Key Determinants of Dissatisfaction on COVID-19 Contact Tracing and Exposure Notification Apps (COVID-19 접촉추적과 노출알림 앱사용자의 항의 및 불만요인 탐색)

  • Digital medical technology is very effective and at the same time faces the challenge of protecting privacy. However, for contact tracking and exposure notification apps in COVID-19 environment, there is always a trade-off between privacy measures and the effectiveness of the app's use. Today, many countries have developed and used contact tracking and exposure notification apps in various forms to prevent the spread of COVID-19, but the suspicion of digital surveillance (digital panopticon) is unavoidable. Therefore, this study aims to identify the factors of personal information infringement and dissatisfaction through text mining analysis by extracting user reviews of "Self-Quarantine Safety Protection" in Korea. As a result of the text mining analysis, we derived four groups, 'Address recognition error', 'Exit warning error', 'Access error', and 'App. program error'. Since 'Address recognition error' and 'Exit warning error' can give the app users a strong perception that they are keeping under surveillanc by the app, transparent management of personal information protection and consent procedures related to personal information collection are required. In addition, if the other two groups are not corrected immediately due to an error in an app function or a program bug, the complaints of users can be maximized and a protest against the monitor can be raised.

  • In the Korea stock market, individual investors have perceived stock as short arbitrage investment, not long-term investment strategy. In order to reinforce stock market transparency and soundness, it is important to enforce the measures for stock market management. Especially, stock market event caused by financial policy can be given individual investors negative information regarding a stock trading. Thus, it is a need for investigating whether comprehensive review of listing eligibility is influenced on individual investors' responses and stock behaviors in respect of effectiveness. The purpose of this study to examine the relations between such stock market management and transitional aspect of individual investors' trading types and response on the based of pre- and post-event occurrence. Using an dataset of user's text messages on 9 firms posted on the firm-based social media (i.e., Naver, Daum, Paxnet) over the period 2009 to 2014. And we performed text-clustering and topic modeling according to keywords for classifying into investors group and non-investors groups and two types of investors were categorized depending on main topic transition by event windows in Comprehensive review of listing eligibility. The results indicated that a variety of stockholders existed in the stock. And the ratio of non-investors group was on the decrease, on the other hand, the proportion of investors group veer onto the side of pre-pattern after comprehensive review of listing eligibility. A distinctive feature of our study is to explain the influence of stock market management on response changes of individual investors as well as to categorize in accordance with time progression. Implications an suggestions for future research were also discussed.

  • Inmitten der Flut der privaten und öffentlichen Information gilt die riesige Informationsmenge als Schlüsselressource im Zeitalter der 4. industriellen Revolution, repräsentiert durch Big-Data. Das Interesse an diesen wächst weltweit. Es gibt eine aktive Diskussion darüber, wie man Daten sichert und akkumuliert und wie man die gesammelten Daten sicher und effektiv nutzt. Gesundheitsdaten werden vor allem als die wertvollste Ressource bewertet, für die Big-DataTechnologie eingesetzt wird. Um Gesundheitsdaten sinnvoll zu nutzen, müssen verteilte Gesundheitsdaten integriert und den Benutzern in einer Form zur Verfügung gestellt werden, die für Forschung oder Inspektion verwendet werden kann. In einer Situation, in der große Länder um den Aufbau bzw. die Führung der Datenwirtschaft konkurrieren, wurden im August 2020 auch in Südkorea die sog. „3-Daten-Gesetze" geändert, die das Datenschutzgesetz(DSG) enthälten. Das DSG führte das Konzept der pseudonymen Informationen ein und baute eine Rechtsgrundlage für deren Verwendung auf. Als Folgemaßnahme kündigte die, Kommission für den Schutz personenbezogener Daten(Personal Information Protection Commission: PIPC)' die „Richtlinien für die Bahandlung mit pseudonymen Informationen" und, Ministerium für Gesundheit und Wohlfahrt' die „Richtlinien für die Verwendung von Gesundheitsdaten" an. Gesundheitsdaten stehen direkt in Zusammenhang mit Leben und Körper des Menschen und damit enthalten viele sensible Daten. Es handelt sich also um ein System, das aus einer vorsichtigeren und konservativeren Sicht unter der Voraussetzung verwendet werden kann, personenbezogene Daten sicherer zu schützen. Um die Hauptinhalte der „Richtlinien für Verwendung von Gesundheitsdaten" zu analysieren, überprüften wir zunächst die Hauptinhalte des überarbeiteten DSG. Danach durch die Analyse der wesentlichen Inhalte der „Richtlinien für Verwendung von Gesundheitsdaten" wurden Probleme wie Konflikte mit anderen Gesetzen und Verbesserungsmaßnahmen überprüft.

  • 지난 연말의‘도서관계 10대뉴스’에서 보았듯이 2005년에는 도서관법 전면개정 추진, 도서관에 개인정보인권 보호조치 권고, 저작권법 개정, 사서교사 임용, 주40시간 근무제, 독서문화 확산 등 여러가지 큼직한 일들이 있었다. 2006년도에는 그 어느 해보다 많은 변화가 예상된다. 특히 세계도서관인들의 축제인 <2006서울세계도서관정보대회>가 서울에서 열린다. 세계에 한국의 도서관문화와 사서들의 활동을 알릴 수 있는 좋은 기회가 될 수 있도록 도서관인 모두의 적극적인 관심과 홍보, 참여가 매우 중요하다. 이외에도 도서관법, 저작권법, 학교도서관진흥법 등 도서관 관련법의 제도 정비, 여전히 풀어야할 과제로 남아있는 공공도서관 민간위탁 등이 주요 이슈로 부각 될 전망이다. 프랑스의 석학 자크 아탈리는“변화를 받아들일 줄 모르면 그 존재가 사라진다.”“변화를 수용할 줄 알아야 살아남을 수 있다.”고 강조한바 있다. 변화는 21세기를 살아가는 우리들에게 매우 중요한 메시지를 남긴다. 그“변화”의 중심에 도서관계가 자리잡아 사회 속에 더 큰 부분으로 자리 매김 할 수 있는 한 해가 되기를 바란다. ■ 편집자 주

De-identification Policy Comparison and Activation Plan for Big Data Industry (비식별화 정책 비교 및 빅데이터 산업 활성화 방안)

  • In this study, de-identification policies of the US, the UK, Japan, China and Korea are compared to suggest a future direction of de-identification regulations and a method for vitalizing the big data industry. Efficiently using the de-identification technology and the standard of adequacy evaluation contributes to using personal information for the industry to develop services and technology while not violating the right of private lives and avoiding the restrictions specified in the Personal Information Protection Act. As a counteraction, the re-identification issue may occur, for re-identifying each person as a de-identified data collection. From the perspective of business, it is necessary to mitigate schemes for discarding some regulations and using big data, and also necessary to strengthen security and refine regulations from the perspective of information security.

Research on solution for protecting victim privacy of crime deposit with depository

  • As depository system for negotiation or reimbursement to the victim in criminal case is reflected to consideration for diminishing punishment and hence, it is very important in the process. According to the current law, one needs to fill out victim's personal information such as name, address, and ID number for processing depository. However, if the victim is sexual violence victim, all the personal information is covered up becoming anonymous. Therefore, it becomes difficult for the accused person to get necessary information. Such covering up action is to prevent further second damage that may be caused such as threatening for the negotiation whereas victim has no willingness to forgive the accused. However, even if the accused person regrets his/her crime and make reimbursement to the victim, as they have no personal information on the victim it becomes impossible for them to make the depository. If we apply ESCROW system here it will allow victims to avoid any direct contact with the accused person as well as preventing any privacy disclosure. Also, for the accuse person, they can show how much they regret by making depository within their capability.

사이버범죄의 암호화된 증거 수집에 관한 연구

  • 현대는 인터넷과 컴퓨터 없이는 잠시도 운용될 수 없는 사회이지만 이를 불법적으로 이용한 범죄행위도 점차 증가하고 있다. 이들 컴퓨터 범죄는 익명성에 기반한 대담성을 보이고 있으며, 개인의 사회적 존재로써의 자각에 있어서도 탈개인화됨에 따라 더 많은 우려를 낳고 있다. 이에 따라 일반 컴퓨터 사용자들의 프라이버시 보호를 위한 방법으로 암호화 방법을 점점 더 많이 사용하고 있는데, 이에 비례해 범죄자들의 암호사용도 증가하고 있다. 그렇다면, 범죄자들이 암호를 사용해 자신들의 범죄증거를 숨기고 있는 경우, 이를 수사하기 위해 공권력 및 수사기관은 어떻게 해야 될 것인가\ulcorner 본 논문은 이러한 문제제기를 통해 새로운 환경에 의해 변화된 코드를 활용하는 새로운 법제도를 통한 적극적인 대비방안을 모색해 보고자 한다. KLS와 같은 신기술을 수사기관 및 법집행기관이 신중하게 사용하여 국가의 법 집행력과 프라이버시권이라는 두 가지 근본 가치의 균형을 이룰 수 있는 방안을 고려하여야 할 것이다. PRIVACY와 SECURITY라는 동전의 양면은 현실생활의 법제도를 그대로 옮겨놓는 것만으로는 한계가 있다. 현재 암호와 관련한 보든 논의는 공론화 되지 못하고있다. 좀 더 공개적으로 암호를 사용한 범죄 행위에 대한 현황과 또 이를 대처한 수사기관의 수사 활동에 대해 논의하고, 그 과정에서 어떤 문제점들이 발생되고 있으며, 이들 문제를 해결하기 위해 필요한 조치들이 무엇인지에 대해 논의하고, 해외 각 국은 이 문제를 해결하기 위해 어떠한 노력들을 기울이고 있는지 살펴본후 종합적인 안목으로 시의 적절한 대책을 세우는 시발점이 되었으면 한다.

  • 2012년 지상파 방송은 아날로그 송출을 종료하고 디지털 방송으로 전환된다. 이렇게 전환되는 지상파 디지털 방송은 무료로 누구나 시청할 수 있는 보편적 서비스를 지향하기 때문에, 케이블TV, 위성TV, IPTV 등의 다른 매체와는 달리 기술적 보호조치 없이 방송되고 있다. 또한 DTV 방송프로그램은 원본과 똑같은 화질로 개인이 쉽게 저장할 수 있고 인터넷을 통하여 누구나 쉽게 접근이 가능하기 때문에, DTV 방송프로그램의 무단복제와 인터넷을 통한 불법재배포는 큰 문제점으로 대두되고 있다. 이러한 불법 대량배포는 방송프로그램의 저작권을 심각히 침해할 뿐만 아니라, 방송사의 고품질의 방송프로그램을 제작환경을 더욱 열악하게 만들고 있다. 또한 일반 사용자는 인식하지 못하는 사이에 인터넷을 통해 불법 콘텐츠를 사용하게 되는 악순환에 빠지게 된다. 이에 본 논문은 KBS에서 추진하고 있는 여러 콘텐츠 보호 기술들을 하나의 보호 고리로 연결하는 KBS 보호기술 체계를 소개하고자 한다. 이를 위하여 KBS는 아래의 3가지 보호 기술을 개발하여 체계적으로 연결하여 적용하고 있다. 첫째, 프로그램의 저작권과 배포 정보를 나타내는 프로그램 보호신호(PPI, Program Protection Information)와 워터마크를 방송 신호에 삽입하여 수신기에서의 프로그램 보호를 추진한다, 둘째, 인터넷 OSP(Online Service Provider)와의 제휴를 통하여 콘텐츠 필터링 기술을 도입하여 프로그램 불법 업로드, 다운로드를 방지한다. 셋째, KBS 저작물 인터넷 모니터링 시스템을 개발하여 인터넷 상의 불법 프로그램 배포정보를 획득하여 불법배포가 진행되는 사이트에 보호를 요청한다.

Current Trends in the U.S. Cybersecurity Laws (미국 사이버보안법의 최근 동향 - 「사이버보안 정보공유법」을 중심으로 하여 -)

  • As the 'hyper-connected society' has emerged through the 'Fourth Industrial Revolution, public interests as well as social dangers have increased. Above all, the risk of infringement of information, including confidential personal information, is dramatically increasing. As the hyper-connected society has been realized, even if only one of the internet devices is hacked, there would be a danger that the ripple effect of such a hacking spreads to the whole network. Therefore, the necessity and importance of information security, including cybersecurity, has been increasing. In other words, the stability of cyberspace and internet space is becoming more important. As a result, the Korean government is seeking to build a legal system related to information security, which would be able to cope with the information infringement problem in the hyper-connected society. However, it seems that the government is still struggling with the direction of building such a legal system. In this context, a comparative review examining the legal systems of advanced foreign countries will provide meaningful implications as to what kinds of legal policies we should devise and implement for information security. In particular, the U.S. legislative act that actively responds to the cybersecurity violations is worthy of reference. For this reason, this article systematically analyzes the current status of the U.S. cybersecurity laws. Especially, this article focuses on the "Cybersecurity Information Sharing Act of 2015"(hereinafter "CISA"), that was recently enacted by the U.S. congress. The CISA prescribes the systemic and detailed information-sharing between national and private entities. The CISA, that actively promotes information-sharing, is full of suggestions for us, in that information-sharing is an effective way to properly realize information security in today's hyper-connected society.

The Meaning and Tasks of Guidelines for Utilization of Healthcare Data (보건의료 데이터 활용 가이드라인의 의미와 과제)

  • The Personal Information Protection Act, one of the revised 3 Data Laws, established a special cases concerning pseudonymous data. As a result, a personal information controller may process pseudonymized information without the consent of data subjects for statistical purposes, scientific research purposes, and archiving purposes in the public interest, etc. In addition, as a follow-up to the revised Personal Information Protection Act, a 'Guidelines for Utilization of Healthcare Data' was prepared, which deals with the pseudonymization in the medical sector. The guidelines are meaningful in that they provide practical criteria for accomplices by defining specific interpretations and examples that take into account the characteristics of healthcare data. However, the guidelines need to clarify the purpose of using pseudonymous data and strengthen the fairness of the composition of the data deliberation committee. The guidelines also require establishing a healthcare data compensation framework and strengthening the protection of rights for vulnerable subjects. In addition, the guidelines need to be adjusted for inconsistency with the Bioethics and Safety Act and the Medical Service Act. It is expected that this study will contribute to the creation of a safe environment for the utilization of healthcare data as well as the improvement of related laws and systems.
