After global financial crisis, the ratio of household debt to GDP was decreasing in other advanced countries such as the U.S., and the U.K. and so on. But, in Korea, household debt (of which residential mortgage loan account for a large part) ratio is still increasing. This paper focuses on the scale and characteristics of households in negative housing equity (those are called House-poors in Korea), and also the socio-economic backgrounds of the formation process. In financial perspective, the problem of negative housing equity depends on financial debt repayment capability. We used DSR (Debt Service Ratio) and LTA (Loan to Asset ratio) as financial indicators to evaluate the debt repayment capability. The critical value of DSR is assumed as 40%, and LTA 100%. The socio-economic backgrounds of the House-poors are as follows : increasing households debt dependency, over lending competition of financial institutions and unreasonable loan in household economy, instability of real estate market, week regulation on mortgage loan. Finally, this paper suggests some implications about the range and the target of public intervention.

본(本) 논문(論文)에서는 1993년에 퇴직한 공무원(公務員)들에 대한 자료(資料)를 사용하여 이들의 시간할인율(時間割引率)을 측정하였다. 시간할인율(時間割引率)은 여러 경제학 모형에서 개인(個人)의 소비(消費)와 저축행태(貯蓄行態)를 결정짓는 중요한 요소로 등장한다. 시간할인율(時間割引率)을 추정한 기존의 실증분석(實證分析)들은 1% 내외의 매우 낮은 추정치(推定値)를 보고하고 있으며, 심지어 음(-)인 경우도 있다. 이러한 낮은 추정치는 시간할인율(時間割引率)이 실질적으로 거의 아무런 역할을 하지 않음을 의미한다. 그러나 기존의 실증분석(實證分析)은 대부분 거시(巨視) 시계열자료(時系列資料)를 사용하여 경제내의 대표적(代表的) 개인(個人)(representative individual)이라는 가상적 존재의 시간할인율(時間割引率)을 추정하였다는 단점을 갖는다. 본(本) 논문(論文)에서는 우리나라의 퇴직공무원들에 대한 미시(微視) 횡단면자료(橫斷面資料)를 사용하여 실존하는 각 개인(個人)의 시간할인율(時間割引率)을 추정하였고, 그 결과 기존의 연구(硏究)에서와는 달리 시간할인율(時間割引率)이 평균적으로 14~15% 정도의 매우 높은 값을 가짐을 발견하였다. 이러한 결과는 개인(個人)의 노후생활(老後生活) 안정(安定)을 위한 저축(貯蓄)을 각 개인(個人)의 자발적인 의사에 일임하기보다는 공적(公的), 사적연금제도(私的年金制度)를 통하여 강제하는 것이 합리적일 수 있음을 보여준다.

This study is to examine the determinants of the elderly poverty by using the Decision-tree analysis. In line with this perspective, this study includes individual characteristics, family characteristics, working characteristics, and periodic income characteristics after retirement as determinants for senior poverty. The study uses data from the Korean Retirement and Income Study based on panel survey and employs the Decision-tree analysis to explain the causes of the elderly poverty. As the result of analysis, earned wage has the greatest effect on the elderly poverty. Depending on status of the earned wage, there are 2 different variable groups. One with no earned wage includes public pension, education, and residence, paid employee and gender in the other with earned wage. Based on the analytical results, the study suggests measures to address the elderly poverty.

Living culture emphasizes cultural activities in daily life based on local characteristics, and aims to integrate art with daily life to communicate with others through activities of local residents. In this process, the values that individuals and society should have, are evoked and restored. In order to understand the context and processes in which the values of the living culture are expressed as local culture, we analyzed the case of 'Gosaek Nongak(community band music, dance and rituals in Korea) conservation association' in Suwon area and tried to diagnose how art and daily life are integrated and restoring community life in the actual field. For this purpose, phenomenological research was conducted through literature review participatory observation, and in-depth interviews to categorize the social impacts of living culture activities and public support due to individual, community, and local influences. We found that public support for living culture led to increased artistic development and human interaction in the community, and that individuals who are thus empowered to seek artistic experience and actively interact with other people, emerge as vital subjects and practitioners of culture and arts in their local community. Furthermore, we found that the activities of living culture facilitated the formation of local identity for members and local residents. Through living culture activities, members and local residents became more aware of being members of the community and found value and meaning in participating in daily life and cultural activities.

Assemblypersons' activities have organizational and individual nature. The activities of assemblypersons and their assistant staffs become a motive for major work performance of Korean legislature, and are also critical public services affecting contemporary political history, history of political parties and history of assemblyperson's hometown. Moreover, their activities are also characterized by work performance in favor of assemblyperson's personal interests to effectively communicate his or her achievements during term of office to electors with a view to winning reelection after the end of 4-year term of office. Assemblyperson's organization produces various types of record in the performance of these works. From the viewpoint of public archive as a product of assemblypersons' public service performance and from their own personal viewpoints, they can create their own identity by arranging their personal records that can demonstrate their own political philosophy, policy orientation, achievements during term of office, and personal features. In addition, their personal records can have much more values and significance in the sense that those records are available to electors to make it possible to highlight their own images in objective and reliable manner. Conclusively, this study underlined that the efforts for assemblypersons and their assistant staffs to keep their records well could be helpful to streamline their internal works and be also helpful for personal interests of assemblypersons. And this study proposed procedures and methods for deducing and screening a list of production archives to meet a viewpoint of streamlined internal works and needs for keeping personal records, ultimately with a view to giving practical helps for these works.

(주)이오시스템 생산기술팀에서 근무하고 있는 박성천 차장은 대학과 대학원에서 광학설계와 응용광학을 전공하고 이오시스템에 입사하여 한 직장에서만 15년을 근무하여 얼마 전 있었던 이오시스템 창립 30주년 기념행사에서 장기근속상을 받았다. 새로운 전환과 도약을 시도하는 회사와 마찬가지로 그동안 다양한 실무경험과 노하우를 쌓으며 개인적으로나 회사 공적에도 많은 일조를 한 그 역시 올해 새로운 변화와 도약을 준비하고 있다. 이름도 생소한 '시스템 엔지니어' 라는 목표를 향해 '사회인 박사과정'에 도전하는 박성천 차장을 만나 그의 이야기를 들어보았다.

경성카르텔에 대한 충분한 억지력을 갖추기 위해서는 과징금의 부과수준을 상향조정하고, 형사처벌을 적극적으로 활용하여야 할 것이다. 그러나 전자는 현행법상 산정방법이 가지는 문제뿐만 아니라 과징금의 법적 성격과 관련된 법리상의 문제 때문에 충분한 억지력을 발휘하기 어렵고, 형사처벌 역시 경쟁당국의 증거조사권한 및 형사소추기관의 인식과 관련하여 단기간에 적극적으로 활용되기를 기대하기 힘든 상황이다. 그렇다면 공적 제재의 대안으로서 기업의 내부 제재를 카르텔에 참여한 개인에 대한 제재 및 이를 통한 카르텔의 억지를 위하여 활용하는 것을 고려하여야 한다.

한국파렛트컨테이너산업대상은 우리나라 산업물류의 혁신을 위하여 표준파렛트와 표준컨테이너의 생산 및 사용에 있어 가장 모범이 되는 우수한 업체와 이러한 활동에 헌신한 개인 또는 단체를 발굴, 시상함으로써 유닛로드시스템의 보급확산을 촉진하여 우리나라 산업물류 효율화에 기여하고자 주어지는 상이다. (사)한국파렛트컨테이너협회가 주최하고 산업통상자원부, 국가기술표준원, 물류신문사가 후원하는 제12회 한국파렛트컨테이너산업대상 시상식이 11월 12일 중소기업중앙회 그랜드홀에서 열렸다. 올해 시상식에서는 산업통상자원부장관 표창, 국가기술표준원장 표창, 한국파렛트컨테이너협회장표창이 유닉로드시스템 부문과 공로상 부문으로 나뉘어 진행됐다. 유닛로드시스템 부문은 T-11형 파렛트(컨테이너)에 의한 일관파렛트화(일관컨테이너화) 추진 우수기업 및 산업현장 유관단체에서 일관파렛트화(일관컨테이너화) 추진확산에 기여한 업체 단체를 대상으로 시상했으며 공로상은 일관파렛트화(일관컨테이너화)추진 우수기업 및 산업현장 유관단체에서 일관파렛트화(일관컨테이너화) 추진확산에 기여하고 산업물류표준화와 국제협력에 기여한 개인 또는 단체를 대상으로 시상했다. 본 고에서는 제12회 한국파렛트컨테이너산업대상 수상자들의 공적사항을 살펴보도록 한다.

This paper aims to check the multi-pillar pension system in Korea. That is why, We analyzed the insured status of people in terms of multi-pillar pension system including National Pension Service, Private Pension, Retirement Pension over time. The main findings are as follows; firstly, the 'multi-pillar type'(27.7%), the 'public pension type'(12.8%) and the 'insecure type'(59.6%) have been formed. Secondly, any socio-demographic factors like labor market status, gender, age et cetera could not guarantee the pension right for multi-pillar system. As a result, we emphasize that including the 'insecure type' into public pension schemes is a prerequisite for establishing the multi-pillar pension system.

OECD countries have been stimulating private pensions instead of public pensions because the financial stability of public pensions has been threatened by the aging population. Korea, which has the fastest aging population in the world, has been following the recommended policies of major countries. Unlike major economies, however, most of Korea's household assets are composed of real estate assets. Due to the economic and social importance of real estate assets in Korea, the wealth effect of real estate has been used as a major tool in macroeconomic policy. This study analyzed the effect of real estate value changes on the contribution of private pensions (personal pension + retirement pension). Utilizing a two-way, fixed effect model with the balanced panel data of the National Survey of Tax and Benefit, empirical results presented that the private pension contribution increased by 0.171% when the value of real estate increased by 1%. Thus, real estate value changes were analyzed as positive for retirement preparation through private pension. These results suggested that if the real estate market would shrink in the future, consumption would decrease, and the degree of preparation for retirement might be smaller.
