인도 전력산업은 매일 '황금알'을 낳고 있다

  • 인구11억명의 무한한 시장‘인도’. 특히 인도는 IT 분야에서 세계 최고의 강국으로 부상하고 있다. 거기에 인도는 10여년간 연평균 GDP 성장률 6%대의 고도성장을 이룩하는 등 중국에 이어 경제강국으로의 탈바꿈을 꿈꾸고 있다. 이처럼 매력적인 시장을 기업들은 놓칠리가 없다. 이미 세계 유수의 기업들은 꿈틀대는 인도 시장을 주목해 왔다. 인도에 법인을 설립, 현지의 값싼 노동력을 이용해 가격 경쟁력을 갖추고 시장을 공략하고 있는가하면, 인도시장에 맞는 저가상품을 적극개발, 공급함으로서 시장점유율을 높이고 있다. 국내기업의 경우 자동차와 가점제품의 경우 비교적 성공적으로 정착한 사례로 꼽히고 있다. 현대자동차, LG전자, 삼성전자 등은 인도 현지에서 호평을 받을 정도로 경쟁력을 확보한 상태다. 하지만 전력 시장에서만큼은 아직까지 뚜렷한 성과를 얻어내지 못하고 있다. 가장 큰 이유는 평균 30% 이상에 달하는 관세율을 극복하지 못하고 있기 때문이다. 그리고 인도 수출의 경우 말처럼 쉽지는 않은 상황이다. 인도의 경우 영국의지배를 받던 국가라 아직까지 ABB, 시멘스 등 유럽업계의 강세가 뚜렷해 타 지역국가 업체들의 인지도가 높지 않은 상황이다. 무엇보다“대금이 들어와야 거래가 성사됐다”라고 말을 할 정도로 대금인수에 어려움을 겪는 사례가 부지기수고, 계약 파기도허다해 계약에들인 노력만큼 성공률이 높지 않은 것도 국내 전력 관련업계의 진출 부진의 한이유다. 그렇다고 인도 시장을 그냥 놓치기에는 너무아깝다. 이에 국내업계의 경우 매력적인 시장을 놓치지 않으려 계속해서 인도 시장 진출추진하고 있다. 인도 전력시장 현황을 소개하고, 수출을 위한 국내 업계의 노력 및 수출시 유의해야 할 사항을 종 합적으로 정리해봤다.

  • 본 논문에서는 점성 및 감쇠가 있는 단자유도 구조물의 등가감쇠비를 효율적으로 구하는 방법을 제시하였다. 건물에 설치된 마찰감쇠기는 외력의 크기에 따라 정지와 운동의 상태를 반복하여 외부 입력에너지를 소산시키기 때문에 외력과 응답관계가 비선형이다. 마찰감쇠기가 설치된 단자유도 건물은 마찰감쇠기외에 점성감쇠가 동시에 존재하므로 해석적인 정해를 구하기가 어렵다. 등가감쇠비를 산정하기 위해서 첫째, 점성과 마찰감쇠가 있는 단자유도계 건물의 자유진동 정해를 통하여 변위응답과 가속도 응답특성을 분석하였다. 둘째, 자유진동의 경우 응답이 멈출 때까지 소산에너지식을 이용하여 등가점성감쇠비를 구하였다. 셋째, 조화가진 일 때는 수치해석을 통하여 마찰력비 $F_r$에 따른 응답 특성을 알아보았다. 넷째, 조화가진의 경우 에너지 균형식을 바탕으로 등가점성감쇠비를 유도하였다. 등가점성감쇠비는 변위응답비의 영향을 받으므로 응답을 알아야만 구할 수 있다. 건물 응답의 진동수 특성은 협소영역(narrow band)이므로 고유진동수에 의해 지배된다고 가정하여 등가점성감쇠비를 구하였다. 마지막으로, 유도한 자유진동과 조화가진의 등 가점성감쇠비를 이용한 등가선형운동방정식의 해를 비선형 수치해석 한 결과와 비교하여 검증하였다.

  • In this study, we analyze the case of Moon Jae-In's government based on the specific public enterprises. The public companies that were the subject of the study were evaluated as having done a good job of open innovation through open innovation evaluation. In this study, we analyzed the success factors of open innovation through collaborative in - depth interviews with public corporations, public agencies and local farmers. First, it was important to share goals to form a consensus to seek cooperation among the cooperative actors. It is very important to recognize that each other has a mutually beneficial relationship and move toward a common goal. In addition, it was found that the incentive system for continuously participating in collaborations or innovations is very important. Therefore, in order to encourage collaboration, it is necessary for public institutions to establish an incentive system such as personnel compensation or economic compensation.

  • After entering a convergence era, South Korea Government has enacted and announced the Standard Contract on the e-Learning Content Development Project, a year and eight months has passed. Nevertheless, there has been continued still the unjust and unreasonable contract practices issues raised by project owner in the e-Learning industry. This study investigated application status of the Standard Contract via FGI and questionnaires and suggested its improvement alternative. This study analyzed that the Standard Contract has not taken root at all in ordering of the e-Learning content development project and not reaped the effect. This study presented alternatives such as mandatory application of the Standard Contract, education and outreach, introduction of the monitoring system, certification system implementation, granting of additional points in the evaluation of agencies and CEO and etc. to that standard contract is settled as the government's intentions and objectives in the e-Learning industry field.

  • In the year of 1980 and 2000, the Korean government institutionalized the Value Engineering methodology in the construction phase and the design phase respectively. While design-phase VE have been applied to construction industry actively, which was institutionalized 7 years ago, construction-phase VE have not been applied to industry frequently, although it was institutionalized 25 years ago. On the other hand, at the time of social demands for VE is increasing, it has been pointed out that VE should be compatible with the delivery system. And the time of VE study, the operational management of VE study, and the maintenance process of the result of the VE study also should be considered. In this study, a scheme to improve VE methodology in the construction industry is proposed based on the literature review and the data analysis of domestic and foreign state of VE.

A New CDMA Uplink Channel Structure and DBCE Detection Scheme Using Staggered Burst Pilot (CDMA Uplink 채널 구조와 Staggered Burst 파일럿을 이용한 DBCE 검출기법)

  • A new coherent detection scheme with data based channel estimation (DBCE) for CDMA/BP(staggered burst pilot in parallel) channel structure is proposed. Because the pilot burst initiates DBCE operation periodically it is shown to be remarkably stable to Gaussian noise and Doppler shift with proper parameter settings. In our own system parameter setting, there is a negligible loss(0.068 dB) in $E_{b}/N_{o}$ by the introduction of the burst pilot. When compared with an ideal coherent detection, the required $E_{b}/N_{o}$ on Doppler shift corresponding to the speed of 160Km/H is degraded less that 2.0 dB. the burst pilot can be implemented without complexity even though some extra correlators are needed for DBCE. This improvement is superior to the previously coherent CDMA detectors with external or internal pilot.

  • This study reviewed the existing legal framework governing construction supervision practices and conducted a survey of expert groups to identify and propose strategies for facilitating the digital transformation of construction supervision processes, with the goal of enhancing the quality and safety of construction projects. The research underscored the necessity for digital transformation to improve quality, safety, and efficiency of construction supervision. Additionally, it highlighted the need for greater consistency and clarity in terminology related to construction supervision. The study also presented recommendations for improvement, which included: establishing a structured supervision checklist to ensure safety and compliance, establishing a specialized construction supervision corporations subject to qualification screening, and introducing evaluation criteria to encourage the adoption of digital transformation technologies in construction supervision. The findings of this study are intended to serve as the foundation for future policy and regulatory frameworks aimed at promoting the digital transformation of construction supervision practices.

Effects of Packaging Materials and Storage Temperature on the Shelf-life of Korean Grinded Yam (포장재료와 보관온도에 따른 갈은 마의 저장수명 및 품질변화에 관한 연구)

  • This study analyzed effects of packaging materials and storage temperature on the shelf-life of Korean grinded yam. For experimental measurement, experimental groups were used $PET(12{\mu}m)/Al(9{\mu}m)/LLDPE(60{\mu}m)$ as opaque barrier packaging material and $PET(12{\mu}m)/PE(20{\mu}m)/VM-PET(12{\mu}m)/PE(25{\mu}m$) and barrier $NY(15{\mu}m)/LLDPE(60{\mu}m$) as transparent barrier packaging material. Control group were used normal $NY(15{\mu}m)/LLDPE(65{\mu}m)$. The grinded yam stored at refrigeration temperature ($5^{\circ}C$) and room temperature ($20^{\circ}C$C) for 8 days. Changes in color, pH, viscosity, microorganisms and sensory characteristics were measured. In the grinded yam L and ${\Delta}E$ value were not changed rapidly at refrigeration temperature. However L and ${\Delta}E$ were rapidly changed in all of packaging materials at room temperature. In two temperature condition, pH and viscosity were decreased during storage but pH was increased at $5^{\circ}C$ after 4 days. PET/Al/LLDPE and PET/PE/VM-PET/PE inhibited the growth of microorganisms effectively. PET/AL/LLDPE which is a high barrier packaging material showed the best in two temperature condition.

The Evaluation of Effectiveness of Green Management Accreditation for Hospitals (의료기관의 녹색경영인증기준에 대한 유효성 평가)

  • We sought to derive an overall strategy for green business certification of medical institutions and to propose the improvement directions for green management evaluation systems through applying the criteria to medical institutions. A self-assessment survey was conducted at 44 targeted hospitals across the country, and the 2012 green management evaluation criteria for healthcare services were used as assessment tools. As a result, only 11 of the 44 hospitals were eligible for green business certification. By type, hospitals with more than 400 beds, hospitals in Seoul and the Gyeonggi area (${\geq}$ 400 beds) and private hospitals (${\geq}$ 400 beds) received relatively high scores. In an analysis of the mean score, only the difference between the hospitals with ${\geq}$ 400 beds and < 400 beds was statistically significant. When we analyzed the interviews of the hospitals with lower scores, it is important to change the awareness of executives and employees, to establish vision/strategy/objective, to promote relatively small-scale activities, and to establish long-term plans. To improve green management evaluation systems, it is necessary to reset the assessment area, to control scoring and weights, to create certification grades, and to adjust additional points.

A Fast Motion Estimation Algorithm Based on Multi-Resolution Frame Structure (다 해상도 프레임 구조에 기반한 고속 움직임 추정 기법)

  • We present a multi-resolution block matching algorithm (BMA) for fast motion estimation At the coarsest level, a motion vector (MV) having minimum matching error is chosen via a full search, and a MV with minimum matching error is concurrently found among the MVs of the spatially adjacent blocks Here, to examine the spatial MVs accurately, we propose an efficient method for searching full resolution MV s without MV quantization even at the coarsest level The chosen two MV s are used as the initial search centers at the middle level At the middle level, the local search is performed within much smaller search area around each search center If the method used at the coarsest level is adopted here, the local searches can be done at integer-pel accuracy A MV having minimum matching error is selected within the local search areas, and then the final level search is performed around this initial search center Since the local searches are performed at integer-pel accuracy at the middle level, the local search at the finest level does not take an effect on the overall performance So we can skip the final level search without performance degradation, thereby the search speed increases Simulation results show that in comparison with full search BMA, the proposed BMA without the final level search achieves a speed-up factor over 200 with minor PSNR degradation of 02dB at most, under a normal MPEG2 coding environment Furthermore, our scheme IS also suitable for hardware implementation due to regular data-flow.
