  • 국가에너지 총 사용량의 건물에 대한 에너지 부문은 약 28%를 차지하고 있으며, 서울시의 경우는 약 58%가 건물 에너지 소비로 사용되고 있다. 기후변화 대응 및 온실가스 감축을 위하여 서울시는 '친환경 건축기준'을 발표하고 조례 시행 중에 있다. 공공건물에서의 에너지 절감은 어떤 효력을 가지고 있을까. 이에 대해 전문가들은 공공건물의 에너지 손실을 최소화하고 에너지 이용효율을 극대화함으로써, 국가 예산을 절감할 수 있을 뿐 아니라 나아가 이산화탄소 배출량 감축에 기여하면서 미래성장동력인 녹색 성장을 활성화하는데 밑바탕 이 될 것으로 내다보고 있다. 이와 관련해 국내 공공건물 에너지 정책과 해외 공공건물의 에너지 정책 사례를 살펴보고, 나아가 에너지절감 기술의 적용 방안을 소개한다.

A Comparative Analysis on National Greenhouse Gas Reduction Implementation Strategies Priority Using AHP and ANP (AHP와 ANP를 이용한 부문별 온실가스 감축 이행 방안 중요도 비교 분석)

  • The purpose of this paper is to analyze the sector-specific greenhouse gas reduction implementation strategies priority using the multi-criteria analysis methods (AHP and Feedback ANP). Our analysis demonstrates that the highest priority among the evaluation criteria is given to the feasibility compared to the efficiency and the effectiveness in most of the sectors. In the public and the building sectors, it has been found that the governmental driving force is absolutely crucial in technological dissemination and diffusion. The results and the main findings are as follows. Firstly, the priority of the policy evaluation criteria has been changed by analysis methods. Secondly, the total weight and the priority of each sector's alternatives also have been changed. Finally, the priority of the alternatives for criteria has been changed by the analysis methods.

  • As abnormal climate phenomena frequently happen due to the after-effect of the global warming, all nations suggest climate change response policies in many different fields to prevent global warming by reducing greenhouse gas. Especially, these days, the realization that the greenhouse gas from city buildings should be decreased is growing, and it is because that buildings are accounted for a quarter of national greenhouse gas emission and it is more than half the percentage of emissions within the city. Accordingly, Korean government sees the need to take an initiating role to fulfill low-carbon green policies and promotion strategies in the public sector, and wants to facilitate greenhouse gas reduction in the private sector as well. In this background, this study tries to examine the low-carbon planning element in public buildings and figure out the amount of carbon reduction and economic analysis centering Cheongju city as case study. Lastly, we propose some suggestion for low-carbon and greening of public buildings.

The Strategies of Transport Demand Management to Decrease the Greenhouse Gases in Transportation Part (교통부문 온실가스 배출량 저감을 위한 교통수요관리 방안 전략 연구)

  • The growing amount of using the fossil fuel is bringing about environmentally, economically serious problems like as global warming. To solve the problems, the international society has begun to decrease greenhouse gases through the international agreement like as the climate change convention. In South of Korea, it was presented practical goal of Green Development try to decrease greenhouse, which is the future 60 years vision. And, it contains the strategies of Green Development and 5th Plan of Green Development. Nowadays, the government accepted the active alternative scenario 3, which is the goal of 4% decrease in greenhouse gases until 2020's, presented by Presidential Committee on Green Growth. This study established the strategies of Transport Demand Management to decrease the greenhouse gases in transportation part, and then we measured the effect of them. As a result, if it takes effect the aggressive strategies annually, it will cut greenhouse gas pollution by 3.1%, which is 7,590,000t$CO_2eq$, in transportation part. So, we can expect that it would be the effective policy tool to achieve the goal of government, which is the Green Development, if it controls the strategies of TDM effectively by the political needs.

원자력 발전과 기후 변화 -세계 기후 변화의 위험과 원자력의 역할-

  • 온실 가스 배출로 인하여 지구 온난화 문제가 심각성을 더해가고 있는 차제에 지난해(1997) 12월 일본 교토에서 제3차 기후변화협약 조약국 회의가 개최되었으며, 회의 결과 일차적으로 선진국에서 온실 가스 배출 감축 목표를 설정하여 2008년부터 시행토록 합의하였다. 우리 나라는 이 회의에서 온실 가스 배출 감축 대상국에서는 제외되었지만 OECD에 가입한 국가로서 멀지 않아 감축 목표 이행 대상국에 들게 될 것으로 예측된다. 이와 관련하여 OECD/NEA는 지난 4월 $\ulcorner$원자력발전과 기후변화$\lrcorner$라는 보고서를 발표하였다. 이 보고서는 비교적 최근의 연구 자료를 인용하여 원자력이 온실 가스 배출 억제에 어떤 역할을 하는가를 연구한 내용으로서 우리 나라에서도 에너지 정책 입안 등에 도움이 될 것으로 판단된다.

National Accounts and Greenhouse Gas Emissions: The Korea's NAMEA-air (국민계정과 온실가스 배출: 한국의 NAMEA-air 편제)

  • The national accounting matrix including environmental accounts(NAMEA) includes informations on environmental pressures in relation to economic activities as developed in the national accounts. In the NAMEA, conventional national accounts tables have been extended with accounts in physical units. This paper describes the background for work carried out on environmental accounts in Korea and explains how the NAMEA-air is developed. The Korea's NAMEA-air provided here serves several purposes; (1) a consistent and systemic feature of the interrelationship between the economy and the environment; (2) a basis for environmental economic analysis; and (3) the vital information for climate and air policy planning.

Analyzing the Effects on Korean Regional Economy-Energy-Environment Gaps of GFGs Reduction (온실가스 감축의 지역간 격차 영향 분석)

  • In this study, the effect on the economy-energy-environment gap among regions of reducing GHGs is analyzed under various scenarios, using a multiregional dynamic CGE model. Regions in Korea are classified as six metropolitan areas. Scenarios are set in three cases such as self-regulatory measures, carbon tax and emissions trading scheme. The reduction target under each scenario is again classified according to volume basis and intensity basis. In results, self-regulation is shown to deepen the economic divide mostly, followed by a carbon tax, emissions trading scheme in order. This result could be interpreted such that a system based on market incentives gives less effect on the gap among regions. However, market incentives based system is expected to take time to build. Thus in implementing policies to increase short-term effects of the reduction targets, complementary policies are needed to reduce the regional devide.
