Despite the trend of decreasing accidents, falling accidents in the construction industry have not decreased and are even rising. Most major accidents are falling accidents caused by hanging scaffolding and are mostly serious. We conducted a review of the literature, institutions, and regulations, which showed that domestic standards are not unified because they are drawn up by referring to overseas standards for hanging scaffolding. New regulations or standards should be established, which should reflect the safety plans for equipment, work advance plans, education, and management. If facility improvement plan for Hanging Scaffolding and implementation of revision of the current work use, regulations and guides are implemented, it will be recognized in advance of the causes of the accident statistics and the classification system and will be the basis for the implementation of joint efforts by workers, managers, supervisors and owners to reduce accidents.

The autonomous weapon systems are being developed with a global competition due to the 4th industrial revolution technologies such as artificial intelligence. This theses analyzes on the technologies related to the autonomy of the new weapons, the new changes in war fighting regime that will be brought by such autonomous weapons, the level of autonomy in a autonomous weapon system, and also the definition and functions of the autonomy. The advanced artificial intelligence for the civilian commercial sectors would be similar to the required military autonomous systems. The future war fighting regime would be the war with autonomous weapon systems without any human casualties. The level of autonomy in the future weapons would be fully autonomous without any human supervision or involvement in the decision making processes. The functions of the autonomous weapon would be to sense, to decide, and to act with a full autonomy in order to accomplish desired purposes.

The institution, which was temporarily run, has not registered and has neglected records due to its temporality. In this regard, many related experts have pointed out their risk of loss. Therefore, the objective of this study is to analyze the problems of the temporary institution's records management system by investigating the current situation, and to suggest solutions, thereby arousing the necessity of managing the records produced by dissolved agencies. To specifically review this, first, this paper analyzes the records management system of abolished institutions, focusing on the working environment, related laws, and guidelines. Moreover, it indicates the problem with regard to the effectiveness of legal systems, the lack of professionalism and infrastructure for records management services in temporary agencies, and National Archives of Korea's passive response. With regard to these problems, there are some solutions presented such as the complementation of related laws and guidelines, the strengthening of professionalism in relevant agencies in relation to managing records properly, and the establishment of cooperative networks between related institutions.

In Germany has a long history of ecological restoration and restoration management. At the beginning of the 1990s, the "Erfolgskontrolle" was used as an evaluation program after the restoration project and many exchanges of views took place. It is the time, in Korea, there is a need for a comprehensive evaluation program after the restoration project, as there is no evaluation method yet. At this time it may be the "Erfolgskontrolle" in Germany as a practical model for the Korean restoration management program. The purpose of this study is to identify the concept and character of the "Erfolgskontrolle" and to demonstrate the implication and potential of application, through the analysis of the implementation example of the revaluation of river revitalization. To achieve the goal was carried out theoretical and 3 exemplary revitalization research cases. And it was endeavored to deliver the German way of acting and the basic idea to Korea. For the restoration, the "precautionary principle" should be considered first, the upper legal regulation should not be violated. In order to apply "Erfolgskontrolle" in practice, the goal formulation should be clear and systematically evaluated. And through the collection of typified cases, the comprehensive and unified theory should be established, it is possible, thus the qualitative assessment of the restoration project.

Safety sign panel has been used in construction sites to assure the safety of the workers. Such safety panel can be categorized as 4 different signals, such as prohibition, warning, indication, and information. Each of the categorized item must follow lawful which is specifically designated for its own purposes, on its color and the shape. However, the color and shape of the safety sign panels that have been used in construction sites are not found to follow the suggested lawful requirement, and such differences are originated from safety merchandise production company or vendor, and construction company. In this study, samples of safety sign panels were obtained from various construction sites in Republic of Korea then the colors of such samples were measured, analyzed, and compared. According to the results, colors of the safety sign panels were out of the lawful requirement due to the aging and surface contamination of the safety sign panel. Frequent maintenance on the safety sign panel is therefore necessary. In addition, steel panels that were used in the construction sites were found to be unsuitable to meet the lawful requirements. In order to the color requirements on safety sign panel, it is recommended for Korea Occupational Safety and Health Agency to provide standard reference sample for each material used to produce safety sign panel, to distribute them to the producer and construction sites, and to supervise overall system.

The EU enacted a law strongly regulating the GDPR to protect the privacy of its citizens on 25 May 2018. Compliance with GDPR is an essential prerequisite for companies to enter the European market in the global economic era. In this paper, Step-by-step measures have been defined to conclude DPA agreements for the appropriate level of protection against EU personal data transfer. To explore the benefits and expected effects of determining appropriateness at the government level. As a result, enterprises benefit from simplifying processes, reducing time, and reducing costs when entering the EU. Government-level support in response to personal data breach and communication with the EU Commission will have a positive impact, However, even after the adequacy decision, the entity continues to need activities to secure personal data through compliance with GDPR principles and obligations. Major operations of companies that comply with GDPR are also maintained as important tasks that must be observed in most cases except for the Data Protection Agreement.

Purpose: This study proposes a Metaverse-based police education and training model that can efficiently improve the performance of various police activities according to changes in the environment of the times. Method: The structure of this system can generate Avatar Controller expressed using HMD and haptic technology, access the Network Interface, and educate and train individually or on a team basis through the command control module, education and training content module, and analysis module. Result: In the proposed model of this study, the command and control module was incorporated into individual or team-based education and training, enabling organic collaborative training among team members by monitoring the overall situation of terrorism or crime in real time. Conclusion: Metaverses-based individual or team-based police education and training can provide a more efficient and safe education and training environment based on immersion, interaction, and rapid judgment in various situations.

When a military service member opens a mobile phone, a personal information management agency is newly established using the right to portability of personal information, and a system for requesting the transmission of personal information from the military service member is proposed.

The Economic Gab-Jil, where the stronger are forcing the weaker to sacrifice, is not only a serious social problem, but also it exhausts the vitality of the national economy. Especially, the issue of 'cost reduction (CR) of delivery price' in automobile industry, and the issue of 'tolls' and 'retaliating' in the franchise business are becoming more controversial. This paper suggests some measures to rectify the problems by an analysis using a game-theoretic model. One of the ways to change the 'bad equilibrium', where economic Gab-Jil is prevalent, to the 'good equiblium' is to strengthen the bargaining power of the weak by legal and institutional measures. It is also a more market-friendly system that is self-enforcing, where the regulation is automatically enforced by the incentives of the participants, without relying solely on the enforcement power of regulatory or supervisory bodies

As the trend towards expanding the functions of modern governments continues, there are also problems such as misconduct and waste that arise as government activities and operations increase. To solve these issues, countries are establishing and developing internal control mechanisms. In this process, the U.S. Inspector General system has been operating for over 40 years with the aim of balancing and overseeing the government and the legislature. Accordingly, this study analyzed in detail the development process of the inspector system, one of the internal control systems promoted by U.S. government agencies, the formation of an inspector community, and the deployment, cooperation, and supervision of inspectors. As a result, the internal control system of domestic government agencies also needs to continue research so that the government and parliament can maintain close relations and introduce the inspector system according to the domestic situation.
