본 논문은 고금(古今)의 명의(名醫)들이 수면(睡眼) 이상에 대해 진행한 치료에 대해 조사함으로써, 수면(睡眼)과 오장(五臟)과의 관계에 대해 고찰하려 하였고, 임상 의안(醫案)의 관점에서 현대의 의학통계학을 이용하여 고금(古今)의 명의(名醫)들 중에서 부합 되는 조건의 질병의 의안(醫案)에 대해 약물의 귀경(歸經)을 통계를 내어, 각종 수면(睡眼) 이상에 사용한 약물 중에 어떤 한 가지 증상을 치료함에 있어서 어떤 한 가지 장부(臟腑) 계통에 응하는 특정한 규칙이 있는지 없는지를 분석하였다. 그 결과 임상에서 불면(不眼) 등의 증상을 치료할 때 사용하는 약물 중에 모두 비위(脾胃) 계통, 심(心) 계통에서 빈도수가 가장 높아서 1, 2위를 차지하였고 , 간(肝)은 3위를 차지하였고 , 또한 그 다음의 4, 5 위의 폐(肺), 신(腎)과 비교하여 현격한 차이를 보였는데 , 불면(不眼)은 간(肝)과 더욱 밀접한 관계가 있음을 알게 되었으며 , 이에 수면(睡眼)은 비위(脾胃), 심(心), 간(肝)과 밀접한 관계가 있다.

Burn is a malady that has tormented mankind for a while, and Traditional Korean Medicine techniques of treating it has constantly improved. Detailed description of treatment methods of burns are mentioned in Traditional Korean Medicine texts. To treat burns both medicines for internal and external use are needed, and appropriate first aid is necessary in the first stages. A total of eleven medical cases about burns could be found in the process of researching texts, and studying these 의안s indicated that burns were admirably cured with Korean Traditional Medicine methods of treating burns. Differences in the treatment methods between different schools could also be observed. Further research and development of Traditional Korean Medicine methods of burns is needed.

In China, there are many books of medical record since Mingaileian which was written by Guan Jiang and Ying-Xiu Jiang in 1552. On the other hand, in Korea there are few medical records and the study of them is not widespread. The purpose of this study is promoting the study on the Korean medical records by the investigation on the medical records in the Euimunbogam which was written by Myoung-Shin Zhu in 1724. The book is composed of 263 medical records. Among them, 215 records are quoted from Chinese medical books and 48 records are original. There are some quoted books which were written after Dongeuibogam, such as Shoushibaoyuan, Zhingyuequanshu etc.

미국은 WTO 기본통신협상을 통하여 통신서비스 시장개방을 위한 토대를 마련해 두었으며, 최근에는 실질적인 시장개방 효과를 거두기 위하여 추가적인 규제완화를 제 외국에 요구하고 있다. 그 대표적인 예가"규제완화 및 경쟁정책에 관한 일미간의 강화발의안(Enhanced Initiative)"에서 나타나고 있는 일본에 대한 통신접속료 수준의 인하 요구이다. 본 고에서는 1998년 5월에 시작되어 2000년 7월에 결착을 보기까지 3차에 걸쳐 일미간에 전개된 통신협상 전개과정을 개관한 후,"규제완화 및 경쟁정책에 관한 일미간의 강화발의안에 대한 제3차 공동현황보고서" 내용 중 통신분야, 특히 상호접속과 관련된 내용을 주로 살펴보고 우리나라 통신정책에 시사하는 점이 무엇인가를 고찰하고자 한다.

Why the Korea National Assembly shows often limping in its operations despite the introduction of various democratic legislative rules? Regarding the question, this article pays attention to the institutionalization of legislative rules and political saliency of bills, and analyzes the Constitutional Court's law reports. According to the analysis, the National Assembly goes on smoothly when dealing with the bills with low political saliency, but shows anomaly in its operation when dealing with the bills with high political saliency. This indicates that the institutionalization of the legislative rules is relatively low. The low level of the institutionalization is derived fundamentally from a distinguishing characteristic of the power structure in which political power is too much concentrated on the president. Within the power structure, the ruling party has to play the role of protecting and advocating the president, whereas the opposition parties become actors criticizing and checking the president. Consequently, the parliamentary decision-making processes have been dominated by the political strifes between the ruling and opposition parties, often producing limping operations of the National Assembly and delayed institutionalization of the legislative rules.

汪機(1463-1539), 字省之, 號石山居士, 明徽州祁門人, 新安醫家中最有代表性的人物之一. 幼攻儒學, 后以范仲淹良相良醫之說爲信念, 棄儒學醫. 汪機在繼承朱丹溪學術思想的同時, 針對當時濫用滋陰降火的時弊, 對朱丹溪的'陽有餘陰不足'之說作了新的闡述. 又根據營氣由脾胃水穀之氣所化生, 發揮李東垣的脾胃學說, 强調了營氣與脾胃的關係. 對蔘, 芪有獨到的見解和體會. 他用參芪不仅是爲了一般地補氣, 同样也考慮到補陰血的方面, 是汪機用參芪的一大特色. 汪機行醫數十年, 臨床經驗豊富, 强調四診合參, 非常重視辨證察形.
