An Analysis of Ordinances for Rural Immigrant (지방 자치단체의 귀농지원 조례 분석 및 발전방안)

  • IMF로 인한 경제위기 시기에 도시에서 농촌으로 귀농 가구가 증가하는 현상이 나타났으나 이후 경제가 활성화 되면서 감소하였다. 연도별 귀농가구의 동향은 1998년 6,409가구를 정점으로 1999년에 4,118가구로 감소하였다가 2001년경에는 매년 1000가구 미만의 수준으로 하락하였으나 2008년 말 기준으로 2,218가구에 이르는 비교적 증가하는 추세를 보이고 있다. 한편 지방자치단체 특히 인구 과소화 시군에서는 도시민 유치를 위하여 경쟁적으로 귀농자 지원조례를 제정하여 정착하는 귀농인들을 지원하고 있다. 급기야 2009년 4월에는 중앙정부 차원에서 '귀농귀촌 종합대책'이 발표되었다. 도시에서 농촌으로 이주하는 원인으로는 농업을 직업으로 선택한 결과에 따른 것도 있지만 건강한 생활 및 웰빙 전원생활 영위를 위한 이주 등 그 원인이 다양화 되어 가고 있다. 이주하는 개인의 다양한 동기와 함께 지방자치단체의 지원책 또한 하나의 유인요인이 된다고 할 수 있을 것이다. 귀농귀촌 인구가 증가세를 보이기 시작한 2000년대 중반은 정부와 지방자치단체의 귀농귀촌인 지원대책이 시작된 시기임을 볼 때 그 연계성을 짐작할 수는 있으나 검증된 바는 없다. 그렇지만 귀농인의 입장에서는 선배 귀농인이 많이 거주하거나 지원정책이 잘 되어 있는 곳을 선택하게 될 가능성은 높은 것도 사실이다. 본 연구에서는 귀농인 지원을 위하여 각 지방자치단체가 제정한 지방조례의 내용과 차이점을 분석하고자 한다. 2009년 6월 기준으로 전국 34개 시군에서 지방조례를 제정하였고 이중 13개 시군에서는 시행규칙도 완비하였다. 조례의 주된 내용은 귀농귀촌인에 대한 빈집수리비용, 의료 학자금, 영농정착금, 농지구입자금 등을 지원하는 것으로 되어 있다. 물론 그 지원 규모에 있어서는 다소의 차이가 있지만 귀농귀촌인에 대한 자금의 직접적 지원에 초점이 맞춰져 있다. 귀농자들이 지역사회에 안정적으로 정착하고 정주할 수 있으려면 직접적 자금지원을 벗어나 지역네트워크를 형성하고 지원해 주는 것이 필요할 것으로 사료된다.

Factors and Trends Associated with Purchasing Multiple Private Health Insurances in Korea (우리나라 가구의 민간의료보험 과다가입 현황과 관련요인)

  • Although the number of people insured by private health insurance in Korea is steadily increasing, the household burden or the status of multiple purchasing for private health insurance has not been addressed. In this study, data of the 2011-2018 Korea Health Panel Survey was used to examine the purchasing trend of Korean households' private health insurance. Households with more than three private health insurance per household member were defined as the 'poly-purchases'. The logit model was applied to analyze factors associated with poly-purchase of private health insurance using 2018 cross-sectional data. From 2011 to 2018, the number of insurances purchased by Korean households increased (4.0 to 4.6), the number of insurances per capita increased (1.3 to 1.6), and the proportion of the poly-purchasing households increased (5.2% to 10.8%). As a result of logit analysis, the probability of poly-purchasing was increased when the household head was a woman, with a high level of education and income, and when the job of the household head was a service or sales. Poly-purchasing was less likely when the family was subsidized with Medical Aids and suffered with more chronic diseases. The results of this study serve basic evidence for establishing policies regarding private health insurance, such as establishing the relationship between public and private insurance.

A Study on Pauperization Process of Low-Income Woman Head of Household (저소득 여성가구주의 빈곤화 과정에 대한 연구)

  • This study focuses on the problem of feminization of poverty that is formed within family relations. In order to approach this question, this study analyses the process of becoming poor through the life stories of ten woman are now heads of a household. There are differences among the study participants in the process of becoming a member of a low-income class. I have classified them into two groups depending on the routes they are led into the low-income class; one is the continuation of poverty group, and the other is the new members of the low-income class group. The continuation of poverty group is the case where they have been poor since their childhood and are still poor in their adulthood. The new members of the low-income class group is the case where you have become a low-income class sometime around divorce. The difference of the groups are related to the differences of the ways the power relationships work within a family. Women head of a household are prone to poverty because of the discrimination in formation, distribution and control of resources in their original family and their family formed by marriage. The norm of male breadwinner worked as a discrimination device. But this kind of discrimination device showed differences in their workings according to class. The continuation of poverty group experienced exclusion in the gendered responsibility of supporting the family and maintaining the family, whereas the other group experienced exclusion through the gendered nature of the distribution and control of resources. By showing that the presupposition of discussions on the poverty of woman head of a household is false, these findings challenge the existing view that as long as 'The Family' is maintained women will not be poor.

  • This research was tried to understand the income, consumption expenditure with the family lifecycle stage of urban workers and on the basis of this to pull out the optimal consumption line and to provide the basic data for long term management of household finance. As a whole, it ti revealed that real consumption both in the period of establishment and reduction is lower than optimal consumption, whereas real consumption in the extension period is far higher than the optimal consumption in the same period. The reason amy come from that the educational expenditure of children in the middle age reaches the climax and in addition household in the same time tends to add the marriage costs supporting his children.

  • This study targets to recognize needs of spatial pattern analysis and to draw the relationship between relocation of Capital Region firms and population outflow in Capital Region through the regression analysis. The population outflow in Capital Region has moved to and around Yesan-gun and Asan-si. Also, such outflow is found to compose mostly one or two household members for their jobs. In addition to this study has analyzed to find effect factors through the Geographically Weighted Regression. The results of the analysis has confirmed that the most decisive factors affecting population flow from Capital Region to Chungcheongnam-do were population factors and transportation factors and others. Thus, the below policy implications could be derived and also may be applied toward Sejong City which are currently experiencing the relocating of Public sectors and new constructions. Firstly, the effect of Capital Region firms movement on population inflows could be better observed in small-scale towns like "kun" than larger-scale towns like "si.". On the other hand, people in Capital Region moved to larger-scale towns like "si" unlike the Capital Region firms. This difference implicates that people select their residence according to not only their jobs but also residential environment. Secondly, moving people from Capital Region to another region for their jobs are expected to appear more in a form of family units rather than individual units. Sejong city, where public organizations are being relocated, should recognize this particular Chungcheonnam-do phenomenon and be prepared to be more effectively used in perspectives of land use as well as urban planning.

Selectivity and Reasons for Move of Inter_Provincial Migrants in Korea: With Special Reference to the Capital Region (한국 지역 간 인구이동의 선별성과 이동 이유: 수도권을 중심으로)

  • The main purpose of this paper is to examine selectivity and rasons for move of internal migrants in Korea. There have only been a few studies available on the issues of selectivity and reasons for move of internal migration in Korea, mainly due to the lack of appropriate data. The main source of data for this analysis come from the raw data set of the 1997 Special Migration Survey conducted by the National Statistical Office. Analysis of selectivity of those who moved across the provincial boundary revealed that females, young adults, singles in their marital status and more educated are more likely to move. Among various reasons for move, employment related reason is the most important for all migration streams. But with different migration streams, diverse patterns are emerged. For those who moved into the Capital Region, employment related reason is outstanding. But those who moved out from the Capital Region, moved for employment as well as family related reasons. For movement within the Capital Region, housing related reason is equally important together with employment and family reason. The analysis also found that among individual attributes, age and marital status affect most significantly to the reasons for move. Education level and housing ownership are also important for explaining for variations in reasons for move.

Socioeconomic Characteristics of Single-Mother versus Single-Father Households of Children 12 or Younger: Focusing on Divorced Parents (12세 이하 아동이 있는 편부.편모 가구의 사회경제적 특성 비교: 이혼 부모를 중심으로)

  • With a substantial rise in divorce rates since the mid 1990s, single-parent households are increasing rapidly in Korea. Often it is believed that children in single-mother households suffer the most economically and socially with the marital disruption of the parents. This study hypothesizes that in Korea the socioeconomic status of single-father households may be lower than that of single-mother households mainly because low-income divorced women are not able to form their own households with children. The analysis is based on two sub-samples from the 2% sample of the 2005 Census, one, with children 12 years old or younger and, the other, with divorced mothers of children of the same ages. The findings support the hypothesis that previously-married single fathers show the lowest educational and occupational status among 6 groups of parents: fathers and mothers from two-parent families, fathers and mothers from married but spouse-absent families, and previously-married single fathers and mothers. Divorced mothers'likelihood of living apart from their children has a strong negative association with their educational attainment, with the highest likelihood among women of middle school or lower education and the lowest likelihood among women with college education. Although single mothers comprise a larger percentage of single-parent households, single-father households demonstrate a particular vulnerability with their weak socioeconomic status.

Institutional Dynamics of In-Work Poverty Determination: Distributive Process of Labor Markets, Households, and the Welfare State Using Korean Welfare Panel Study, 2008-15 (근로빈곤 결정의 제도 동학: 노동시장과 가구, 복지국가 분배 과정 분석)

  • This paper adopts a distributive performance process model of in-work poverty based on labor markets, households, and welfare states and analyzes the 4-11 waves of the Korean Welfare Panel Study during 2008-15. Previous studies on in-work poverty have focused on the definitions and concepts of in-work poverty by analyzing employment and unemployment persistence and repetition dynamics, but rarely paid attention to institutional distributive performance. In this regard, this study preforms a stepwise analysis of labor markets, households, and welfare states as a process of income generation in labor markets, satisfaction of welfare needs and income pooling at households, and deduction of social security contribution and income tax as well as receipt of public transfer income at welfare states. Results of empirical analysis show that in-work poverty had been on increase during 2008-11, followed by a decrease between 2012-15. At labor market stages, full time status had the most prominent impact on in-work poverty process, while status by employment and contract type have generated a huge variation as well. At household stages, household work intensity and number of earners contributed to reduction of in-work poverty, but the relations did not seen to be straightforward. However, welfare state played little role in lifting employees out of in-work poverty. In terms of institutional distributive process, in-work poverty was prevalent in either household-welfare state stage or labor market-household-welfare stage. Non-vulnerable group in terms of in-risk poverty was around 80% of the sample during the period of analysis, the size of which has remained constant.

The Mediating Effort of Vacational Consciousness on the Relationship between Job Stress and Turnover Intention in Long-Term Care Worker (재가요양보호사의 직무스트레스와 이직의도의 관계에서 직업의식 매개효과 검증)

  • The purpose of this study aimed to examine the effects of job stress on the turnover intention through mediation of vacational consciousness and to reduce turnover intention of long-term care workers based on the results. We used 447 long-term care workers working in Seoul and Gyeonggi area. For the research purpose, the mediation effect was verified after the technical analysis and verifying multicollinearity using on SPSS and sobel-test. The results of this study are as follows: First, the lower the age of care worker and the higher the monthly household income, the higher the turnover intention. Second, the higher the perceived job stress, the higher the turnover intention. Third, the higher the job consciousness of the long-term care workers, the lower the turnover intention. Fourth, job stress of long-term care workers showed statistically significant effect on turnover intention by partial mediation of job consciousness. Based on the above results, I suggested the clinical and policy practice to prevent the separation of long-term care workers and improve the quality of care service for the elderly.

Analysing Weekend Travel Characteristics in Seoul (서울시 주말 통행특성 분석 연구)

  • Trip demands and patterns on weekends have been changed significantly over the past decade due to the income growth and the spread of the 5-day workweek in Korea. The increased weekend trips for shopping, leisure activities, entertainment and friendship have exacerbated traffic congestion in major highways or principal arterial roads from Friday afternoon through Sunday. Therefore, it is necessary to focus on travel demand forecasts and transport policies for weekend trips by investigating specific characteristics of the trips. Previous research efforts focus on simple analysis of characteristics of weekend trips and comparison of travel characteristics between weekdays and weekends. The paper analyzes the differences between weekday and weekend trips via statistical analyses to derive multiple types of characteristics of weekend trips, and develops Tobit models to identify key factors that may affect the number of trips, using Seoul city's weekend trip survey data in 2006. The model results show that weekend trips appear differently from weekdays by household or individual characteristics. Age, residence area and type of residence affected the number of trips, regardless of the type of the day, whereas gender, occupation, income, presence of household vehicle showed different impacts on trips between weekdays and weekends.
