A study on the development and applicability of fire risk assessment method for small road tunnels passing only small cars (소형차 전용 도로터널의 화재 위험도 평가기법개발 및 적용성에 관한 연구)

  • A quantitative risk assessment method for quantitatively evaluating the fire risk in designing a road tunnel disaster prevention facilities has been introduced to evaluate the appropriateness of a disaster prevention facility in a large tunnel through which all vehicle types pass. However, since the quantitative risk assessment method of the developed can be applied only to the large sectional area tunnels (large tunnels), it is necessary to develop a quantitative risk assessment method for road tunnels passing only small cars which has recently been constructed or planned. In this study, fire accidents scenarios and quantitative risk assesment method for small road tunnels through small cars only which is based on the methods for existing road tunnels (large tunnels). And the risk according to the distance between cross passage is evaluated. As a result, in order to satisfy the societal risk assessment criteria, the distance of the appropriate distance between cross passages was estimated to be 200 m, and the effect of the ventilation system of the large port exhaust ventilation system was quantitatively analyzed by comparing the longitudinal ventilation system.

A Basic Study on Prediction Module Development of Collision Risk based on Ship's Operator's Consciousness (선박운항자 의식 기반 충돌 위험도 예측 모듈 개발에 관한 연구)

  • In ports of Korea, the marine traffic flow is congested due to a large number of vessels coming in and going out. In order to improve the safety and efficiency of these vessels, South Korea is operating with a Vessel Traffic Service System, which is monitoring its waters for 24 hours. However despite these efforts of the VTS (Vessel Traffic Service) officers, collisions are occurring continuously, the risk situation is analyzed that occurs once in about 20 minutes, the risk may be greater. It investigated to reduce these accidents by providing a safety standard for collision danger in a timely manner. Thus, this study has developed a risk prediction module to predict risk in advance. This module can avoid collision risk to adjust the speed and course of ship using a risk evaluation model based on ship operator's risk perspective. Using this module, the ship operators and VTS officers can easily be identified risks in complex traffic situations, so they can take an appropriate action against danger in near future including course and speed change. To verify the effectiveness of this module, this paper predicted the risk of each encounter situation and confirmed to be capable of identifying a risk changes in specific course and speed changes at Busan coastal water.

  • In order to overcome the difficulties of quantitative risk analysis such as complexity of model, we propose a systematic methodology for risk quantification of railway system which consists of 6 steps: The identification of risk factors, the determination of major scenarios for each risk factor by using event tree, the development of supplementary fault trees for evaluating branch probabilities, the evaluation of event probabilities, the quantification of risk, and the analysis in consideration of accident situation. In this study, in order to address the feasibility of the propose methodology, this framework is applied to the prototype risk model of nation-wide railway level crossings. And the quantification result based on the data of 2005 in Korea will also be presented.

  • IT 프로젝트는 많은 불확실성을 내포하고 있다. 이러한 불확실성은 프로젝트의 성공적인 수행에 좋지 않은 영향을 미치게 된다. 이처럼 악영향을 미치는 근본적인 이유는 프로젝트가 가지고 있는 잠재적 위험(Risk)이 중요한 원인이라 할 수 있다. CMMI-DEV(Capability Maturity Model Integration for Development, version 1.2)모델을 기반으로 IT 프로젝트를 수행하는 많은 조직에서 소프트웨어 개발시 실제 CMMI-DEV 모델을 적용하여 IT 프로젝트의 위험관리를 수행하고 있다. 그러나 대다수 기업에서 위험을 관리하기 위한 프로세스의 범위(영역)를 선정하는 것에는 많은 노력을 기울이지만 단위 프로세스별로 어떠한 방법(How)과 도구 및 관리기법을 사용하여 위험을 정량적으로 관리하고 완화시킬지에 대한 구체화된 노력은 미흡한 것이 사실이다. 본 논문에서는 CMMI-DEV 모델의 RSKM(Risk Management) 프로세스와 PMBOK(Project Management Body of Knowledge, 4th Edition)의 위험관리 지식영역(Knowledge Area)을 프로세스의 지속적인 개선을 위하여 PDCA(Plan-Do-Check-Action) Cycle의 각 단계별 목적에 맞게 통합(Integration)시켜 IT 프로젝트를 위한 개선된 위험관리 프로세스를 제안하였다. 제안 프로세스의 개선효과를 검증하고 분석하기 위하여 측정지표를 제시하였으며, 개선 프로세스의 적용 전후 결과를 정량적으로 비교 및 분석함으로써 개선효과를 도출하였다.

  • The objective of this study is to develop a Cost-Benefit analysis system which would help us to make optimal decision among safety investment alternatives, calculating and comparing costs and benefits for facilities in chemical plants. So, the accident frequency analysis module and the accident damage prediction module were developed for estimating quantitative risks in chemical facilities, and domestic societal risk criterion was presented after the comparative analysis of major industrial cases and societal risk criteria of advanced countries like the Netherlands, Australia, U.S.A., U.K., and Germany. Also, the Cost-Benefit Analysis System which compares the safety investment alternatives based on their deduced net present values was developed through the selection of proper cost and benefit items by field studies

  • 산업체 등에서 사용되고 있는 가스들중에서 일반적인 가스들과는 달리 위험한 가스(heavy gas)들은 누출사고시에 이들 고유한 확산과 계층화(stratification)방식에 의해 높은 위험성을 유발시키고 있다. 이러한 가스의 누출확산사고들과 일반적인 가스누출사고들의 비교는 그 사실들을 증명해주고 있다. 이런 사실에 의해 위험한 가스확산에 대한 실험과 고유특성을 고려한 확산모델의 개발이 여러 관점에서 진행되고 있으며, 이들의 중요성은 이미 세계적으로 의미를 부여하고 있다.(중략)

  • 우리 나라의 경우에 산업화가 가속화되면서 유해 독성 기체상 물질의 누출사고 위험성이 점점 높아져 가고 있는 실정이다. 우리 나라는 특히 산업인력의 조달과 지방경제 발달을 목적으로 중소도시 근방에 대규모 공단이 건설되어 있는 경우가 많다. 이러한 공단에는 위험물을 취급하는 공장과 위험물이 수송 및 이동되는 사례가 매우 많을 것으로 추정되며 이러한 경로를 통하여 유독가스 누출사고가 발생 할 경우 바로 인근 주민 및 작업 인원들의 생명을 위협할 수 있다.(중략)

  • IEC 62278, the Railway System Safety Standard, requires for hazard analysis to prevent or control the hazard that the railway system may have. If hazard analysis is not performed sufficiently, there is a high probability that accidents will occur. For this reason, hazard analysis methods are actively studied. In this paper, we propose the hybrid hazard analysis method to combine two representative hazard analysis methods: reliability-based and system-theoretic. As the proposed method is complementary to existing ones, it covers both the hazard caused by failure of components and the hazard occurred from the unintended control between components. It applies to the development of a safety protection mechanism for multiple cruise control system that automatically control the speed of trains to avoid the collision among trains. As a result, we drive more safety requirements than the existing analysis methods and it turns out that the safety requirements protect the trains with respect to the identified hazards.
