  • Recently, the Act on the Punishment of Severe Disasters has drawn attention to the construction environment. A common way to check the safety management of the construction site is for workers to check the site with their own eyes. However, this method is inevitably affected by the limitations of workers' abilities, resulting in fatigue and reduced work efficiency. For this reason, it cannot be an efficient method. Thus, we intend to help the working environment and construction site safety through this study, by proposing an efficient ICT safety management system that can supplement the above methods. In this paper explain the design of the access management system using RFID and the field information monitoring method through noise sensors and fine dust sensors. In addition, we propose a system that can prevent accidents between heavy equipment and people with a PIR sensor, and prevent safety accidents by grasping the slope of the building being worked through a gyro sensor.

  • 최근 국제적으로 지진 발생 규모가 증대하고 있으며, 우리나라를 비롯한 많은 나라에서 구조물 및 주요 시설물에 대한 내진설계에 관심이 증대되고 있다. 지진방재는 건물자체의 안전성뿐만 아니라 내부설비 및 소장품에 대한 안전성까지 종합적으로 검토되어야 하며 이를 위한 대책이 필요한 실정이다. 본 연구의 주요목적은 예측 불가한 자연재해인 지진에 대해 일반적인 면진성능을 갖는 기초격리장치로서의 기능을 충실히 수행할 수 있는지를 확인하기 위하여 면진장치를 사용한 구조물의 면진효과를 검증하는 것이다. 또한 설계된 스프링의 탄성계수에 따른 실제 지진 시 응답의 차이를 알아보기 위하여 공진실험 및 진동대 실험을 실시하여 면진테이블 시스템의 면진성능을 평가하였다. 진동대 실험은 미국 "NEBS Requirements"에서 규정하는 요구응답스펙트럼에 상응하는 임의 지진파를 적용하였고 각각 x축과 z축 가진 후, x-y-z 축을 동시에 가진하여 수행하였다. 시험응답스펙트럼(Test Response Spectrum)은 요구응답스펙트럼(RRS)에 포락하도록 시험하여 최대가속도는 x축 방향 가진 시 90%의 감쇠효과가 나타났으며, 3축 방향 가진 시 x축 방향은 58%, y축 방향은 31%의 감쇠효과가 나타났다. 최대상대변위는 설계스트로크 140mm에 대하여 최대 85.54mm의 변위가 발생하여 안정적인 거동을 나타내었다. 본 연구에서 제안한 면진테이블 시스템은 중요 첨단장비 및 문화재 등의 전도 및 파괴를 방지하는 데 효과적일 것으로 판단된다.

  • TEST CELL(엔진 시운전실)은 다양한 형태의 자원들이 결합한 종합 시스템이다. 즉, 건물 및 각종 설비로부터 엔진운용에 직접적으로 필요한 각종 제어 및 계측장비, 그리고 엔진운용자가 안전하고 정확하게 엔진을 구동하고 그 결과를 빠르고 쉽게 분석하게 하는 장비 및 운용 소프트웨어에 이르기까지 다양한 특성의 많은 서브 시스템들이 유기적으로 결합되어야 한다. 또한 주변 환경에 최대한 영향을 주지 않도록 소음, 진동 등이 발생되지 않아야 하므로 그 전체 시스템구성이 복잡하고 다양한 분야의 전문적인 지식과 시스템기술을 필요로 한다. 엔진의 지상성능시험에는 여러 단계의 시험을 거쳐야 하는데 그 중에서 지상성능시험은 엔진의 성능상태를 확인하는 시험이다. 여기에 TEST CELL(엔진시운전실)의 구성품을 추구하는데 저렴한 비용으로 설계하는 방안을 열거하고자 한다.

  • 본 논문에서는 인공위성 이미지 비교 알고리즘을 설계하여 국제원자력기구(IAEA)와의 안전조치협정 추가의정서에 따른 원자력 시설 부지 정보의 변동 사항을 검출하는 시험을 수행하였다. 구글 어스에서 특정 장소에 대해 촬영 시간이 다른 인공위성 이미지를 얻어 시험 데이터로 사용하고 본 논문에서 개발한 5단계 이미지 비교 알고리즘을 구동한 결과 추가되거나 사라진 건물을 추적할 수 있었다. 향후 알고리즘 성능에 중요한 역할을 하는 검출 조정값(역치) 자동 도출 기능 및 이미지 전처리 프로세스를 개선한다면 대량 이미지 분석이 필요한 업무에 활용할 수 있을 것이다.

Statistics and Management Systems of Unwanted Domestic and Foreign Fire Alarms (국내·외 비화재보의 통계 및 관리체계에 관한 연구)

  • In the event of a fire and a disaster, prompt and accurate alarms inside and outside the building are directly related to the minimization of damage and the success of life evacuation. However, due to unwanted fire alarms in automated fire detection systems, the number of dispatches by misunderstanding in the 119 service is increasing. This causes the insensitivity to the safety of building managers and the waste of the fire-fighting power. Therefore, in this study, the statistical databases and literature on unwanted fire alarms in Korea and abroad (USA, UK) were identified and the management systems for unwanted fire alarms were compared and analyzed to identify problems of statistics in the management systems for unwanted fire alarms.

An Analysis of the Appropriate Number of People Per Apartment Household According to NFPA 101 (NFPA 101에 의한 아파트 한 세대당 적정 수용인원 분석)

  • The study analyzes the appropriate number of people per a household by applying an evacuation simulation to a 27-floor apartment in accordance with the NFPA 101 standard. The results of the analysis are as follows. First, if there are three people residing in each household, there would be 156 households in total, of which 85.25% were evacuated within 5 minutes. Second, 208 households with 4 residents were evacuated within 5 minutes. Third, if there are five people residing in each household, there would be a total of 260 households and 71.92% of residents were evacuated within 5 minutes. Lastly, 62.82% of the 312 households, each consisting of 6 people, were evacuated within 5 minutes. Measures to reduce evacuation time include determining the width of the stairs according to the number of people indoors, the number of floors in the building, the slope of stairs, and the users' characteristics, the design reflecting the ventilation conditions of the stairs, the installment of outdoor evacuation stairs, two-way stairs, evacuation lift, and the installation of an evacuation safety zone for people to evacuate outside of the building in the middle floors. In addition, measures, such as the mandatory installation of automatic emergency door open-close device to the rooftop, are required to facilitate rooftop evacuation.

Improvement Measures for Enhancing Professional Safety Sheriff's Specialty (안전보안관 전문성 제고를 위한 개선방안)

  • The purpose of this study is to examine the role of safety sheriffs and their necessity in order to improve the activation of safety sheriff's professionalism. Seven security sheriffs were finally selected to discuss their activities and discuss ways to improve their effectiveness. We conducted semi - structured interviews and conducted in - depth interviews with limited data and inadequate prior research. The results of this study are as follows. First, the government should get the help of citizens, citizens and residents. If the state wishes to reduce the number of safety accidents and bring positive results to the public, it should not rely solely on the utilization of institutions. Second, in order to be a safe sheriff with a positive response from the local residents, the activities of the sheriff's sheriff are not only aimed at preventing risks in the environmental domain and reducing the number of accidents, Publicity should be provided to the landlord, tenant, and residents to inform them that the activity is preventive of accident prevention. Third, under the current law, it is necessary to disclose public facilities such as roads, airports, and harbors to the private sector in order to make it possible to monitor school facilities and youth training facilities. Fourth, the safety sheriff is expected to put forward the expectations and positive results of prevention through the beginning of the inspection activities, and the role of the Korean people in becoming psychological stable and efforts to be born as safety experts are required. Finally, it is necessary to establish a concrete manual, strategic safety inspection plan.

A Checklist and Manual Developed to Review Fire Safety Facilities' Compliance with Fire Safety Requirements for Apartment Buildings (공동주택 소방시설 적법성 검토를 위한 화재안전규정 체크리스트 및 매뉴얼 개발)

  • Recently, there is a growing need to review compliance with legal requirements to ensure fire safety as the number of fires caused by noncompliant fire safety facilities in high-rise buildings has increased. While there are a large number of apartment buildings in Korea, there is a lack of review on fire safety facilities' compliance with fire safety requirements. The reason for this lack of review despite apartment buildings causing deaths due to their structural features in the event of a fire, lies in the misinterpretation of legal provisions as the Building Act and the Fire Services Act are mixed up; a final inspection when fire safety facilities are unnecessarily installed or missing could result in significant losses in terms of finances and time. Therefore, this study developed a checklist that makes it possible to review mixed-up legal requirements for fire safety facilities simultaneously, and examined the importance and current level of each item through IPA (Importance Performance Analysis). Based on these results, this study intends to develop a manual that considers its applicability to construction practices and contribute to reducing construction companies' fire safety inspection risks.

A Study on the Actual Condition Analysis and Improvement Direction of Disaster Safety Education Training Course in School - Focused on Disaster Safety Management for School Facilities - (학교 재난안전 교육연수과정 실태분석 및 개선방향에 관한 연구 - 학교시설에 대한 재난안전관리 중심으로 -)

  • This study suggests desirable disaster safety education curriculum through analyzing the operational status of the school disaster safety management training course and demand survey of school staff. First, the problem of the disaster safety training course of the school is not connected with the lack of law and system and the school disaster safety job. Second, improvement of law and system and variety of training should be made to acquire professional knowledge. Third, it is necessary to divide curriculum into the following four categories, according to educational needs of public officials ; Educational administration officers course focused on facility safety, maintenance and disaster countermeasure. Educational officials in technical post course addressing approval and permission of school facility projects, seismic reinforcement of school building, etc. Educational supervisors course covering roles and responsibilities of the school safety supervisors in the event of disaster. Teaching staffs course focused on safety instructions for students. Fourth, it is found that lectures and experiential learning methods are the most desirable methods of teaching and learning, and the major ranks are earthquake disaster, fire, gas, typhoon, school road, and electrical safety.

Safety Evaluation of Concert Hall Floor Vibration Using Numerical Analysis Model (수치해석모델을 이용한 콘서트 홀 바닥진동 안전성 평가)

  • In this paper, the floor vibration of an example concert hall building was measured and floor safety criteria were analytically checked through comparison between experimental and analytical results. The floor bottom plate model was constructed considering the composite effect and the analytical model was modified to have the natural frequency identical to the measured one. Also, time history analysis was conducted using the dynamic loads induced by human rhythmic movement during a musical performance, and the analytically calculated floor accelerations were similar to the measured one. Based on this model, the floor vibration level due to the group activities of about 400 persons, maximum available persons for the concert hall, was estimated. It was confirmed that the human induced dynamic loads applied to the column and beam would be much lower than the design strength. In addition, the horizontal acceleration level is just 2% of the design seismic load, so the concert hall is safe in both vertical and horizontal excitations by human rhythmic movements.
