This paper analyzed the qualitative evaluation indicators of the SYSTEM sector of the LINC program, which aimed at strengthening ability of regional universities through the activities of industry-academia cooperation (IAC). By using interview data and the program reports of universities, this research explored the problems of the indicators and suggested improvement measures which could lead to performance creativity. According to research results, in university system reform for activating IAC, some improvements are required as follows: limiting excessive expansion of IAC-friendly faculty evaluation; and evaluating soft aspects in the reform of academic affairs. In relation to strengthening of ability of the IAC organization, the indicators need to be amended as follows: enhancing the role of channel of IAC Foundation; strengthening the function of planning team of the IAC Foundation; and inducing development of own model of universities for IAC. As regards expansion of IAC infrastructure, it is necessary to enlarge the manpower who can develop programs of the support center in the foundation and to secure of operators for effective operation of joint-using equipments. Therefore, the indicators are required to be upgraded, considering these improvement direction.

한국종합건설기계설비협의회(회장 이용우)가 지난 해 '2014 기계설비시공 개선사례집'을 발간했다. 지난 2004년 초판본 발간에 이어 2008년 1차 개정판이 나온 후 2차 개정판이다. 기계설비시공 개선사례집은 그동안 기계설비와 관련된 많은 분야 종사자들의 지침이나 교육 등의 참고자료로 적극 활용되어 기계설비업계 발전에 기여해왔다. 그러나 시간이 흐름에 따라 기술의 발전, 새로운 분야 부각, 기존과 다른 다양한 기술적 해결 방안이 도출되면서 수정 및 보완의 필요성이 대두되었다. 이에 따라 협의회는 2012년 3월 2차 개정판을 발간키로 의결하고 협의회 회원사 중 13명의 전문가를 2차 개정판 편집위원(위원장 이재곤)으로 선임, 개정판 발간 작업에 들어가 2년여의 작업 끝에 결실을 맺었다. 본지는 기계설비시공 개선사례집이 전 건설현장에서 정밀시공을 위한 현장 실무가이드로 정착할 수 있도록 이번 호부터 연재한다.

Nowaday OECD countries actively introduce the performance audit to evaluate the performance of public policies. Motivated by the current trend in practice, this paper presents performance audit indices and methodology developed for evaluating the transportation investment projects and policies. The main contribution of this study would be twofold:1) key performance indices, 5Es + 4Cs rule, and methodology of performance audit are derived from foreign (GAO, NAO) and domestic (BAI) audit reports; 2) checklists (key issues and focuses) of performance audit are suggested as ranks. It is also suggested that further studies are needed to maintain the indices and the methodology to achieve sustainable performance of transportation projects and policies.

IT 기술의 발달로 인간의 편이를 위한 많은 기술들이 생겨나고 21세기 IT분야만이 아닌 사회 전 분야에서 가장 주목을 받는 기술이 유비쿼터스이다. 유비쿼터스는 사용자의 인식없이 컴퓨터와 통신을 하는 기술이다. 주거환경의 개선 부분이나 구매의 편리를 위한 부분에서 가장 많은 적용이 시도 되고 있다. 하지만 무분별한 인식에 의한 개인의 프라이버시와 여러 가지 보안문제가 야기되고 있다. 일반 RFID 분야에서는 보안이 필요 없는 부분도 있지만 RFID가 더 많은 분야에서 시도가 되려면 보안요소가 꼭 필요하다. 본 논문에서는 저 전력과 낮은 메모리에서 사용하기 위해서 무선에서 사용하고 있는 보안 모듈인 SNEP와 ECC알고리즘을 RFID에 적용할 수 있는 시스템을 설계 및 제안한다.

최근 들어 집중호우 등으로 인해 빈번해진 비탈면의 붕괴를 억지하기 위하여 비탈면 안정화기술이 급속하게 발전하고 있다. 특히 최근에는 신기술제도의 도입으로 비탈면 안정화를 위한 보강기술의 발전이 두드러지고 있다. 비탈면의 안정화를 위해서는 보강기술의 개발뿐만 아니라, 설계기준이나 설계기술, 유지관리기술, 예측기술 등 다양한 분야의 기술개발이 이루어져야 함에도, 최근 진행되고 있는 연구분야의 노력은 보강기술분야로 치우쳐 있는 실정이다. 이러한 관점에서 비탈면의 안정화를 위한 노력은 각 부분에서 균형적으로 비탈면의 안정화를 도모할 수 있는 기술개발 방향이 설정될 필요가 있다. 본고에서는 향후의 비탈면 안정화 기술 개발 방향 설정에 도움이 될 수 있도록 비탈면 안정화기술의 최근 동향을 파악하고, 비탈면의 안정화를 위하여 개선 및 개발되어야 할 필요가 있는 분야를 소개하고자 한다.

최근 알제리는 선박건조사업을 국가 기간산업으로 구축하기 위해 노력하고 있으며, 이들을 관리하기 위한 선박안전관리 시스템이 시급히 필요한 상황이다. 하지만 현 알제리의 선박안전 관리 시스템은 과거 프랑스 식민지 시절 마련된 제도를 사용하고 있고, 급격히 변화된 각종 국제 해사기구의 제도 및 협약 수용이 미비한 실정이다. 우리나라의 선박안전제도는 과거 일본의 것을 그대로 답습하였으나, 경제적 성장 및 조선산업의 성장, 세계선복량의 증가에 따른 기술 개발과 제도개선으로 과거의 제도로부터 탈피하여 우리 실정에 적합한 선박안전관리 시스템을 서서히 구축하고 있다. 이에 알제리 정부는 우리나라의 이러한 변화와 선박관련 기술 발전에 주목하여 우리나라의 선박안전관리 시스템을 벤치마킹하기 위한 사업을 추진하게 되었다. 금번 알제리 선박안전성 제고사업은 우리 공단과 한국국제협력단(KOICA)간의 용역계약에 따라 추진되는 사업으로 알제리 교통부의 요청과 KOICA의 알제리 현지 타당성 조사를 거쳐 이루어진 사업으로 크게 알제리 선박안전법령 등의 개선, 알제리 연수생 초청 교육 및 선박검사 시 필요한 검사 기자재 등의 제공사업으로 이루어져 있으며, 공단의 선박안전관리분야 Know-how를 알제리에 제공함으로써 알제리 선박안전 관리체제 마련에 일조하고, 향후 해사안전 분야에서의 알제리와 우리나라와의 협력관계를 발전시켜 나가는데 목표를 두고 추진되고 있다.

Because intelligent and organized cyber attack, It is difficult to respond to cyber threats with only a small number of information security experts. Accordingly, information security department compared to 2013 it increased by 17%. But there was a problem that cannot train appropriate students for companies. This research examined the Workforce Framework and Knowledge Units for improving this situation. Based on this, educational department in cyber security major was selected to be learning at the university. And it proposed a plan for a managing course to operate. And the result will be utilized as fundamental research of human resources medium- and long-term demand and supply planning in cyber security department.

The purpose of this study is to confirm the effectiveness of NCS-based education in the field of hair beauty applied in the educational field and to find ways to improve it. To this end, the importance of each NCS competency unit in the field of hair beauty evaluated by senior hair designers and the achievements of new designers evaluated by the IPA method were analyzed to explore the difference between importance-achievement and improvement plans through this. As a result of the study, NCS education in the field of hair beauty was found to be 6 items for improvement, 21 items for maintenance and strengthening, 14 items for long-term improvement, and 1 item for improvement consideration among the existing 41 competency units. In particular, the lack of creativity and the ability to collect and analyze the latest information, which should be improved urgently, appear, confirming the necessity of efforts to develop creative abilities as hair designers in the NCS education field.

Among the auxiliary sciences of history field in the KDC 5th edition, several classification system problems are found with the fields of Archaeology, Diplomatics, Archival Science, Genealogy, and Biography. The purpose of this study is to propose their improvements. To achieve this purpose, first, this study compared and analyzed the Auxiliary Sciences of History field of LCC, DDC, KDC, NDC, UDC, CLC. Second, this study investigated the actual conditions of KDC in the library field to diagnose several application problems. Finally, based on the findings, the improvements of KDC were suggested.
