The flight test is last means of compliance to satisfy airworthiness standards and important to evaluate the performance and safety of the developed aircraft. The flight test technologies are obtained from great numbers of experiences and know-hows and protected. In addition, flight test should be conducted efficiently since its various test conditions and items. Therefore, it is requisite to secure efficient flight test methods. This paper discusses the flight test methods for take-off and landing performance and two kinds of techniques are proposed. By performing real flight tests, they are compared with each other and analyzed through the flight analysis.

UAS and related technology have been mainly developed for military use but, in recent years, various types of civil UAS have been using in a variety of applications. For example, there are multicopters to shoot aerial photography, pesticide spraying unmanned helicopter, and in addition there are radio control (R/C) aircraft to be used for hobbyists. UAV has spread rapidly enough that permitted experts as well as the public can use it but the related safety regulations are not properly equipped. We investigated the status of domestic and international UAS certification system and airworthiness standards. And the trends in research for the development and modification of the certification system were studied in this paper. As a result, most countries have studied to develop the related regulations and especially ICAO has tried to develop RPAS manual, standards and recommended plans and modify the related ICAO annex through the research group, ICAO UASSG. Based on the manual and SARPs, authorities, related organizations and companies have prepared to develop and modify regulations in accordance with the actual situation of each country.
In this paper, we analyzed the requirements for the application of UAM, a new concept to solve the traffic congestion in large cities. First, the current domestic and foreign status of research and development related to UAM was investigated and the pros and cons and the time required for each mission radius were analyzed for various configurations of aircraft being commercialized. In addition, in order to analyze the market acceptance of the UAM, the individual's consciousness and reliability requirements were identified and safety requirements were analyzed through accident rate data for each aircraft type. Because it operates in a densely populated urban area, requirement analyses on noise and exhaust, which are environmental factors that can affect the community were performed, and requirements related to aircraft performance, certification standards, and airworthiness standards of FAA and EASA were also analyzed.

Although there are differences in the classification of category adopted by each country, small UAS is usually classified as the one less than 25 kg. UAS has been mainly used for military and public purposes, but in recent years, it has spread to the private sector for hobby, media, and so on. Especially, considering the nature of the operating region and applications, it is necessary to improve operating time, noise and vibration in small UAS to ensure the same level of safety with a manned aircraft. This is because the drone can pose health and safety hazard through collision with manned aircraft or crashing into the ground. In this paper, we investigated operational regulations in the United States and European countries. Based on the investigation, a domestic system development plan for small UAS operation is under development.
The civilian and military agencies require the use of statistic-based allowable to design aerospace vehicles with composite materials. In order to comply this regulation, it is necessary to establish relatively large amount of database, which increases test costs and time. Recently NASA/FAA developed the new method which can satisfy the regulation with smaller test matrix through AGATE(Advanced General Aviation Transport Experiments) program. Especially the concept of material equivalency is very useful when the material has been certified in previous program, and it allows the engineer to use the database with the addition of small test matrix. This paper summarizes the material equivalency and acceptance test methodology so that composite material database can be shared and improve the credibility of the material quality. As a demonstration, the material design allowable of the high temperature carbon/epoxy composite developed domestically was determined with this methodology.

About 90.5 % of barge-towing tugs weigh less than 200 gross tonnage and most are served by the master alone. They are also not subject to the regulations on the working hours and manning levels stipulated in the Seafarers' Act. Therefore, the master of barge-towing tugs cannot take sufficient rest during the navigational watch. Moreover, barge-towing tugs do not satisfy the human seaworthiness due to the inevitable performance of the navigational watch which must be alternately undertaken with an unqualified person, called the "Boatswain". Furthermore, there are many cases in which the master or owner of a tug fails to comply with the additionally required minimum manning levels stipulated in the Ship Of icers' Act when a tug tows a barge. This study reviews the following: (1) the regulations on the working hours and manning levels that are stipulated in the Seafarers' Act, (2) the regulations on the minimum manning levels for ship of icers of the tug's deck part that are stipulated in the Ship officers' Act, (3) marine accidents in the barge-towing tugs. As a result I suggested that one additional deck officer should be on board when a tug tows a barge through the revision of the minimum manning level for ship of icer on the deck part in order to prevent marine accidents of tugs effectively. Especially, the Act on the Punishment, etc. of the Serious Accident came into effect on January 27, 2022. If marine casualties occur continuously at sea due by the same cause, and the cause of such marine casualties would be turned out by the fatigue of the ship of icer caused by insufficient institutional arrangements, the administrator of competent Authorities of Maritime and Port could be punished, so it seems to prepare for it.

Korea controls the departure of vessels based on the Maritime Safety Act such that only ships with seaworthiness can navigate in bad weather, but scientific evaluation results and quantitative basis for the designation of ships subject to control are insufficient. Opinions for improvement are being raised for a reasonable departure control operation. The purpose of this study is to evaluate the adequacy of the current departure control standards through actual measurement of tugboats, which are the type of vessels subject to control when a wind and wave advisory is effective, and to present quantitative grounds for improvement of controls. A sensor was installed on the tugboat to measure the ship's three-axis motion and hull acceleration, and the hull motion performance was measured by operating in the sea area with a significant wave height of 3 m. The measured values were compared and analyzed based on seaworthiness evaluation factors and limit value standards. The actual ship was excluded from the current control standard according to tonnage, but as a result of the analysis, the pitch value exceeded the operation standard, and a risk to navigation safety existed. The results of this study suggest the need for additional actual measurement studies that can represent various ship types and specifications and review ship departure control targets.

A Flight test is an important process that must be performed to maintain airworthiness in the aircraft lifecycle, including aircraft development and certification. Flight test can be conducted for the purpose of demonstrating or verifying compliance with the applicable standard. Results of the flight test air accident analysis confirm that it is caused by a combination of various factors as well as aircraft. The International Civil Aviation Organization recommends the establishment and implementation of a safety management system to prevent aircraft accidents, but it does not reflect the specificity of the flight test. As such, advanced countries are providing separate criteria to assist stakeholder in conducting flight test safety management. This study investigates and analyzes relevant regulations of advanced countries, in accordance with the construction of a national flight performance test site in Korea, and proposes government-level guidelines to help stakeholders develop their flight test operation manuals. The guidelines discuss topics such as organizational composition, safety and risk management, flight operation, personnel management, and administrative issues.
Captive Flight Test (CFT) is one of the most important tests to acquire data when developing complex weapon systems. In this paper, we introduce the design and test result of our POD system for CFT. POD system uses POD set which consists of left and right POD. The exterior and mass properties of POD set are equal to those of fuel tank for aircraft so that we can omit Airworthiness Certification. Also, we adequately placed inner-equipments in order to acquire data including target image, navigation result and reference data to verify and analyse software algorithm. The POD system for CFT we developed is complex system as both mechanical and electronic factors are applied. As we repeatedly performed CFT, useful and various data for weapon development were acquired.

The aircraft gas turbine engines with the Electronic Engine Controls(EEC) had been developed to save fuel and enhance their performance in the early days, and had employed the health monitoring function in the Full Authority Digital Engine Controls(FADEC) to improve their reliability. This has led to an increasing demand for the certification technology of these controls. The design and certification issues of power supply, aircraft supplied data, failure modes, software verification/validation, and lightning requirements need to be addressed. This paper presents the design considerations and the certification techniques applied to the electronic engine controls. And it is believed that this paper will be basis to establish a requirement in Korean Airworthiness Standard.
