Assessment of Extreme Wind Risk for Window Systems in Apartment Buildings Based on Probabilistic Model (확률 모형 기반의 아파트 창호 시스템 강풍 위험도 평가)

  • In this study, a coupled probabilistic framework is developed to assess wind risk on apartment buildings by using the convolution of wind hazard and fragility functions. In this framework, typhoon induced extreme wind is estimated by applying the developed Monte Carlo simulation model to the climatological data of typhoons affecting Korean peninsular from 1951 to 2013. The Monte Carlo simulation technique is also used to assess wind fragility function for 4 different damage states by comparing the probability distributions of the window system's resistance performance and wind load. Wind hazard and fragility functions are modeled by the Weibull and lognormal probability distributions based on simulated wind speeds and failure probabilities. The modeled functions are convoluted to obtain the wind risk for the different damage levels. The developed probabilistic framework clearly shows that wind risk are influenced by various important characteristics of terrain and apartment building such as location of building, exposure category, topographic condition, roof angle, height of building, etc. The risk model presented in this paper can be used as tools to predict economic loss estimation and to establish wind risk mitigation plan for the existing building inventory.

Probabilistic Safety Assessment of Offsite Power System Under Typhoon-induced High Wind (소외전력망의 태풍 동반 강풍 확률론적 안전성 평가)

  • Recently, the intensity and frequency of typhoons have been increasing due to climate change, and typhoons can cause a loss of offsite power (LOOP) at nuclear power plants (NPPs). Therefore, it is necessary to prepare for typhoon-induced high winds through the probabilistic safety assessment (PSA) of offsite power systems. However, research on PSA for offsite power system in NPPs under typhoon-induced high winds is still lacking. In this study, PSA was performed for offsite power systems subjected to typhoon-induced high winds at the Kori NPP site, which has experienced frequent damages to its offsite power system among NPP sites in Korea. In order to perform PSA for typhoon-induced high winds in offsite power systems, the typhoon hazard at Kori NPP site was derived using logic tree and Monte Carlo simulation. Utilizing the fragility of components constituting the power system, performed a fragility analysis of the power system. Lastly, the probability that offsite power system will not be able to supply power to the NPP was derived.

  • Impact based forecast refers to providing information on potential socioeconomic risks according to weather conditions, away from the existing weather factor-oriented forecast. Developed weather countries are investing manpower and finances in technology development to provide and spread impact information, but awareness of impact based forecasts has not spread in Korea. In addition, the focus is on disasters such as floods and typhoons, which cause a lot of damage to impact based forecasts, and research on evaluating the impact of vehicle risks due to strong winds in the transportation sector with relatively low damage is insufficient. In Korea, there are not many cases of damage to vehicle conduction caused by strong winds, but there are cases of damage and the need for research is increasing. Road vulnerability is required to evaluate the risk of vehicles caused by strong winds, and the purpose of this study was to calculate the criteria for road vulnerability. The road vulnerability evaluation was evaluated by the altitude of the road, the number of lanes, the type of road. As a result of the analysis, it was found that the vulnerable area was well reproduced. It is judged that the results of this study can be used as a criterion for preparing an objective evaluation of potential risks for vehicle drivers.

An Evaluation of the Maximum Damage Cost in Gyeongsangnam-do by Typhoon Maemi's 3-second gust (태풍 Maemi에 의한 3-second gust가 경상남도에 미치는 최대 피해액 산정)

  • 본 연구에서는 우리나라에 적합한 재해예측모형을 구축하기 위하여 중해상도(10km)의 입력 자료를 이용하여 태풍에 의해 지상에 발생 가능한 3-second gust를 추정하였다. 중해상도 입력자료의 구축은 경상남도(부산광역시 포함) 시 군 구 단위의 행정구역으로 구분하였으며, 추정된 3-second gust를 이용하여 건물의 주요구성 요소별로 피해 확률을 구한 뒤, 발생 가능한 최대피해액을 산정하였다. 태풍 Maemi에 의한 최대강풍 피해액은 여러 주택유형 중에서도 '대표주택' 유형의 경우 약 6천억 원으로 분석되었다. 비교적 내륙에 위치한 지역에서는 적은 피해액을, 해안가에 위치한 지역에서는 많은 피해액을 나타내며, 부산광역시에서 피해액이 높은 구 군의 경우 경상남도 시 군의 평균적인 피해액과 비슷한 것으로 보아 부산이 경상남도와 비교하여 면적으로는 작지만 태풍에 의한 강풍에 매우 취약함을 알 수 있다.

  • 본 연구에서는 기상청이 발표하는 기상긴급정보의 판단기준을 정립하기 위해 호우, 강풍의 기상관측 극값을 산출하고 현재 기상특보의 기준과 비교하였다. 최근 11년간의 기상극값의 분포에서 호우 주의보와 강풍 주의보는 관측된 219개 지점의 상위 0.5%에 해당하는 극값과 유의했다. 향후 본 논문에서 제시간 극값만으로 기상기급상황을 판단하는 현재의 특보 운영체계에서 지역적인 위험성의 노출과 취약성을 고려한 위험 판단의 기준을 제시하는 연구를 지속할 계획이다. 또, 본 연구에서 제시하고자 하는 기상긴급판단의 기준은 심각한 피해가 예상되는 악기상 현상이나, 시급한 판단이 필요한 기상현상을 판단하여 대국민에게 위험기상의 심각성과 시급한 경보를 전파하는데 활용하여 국민을 위험기상에 대한 대응 역량을 높이고자 한다.

Risk Assessment of Strong Wind over Industrial Facilities in Shipyards (조선소 시설물의 강풍 위험 평가)

  • Most of domestic shipyards are located at coastal regions which are affected by typhoons nearly every year. For effectiveness of shipbuilding, shipyards contain many facilities which are light-weighted and affected dominantly by wind. In the present paper, we analyze various wind fields over a shipyard including surrounding topology and structures to evaluate the structural safety of the facilities posed in the strong wind. Extreme wind speed for a study region was estimated by typhoon Monte Carlo simulation and then used for inlet wind speed for CFD analysis for wind load on the facilities. Considering geometrical wind effects, we assess the surface pressure of the elements as the pressure factor, the ratio of surface pressure to dynamic pressure. The results show that the simulated wind speed is greater than the design wind speed for the some facilities because of the shipyard's geometry. It also shows that surrounding topography in coastal area is needed to be considered and adjustment for design wind speed at wind load standard application is necessary for mooring ship and industry facilities.

An Evaluation of the Structural Stability of a Clip Type Prefabricated Greenhouse under Strong Wind and Heavy Snow Conditions (조립식 클립형 비닐하우스의 강풍 및 폭설시 구조 안정성 평가)

  • Numerical studies were performed to evaluate the structural safety of a greenhouse under both snow and wind loads. In the case of a wind load, fluid-structure interaction (FSI) method was used to consider the local pressure distributions on the greenhouse-induced by aerodynamic characteristics. The results showed that the maximum stress and deformation occur near the junction of pipe supports and rafters of the roof, where connecting clips are installed. Moreover, the wind load is a more severe condition than a snow load. Overall, these results will be used to design a prefabricated connecting clip with easy installation and low maintenance.

Wind Fragility for Urban Street Tree in Korea (강풍 발생 시 국내 가로수의 취약성 분석)

  • In this paper, the analytical method to derive wind fragility for urban street tree in Korea was shown. Monte Carlo Simulation method was used to determine the probability of failure for urban street tree. This probability result was used to determine wind fragility parameters for four types of tree based on the study of street tree species in urban area in Daegu, Korea. Wind fragility for street tree was presented in terms of median capacity and standard deviation of the natural logarithm of the capacity. Results showed that the dominant factor affecting the probability of failure of tree under wind load was their diameter. Moreover, amongst the four types of tree chosen, the tree with height 7m and diameter 35cm had the lowest probability of failure under wind loading, whereas the tree with height 8m and diameter 30cm could resist the least wind loading. The median failure wind speed for urban street tree with height 7m were 43.8m/s and 50.6m/s for diameter 30cm and 35cm, respectively. Also, for tree with height 8m, their median failure wind speeds were 38.7m/s and 45.4m/s for tree with diameter 30cm and 35cm, respectively.

  • 연육 연도교에 주로 건설되는 초장대교량은 시설물 특성상 이용객들의 대피공간이 제약받고 태풍, 해일 등 자연재해에 노출이 많기 때문에 다른 공공시설물보다 재난에 취약한 구조물이다. 최근 공공시설물의 건설동향은 구조물이 장대화 되어가고 있어 재난 발생시 예상 위험이 점점 더 커지고 있다. 본 연구는 국내외 장대교량의 재난사고와 재난관리 사례연구를 통해 초장대교량에서 관리되어야 할 재난을 정의하였다. 초장대교량의 재난은 자연재해와 인적재해로 구분할 수 있는데, 자연재해로는 안개, 강설, 결빙, 강풍, 지진, 해일이 있으며 인적재해로는 교통사고, 화재, 테러, 선박충돌, 구조물 파괴 및 재료열화가 있다. 또한 초장 대교량에서 발생 가능한 모든 사고의 잠재가능성을 분석하여 가상의 재난관리 시나리오를 작성하였다. 이 시나리오는 예방, 대비, 대응 및 복구로 구분되는 관리단계별 실행계획 수립에 기초를 제공하게 될 것이다.

Estimation of Standard Load for Disaster-Resistant Design of Outdoor Signboards (내재해형 옥외광고물 설계를 위한 표준하중 산정)

  • Recent destructions of outdoor signboards have frequently been caused by strong wind, resulting in damage on the property and human livelihood. One of the major causes of the problems is inadequate implementation of structural design code to the outdoor signboards which are vulnerable to wind. This leads to this paper to present the design guideline of wind-resistant outdoor signboards. In order to estimate the design wind speed, basic wind speeds over Korea suggested by KBC(2015)(revision) are corrected with land surface roughness and topography of the terrain and installation height of the signboard. This paper also suggested the procedure of wind load estimation for different types of outdoor signboards; wall attached type, wall ribbed type and ground erected type. Since the process involves complex calculation to some extent, this paper presents summarized version of wind load estimation from non-professional point of view.
