Economic Valuation of Alternatives for Rehabilitation of Hydrologic Cycle Using Choice Experiments (다속성선택법을 적용한 물순환 건전화를 위한 대안의 경제적 가치추정)

  • 경제발전 과정에서 급격한 도시화로 인해 건기의 하천 수량은 줄어들고, 비점오염 발생량은 증가하였으며 심지어 하천이 복개되고 직강화되어 홍수 피해 및 수질오염은 더욱 증가하고 있다. 다행히 최근 소득수준의 증가와 여가시간이 확대됨에 따라, 그 동안의 도시화와 산업화로 인한 오염된 하천을 다시 복원하려는 운동이 활발하게 진행되고 있다. 안양천은 이 같은 하천 중 가장 대표적인 하천 중 하나이다. 본 연구에서는 다속성선택법(CE: choice experiments)을 적용하여 안양천이 어떠한 속성을 갖고 있으며 각각의 속성에 대해 안양천 유역주민들의 사회적인 경험과 인식, 그리고 각 속성의 수준간의 상쇄관계(trade-off)를 고려함으로써 소비자선호에 근거한 한계가치(marginal value)를 추정하였다. 2차례에 걸친 예비조사를 통해 안양천이 가진속성을 홍수피해위험, 가뭄시 하천유량, 수질등급, 하천형태로 설정하였고 설문지 작성을 위해 개별 속성들간의 직교성(orthogonality)을 보장해 주는 주효과 직교설계(orthogonal main effects design) 방법을 이용하였다. 작성된 설문지를 이용해 안양천 유역 10개 지자체 거주민을 대상으로 설문조사를 실시하였고 설문조사 결과를 통해 추정된 각 속성에 대한 가구당 매월 한계지불의사액은 하류구간의 잠재적 홍수피해(PFD가 0.5)가 보통일 경우는 1,764.8원/월, 낮을(PFD가 0.5이하) 경우는 1,783.8원/월, 가뭄시 하천수가 목표유지유량보다 는 작지만 매말라 있지 않은 경우에는 1,496.8원/월, 가뭄시 하천수가 목표유지유량 이상 유지될 경우에는 2,274.9원/월, 수질 등급 3등급일 경우 1,721.5원/월, 수질 등급 2등급일 경우 1,764.4원/월, 하천둔치를 체육공원과 산책로를 조성할 경우 2,078.1원/월, 하천둔치를 자연친화형 하천으로 보존할 경우 2,441.7원/월으로 분석되었다. 또한 추정된 가구당 매월 한계지불의사액을 통해 각 지자체별 정책대안의 기대효과에 대한 편익을 추정하였다. 각 기대효과는 치수, 수량확보, 수질, 생태로서 각각의 기대효과에 대해 가장 높은 편익을 나타내는 것은 부천시의 하수처리장 건설로서 이는 매년 926.8억원의 편익이 발생되며 그 다음으로는 부천의 하수관거정비(역곡)로서 이는 매년 601.5억원의 편익이 발생하는 것으로 추정되었다.

Effects of Airport Noise on the Household Property Values (항공기 소음기 주택가격에 미치는 영향)

  • 본 연구는 항공기 소음이 주택가격에 미치는 영향을 헤도닉가격기법을 적용하여 분석하고자 하였다. 국제공항이 인천으로 이전하기 전 서울지방항공청장이 소음피해지역(제1종, 제2종 및 제3종)으로 고시한 김포공항 주변의 아파트 가격을 주요 분석 대상으로 하였다. 소음측정단위로는 세계민간항공기구가 권장하는 연속적 동등소음감지단위(Weight Equivalent Continuous Perceived Noise Level: WECPNL)를 사용하였다. 2000년도 여름에 매매된 총 220가구를 대상으로 아파트의 실질거래가격과 소음측정단위, 가구속성 및 지역관련 변수를 사용하여 헤도닉 방정식을 추정한 결과 소음변수를 비롯 아파트 평수 및 방의 개수를 나타내는 변수에 대한 계수의 추정치는 통계적으로 매우 유의적으로 나타났다. 분석대상지역에 있어 항공기 소음의 한계내포가격은 평균 마이너스 340여 만 원으로 추정되었다. 이 추정치는 다시 말해 소음감지단위인 WECPNL이 한 단위 증가하게 되면 아파트의 평균매매 가격의 3.19%가 떨어지는 것을 의미하며 이 지역이 소음피해지역으로 고시되어 있는 상황을 매우 잘 나타내고 있었다.

A Study on Extraction of Useful Information from Big dataset of Multi-attributes - Focus on Single Household in Seoul - (다속성 빅데이터로부터 유용한 정보 추출에 관한 연구 - 서울시 1인 가구를 중심으로 -)

  • This study proposes a data-mining analysis method for examining variable multi-attribute big-data, which is considered to be more applicable in social science using a Correspondence Analysis of variables obtained by AIC model selection. The proposed method was applied on the Seoul Survey from 2005 to 2010 in order to extract interesting rules or patterns on characteristics of single household. The results found as follows. Firstly, this paper illustrated that the proposed method is efficiently able to apply on a big dataset of huge categorical multi attributes variables. Secondly, as a result of Seoul Survey analysis, it has been found that the more dissatisfied with residential environment the higher tendency of residential mobility in single household. Thirdly, it turned out that there are three types of single households based on the characteristics of their demographic characteristics, and it was different from recognition of home and partner of counselling by the three types of single households. Fourthly, this paper extracted eight significant variables with a spatial aggregated dataset which are highly correlated to the ratio of occupancy of single household in 25 Seoul Municipals, and to conclude, it investigated the relation between spatial distribution of single households and their demographic statistics based on the six divided groups obtained by Cluster Analysis.

Measurement of the Environmental Value of the Seomjin-River Estuary (섬진강 하구의 환경가치 추정)

  • This paper attempts to measure the environmental value of the Seomjin-River estuary that has been comparatively well conserved but is confronted with the threat of its development. Especially, in order to elicit the environmental values of its four attributes, contingent valuation method(CVM) based on multi-attribute utility theory is applied and the CVM survey was rigorously designed to comply with the guidelines. for best-practiced CVM studies. We surveyed a randomly selected sample of 300 and 350 households in the Seomjin-River estuary-neighboring area(Gwangyang, Sooncheon, Yeosu, Hadong, Namhae) and seven large cities(Seoul, Busan, Incheon, Daegu, Daejeon, Gwangju, Ulsan), respectively and asked respondents questions in person-to-person interviews about what they would willing to pay for the estuary conservation and management program. Respondents overall accepted the contingent market and were willing to contribute a significant amount(5,763 won in the Seomjin-River estuary-neighboring area and 1,883 won in seven large cities), on average, per household per year, which implies that there is a large difference between the two. The aggregate values of the Seomjin-River estuary in the estuary-neighboring area and seven large cities amount to 1.52 and 14.05 billion won, respectively, per year. The quantitative values can be utilized in planning and decision-making about development versus conservation of the estuary.

  • 2011년 후쿠시마 원자력발전소 사고 이후, 발전원의 위험사고비용 및 환경피해비용에 대한 관심이 대두되고 있다. 전력은 생산과정 뿐만 아니라 발전소 건설, 발전소 운영, 송 배전을 통한 전력 공급, 폐기물처리 등의 각 과정에서 다양한 환경비용을 야기하고 있다. 따라서 발전원의 환경영향을 수용자적 입장에서의 평가할 필요가 있다. 본 연구에서는 컨조인트 분석법의 일종인 선택실험법을 적용하여 발전에 따른 환경영향 속성들에 대해 평가한 후, 발전원별로 상이한 속성 값에 속 성별 추정치를 반영하여 발전원별 환경비용을 수용자적 입장에서 추정하였다. 발전원부문이 환경에 미치는 영향에 대한 속성을 온실가스 배출, 건강피해, 지역피해, 온배수 배출로 선정하였고, 제시금액은 비교 대상 발전원들의 전력거래 단가 및 가구당 지출하는 월평균 전기요금수준을 기준으로하여 35,000원에서 75,000원까지의 총 다섯 가지 속성수준으로 구분하였다. 다항로짓모형을 적용하여 발전원별 각 환경영향에 대한 속성별 한계지불의사액 추정하고, 발전원간의 환경비용을 산정하였다. kWh 당 수력발전(0원/kWh) 대비 타 발전원의 추가 환경비용은 26원/kWh­832원/Wh로 환경적 영향 측면에서 국민수용성이 가장 높게 나타났다.

  • This study attempts to apply a conjoint analysis, especially using choice experiment, to quantify the economic benefits of health effects(mortality by lung cancer, asthma, acute bronchitis, chronic bronchitis) on air quality improvement in Seoul and Metropolitan area. The yearly willingness to pay for the highest improvement level which is available is estimated as 38,856 won per household. The aggregated value of Seoul and Metropolitan area is measured as 252.8 billion won annually. The quantitative result provided in this study can be usefully employed in policy-making process related to air pollution. Especially, it provides a methodological framework to estimate the benefits for various alternatives in health effects.

  • This study estimated mode choice models for access travel and neighborhood travel from an SP survey in metropolitan areas where shared e-scooter services are offered. Model results show that travel time and travel cost have negative effects on mode utility. It is also revealed that people are more sensitive to travel time in access travel, whereas they are more influenced by travel cost in neighborhood travel. Looking at individual and household attributes, it has a positive effect when under 40 yerars of age, owning bikes, being a public transportation user, while it has been shown a negative effect in less than 3 million won in monthly household income and owning individual cars.

A Study on the Value Analysis of School Forest (학교숲 속성별 가치평가 연구)

  • This study intends to analyze the value of school forests, one type of urban forest. For this purpose, four attributes of school forests were investigated, considering ecological, educational, social and economic values using a conjoint model as the stated preference. Based on literature reviews, the levels of the four attributes were selected, and a questionnaire survey was given to 279 urban residents divided into 2 groups: those impacted by school forests and those not. The study results suggest that the most important attribute of school forests is economic value, and next is ecological, social and educational value according to the part-worth model. The fitness level of the model is 0.900(total group) which is very significant. As for the economic value, free and 1,000 won are more critical factors than the other 2 levels, 5,000 won and 10,000 won and air pollution purification and making the school landscape are more critical factors than small habitats and microclimate factors. In addition, regarding the social value related to residents' leisure activities,the utility of nature observation is higher than walking and exercising. Finally, for educational value, understanding nature's importance is more critical than the emotions and learning of students. The estimated WTP per household/month is 3,580 won, the group related to school forestsis 3,650 won and the non-related group is 3,540 won. Based on these results, the estimated total economic value of all households per year is 6,820 hundred million won. The group related to school forests is 6,970 hundred million won and the non-related group is 6,750 hundred million won.

Assessment of the Environmental Value of the Geum-river Estuary (금강하구의 환경가치 평가)

  • The current study attempted to assess the environmental value of Geum-river estuary for rational management decision-making. To investigate the comprehensive properties of the Geum-river estuary, we applied the contingent valuation method based on multi-attribute utility theory. We surveyed a randomly selected sample of 400 and 600 households of the Geum-river estuary-neighboring area (Jeollabuk-do, Chungcheongnam-do), and other nation-wide large districts (except Jeollabuk-do, Chungcheongnam-do, and Jeju-do), respectively, and carried out person-to-person interviews with subjects on their willingness-to-pay for the estuary conservation and management program. Respondents, overall, accepted the contingent market system and were willing to contribute a significant amount, that is 1,497 won for the residents from the Geum-river estuary-neighboring area and 4,343 won for the residents from other nation-wide large districts on average, per household per year. These results implied that there were large difference between the two groups. The aggregate values of the Geum-river estuary for the estuary-neighboring area and other nation-wide large districts amount to 2.13 and 70.15 billion won, respectively, per year. This quantitative value deduced from the current study, could be a useful baseline fact for any decision-making process particularly in the establishment of management policies for the Geum-river estuary.

Using a Choice Experiment to Measure the Non-market Value of Sea Water Quality with a Focus on the Incheon Special Area Management Plan (선택실험법을 이용한 해역수질 속성의 비시장적 가치 추정: 인천특별관리해역을 중심으로)

  • The coast of Incheon reaches Incheon itself, Gimpo, Siheung, and Ansan of Gyunggi-do. Because this area has been seriously polluted, the Ministry of Oceans and Fisheries has established the Incheon Special Area Management Plan (SAMP) to preserve sea water quality as a marine environment asset. However, there is concern that actions taken in this area may change the surrounding marine ecology, being effected by farms, via a river that flows from waste lands, abandoned fishing activities and fishing nets, etc. Given this background, this study estimates the value of SAMP sea water quality using a choice experiment (CE). A CE survey of 1,000 households was undertaken, investigating trade-offs involving price and four attributes for selecting a preferred alternative to obtain a marginal willingness to pay (MWTP) estimate for each attribute. The estimation results showed that MWTP for a 1 %p improvement in sea water quality, the diversity of fauna species, the diversity of flora species, and a 1 %p reduction in marine litter as a result of conserving Incheon coastal sea water quality are estimated to be KRW 75, 135, 309 and 72 per household per year, respectively. All estimation results were statistically significant at the 1 % level. These findings can provide policy makers with useful information for evaluating and planning marine environmental management policies.
