Trend Study on Image of Construction Industry and Its Improving Strategy (건설업 이미지 변화 비교 분석 및 개선 전략)

  • The construction industry is very important to supply the facilities and infrastructure in Korea. However, the images of construction industry are negative in actual. In addition, the studies to improve the images of construction industry up to now have a limitation to research the images about that time. So, in this study, the authors examined and analyzed the peoples' trend changes of the images of construction industry with time. The results showed that the positive images of construction industry about the contribution to national economy and the future prospect are diminished. And it is revealed that the negative images of construction industry about the morality are decreased, too. The authors proposed the strategies to improve the images of construction industry by the based on these results.

  • Nowadays, the domestic construction markets are more competitive and the construction companies are very difficult to obtain profits. To overcome this situation, some construction companies are looking for value added business areas. To create and enter into the value added business areas, knowledge management to create, share and apply knowledge is important. However, the existing knowledge management has problems because it does not consider organizational culture. Therefore, strategic changes of person and organization are needed to improve the existing knowledge management. In this study, learning organization plan is suggested as a foundation of knowledge management in the construction companies and examined by IIAC(Incheon International Airport Corporation) case.

  • Benchmarking is an effective tool supporting improvement of corporate competitiveness and development of management strategy, however, its effectiveness may be compromised if its target and approach are not appropriate. Notably, the construction industry of Korea is unique in that it has a number of competitors sharing the same category and is significantly exposed to changes in external environment in terms of legal, regulatory and policy frameworks. Such characteristics make target corporate category rather than single company more suitable as benchmarking target and necessitate analysis of external environment.   • The future industry, intangible assets, like expertise, customer satisfaction, and employee's volition and capability, create more company value than any other components. The company's outcome mostly depends on managing these intangible knowledge assets. Construction industry is trying to adapt knowledge management system to manage their knowledge assets, but Hey do not build up knowledge assets definition and knowledge assets classification as much as other industries do. Most researches related knowledge assets classification are not concentrated on construction industry so it is need to define knowledge assets and establish knowledge assets classification of construction based on construction characteristics and informations. With this research result, construction knowledge assets classification can be the basis of knowledge asscts evaluation and knowledge map for knowledge management system.

  • After 1990s, the influence of construction industry has been decreased on national economy and construction business condition has been changed on economic recession and boom repeatedly. Larger fluctuation of business condition makes a forecast of it to be more difficult. Uncertainty in business prediction results in damages on construction companies and stakeholders. Therefore, study on forecasting a construction business is very important. This study suggests the Construction Industry Production Index(CIPI) to predict a construction business in consider of temperature effects. The results show that construction business is much influenced by temperature effects certainly and GDP. With the CBFM, this study examines CIPI for 2013 with two scenarios: 1)with GDP growth rate of 3.5% 2)with GDP growth rate of 2.4%. Thus, CIPI would be used as the economic state index to display the construction business conditions. Also, CIPI will be utilized as basic methodology in the impact of climate change in the construction industry.

  • 제조업과 유통업 등을 대상으로 했던 '한국서비스품질우수기업 인증'이 건설업 부문으로 확대되면서 건설업계의 관심이 커지고 있다. 서비스품질우수기업 인증제도는 기업 및 국가 경쟁력 제고와 소비자의 삶의 질 향상 및 권익보호를 위해 서비스 품질에 대해 이뤄지는 유일한 정부 인증으로 재단법인 키캄연구소(KICAM : 한국건설경영연구소)가 절차를 진행하고 지식경제부 기술표준원이 인증서를 발급해 준다. 2001년 시행된 이래 현재까지 800여 개 제조 유통업체 및 공공기업이 인증을 획득했고, 지난 9월부터는 고객서비스를 중시하는 건설산업 구조변화를 반영해 건설부문에도 시행됐다. 건설업 서비스품질 인증은 아파트 분양에서부터 입주, 사후관리까지 모든 단계의 사전 사후서비스 프로세스는 물론 서비스 품질문화 달성을 위한 리더십 등 추진력 부문, 고객만족 추진체계 등 시스템 부문, 서비스 경영성과 부문 등을 평가지표에 따라 종합 심사하게 된다. 특히 현장평가와 고객평가, 그리고 암행평가를 토대로 기술표준원 인증심사위원회에서 1000점 만점에 800점(중소기업은 700점) 이상을 획득한 기업에 한해 우수기업으로 인정해 준다. 건설업 서비스품질 인증제도에 대해 살펴본다.

  • Occupational safety and health management expense in construction industry means the monetary amount that the purchaser appropriates to prevent various disaster from happening during the construction period by setting aside a certain amount from subcontract based on the construction type and scale. The current appropriation standard of the Ministry of Employment and Labor has been enforced since its stipulation in 1988 although various policy changes for the safety in construction industry, e.g. the development of occupational safety management techniques in construction industry, changes in construction field site environment, cost depreciation, etc., are happening in Korea and overseas. Therefore, it is required at this point to examine whether the current occupational safety and health management expense appropriation is proper or not on the basis of time trend and the changes in the construction industry environment. Accordingly, this study aims at investigating the appropriation of occupational safety and health management expense for construction industry by the construction type and target expense in response to current construction industry environment and proposing the proper appropriation. The above research result proposes the calibration of the appropriation as specified and stipulated by the Ministry of Employment and Labor by the construction type and target expense, which is necessary to reflect the actual condition of the current construction industry environment.

  • Business boundaries of firms in the construction industry are strictly regulated in Korea. Under the current law, firms involved in construction processes are classified into five categories; general contractors, specialty contractors, architects' offices, engineering firms, and specialized in inspection. Among these types of firms, general contractors are prohibited to enter into specialty contractor's market and vice versa by the basic law in the construction industry. Also general contractors are not allowed to provide architectural services. The purpose of the law is to prohibit unlicensed companies from entering the construction market and to protect customers. However, the law causes critical problems e.g. low efficiency of production and rent creation. Therefore, we identify problems concerning business boundaries of firms in the construction industry and predict structural changes in the them when they are liberalized. So we surveyed general contractors and specialty contractors in Korea to estimate the effects of the liberalization on the construction industry. Most of contractors point to the enhancement of production efficiency as the motivation to integrate other construction process. If current regulations, which limit firms' decisions on business boundaries, are eliminated, firms will choose optimal business scopes taking into account types of contracts adopted by the Government for public works. Based on the cost/benifit analyses, they will decide whether to intergrate other production processes or not.

  • 건설현장 재해가 차지하는 국가적 손실을 감소시키기 위해 그동안 정부 및 관계기관과 많은 건설사들의 노력에도 불구하고 건설현장 작업 공정상 중대 사고들이 끊이지 않아 이에 대한 실증적 연구가 절실히 요구되고 있다. 현재 건설업의 안전관리 시스템은 유해·위험방지계획서 제도를 시행하고 있으나, 기존의 다른 자료를 답습한 내용이 대부분이고, 대규모 공사인 경우는 유해·위험방지계획서 작성 자체도 큰 부담을 갖을 수밖에 없는 현실에서 실질적인 수행이 어려운 실정이다. 그리고, 공사 착공 후 잦은 설계변경과 공법 변화 등에 따른 위험 요인에 적절히 대응하지 못하는 문제점이 도출되고 있다. 이러한 연유로 각각의 작업공정 개시전 공정별 작업 안전계획을 수립하여 적기에 능동적이고 유기적인 사전위험요인 제거가 가능한 공정안전관리기법(PSM: Process Safety Management)을 건설분야에 도입하여 시행하는 것이 필요하다고 사료된다. 본 논문에서는 이러한 문제점을 해결하고자 건설현장에 핵심공정에 대한 사전 안전성 확보로 재해를 예방하는 P.S.M. 기법을 도입하여 건설업 중대재해를 예방하는 방안을 찾아보고자 한다.
