  • 건설산업에 있어서 건설기술자의 수요는 건설공사업의 면허 및 등록을 위한 기술능력의 평가기준이 되고 또한 건설공사의 관리 및 기술상의 관리를 위해 공사현장에 배치되는 기술자로 활용될 뿐만 아니라 건설산업의 국제화, 고도화에 따른 경쟁력 강화와 노동집약적 산업에서 기술집약적 산업으로 전환하기 위한 중추적인 역할을 담당하고 있다. 이와 같이 건설기술인력의 중요성을 감안할 때 기술인력의 향상과 전문화를 통한 건설기술의 고도화를 도모하고 또한 건설생산활동에 있어서 원활한 수급을 위한 효율적인 기술인력 관리체계가 구축되어야 한다. 따라서 본 연구에서는 건설기술인력의 효율적 및 관리를 위해 현행 건설기술인력 활용 및 관리 제도상의 문제점 분석과 건설기술인력의 교육 및 경력관리에 대한 실태 조사를 통하여 건설기술인력의 관리 및 활용성의 문제점을 파악하고 개선방향을 제시하였다. 또한 양성된 건설기술인력의 능력을 유효하게 발휘시킬수 있도록 환경여건의 마련과 이들을 조직화하여 국가적 차원에서 효율적 활용을 도모할 수 있는 일련의 계획적$\cdot$체계적 관리 방안을 제시하였다.

  • 건설산업이 점차 노동집약적 산업에서 기술집약적 산업으로 전환됨에 따라 요구되는 건설기술인력의 수요가 증가할 것으로 예상된다. 이에 따라 건설기술인력의 효율적인 수급을 위해 기술 인력의 공급량과 수요량을 예측하여 예견되는 불균형 또는 균형적인 소요량을 제시함으써 사회의 투자의사결정에 수반되는 불확실성의 감소, 경제계획수립의 기초자료, 정부의 정책이나 프로그램의 효과에 대한 평가, 인력 확보를 위한 교육$\cdot$훈련체계 수립, 그리고 기업의 합리적 의사결정을 위한 자료로 활용할 수 있는 기준을 제공할것으로 기대된다. 따라서 본 연구에서는 건설기술인력이 수요동향 분석을 위하여 설문조사와 건설업통계조사보고서를 이용하여 건설업에 종사하는 건설업 취업자 추이, 고용구조, 건설기술의 현황을 분석하여 건설업의 종사자 및 기술인력에 대한 추이를 규명하였다. 이러한 분석을 토대로 경제요인을 고려한 건설기술인력의 수요예측모형을 제시하고 이 모형을 사용하여 2000년까지의 분야별 건설기술인력의 수요를 예측하였다.

  • University graduates from construction-related departments are undergoing serious difficulties in getting a job as construction companies are reluctant to employ new personnel due to the depression in the construction industry which has been downscaled in both domestic and overseas markets. In the situation is like this, statistics show that the percentage of employment among the university graduates is less than $25\%$, the unemployment problem in the construction sector has started to demand urgent countermeasures. This report anticipated demand and supply for technical man power in the field of construction in between 2002-2008. For preparation of an effectiveness of supply and demand plan on over-supplied in construction technical man power, this suggested expansion of SOC investment, induced into IT field of unemployed construction manpower, enlargement of overseas construction manpower And this considered an elastic operation of curriculum related to construction, and arranged an excess supply and demand of construction technical manpower, which has been considered to education that will meet with demand of enterprise, etc. on both side of quantity and quality simultaneously.

  • After the introduction of Professional Engineer System to secure superior technical personnel in 1963, the engineering license regulations were introduced in 1995 - the person qualified with either the academic back ground or career in the construction field can be authorized as a construction engineer- to cope with higher demands for construction engineers caused by revitalization of construction business such as 2 million house construction. As a result, the number of construction engineers has been increased drastically since year 2000, which caused serious problems in utilizing top technical certificate, the PE's. Recently, relating to the opening of technology market according to WTO agreement and mutual authentication among countries and etc., the government is preparing legal and systematic foundations to guarantee the professionalism of engineers. Through the exact supply-demand forecast of PE's reflecting these systematic aspects, we are going to analyze the problems in the supply-demand of PE's and suggest the systematic improvement plans for managing the supply-demand of PE's. The result of this research can be used for building efficient and consistent raising and utilizing system of PE's as well as supply and demand system of qualified PE's

Empirical Analysis on the Impact of Workplace Learning on Human Resource Performance of Construction Engineer (건설기술인력의 일터학습 참여가 인적자원성과에 미치는 영향에 대한 실증분석)

  • The purpose of this study is to investigate the participation of vocational training program of construction engineers and the impact of workplace learning (formal learning and informal learning) on human resource performances of construction engineers. The data of 306 construction engineers were extracted from 10,069 workers in various industries those were collected by 6th human resource company panel survey done by Korea Research Institute of Vocational Education & Training. This study found that, compared with workers in other industries, participation rate of construction engineers in workplace learning (formal learning, informal learning) was relatively low, and especially the participation rate of informal learning was significantly low. Regression analysis showed that participation in formal learning did not affect positive job performance and job satisfaction. On the other hand, informal learning has a positive effect on job capability, job satisfaction, and organizational commitment.

  • Labor shortages are a serious problem for Korea's construction industry. The problem is both quantitative and qualitative. There is a shortage in supply as due to a decrease in the influx of new labor, and existing workers are less productive as they age. The problem will only get worse as more and more major public projects are being planned. Options for increasing the labor supply are somewhat limited, and thus efforts need to be made to adopt new technologies that can improve the productivity and efficiency of field work and their processes. This paper introduces seven innovation technologies that have the best potential to increase productivity and thus reduce the burden of labor shortage problems. These include 1) Substitution by use of robotics and automation, 2) development and applications of Innovative materials to reduce on site field work, 3) increase in productivity through the implementation of Information Technology, 4) improved productivity through the application of modules, and prefabrication, 5) prevention of rework and redesign, 6) diversification of labor by integrating labor skills, and 7) improved productivity by standardizing site processes.

Improved Model for Index of Construction Engineer's Competency Evaluation System in Domestic Construction Management (국내 건설사업관리 기술인력 역량평가 개선모델(I2CEC))

  • The ICEC (Index of Construction Engineer's Competency) quantifies the competence of construction engineers using such parameters as experience, education, and qualifications and assigns four technical grades (expert, advanced, intermediate, and beginners) to construction engineers according to their scores for the efficient management and loading of technical personnel. However, as of 2020, the seventh year since its implementation, ICEC has shown many problems in its application, unlike its intended purpose. So institutional supplementation is required to provide improvement measures that can cope with the changing labor market environment and complement the current ICEC. Therefore, this study examined the current status of the career management system after the introduction of the ICEC, suggested a career index proportional to the competence of construction engineers from the beginner to the expert level, and developed an effective capability evaluation model I2CEC. The improved model presented in this study provides a means to comprehensively judge the performance, experience, and the professional work abilities of construction management engineers. Furthermore, the results of this study are expected to contribute to the development of efficient manpower and career management systems for enhancing the competitiveness of the domestic construction industry.

Rapid Education and Training Methodology for North Korean Construction Workers through a Survey (설문조사를 통한 북한 건설노동자의 급속 양성 교육·훈련 방안)

  • North Korea's demand for infrastructure construction and maintenance is growing rapidly. On the other hand, the number of skilled workers is insufficient. Therefore, through a survey of North Korean defectors, this study analyzed the status of construction technology and the difficulties of construction workers. In addition, an attempt was made to derive an appropriate education and training program process and operation plan. As a result of the survey, the reason for the low technical level of construction workers was the lack of skills, lack of motivation to work, and the lack of training and management systems. The appropriate education and training period was 56% of the total response within one year and 36% within six months. Based on the results of this survey, the period of education and training for the rapid training of construction technical personnel in North Korea was adopted as one year. Moreover, compared to the NCS standard in South Korea, appropriate training hours were suggested, excluding training courses, such as planning and design, construction management that require specialized knowledge. Finally, the curriculum corresponding to the education and training courses and the standards for facility names and required areas for facility operation were suggested.

  • In order to respond the opening of technology market by the agreement with WTO, the mutual authentication of professional engineers (PEs) by nh, and the promotion and encouragement of education in technology, the preparation of robustic regulation and regal system to secure the authority of PEs and to enhance their quality is required. And a scheme to train PEs with the advanced country level of quality and secure the practical use of PE's expertise should be developed to cope with current issues after the survey of supply and demand for PEs. In this paper, the problem of supply and demand of construction PEs is surveyed under the current regal system and the idea to regulate the supply and demand with the improvement of the regal system is suggested. The result of this research is used for building the supply and demand system of quality PEs and the efficient training and practical arrangement system. Furthermore, the result would be used for the fundamental data to establish the government policy about PEs.

Raising Percentage of Employment and Analysis of Employment Statistics of Construction Engineers (건설기술자의 취업통계분석 및 취업률 제고방안)

  • Since the global financial crisis, the average youth employment rate in OECD countries dropped from 54% in 2007 to 50.8% in 2013 while the average youth unemployment rate jumped from 9.7% in 2007 to 13.4% in 2013. A similar trend was seen in Korea, with a decrease of the youth employment rate from 42.6% in 2007 to 41.5% in 2015. The country's youth unemployment rate increased from 7.2% in 2007 to 9.2% in 2015. The low youth employment rate has quickly become a social problem not only in Korea but also worldwide. The Korean construction industry will gradually move its focus of investment from quantitative growth to investing in qualitative growth of the sector. In this sense, it is imperative to create jobs for construction engineers and train global talents. This study analyzed the presence of construction engineers and the employment status of university graduates in Korea to suggest ways to create jobs for young construction engineers. To train global talents in the construction engineering sector, it will be necessary to not only establish middle-long term plans but also change the perception of the construction industry from 3D (dirty, difficult, dangerous) to 3C (clean, clear, creative) along with appropriate infrastructure supporting the industry.
