최근 몇 년간 지속된 국내 건설경기 침체로 설비건설업계는 많은 어려움을 겪고 있다. 또한 금년 1월 1일부터 기계설비공사의 겸업제한이 폐지되면서 일반건설사도 기계설비의 면허취득이 가능해지는 등 설비건설업계에 많은 변화가 일고 있다. 이처럼 개방과 불황의 파고를 넘기 위해서는 기업의 경쟁력 강화가 그 어느 때보다도 절실히 요구되고 있다. 기업은 신기술 신공법 개발 및 알뜰경영으로 경쟁력을 강화시키는 것도 중요하지만 전사적인 안전관리로 근로손실에 의한 생산성 저하, 재해보상금 지급 등 안전사고와 관련한 지출을 크게 줄이는 것도 경쟁력 강화의 한 요인으로 주목되고 있다. 최근들어 안전 보건 및 환경 등에 대한 관심이 높아지면서 건설업계는 기업경영의 우수성을 객관적으로 평가받을 수 있는 안전보건경영시스템 인증 취득이 늘어나고 있다. 더구나 설비건설업계의 숙원사업인 분리발주와 유사한 주계약자공동도급이 올해부터 기계설비공사에 적용되면서 일반건설업체도 기계설비건설업체와 공동도급을 받기 위해 노력하고 있다. 이럴 때 설비건설업체가 경쟁에서 우위를 선점할 수 있는 요건은 무엇일까? 기술력, 신뢰도 등 여러 가지 요인이 있겠지만 안전보건경영시스템 인증도 한 몫 할 수 있을 것으로 예상된다. 지난 2001년 안전보건경영시스템 인증이 도입된 이후 지난 3월 30일 현재 설비건설업계는 14개 업체가 인증을 취득했다. 본지는 지난 2006년 9월호에 건설업 안전보건경영시스템을 특집으로 소개한 바 있다. 최근들어 안전보건경영시스템에 대한 관심이 높아지면서 이에 대한 문의가 많아짐에 따라 이번 호에는 안전보건경영시스템에 대해 다시 한번 알아본다.

고도로 발전하고 있는 건설산업과 소비자의 요구가 점차 세분화 되면서 객관적인 평가기능을 갖추고 있는 품질경영시스템이 지난 1992년부터 건설업계에 도입됨에 따라 건설업계는 시공의 표준화가 정착되어 가는 중이다. 최근에는 환경 및 안전.보건에 대한 관심이 높아지면서 건설업계는 환경.안전보건경영시스템 획득으로 기업경영의 우수성을 객관적으로 인증 받는 추세이다. 설비건설업계의 경우 환경경영시스템(ISO 14001)을 인증 받은 업체가 36개사, 안전보건경영시스템(K-OHSMS 18001)은 2개사, 안전경영시스템(KOSHA 18001, 건설업)은 3개사가 인증을 받는 등 아직 초기단계에 있으나 점차 확대될 전망이다. 환경.안전보건경영시스템을 인증 받을 경우 금융기관의 기술신용평가시 가산점 부여, 시공능력평가시 가산점 부여, 기술비 세액공제, 인증획득 자금지원, 융자신청시 가산점 부여, 기업실무자 교육비지원 등의 혜택이 주어지나, 무엇보다도 지속적인 관리로 업무의 질적 향상과 체계적인 관리를 통해 한 단계 업그레이드 가능한 것을 장점으로 꼽을 수 있다. 본지는 환경·안전보건경영시스템 인증 절차 및 인증시 효과에 대해 알아본다.

This study suggests strategies business strategies of specialty contractors by interaction analysis between business performance indicators and construction business indicators depending on operation types. To analyzing this research, a database was analyze for construction orders and business performance indicators for specialty contractors with KRW 7 billion from 1997 to 2010 yr. For organized management oriented specialty contractors, the amount of construction orders is directly affecting the corporate stability and therefore decreasing orders can negatively affect the owner's equity ratio. However, considering that the turnover ratio of total liabilities and net worth is affecting the owner's equity, an asset management plan needs to be established in a way to increase sales to the owner's equity secured with increase in construction orders. For a single leader oriented specialty contractors, the owner's equity ratio is also significantly affected by change in the amount of construction orders and some countermeasure is required. But, as liability ratio is affecting the amount of construction orders, some sort of countermeasures to decrease liability ratio is required.

Knowledge has been one of the key factors influencing the companies' competitive power. Domestic construction industries have introduced Knowledge Management from 1990s around major construction companies. However, construction organizations have recently give a skeptical response about Knowledge Management. The existing Knowledge Management in construction industries does not satisfy the demands of workers. Furthermore it makes workers do double business. Therefore, this study investigates the workers' satisfaction of Knowledge Management, and becomes the preliminary study to suggest how to improve Construction Knowledge Management.

(주)대우(대표이사 장영수)는 최근 94건설기술 FAIR, 21세기 건설경영세미나, 한일 건설심포지움 등 EC화를 위한 국제적 행사를 잇따라 개최했는데, 지난 11월 15일 조선호텔에서 열린 $\ulcorner$21세기 건설경영세미나$\lrcorner$에서 일본 가자마건설의 야마시다 요시히로 경영기획부장이 $\ulcorner$21세기 건설업의 경영전략$\lrcorner$ 이라는 주제를 발표해 주목을 끌었다. 본고는 이날 제시되었던 $\ulcorner$일본 건설업체의 21세기 전략과 한일간 공동협력방안$\lrcorner$ 에 대한 내용을 요약, 정리하여 게제한 것이다.

건설업은 위험요소가 많은 업종 특성상 높은 재해발생율을 보이면서 정부에서도 많은 투자와 노력을 기울여 왔으나, 건설안전수준은 크게 향상되지 못하고 있다. 반면 선진국에서는, ISO에서 품질경영시스템과 환경경영시스템을 도입한 이후, 안전경영시스템에 대한 논의가 활발히 추진되고 있으며 안전에 관한 국가규격을 제정하는 등 안전활동이 크게 발전해 있다. 우리나라에서도 금년 7월부터 KISCO 2000프로그램이 시행되었지만, 건설업은 적용에서 제외되었다. 따라서 건설업에서의 안전경영시스템 적용 모델 개발 및 보급은 서둘러야 할 과제이다. 본 연구에서는 향후 건설업에 적용될 안전경영시스템 추진 모델을 개발하고 요건에 대응한 건설안전업무의 범위 및 문서화 체계작업, 그리고 추진과정을 제시하였다.

한국건설경영협회 주최로 10월18일 오후 2시, 서울 중구 태평로 프레스센터 19층 회의실에서 한국건설경영협회 창립 15주년을 기념해 '성장 동력 확보를 위한 한국 건설 산업의 선택' 토론회가 개최됐다. 이번 토론회에서는 한국 건설 산업의 지속적인 발전과 1등 산업 성장방안을 모색하기 위해 '경영 패러다임', '초일류 건설 기업', '글로벌 건설 제도' 등 3개 분야의 주제 발표와 토론이 이어졌다.

The goal of enterprises is to make a profit. They should change and evolve themselves according to various customers' demand and developing information technology. The construction industry has not been used to such a change of business environment, although it has a long history. So it needs a new management system that accepts the various demands of construction participants and keeps pace with the evolving environment where is replaced by high-valued one. In this point, this research's objective is to apply SCM which shows visible outcome in the manufacturing industry, to the construction industry. This study regards the concept of SCM not as a simple management method, but as a comprehensive one. In other words, SCM is composed of three viewpoints; control, organization and information technology. SCM is to improve process by new management method, to benefit each other by strategical cooperation among participants, and to make information delivery and saving system for maintaining the relationship.

Foreign construction requires the globalization of management structure and role execution as a global manager. Therefore, this paper prospects the light and shadow of Korea construction business with the consideration about the foreign construction market and Korea's foreign construction. This paper interprets meaning about the foreign construction and analyzes the distinction, strategy, and competitive factor of foreign construction business. On the basis of interpretation and analysis, this paper suggests the innovative change of the domestic construction business manager and management system.
