In this study, the seepage flow monitoring method by the hydraulic head loss rate was developed for the purpose of application to offshore construction site enclosed by cofferdams in which seepage force varies periodically. The amount of the hydraulic head loss rate newly defined in this graph was in a range between 0 and 1. The zero of the rate means the existence of flow with no seepage resistance. The 1 of the rate means no seepage flow through the ground. The closer to 1 the coefficient of determinant in the hydraulic head loss graph is, the more the ground through which seepage water flows is stable. The closer to 0 the coefficient of determinant in the hydraulic head loss graph is, the more the ground through which seepage water flows was unstable and the higher the possibilities of existence of empty space or of occurrence of piping on the seepage flow pass in the ground is. The hydraulic head loss graph makes it possible to monitor sensitively the situation of seepage flow state, and the graph helps to understand easily the seepage flow state at the specific section on the whole cofferdam.

The Ministry of Land, Transport and Maritime Affairs has promulgated the mandatory design of BIM for road projects of more than 50 billion won by 2020 under the Basic Plan for the Sixth Construction Technology Promotion. As a result, major public clients are attempting to implement BIMs that are appropriate to the situation of each institution. On the other hand, it is difficult to design and construct a proper BIM and accumulate BIM information of the ordering organization because the technical guidelines and standard classification system that can perform BIM effectively have not been presented sufficiently. The characteristics of the road should be managed systematically, e.g., atypical objects, such as earthworks, which are constantly changing along a line; large objects, such as bridges and tunnels; and facilities, such as signs and soundproof walls. To achieve this, a multitude of standard systems should be developed and disseminated, but there have been insufficient studies on practical methods. To solve this problem, this study developed a BIM standard object classification system in the road sector to meet the international standard, accommodate a multi-dimensional information system, and provide a more effective BIM standard information environment that can be utilized easily by practitioners.
Due to the rapid development in information technology, countries of advanced information technology and multi-national information communication industries have expanding their invesment in constructing a cyber territory or a cyber city, and even a cyber globe that combines the real world with the cyber world. As such, in order to keep up with the competition with other countries to secure the Invisible Continent, Korea cannot afford to fall behind in the preparation and efforts to construct a cyber territory. Therefore in preparation for the inevitable establishment of a cyber territory, this study defined the concept of a cyber territory clearly and proposed a promotional strategy needed by the government for the establishment of a cyber territory. A cyber territory is 'the dynamic second territory that realizes various values in various aspects through organically combining innumerable active bodies in a surreal space and that are created by systematically and optimally connecting the physical topographical space and activity of the first nation to the cyberspace'. To explain further, a cyber territory is defined as another simulated space not only to manage the land systematically and deal with administrative services far the greater population, but also to contain economic activities of corporations and the citizens' everyday lives in a virtual reality by digitizing the entire territory including even the sea. In order to establish such cyber territory, it is necessary to revise related laws and policies, to foster related technology and industry as a main engine for national development, to promote public awareness, and to train related human resources.

The object of this research is an establishment of BIM-based quantity takeoff(QTO) and cost estimation guidelines for reinforcement concrete structures focused on improvement of field applicability in transition period from 2D drawing-based environment to 3D BIM-based environment. Preliminary studies on existing guidelines and standards for BIM modeling, QTO and cost estimation of reinforcement concrete structures are performed, and then a standardization of BIM-based cost estimation process is proposed through comparative analysis between 2D drawing-based cost estimation process and 3D BIM-based. In addition, modeling, QTO, and cost estimation processes of cost-BIM model for RC structures are conducted. The contributions of this research and the guidelines suggested by this research are 1) lowering barriers to entity to the new BIM-based environment for small size companies, 2) reducing construction cost by a close estimate, 3) establishing the foundation for integrated management of informations through construction project life cycle, 4) and ultimately, developing the BIM ecosystems.

Since the domestic utility tunnels were built mainly in the development project of the new city, they are all in the form of cut-and-cover box tunnel. But, in the case of overseas construction of utility tunnels for existing urban areas, the bored tunnel types are mainly adopted. It is reasonable to install bored tunnels in a downtown area because it is difficult to block the roads or install bypass roads due to heavy traffic and civil complaints. In order to activate the utility tunnels in bored type, it is necessary to secure optimized cross-sectional design technology considering the optimal supplying capacity and mutual influencing factors (Thermal Interference, electrolytic corrosion, efficiency of the maintenance, etc.) of utilities (power cables, telecommunication cables, water pipes, etc.). The optimal cross-section design method for bored utility tunnels is ultimately to derive the optimal arrangement technique for the utilities. In order to develop the design methods, firstly, the cases of tunnel cross-section (Shield TBM, Conventional Tunneling) in overseas shall be investigated to analyze the characteristics of the installation of utilities in the section and installation of auxiliary facilities, It is necessary to sort out and analyze the criteria related to the inner cross-section design (arrangement) presented in the standards and guidelines.
Rivers have been damaged due to rapid urbanization, and river management has been carried out focusing on flow and flood control functions. Recently, interest in river restoration, emphasizing the environmental aspects of rivers, is increasing, but the beginning of river restoration requires an appropriate evaluation of the environmental flow required for the ecosystem. This study analyzed the effects on the habitat of the river ecosystem by estimating the changes in flow regime and environmental flow following the construction of the Buhang dam in Gamcheon, the first tributary of the Nakdong River. To evaluate the environmental flow, the dominant species of Gamcheon, Zacco Platypus, and the protected species Squalidus gracilis majime, and riparian vegetation were selected, and the environmental flow was calculated using the HEC-EFM (Ecosystem Function Model). The evaluated environmental flow was linked with hydraulic analysis and GIS platform, and habitat area change and habitat connectivity analysis before and after dam construction were performed by spatial habitat analysis in the river. Based on the results of this study, it can be used as a river restoration project and a dam operation plan considering the river environment through the calculation of environmental flow and habitat connectivity analysis to improve the habitat of the river ecosystem.
Evapotranspiration, one of the hydrometeorological components, is considered an important variable for water resource planning and management and is primarily used as input data for hydrological models such as water balance models. The FAO56 PM method has been recommended as a standard approach to estimate the reference evapotranspiration with relatively high accuracy. However, the FAO56 PM method is often challenging to apply because it requires considerable hydrometeorological variables. In this perspective, the Hargreaves equation has been widely adopted to estimate the reference evapotranspiration. In this study, a set of parameters of the Hargreaves equation was calibrated with relatively long-term data within a Bayesian framework. Statistical index (CC, RMSE, IoA) is used to validate the model. RMSE for monthly results reduced from 7.94 ~ 24.91 mm/month to 7.94 ~ 24.91 mm/month for the validation period. The results confirmed that the accuracy was significantly improved compared to the existing Hargreaves equation. Further, the evaporative demand drought index (EDDI) based on the evaporative demand (E0) was proposed. To confirm the effectiveness of the EDDI, this study evaluated the estimated EDDI for the recent drought events from 2014 to 2015 and 2018, along with precipitation and SPI. As a result of the evaluation of the Han-river watershed in 2018, the weekly EDDI increased to more than 2 and it was confirmed that EDDI more effectively detects the onset of drought caused by heatwaves. EDDI can be used as a drought index, particularly for heatwave-driven flash drought monitoring and along with SPI.
The term "conserved remains" refers to cultural remains that are preserved in accordance with the valuation of buried cultural properties when important remains are recognized in rescue excavations during construction work. South Korea's rapid economic growth and ensuing land development over the past few decades compelled a sharp increase in the number of rescue excavation cases, and, naturally, of conserved remains. Today, an increasingly large number of conserved remains have raised issues, including those concerning land expropriation as well as the management and utilization of such remains, but no clear solutions have been proposed. This study attempts to propose plans for improvement based mainly on the recognition of institutional issues rather than technical issues related to the conservation of cultural remains. This is because the identification and review of institutional deficiencies must be prioritized in order to efficiently manage conserved remains with limited resources and manpower. Among many possible proposals to demand improvement of conservation policies, one that must first be examined under the current system is the rapid transition, or review thereof, of "conserved remains" to "designated cultural properties." Unlike designated cultural properties, conserved remains are merely a temporary means of conservation, because they lack regulations for follow-ups subsequent to preliminary measures. Naturally, deferring the definition of relics as "conserved remains" for extended periods causes numerous problems. Measures to resolve such problems may include establishing a legal system to manage conserved remains at a level similar to designated cultural properties or seeking ways to improve management under the current system. This study focuses on areas where institutional improvement for conserved remains is possible by methods other than through the rapid transition to designated cultural properties and presents several proposals. Currently, conservation measures are divided into three categories: on-site conservation, relocation conservation, and record conservation. This study reclassifies these categories from three into four categories. On-site conservation includes only two categories: conserved remains and the newly-proposed soil-covered remains. Two remaining categories, the relocation conservation remains and the record conservation remains, are presented as classifications in which development projects are possible, and they are presented as alternative conservation types that contrast with on-site conservation. Unlike conserved remains, soil-covered conservation presented as a new category in which development projects are possible.
A total of 498 agricultural reservoirs ranging from $164{\times}10^3\;m^3$ to $253{\times}10^6\;m^3$ in storage volume were investigated from 1990 to 2001 with respect to Chl-${\alpha}$, COD concentration and pollutant loading of BOD, TN, and TP. The lakes and reservoirs could be classified to 4 types using the relationships between the ratio of storage volume per water surface area(ST/WS) and Chl-${\alpha}$ concentration. It is recommended that the improvement of polluted lakes should be performed in the order of integrated consolidation type ${\rightarrow}$ watershed consolidation type ${\rightarrow}$ in-lake consolidation type ${\rightarrow}$ Management type and reservoir should be constructed to be over $5{\sim}6\;m$ in depth(ST/WS ratio) for preventing the eutrophication of agricultural reservoirs. We propose that water quality criteria for agricultural water is changed from less than 8 mg/L to less than 6 mg/L for safety value, $6{\sim}10\;mg/L$ for concern value, and more than 10 mg/L for countermeasure value in COD concentration, respectively.
District heating was first introduced in Korea in 1985. As the service life of the underground thermal piping network has increased for more than 30 years, the maintenance of the underground thermal pipe has become an important issue. A variety of complex technologies are required for periodic inspection and operation management for the maintenance of the aged thermal piping network. Especially, it is required to develop a model that can be used for decision making in order to derive optimal maintenance and replacement point from the economic viewpoint in the field. In this study, the analysis was carried out based on the repair history and accident data at the operation of the thermal pipe network of five districts in the Korea District Heating Corporation. A failure probability model was developed by introducing statistical techniques of qualitative analysis and binomial logistic regression analysis. As a result of qualitative analysis of maintenance history and accident data, the most important cause of pipeline damage was construction erosion, corrosion of pipe and bad material accounted for about 82%. In the statistical model analysis, by setting the separation point of the classification to 0.25, the accuracy of the thermal pipe breakage and non-breakage classification improved to 73.5%. In order to establish the failure probability model, the fitness of the model was verified through the Hosmer and Lemeshow test, the independent test of the independent variables, and the Chi-Square test of the model. According to the results of analysis of the risk of thermal pipe network damage, the highest probability of failure was analyzed as the thermal pipeline constructed by the F construction company in the reducer pipe of less than 250mm, which is more than 10 years on the Seoul area motorway in winter. The results of this study can be used to prioritize maintenance, preventive inspection, and replacement of thermal piping systems. In addition, it will be possible to reduce the frequency of thermal pipeline damage and to use it more aggressively to manage thermal piping network by establishing and coping with accident prevention plan in advance such as inspection and maintenance.
