 위한 가장 기초적인 방법인 노동부의 산업 재해분석자료를 통하여 일반적인 재해 현황, 재해의 발생 원인 및 특성을 분석하여 건설업에서 반복되어지는 재해를 파악하고 이에 따른 특성을 분석하였다. 이 연구의 결과, 재해는 연속적인 반복으로서, 우리 나라의 재해는 과거나 현재가 별 차이가 없다. 이는 재해의 불감증에서 나타난 결과이므로, 이에 대한 새로운 인식과 정부 및 노사 모두가 대비책에 대한 노력이 절실히 요구되어지며 , 산업재해의 통계자료또한 정확한 기초자료를 사용할 수 있게끔 할 수 있는 제도적인 방침이 필요로 한다는 것을 알 수가 있었다.

최근들어 우루과이 협상의 진전이 가사화됨에 따라 서비스업의 개방이 현실적인 사항으로 인식되고 있고, 서비스업으로 분류되는 건설업도 개방압력에 직면해 있다. 건설시장의 개방에 따라 가장 크게 우려되는 부분은 국내업체의 설계 및 엔지니어링 분야를 들 수 있으며 선진외국 건설업체와 비교했을 때 매우취약한 실정이다. 이에 대처하기 위해 설계 및 엔지니어링 기술을 육성시킬 수 있는 기술경쟁입찰 풍토를 조성할 필요성이 있으며 설계 및 시공단계의 상호조정을 통하여 공사수행을 보다 효율적으로 수행할 수 있는 일괄입찰제도의 확대운용은 필수적이라 하겠다. 따라서 본 연구는 국내 일괄입찰공사의 확대시행을 위한 현행 일괄입찰제도의 개선방향을 설정하고 일괄입찰제도 절차의 개선안을 제안하여 설계입찰자의 평가 및 낙찰자 선정에 대한 구체적인 개선안을 도출하고자 하였다. 이와 같은 개선방안의 마련을 위해 설문 및 면담조사가 실시되었으며 최종적으로 실무자들과의 총의회를 통하여 최종안을 제안하였다. 본 연구의 주된 내용은 일괄입찰공사유형의 제시, 사전자격심사, 입찰서류 및 입찰기간, 입찰자평가시 발주처참여, 낙찰자선정, 실시설계판정, 건축$\cdot$토목$\cdot$기계$\cdot$설비에 대한 새로운 평가체계 제시 등으로 요약할 수 있다.

우리나라의 용접 기능 인력의 검정제도는 국제적 수준에 비교하여 그 질이 현격히 떨어지고 있다. 따라서 현재 우리나라의 용접사의 기량이 국제적으로 공인을 받지 못함으로 해서, 일본 강구조물 건설 시장에 참여하고자하는 우리나라 건설업체 의 용접기능공의 자격증이 전혀 인정을 받지 못하고 일본용접 협회에서 우리나라에와 기량 검정을 일본공업규격에 맞춘 새로운 기량 검정 시험을 치루고 자격증을 발급하고 있는 실정이다. 앞에서 언급한 바와 같이 도시가스관 용접부의 절반이 가스 누설된다 는 사실은 단순히 건설제도의 문제를 떠나서 용접사의 수준을 증명하는 일이기 때문 이다. 이러한 모든 문제점은 전문성이 전적으로 결여되고, 각 산업 분야의 특성을 무시한 패키지식 기능 인력의 공급을 담당하고 있는 한국산업인력공단과 이를 뒷받침 하는 현행 국가기술자격법에 기인하고 있다. 현재 운용되고 있는 국가기술자격법은 1973년도 처음 제정되어 지금까지 20여년 넘게 지속되어 오고 있으나 적어도 용접분야 의 자격증 효용은 아직까지도 산업 현장에서 뿌리내리고 있지 못한 실정이다. 뒤늦게 나마 정부가 국가기술 자격법의 폐해를 인정하고 이의 개정을 발표하였으나 용접계의 결연한 의지로 새롭게 국제적으로 인정받을 수 있는 용접사 기량 검정 제도를 개발하 여 이의 시행 의지를 밝혀야 제대로 된 용접사의 배출이 가능할 것이다.

Since recent construction projects become larger and complicated, the level of difficulty of management skill is rising, and the risk is increasing accordingly so the necessity of improving management skill of projects is increasing. In order to solve this problem, Construction Management system was preferentially introduced in construction projects but in case of domestic construction industry, separate contracts by business boundary are being made so the actual state is that the function of the Construction Management system is not properly operated over the overall projects. The partial operation of Construction Management system like this may impose many restrictions on converged and combined projects such as smart grid and intelligent buildings etc. in the future. For improvement of management skill of domestic construction projects, the competence of project management skill by work areas that can overcome heterogeneity of the current project management skill shall be secured, and any factor that impedes cooperation ability shall be found and that shall be solved. Therefore, the difference of work competency of project management system of construction and electrical construction is to be analyzed by utilizing IPA model in this study, and a plan to introduce the project management system of electrical construction for efficient operation of projects is to be looked into.

Recently, quality problems of steel used for construction have been raised as a cause of building collapse and safety accidents. Accordingly, it becomes more important to secure quality through material management, procurement management, and construction management for construction used steels. However, the quality management for construction used steels is confined to technical production and process control. So, it does not provide a solution of various non-conforming steel products issues. Therefore, this study suggests improvements of the construction system to secure quality of the construction used steels. Through expert interviews, we identify the items for system improvement and derive the top priority items by considering utility through a structured Analytic Hierarchy Process (AHP). It also divided the respondents into enterprise and research groups to analyze differences, implications and future improvement issues and suggest a road map. It is expected that the priority items derived in this study could be useful as a basic data for making policy decisions to assure the quality of construction used steel.
