Development of a technology valuation method for buyers in technology transfer (기술이전을 위한 기술수요자 중심의 가치평가 방법론 개발)

  • Technology valuation is necessary for determining the feasibility of technology commercialization. However, existing methods focus only on technology evaluation, with limitation in sufficiently reflecting buyer viewpoint. In addition, it causes a gap between estimated value and market value. Therefore, this research suggests a new technology valuation method which focuses on the perspectives of buyers. Technology factors, buyer factors and market factors are first determined and their relationships are analyzed. Second, based on the relationships, profit projections are calculated using the discount cash flow method. Finally, profit projections for each year are discounted. The proposed method was applied using the ubiquitous home network system and audio service and illumination control method and results compared with the value of a technology valuation guide distributed by the Ministry of Trade, Industry and Energy. The technology valuation approach used in this research is quantitative and systematic and can be used as a decision making support tool in technology transfer, reflecting various perspectives of stakeholders.

  • The importance of environmental resources has been recognized over the world after Rio declaration(1992). so it is moved to monetarize environmental resources. The studies on the evaluation of nonmarket goods began also in the early 1990 in Korea. In practice the preliminary feasibility studies(PFS) are carried out since 1999 in case of major public investments projects. In PFS the Benefit-Cost analysis is practically used. which is considering the evaluation of environmental resources. But the methods for the evaluation have not been fixed up. In this study It is introduced to the theory and major methods for the evaluation of environmental resources. In the theory the evaluation is handled in aspect of demand function and supply function. The optimum level can be extracted from the two functions. In the method. travel cost method(TCM), hedonic price method(HPM) and contingent valuation method(CVM) are introduced according to the market structures.

Contingent valuation method implemented by R: Case study - measuring value of information (R을 활용한 조건부 가치 측정법: 정보 가치 측정 사례 연구)

  • The development of information technology provides us with more useful information but it arose to protect such information from inappropriate users. In the course of analyzing and managing the risks associated with information, it should be needed to accurately measure the value of information. We try to consider the contingent valuation method for this purpose. The contingent valuation method which is used to assess the value of public goods or nonmarket goods makes an statistical estimation for the willingness-to-pay. We show with an example how we can estimate the value of information by calculating the amount we are willing to pay the value of information that exists on the information system. Calculation is carried out by using R.

An Analysis on Evaluation of Construction Technology Value for Supporting Mid-small Construction Enterprises Pursuing Technical Innovation (기술기반 중소건설업체 지원을 위한 건설기술가치 평가 연구)

  • Based on Income-approach, this study develops the evaluation model which reflects construction industry's traits. Using Income approach, we derive future income's present value and evaluates the technological value by contribution to future income. As there exist more random variables in construction technology than in standardized manufactured products, we cannot help relying on not only quantitative estimation method but also qualitative evaluation by technology and market experts when we estimates construction technology value. Also, conservative estimation is needed for discount rate and cash-flow estimation, because of high uncertainty in sales and profits in construction industry. In empirical analysis, we applied economic periods of duration and cash-flow based on the standard guideline, and analyzed discount rate and technology factor based on characteristics of construction industry. The discount rate is estimated to 15% because of risk-premium increase by conservative evaluation. Technology factor is estimated to 46.7%, because technological intensity is estimated to 72% by technological superiority. Such implications can be inferred. Firstly, we need to build a database to diversify categories for division of sectors by activity or industrial classification which is now categorized only by two sectors in standard guideline. Secondly, the roles of experts who participate in technology evaluation are important because of volatility of construction technology.

Technology Valuation Evaluation Model of Decision Making System using Income Approach for Commercialization in LNG Plant Construction (수익접근법을 활용한 LNG 플랜트공사의 의사결정지원시스템 기술가치 평가)

  • The proportion of investment in national R&D projects in construction and transportation has been increasing continuously; in terms of the size of R&D projects, there are many medium- to large-sized projects of over KRW 10 billion. However, in spite of such continuous increase in R&D investments, there are many technologies developed but not commercialized, i.e., the quiescence of technology. Accordingly, it is necessary to link the R&D results to commercialization by expanding the scope of R&D projects. In this context, this study presented objective reference prices to be used in contracting/transacting technology and implementing commercialization strategy by conducting technology valuations against on-going research projects with earnings approach, and by estimating value of patented technology. Sum of free cash flow (business value) that can be generated during the life of the technology was estimated as KRW 512 million by reflecting a discount rate of 16.34% to convert it into the present value. In addition, the technology value was computed as KRW 227million by applying a technology factor of 44.39% to the above value. Based on the technology value estimated in this way, it is necessary to establish industrialization and commercialization strategy of the technology.

Valuation of Han River Waterside Landscape with a Double-bound Dichotomous Choice Model and Policy Implications: Focused on the Exponential Willingness to Pay Model (이중양분선택법에 의한 한강 수변 경관의 가치 추정과 그 시사점 -지수지불의사 모형을 중심으로-)

  • This paper estimated the value of waterside landscape and ecosystem of Han River basin with a double-bound dichotomous choice type of CVM. We used the exponential willingness to pay model to represent the nonnegative willingness to pay. This model is found to be especially important in analyzing a double-bound dichotomous choice model. The total willingness to pay was estimated as 705.5 billion won per annum. This suggests that current budget size for water quality and ecosystem conservation for Han River needs to be expanded.

Study on Amenity and Economical Efficiency of Multi-functionality on the Grassland (초지형 축산의 어메니티 및 경제성 평가에 관한 연구)

  • This study is conducted to evaluate economical value of Jeju grassland and validity of its preservation, and draw up several measures to support. To measure its economical value, this study examined its environmental value and social and cultural value. For environmental value, this study used replacement method while it applied CVM method, a widely used method, to assess social and cultural value and two-level two-best choice selection method, which ask questions by assuming virtual circumstances to avoid reflecting some biased opinions. Jeju grassland has multiple functions-environmental functions such as preventing soil corrosion and flood, handling animal excrement, and purifying air, and social and cultural functions such as promoting physical and mental health and providing recreation places. From the results of the feasibility study, Jeju grassland's annual multiple functions are assessed to have a total $397,115{\sim}418,995$ million won worth. In addition, it is found that Jeju visitors recognize Jeju grassland for its functions to contribute to public interests. That is, they think it can provide attractive views and educational and recreational places and promote emotional development. Especially, many people presented their ideas that it be continuously preserved since it is worthwhile for us and our next generations. To preserve grassland's cultural resource, which create a huge economic value like this, the Government has to support a certain amount of financial aid for turning to a better grassland environment and its maintenance to realize environment-friendly livestock farming on Jeju Island and promote its tourism industry and consequently, add more value to Jeju.

Economic Evaluation of ATES Heat Pump System (ATES 열펌프 시스템의 경제성 평가)

  • ATES(Aquifer Thermal Energy Storage) 열펌프 시스템은 기존의 다양한 열원 적용 시스템 대비 효율이 우수한 것으로 알려져 유럽과 미국에서 건물 냉난방 시스템으로 적용되고 있다. 특히, ATES 시스템은 기존의 냉난방 시스템 대비 경제성이 우수한 것으로 알려져 있으나 국내에서는 이에 대한 연구 결과는 전무한 실정이다. 본 연구에서는 ATES 열펌프 시스템의 실증 성능 결과를 분석하였으며, LNG 보일러와 에어컨을 사용하는 기존의 냉난방 시스템을 비교시스템으로 ATES 열펌프 시스템의 경제성 평가를 수행하였다. ATES 시스템의 연간 실증 성능 실험결과 ATES 시스템은 외기온도와 무관하게 연중 안정적인 성능을 나타내었다. 경제성 평가시에 생애주기법(Life Cycle Cost)을 적용하여 ATES 열펌프 시스템의 설치 및 운전에 필요한 총 소요비용을 산정하고, 이 결과를 바탕으로 투자회수기간법을 통해 ATES 시스템의 투자회수 기간을 산정하였다. 생애주기법 적용 시에 현재가치법을 사용하였으며, 현재가치법은 수명주기에 발생하는 모든 투자비용과 절감액을 일정한 시점을 기준으로 등가환산하는 방법을 의미한다. 현재가치법에 사용되는 현재가치는 초기비용과 현재가치계수의 곱으로 나타나는데, 여기에서 현재가치계수는 임의의 이자율로 일정기간 동안 정기적인 할부금액이 적립될 때의 현재금액을 구하기 위해 사용하는 계수를 의미한다. 전기와 LNG는 각각 2009년 7월의 (주)한국전력공사와 (주)한국가스공사의 고시요금을 적용하였다. 본 시스템은 실증 설비용량인 20RT를 대상 건물로 가정하였고, 초기투자비는 크게 공사비와 냉난방 설비 구입비로 구성되어 있으며, 기본적인 물가지표는 (사)한국물가정보(KPI)의 고시 데이터를 참조하였다. 각 시스템의 초기투자비는 ATES 시스템이 비교대상 기존 냉난방 시스템 대비 5.7배 높게 나타났다. 일일 8시간 사용기준으로 계절별 전력요금을 고려한 연간운전 비용은 ATES 시스템이 기존 시스템 대비 냉난방 시에 각각 77%와 16%를 나타내어 운전비용이 연간 절감되었고, 난방 운전 시 절감 비율이 냉방시보다 크게 나타났다. 두 시스템에 대한 생애주기비용을 산정하기 위하여 에어컨과 보일러의 기존시스템과 ATES 시스템의 가용연수를 모두 20년으로 설정하였고, 유지보수 비용은 초기투자비용의 2%로 설정하고, 할인율은 은행 예금이자를 기준으로 5%로 설정하였다. 전기와 LNG의 요금 상승률은 (사)한국물가정보를 바탕으로 각각 2%와 8%로 가정하였다. 이러한 조건에서 생애주기법을 이용한 경제성평가는 ATES 시스템의 경우 생애운전비용이 초기투자비용보다 작게 나타났으며, 기존 냉난방 시스템은 생애운전비용이 초기투자비용에 비하여 높게 나타났다. 본 연구 대상 ATES 열펌프 시스템의 실증 성능 데이터와 기존 문헌으로부터 얻은 냉난방 시스템의 성능 결과를 이용하여 생애주기 비용을 적용한 결과 ATES 시스템의 기존 시스템 대비 투자회수 기간은 6.62년으로 나타났다. 특히, 본 연구에서는 ATES 시스템이 국내 최초로 적용됨에 따라 스크린 등의 부품을 다소 고가의 제품으로 시스템에 적용하였으므로 ATES 시스템의 신뢰성과 안정성이 확보되면 초기 투자비 감소가 가능할 것으로 예상되며, 기존 시스템 대비 투자회수 기간은 더욱 감소될 수 있을 것으로 예상된다.

A Study on Patent Right Valuation Using Discounted Cash Flow (DCF를 이용한 특허가치평가에 관한 연구)

  • Intangible assets are the important tool which decides upon economic wealth and development of knowledge-information economy. We have to make effective use of intangible assets in order to assure surplus earnings, competitive superiority. The importance of intangible assets, especially patent right, may be properly understood only when their values are assessed adequately. It is very significant to appraise rationally patent right value from finance support, technology transaction, investment decision, M&A, legal proceedings, strategy and etc. Thus the purpose of this study is to evaluate the economic value of a patent right using DCF(Discounted-Cash Flow Method). This paper presents the basic model, related principles and standards of valuation, and then, case analysis of patent right valuation using DCF.
