갯벌의 중요성과 보전방안

  • 국토의 3%를 차지하면서 우리들의 삶 속에 함께 있었음에도 불구하고 갯벌은 오랫동안 우리의 관심밖에서 매립, 간척으로 파괴되거나 각종 오염물의 유입으로 훼손되어 왔다. 갯벌은 그동안 조개류나 양식등을 통한 수산물을 획득하는 것 이외에는 질퍽한 뻘이 가득한 땅, 쓸모없는 땅으로 인식되어 왔다. 주로 서남해안에 위치해 있는 갯벌은 간척의 대상으로서 주목을 받아왔고 계화지구, 영산강 지구, 남양만 지구, 아산만 지구, 천수만 AB지구, 영종도 신공항 지구, 시화지구, 새만금 지구 등 강하구를 비롯한 주요한 갯벌의 대부분이 간척되었거나 간척중이다. 갯벌에 대한 중요성과 그 가치에 대한 인식은 최근 몇 년 사이에 급속히 확산되고 있으며 지난해 12월 29일 통과된 습지보전법에 의하여 정부는 갯벌에 대한 관리방안 마련과 조사활동 계획등을 수립하고 있다. a99년 이번 5월 10i¡18일에 있었던 제7차 람사협약당사국총회가 진행되는 동안 우리 나라의 갯벌은 국제적 관심사로 부각되기도 하였다. 그동안 우리 나라의 갯벌이 어떻게 인식되어 왔고 이용하였으며, 특히 농지와 산업용지 확보라는 측면에서 추진되었던 간척사업의 문제점 등을 새만금 종합개발 사업을 중심으로 하여 살펴보기로 하고, 먼저, 갯벌에 관한 일반적인 내용과 우리 나라 갯벌을 이해한 후 새만금종합개발사업에 논하도록 한다.

Tidal Flats and Resident Life : The Case of Bay, Gomso Bay, Youngwang Tidal Flat (서해안 갯벌과 주민 생활 -가로림만, 곰소만, 영광 갯벌을 사례로-)

  • The purpose of this study is to investigate and analyze the relationships between tidal cycles, surface landforms, and sediments of tidal flats and their resident life. The study areas are Uengdo Ri in the Garolim Bay with wide the mud flat, Doou Ri in the Youngwang tidal flat which is developed sand flat and salt field, and Gomso Bay which is developed aquaculture industry. For resident around tidal flats, sea working takes precedence over farming, and main earnings gets from tidal flats. Resident life around the tidal flats is deeply related to tidal cycles, and low water level of spring tide becomes, they are most active and get more earnings than usual day, so it seems to be periodic markets. It is usually developed shellfish aquafarms in the mud flat, the stow net fishery in the sand flat, and salt fields in the mixed flat near the coast. Also a tidal flat has specialization of economic activity, and is divided into salt field and fish-farming in the supratidal zone, shellfish aquafarm in the intertidal zone, and oyster and porphyra culture in the subtidal zone.

An Experimental Study on the Restoration Creation of Tidal Flats (간석지 생태계 복원에 관한 실험적 연구)

  • Seven constructed and three natural tidal flats were compared to evaluate state-of- the-art of creation and restoration technology for tidal flats. parameters studied were physico-chemical and biological characteristics of soils and rate of respiration. The natural tidal flats had higher contents of silts, nitrogen and organic matter compared to the constructed ones. The natural ones had reductive Bone below 2 cm whereas the constructed ones had oxidative zone from the surface to below 20 cm. The bacterial population in the soil of the constructed tidal flats was one to two magnitudes lower than that in the natural ones. Biomass of macrobenthos and microbial respiration rate, however, were not different significantly between the natural and the constructed tidal flats. The purification capacity by diatom+bacterial+meiobenthos and macrobenthos in the constructed tidal flats was higher than that in the natural ones due to deeper permeable layer for purification in the constructed tidal flats. There was an exceptional constructed tidal flat with similar physico-chemical and biological characteristics to natural ones. Shearing stress to the surface of the tidal flat by the flow of seawater was as low as that of natural ones. These hydraulic conditions seemed to be a controlling factor on structures and functions of tidal flats. The control of hydraulic condition seemed to be one of the most important factors to create natural-like tidal flats.

Evaluation on the Purification Capacity of Pollutants in the Tidal Flat (갯벌의 오염물질 정화능력 평가)

  • To evaluate the purification capacity of pollutants (COD, $PO_4^{3-}-p$, $NO_3^{-}-N$, Cu, Cd, Pb) in the three tidal flats, Eueunri, Gyewhado, Chunjangdae, the experiments were carried out with the batch reactor equipped with artifical tidal flats. Eueunri tidal flat was $98.8\%$ content of silt and clay and Chungjangdae was $97.84\%$ content of sand. The organic matters (I.L., $COD_{sed}$, POC) in Eueunri tidal flat were 2$\~$8 times higher than other tidal flats. The purification capacity of COD was 0.75 kg/ha/12 hr in Eueunri, 0.60 kg/ha/12 hr in Gyewhado and 0.55 kg/ha/12 hr in Chunjangdae. The mean purification capacity of COD in three tidal flats was 1.27 kg/ha/day. The calculated purification capacity of COD was 25.4 ton/day in the disappeared tidal flat areas (20,000 ha) of the Saemangeum reclamation. The purification capacity of phosphorus was 0.21 kg/ha/12 hr in Gyewhado, 0.39 kg/ha/12 hr in Eueunri and 0.22 kg/ha/12hr in Chunjangdae. The nitrate was 0.53, 0.74 and 0.43kg/ha/12hr, respectively. The purification capacity of heavy metals (Cu, Cd, Pb) were 88.9g/ha/12hr, 11.0g/ha/12hr, 1.7g/ha/12hr in Gyewhado, 89.1g/ha/12hr, 18.0g/ha/12hr, 2.6g/ha/12hr in Eueunri and 55.3g/ha/12hr, 18.0g/ha/12hr, 2.1g/ha/12hr in Chunjangdae, respectively. Accordingly, the purification capacity of pollutants in Eueunri tidal flat with high contents of organic matter were higher than other tidal flats. So, the purification capacity of pollutants were affected by physical and/or chemical characteristics of tidal flats.

Distribution of bacterial population and activities at the tidal flat in southern area of Ganghwa Island, Korea (강화도 남단 갯벌에서의 세균수 및 활성의 분포)

  • Vertical distribution of bacterial population and activities were compared between the muddy and sandy sediment of the tidal flat located in southern area of Ganghwa Island. The average of bacterial number and activities in mud flat was slightly higher than that in sand flat. Bacterial number was markedly increased at the sandflat during the investigation period, which seemed to be the result of increase of mud content. The number and activities of microorganisms in mudflat was comparable to that of the mangrove sediments. There was no differences in bacterial number with the depth, but the aminopeptidase activity and bacterial productivity were decreased markedly within 3~5cm depth of sediment due to the availability of carbon sources and molecular oxygen in pore water. The number and activities of microorganisms in mudflat did not correlated with the distribution of benthic microalgae; however, those in sand flat were closely correlated with the distribution of benthic microalgae. The distribution of marsh plant in the mudflat area might be the reason of the difference.

  • Tidal flat, classified as wetland of coastal zone, is critical transitional zone connecting sea with land, and fulfills a variety of functions necessary for maintaining coastal ecosystem. Although it is critical to protect and strengthen its functions of coastal wetlands, tidal flat has been mainly viewed as areas for development in Korea. Therefore, this study provides with the effective mitigation measures so as to minimize adverse impacts of tidal flat reclamation projects on the proper environmental values. So far, coastal development has not considered as important the fact that development site consists of tidal flat in site selection. Therefore, large scale of tidal flats was abused. Problems were emerged only after tidal flat development was already planned. The original plan had to be revised. To rectify the problem, impacts of development on the environment need to be discussed based on the initial development planning. Particularly, sandy beaches, rocky shores and shallow areas, underwater forest including seagrass beds as well as the tidal flat in good condition should be excluded from development site.

Extraction of DEM in the Southern Tidal Flat of Kanghwa Island using Satellite Image (위성영상을 이용한 강화도 남단갯벌의 DEM 추출)

  • The study of geomorphology of tidal flat using remote sensing image has been considered useful because of it's ability to acquire data periodically. Especially, the Near Infrared band of satellite image has been used to divide between land and sea area. This study extracted a borderline of the tidal flat using Landsat-5 images and generated DEM(Digital elevation model) using tide level data as elevation value. DEM is a useful tool for three-dimensional survey of geomorphology and can be used for survey of tidal flat. This study divided 8 images of 1990's into two parts - before 1994 and after 1994 - and generated DEM respectively. In this work, the areas of tidal flats are calculated and it was revealed the area of tidal flat was decreased after 1994.

Geotechnical Properties of Sandy Tidal Flat and Stability of Artificial Tidal Flat (모래질 갯벌의 지반공학적 특성 및 인공갯벌의 안정성)

  • The researches on the construction of artificial coastal wetlands have been progressed in order to cope with the situation that the area of Korean tidal flat has been reduced due to several coastal developments This study, as a part of the project on construction of the artificial tidal flats, deals with the comparison of the geotechnical characteristics between natural tidal flat and artificial tidal flat, and is also focused on the stability analysis of tidal flats. Various laboratory tests were performed using disturbed and undisturbed samples, which were obtained from a sandy tidal flat in Korea. The stability of the sandy soils accumulated on the tidal flat was investigated by comparing the shear strength of soil evaluated from laboratory test with induced shear stress due to both current and wave action.

  • 최근 논란이 되고 있는 새만금간척사업에 대한 환경영향평가서를 최초 작성할 당시는 갯벌의 가치를 사업의 편익에 포함시키지 않았으나, 이후 환경단체에서는 새롭게 부각된 갯벌의 기능과 가치를 포함시켜 경제성 분석을 다시 할 것을 주장하였다. 이 자료에서는 지금까지 발표된 갯벌과 논의 가치 비교와 새만금사업의 경제성 분석을 검토하였다. 갯벌의 가치에 대하여 금전적인 평가를 한다는 것은 주관적인 요소가 개입하게 되므로 여전히 학자 간에도 의견이 일치하지 않으며 경제성 분석에 포함할 항목에 대해서도 합의가 이루어지고 있지 않아서 일반인에게는 매우 혼란스럽기만 한다. 새만금사업환경영향공동조사단의 공동조사에서는 우리나라 최초로 갯벌의 정화능력 실험과 설문조사를 통한 갯벌의 가치 평가를 시도하였다. 그러나 연구자가 검토한 결과 새만금사업 편익 총액의 51%를 차지하는 국토확장효과가 과대하게 평가되고 농산물 증산액과 논의 공익가치 역시 과대하게 평가되어 경제성 평가를 왜곡시켰다고 판단된다. 갯벌의 기능과 가치에 대한 평가는 앞으로 객관적인 연구결과에 의존해야 하며 환경학계의 검증을 거치는 작업이 필요하다고 본다.

  • 갯벌은 오염물질의 정화능력을 지니고 있어 우리나라 갯벌의 경제가치는 연간 1조원에 달한다. 독일에선 모든 갯벌을 국립공원으로 지정하여 보존하고 있는데 반해 우리나라는 이미 40%가 간척되어 안타까운 실정이다.
