  • This study was conducted to analyze the characteristics of records related to Korea shown in the cataloging records of national libraries of the main 12 developing countries in Europe and South America. The results are as follows. To begin with, Korea-related records in most national libraries are very poor and under 0.01% of the library. Second, Korean materials usually write Korean in Roman characters except for National Library of Armenia, but there are not marked with the original Korean language and unfeasible Hangeul search. Third, on investigation of the subject distribution in sub criteria of Korea-related records, subject related to history, politics, and economy is largely shown in the highest rate. Fifth, among the Korea-related subject heading, Taekwondo is marked with distinction from Karate in most libraries except for National Library of Argentina. Dokdo is marked with the geographical name of 'Korea' in 8 national libraries and East Sea (Donghae) already is marked with 'Sea of Japan' in 7 national libraries. Amnokgang, Dumangang, and Baekdusan-related records did not search at all in most national libraries.

  • This study was conducted to analyze the characteristics of records related to Korea shown in the cataloging records of national libraries of the main 10 developing countries in Asia and Africa. The results are as follows. To begin with, Korea-related records in most national libraries are very poor and under 0.1% of the library. Except for National Library of Viet Nam, the figure is under 3,000 volumes and generally 2 times less than Japan related records. Second, except for National Library of Iran and Viet Nam most national libraries romanize Korean materials, there are not marked with the original Korean language and unfeasible Hangeul search. Third, on investigation of the subject distribution in sub criteria of Korea-related records, subject related to history and economy is largely shown in the highest rate. • Following the Industrial Revolution, the United Kingdom achieved political, economic and social development earlier than other countries. The British people, who gained free time, wanted to have library services. Thus, the central government established the Public Libraries and Museums Act in 1850, which was the first in the world. The local government began to establish public libraries using tax income and provided free library services. At present, the operation and services of British public libraries have been developed and are exemplary, compared to South Korea and other developing countries. Thus, this study examined how the central and local governments in the U.K. developed their public library operations and services, and how they operate public libraries.

  • This paper aims to present a brief overview of consortia' initiatives that have been taking place at national and International level. The developed countries witnessed the progressive growth of consortia initiatives; on the other hand, the situation is not encouraging in developing countries like India. Therefore in this paper an attempt has been made to trace the current developments in consortia awareness in Engineering Educational Institutions. For this purpose, a survey of Engineering Educational Institutions in Tamil Nadu has been considered to measure the consortia awareness and also the attitude towards Joining any consortia. Based on the results of the survey a model consortium has been proposed for the Engineering Educational Institutions in Tamil Nadu.

  • Digital library research has attracted much attention. While many research projects are funded by government agencies and national and international bodies, some are run by specific academic and research institutions and libraries. While some digital library projects, such as the ELINOR project in the UK, the first two phases of the eLib(Electronic Libraries) programme in the UK, and the first phase of the DLI(Digital Library Initiative) in the USA, are now over, a number of other projects are currently under-way in different parts of the world. Beginning with the definitions and characteristics of digital libraries proposed by various researchers, this paper provides brief accounts of some major digital library projects that are currently in progress, or are just completed, in different parts of the world. There follows a review of digital library research under 16 major headings. Literature for this review has been identified through a search on the LISA CD-ROM database and a Dialog search on library and information science databases, and the resulting output has been supplemented by a scan of the various issues of D-Lib Magazine and Ariadne, and the Web sites of various organizations and institutions engaged in digital library research. The review indicates that we have learned a lot through digital library research within a short span of time. However, a number of issues are yet to be resolved. The paper ends with an indication of the research issues that need to be addressed and resolved in the near future in order to bring the digital library from the researcher's laboratory to the real life environment.

  • Education is one of the priority sectors specified in Tanzania, and it has committed to provide 11 years of compulsory free basic education for all from pre-primary to lower secondary level. Despite the Government's efforts to provide free basic education to all children, there are 2.0 million (23.2 per cent) out of 8.5 million children at the primary school age of 7-13, who are out of school in Tanzania. The ICT class should be offered as a regular class in all secondary schools in Tanzania, recommended by the ministry of education. However, many schools are struggling to implement this mandate. Most of schools offer the ICT class with theory without any real hardware. Some schools were given with computers but they were not maintained for operation. There is a huge task to make ICT education universal. Main issues include: remoteness (off-grid area), lack of ICT teachers, lack of resources such as hardware, infrastructure, and lack of practical lessons or projects to be used at schools. An innovative blended ICT/STEM education program is being conducted not only for Tanzanian public and private/international schools, but also for out-of-school adolescents through institutions, NGO centers, home visits and at the E3 Empower academy center. For effective STEM education to take place and remain sustainable, more practical curriculum, and close-up teacher support need to be accompanied concurrently. Practical, project-based simple coding lessons have been developed and employed that students experience true learning. The effectiveness of the curriculum has been demonstrated in various project centers, and it showed that students are showing new interests in exploring new discovery, even though this was a totally new area for them. It has been designed for an easy replication, thus students who learned can repeat the lessons themselves to other students. The ultimate purpose of this project is to have IT education offered as universally as possible throughout the whole Tanzania. Quality education for all children is a key for better future for all. Previously it was hoped that education with discipline will improve the active learning. But now more than ever, we believe that children have the ability to learn on their own with given proper STEM education tools, guidelines and environment. This gives promising hope to all of us, including those in the developing countries.
