"국가를 당사자로 하는 계약에 관한 법률" 시행령 제9조 1항 제3호 및 같은 법 시행규칙 제5조 제2항에 근거 전기공사의 예정가격의 결정기준은 (1)거래실례가격 (2)표준품셈 (3)표준시장단가 (4)견적가격 등 4가지 방법을 사용하고 있다. 특히 표준시장단가제도는 이미 수행한 공사의 계약단가만을 고려하여 발표하는 "실적공사비"제도를 계약단가, 입찰단가, 시공단가 등을 고려한 "표준시장단가"제도로 2015년 3월 1일부로 개정되었다. 제도는 시행되었으나 표준시장단가의 산정기준, 절차 및 방법 등 세부적인 제도가 미흡한 상황이다. 따라서 과거 실적공사비 산정방식을 검토하되, 계약단가, 입찰단가, 시공단가 등을 고려한 합리적인 표준시장단가의 산정방식을 제시함으로써, 예정가격결정시 적정공사비를 확보하고, 원 하도급간의 거래가격 투명성 및 객관성을 통해 전기공사의 품질 및 안정성이 확보될 것으로 사료된다.

공정거래위원회(위원장 정호열)는 지난 11월 6일 표준하도급계약서를 개정하고 이날부터 시행에 들어갔다. 개정된 표준하도급계약서는 발주자의 요청에 따라 설계변경이 이루어진 경우 증가된 물량 또는 신규비목의 단가는 설계변경 당시를 기준으로 산정한 단가와 이 단가에 낙찰률을 곱한 금액을 합한 금액의 100분의 50 이내에서 당사자간 협의해 정하도록 했다. 다만, 발주자의 요청 이외의 사유로 설계변경이 이뤄진 경우에는 종전과 같이 $\Delta$증감된 공사의 단가는 수급사업자가 작성한 산출내역서 상 단가를 적용하고 $\Delta$신규비목의 단가는 설계변경 당시 기준으로 작성한 단가에 낙찰률을 곱한 금액을 적용토록 했다.

In this study, we research for characteristics of exportation of Korean TV dramas during 10 years. During this decade, media environment has been changed significantly : platforms have been increased and viewing attitude have been also changed. We will find out these changes in TV exportation : types of TV rights, price per countries, frequency of trade per countries, etc. For this, export records of 2 Korean TV stations from 2005 to 2014 have been obtained. As a result, export countries have been diversed, price have been increased and types of TV rights also have been various.

Financial supports of private facilities which were damaged by natural disaster are currently performed partially by a government and the guideline of corresponding recovery costs be the natural disaster prevention law in South Korea. However, current financial recovery guidelines for the damaged private facilities has not been estimated objectively so far. This research presents advanced recovery cost search and assesment methods for the damaged private facilities under natural disaster. To produce more accurate data, an investigation for practical field markets which are appointed in Kangwon area is conducted and the proposed recovery values per each item are compared to exact field market values. Finally. more realistic and accurate recovery cost guideline including evaluation and more effective market surveying method are suggested here. A theoretical and practical program for systematic recovery cost calculation is proposed and expected to be used at public institution before long.

국가 발주 공사는 3월 1일, 지방자치단체 발주 공사는 3월 9일 예정가격을 작성하는 사업부터 표준시장단가 제도가 적용된다. 대한설비건설협회(회장 이상일)를 비롯한 건설관련 유관단체에서는 실적공사비의 불합리한 공사비 산정 기준 및 운영관행에 대해 폐지 건의를 지속적으로 해왔다. 정부는 이같은 건의를 받아들여 지난해 12월 17일 실적공사비 제도개선을 위한 공청회를 개최하고 개선안을 발표했으며, 이번 계약예규 개정을 통해 개선됐다. 이에 따라 실적공사비 제도를 대체하는 새로운 공공공사비 산정 방식인 표준시장단가 제도가 지난 3월 1일부터 시행에 들어감에 따라 기획재정부는 국가계약예규를, 행정자치부는 지방계약예규를 개정해 각각 지난 3월 1일과 3월 5일 공포하고 시행에 들어갔다. 각 개정 계약예규는 실적공사비의 명칭이 표준시장단가로 변경됨에 따라 용어를 수정했고, 실적공사비 제도 적용배제 범위를 신설했다. 또한 적용배제 공사범위는 300억원 미만 공사 중 100억원 미만 공사는 실적공사비(표준시장단가) 적용을 폐지하고, 100억원 이상부터 300억원 미만 공사는 2016년 12월 31일까지 한시적으로 적용하지 않는다. 정부는 100억원~300억원 공사에 대한 '실적공사비 적용 배제제도' 연장 여부를 2016년 하반기에 실적공사비 현실화 수준 등을 평가하여 재검토할 예정이다. 한편, 표준시장단가 제도는 공사비를 산정할 때 현행 계약단가 외에도 시공단가와 입찰단가 등 다양한 시장 거래가격을 반영하는 제도로, 지난 1월 22일 국가정책조정회의를 거쳐 확정된 '공공건설 공사비 적정성 제고방안' 후속조치의 일환으로 공공공사비 예정가격 산출방식의 하나인 실적공사비제도를 개선한 것이다.

공정거래위원회가 중소협력사와 '핫라인'을 가동, 불공정 거래행위 뿌리뽑기에 나섰다. 대기업의 일감 몰아주기 근절 및 건설 용역분야 서면실태조사 강화에 이어 구두발주, 납품단가 인하 등 불공정 거래 행위를 직접 파악하려는 조치다. 지철호 공정위 기업협력국장은 "중소기업과 공정위 간 쌍방향소통 강화로 볼 수 있다. 대한설비건설협회, 대한전문건설협회, 중소기업중앙회 등 중소기업 단체와도 핫라인을 구축했다"면서 "중소기업의 신원노출을 없애 이들의 애로사항을 신속히 파악, 대기업의 불공정 거래행위를 근절하겠다"고 말했다.

골판지포장 물류지 2010. 3 4월호에서 "최근 골판지포장업계 경영환경과 대책"을 주제로 골판지 포장산업에서의 원료부족 원인분석과 그에 따른 문제를 해결하기 위해 긴급한 제언을 하였다. 최근 들어 원자재의 부족현상은 갈수록 심화되어 가고 있고 이로 인해 겪고 있는 중소기업의 고통을 분담하자는 차원에서 대기업 등 원사업자에게 원자재가 인상에 따른 납품단가 인상을 요구하였으나 거래단절, 장기계약 등으로 일부대기업자들은 인상을 거부하면서 대-중소기업간 갈등이 고조되고 있다. 이런 취지에서 작금의 현실을 뒤돌아보고 납품단가 인상을 촉구할 수밖에 없는 경영환경을 요약분석하고 그에 대한 대책방을 알아보고자 한다.

The purpose of this study is to research on the mechanism of exportation of Korean TV programs. As a result, the buying countries of Korean TV programs have been relatively diversified : 40 countries across the world. However, examining the frequency of exportation has shown that it primarily focused on few countries such as Japan and Taiwan. Furthermore, drama has been the most preferred genre by foreign countries. Fortunately, remakes, dubbing productions, publications, and merchandising have been started to develop. As for the trade partner, the portion of foreign distributors has been ranked as a the most prioritized type. Therefore, it is necessary to open the existing closed system of distribution of Korean free TV to build more diversified partnership.

본 논문에서는 주파수제어보조서비스의 제공에 대한 비용평가 산정방안을 제안하여 향후 도매전력시장에서 이루어질 계통운영자와 주파수제어보조서비스 제공자 간의 보조서비스 계약 시 계약단가에 대한 합리적인 수준을 제시하고자 한다 이를 위하여 국내 도매전력시장에서의 주파수제어보조서비스 항목에 대한 단가를 추정하기 위해 호주와 영국의 전력시장 운영사례를 통해 주파수제어보조서비스가 차지하는 비율을 이용하여 보조서비스의 거래금액을 추정하고 서비스 제공 항목별 단가를 산정하기 위해 주파수제어보조서비스 분류(안)에 해당 서비스의 요구량을 모의 산정하여 비용을 평가하였다.

The purpose of this study is to suggest an improvement plan for the calculation method of the engineer standard wage rate (ESWR) and to compute a reasonable ESWR. To this end, an adequacy review of theESWR calculation criteria was conducted along with an extensive engineering industry survey. The survey results were analyzed using an effective response sample of 748 companies out of 1,000 survey samples extracted by stratifying the 5,879 survey population. The main results were as follows. ①When calculating the engineering service fee, the prime contractor's engineer wage is suitable for the ESWR. The ESWR can be estimated by the formula 'average wage÷[1-proportion of subcontract orders×(1-subcontract rate)].' ② The field survey showed that the number of monthly working days was 20.35-20.54 days at 99 % confidence interval, which was significantly different from the current standard (22 days). In addition, as a result of a legal review of the ESWR criteria, it was found that the number of working days should be calculated in accordance with the Labor Standards Act after 2022. ③ Applying government guidelines, the time difference between the wage survey and the ESWR application can be corrected by the past ESWR increase rate for a specific period. ④ Using modeling based on the analysis above, the current ESWR was 13.5-14.5 % lower than the appropriate level. A lower ESWR was driven by the non-reflection of subcontract structure (4.1 %), overestimation of monthly work days (6.8-7.8 %), and application of past wage (2.6 %). The proposed model is expected to be widely used in policy making, as it can provide a useful framework for calculating the standard wage rate in similar industries as well as calculating appropriate engineering fees.
