한국전력공사 전력연구원에서는 최근 영광 ＃3·4, 보령 ＃3·4 및 고리 ＃2 등 원자력 시뮬레이터 2기, 화력 시뮬레이터 1기의 국산화 개발 사업에 착수하였다. 이번에 국산화 개발되는 시뮬레이터는 UNIX 운영체계(OS)를 사용하는 워크스테이션을 채택하므로서 기존의 시뮬레이터 전용 컴퓨터 시스템 사용에 따른 폐쇄성을 극복하게 되며, 발전소 계통 시뮬레이션 모델이 정교하고 사용자 편의성이 대폭 증가된 Graphic User Interface 개발을 그 특징으로 한다. 본 국산화 개발사업은 향후 5년간 단계적으로 진행될 예정인데, 삼성전자(주)를 주 계약자로 하고 미국의 537(Simulation, Systems & Services Tech. Co.)사와 기술제휴로 1단계에서는 영광 ＃3·4호기용 및 보령 ＃3·4호기용 시뮬레이터 개발을 통한 기술전수를, 2단계에서는 전수기술을 활용한 고리 ＃2 시뮬레이터 개발을 통해서 국산화 기술자립을 확보할 예정이다.

신약개발은 많은 투자비와 시간이 필요하면서도 성공률이 낮아 위험성이 높은 분야로, 국내 제약 기업의 투자 역량과 인력이 부족하여 민간 R&D 투자만으로는 한계가 있다. 현재 바이오 분야 중 신약 분야에 가장 많은 정부 R&D 예산이 투입되고 있으나, 특정 단계가 아닌 신약 개발 단계 전주기에 걸쳐 지원하고 있기 때문에 투입 예산을 효율적으로 활용하여 성과를 창출하기 위해서는 투자 현황에 대한 분석이 필요하다. 본 연구에서는 정부 R&D 사업 중 신약개발 과제를 대상으로 신약개발 단계, 의약품 종류, 대상 질환을 기준으로 정부 R&D 투자 현황을 분석하고자 한다. 이는 향후 신약 분야의 경제적 성과 창출을 위한 정부의 투자 방향과 전략 수립에 활용 가능할 것이다.

Government has accounted an R&D investment on drug development for the highest share among biotechnology sector. Since competitive investments between each agencies, issues on efficiency or effectiveness of the duplicate investments have been raised continuously. In this research, we investigated the effectiveness of the investment through analysis of portfolio on drug development R&D, journals, patents, and performance of the each process. As a result, reliable technology for current market demands could not compute productive outcome at the early process of the development. On the other hand, grants which support non-clinical process of the development has produced the high-quality patents for active utilization. Moreover, analysis of the performance of the process, which affects rate of success on the drug development, showed decreased efficiency compared to global average. Therefore, we proposed the strategies of reflecting the market demands and bridging between stages without interruption for maximizing the efficiency and effectiveness on investment of drug development R&D. Furthermore, strategies for concentrated support on each process should be prepared for the success of final drug development.

From the viewpoint of invigorating Korean film-market, the commercial success of films can be regarded as a very important virtue. Such marketability of films will be determined at the stage of planning and development before that of film-making. In order for ideas and scenarios which are the foundation of film-making to have any commercial virtue, a commercial verification at this stage should intervene, which should be the basis of the understanding a lot of texts and the trends in the entire culture. It is the very time that the efforts for improving the stage of planning and development and certain alternatives are needed for the qualitative growth of Korean films and the systematic development of their industrial aspects, for any efficient alternatives for the stage of planning and development will bring about an important result that the commercial success of Korean films expand the meaning into the domains of creativeness and artistry.

The purpose of this study was to develop a measurement tool for education satisfaction of sport ethics program and to verify its validity. To achieve this goal, 3 steps of experimental processes were carried out. In the first step, the pilot questionnaires was created on the basis of previous researches regarding sport ethics education, education satisfaction, and response assessment. In the second process, as a pilot survey step, construct validity was obtained through exploratory factor analysis and confirmatory factor analysis of the measure constructed by the first process. In the third process, as a main survey step, external validity was obtained through difference verification, then questionnaires were constructed based on the analyzed contents. As a result of these steps, a measurement tool for educational satisfaction of sport ethics program composed of 17 questionnaires was developed. It consists of education contents (6), instructor competency (5), and education effect (6).

국내 홈 네트워크 시장은 여러 업체가 컨소시엄을 구성하여 시범지역을 확대하는 등 점차 보편화 되어가고 그 응용 범위를 확대해 나가는 단계에 있다. 하지만 홈 네트워크 시장의 서비스 및 제품들을 사용하는 사용자들이나 기획 / 개발하는 개발자들이 실제로 체감하는 홈 네트워크 시장의 활성화 정도는 아직 부족한 면이 있다. 홈 네트워크 시장의 활성화 정도가 부족한 원인에는 여러 가지 문제점들이 있지만 그러한 문제점 가운데에는 홈 네트워크 시장의 주 구성원인 사용자와 개발자가 가지고 있는 문제점에 대한 서로간의 관점 차이로 인한 부분도 있을 것이다. 본 연구에서는 홈 네트워크 제품 및 서비스 사용자와 개발자 인터뷰를 통해 문제점을 조사하고 이에 대한 관점의 차이를 분석하고자 하였다. 구체적 문제점 파악을 위해 개발자 관점에서의 개발 프로세스는 '기획, 개발, 판매, 유지보수'의 단계로, 사용자 관점에서의 사용 프로세스는 '구매, 설치, 사용, 이전, AS, 폐기'의 단계로 구분하여 조사하였다. 문제점의 비교를 위해 개발 프로세스와 사용 프로세스를 하나의 제품 및 서비스 라이프사이클로 통합 정의하였고, '판매, 유지보수 / 구매, 설치, 사용, 이전, AS, 폐기' 단계에서 공통된 영역을 찾을 수 있었다. 이 영역에서 사용자와 개발자의 문제점 비교를 통해 두 그룹간의 관점의 차이를 도출하여 각 단계별 홈 네트워크 문제점에 대한 관점의 차이를 확인할 수 있었다.

지식경제부의 청정제조기반 산업원천개발사업의 일환으로 진행 중인 "초고진공펌프 개발" 과제 중 제 3 세부 과제인 "고진공펌프종합특성평가시스템 설계, 진단기술 개발" 과제에서 추진되고 있는 연구결과를 소개한다. 국내 초고진공펌프 개발 수준의 선진화를 위한 기본적인 초석 확립은 현존하는 모든 진공 발생 장치의 국제적 신뢰성이 있는 완벽한 성능평가의 구현에 있다고 할 수 있다. 고진공펌프개발 총괄 과제의 대명제는 "국제적 신뢰성을 가지는 상용화 제품의 완성"이며, 이를 위한 3세부과제의 추진 방향은 기 완료된 1단계 기술개발에 근거한 1세부과제 및 2세부과제와의 유기적인 infra를 통한 성공적인 지원체계 구축 및 상용화 제품 개발 단계의 모든 신뢰성 확보 전략을 수립, 수행하는 것을 골자로 하고 있다. 또한 2단계 사업 추진 동안 제품 개발 주체인 산업체에 모든 개발된 기술을 적용할 수 있는 기반 제공 및 상용화를 위한 성공적인 기술이전도 포함된다. 상용화 개발 완료 후인 Post Project 기간 동안에 발생할 수 있는 모든 지원 체계의 구축도 장기간에 걸친 연구 개발의 연장선상에서 추진되어야 될 것으로 예상된다. 상용화 단계의 내구성 및 신뢰성 확보를 위한 전제 조건은 대외적으로 공표할 수 있는 시험평가 데이터와 개발 주체에서 기밀 수준으로 유지해야만 하는 민감한 자료의 상시 생산 infra의 구축으로 볼 수 있다. 이러한 고진공펌프개발이라는 과제의 대명제를 완성하기 위하여 추진 연구개발 방향 등 향후 2년간의 최종 상용화에 필요한 국제 신뢰성, 공정대응성 확보 등 핵심사업 추진내용 및 infra 구축의 상세설계 로드맵 초안을 고찰하고자 한다. 본 연구는 지경부 산업원천기술개발사업 중 "초고진공펌프 개발" 사업의 제 3 세부과제인 "고진공펌프종합특성평가시스템 설계, 진단기술 개발" 과제(과제번호: 10031836)에서 수행된 연구결과의 일부임.

This study analyzed keywords for agricultural R&D using the textmining method to examine the trend of agricultural R&D. Data used for the analysis included R&D project information provided by NTIS, and the research and development step by year from 2003 to 2018 were classified and applied. The TF-IDF approach was used as the analysis method, and ranking was derived based on score. Furthermore, we analyzed by grouping for similar keywords. The main analysis results are as follows. First, agricultural R&D trends are changing according to the introduction of new technologies and changes in the external environment. Second, keyword changes appeared with a time lag in the R&D step. The main keywords are changing in the order of basic research - applied research - development research. Third, the main keyword of agricultural R&D was 'rice.' However, the direction and purpose of the research were changing according to changes in the domestic and foreign agricultural environments.

Recently, domestic construction companies have increasingly engaged in international PPP projects a result of both uncertainties in the domestic construction market and low competitiveness in international EPC project business. These international PPP projects usually require long-term preparations and substantial sales costs, which make it important for decision-makers to select winning-award potential project in early stage of the projects. However, most previous research has analyzed success factors in terms of project development across all stages. Thus, this study investigated 28 success factors of 4 categories in the early stage of 31 international PPP projects. First, results indicate that unsolicited PPP projects require better implementation capabilities and financial conditions compared to solicited PPP projects. Second, implementation capability is important because it is not easy to improve as the project proceeds. Third, commercial conditions are identified as important even if conditions are not fixed in the early stage of PPP projects. Fourth, non-commercial conditions, strategy, and public interest are not found to be meaningful in the early stage of PPP projects because they can vary as the project proceeds. This study helps to improve selection criteria aimed towards more winning-award potential project in the early stage of international PPP projects.

We examine how combinations of key factors affecting healthcare user innovation vary by innovation stages from idea generation through R&D to commercialization and venturing using a fuzzy-set Qualitative Comparative Analysis (fsQCA) of thirty Korean cases in the healthcare field. Our empirical analysis shows that well-functioning innovation network and easy resource acquisition facilitate ideation of radical user innovation. However, technological capability and governmental support are crucial to make a shift to R&D as well as commercialization stages. Differently, incremental user innovation depends heavily on technological capability of users. Our analysis can provide policy makers as well as corporate innovation mangers with a strategic framework for boosting user innovation along three stages.
