A Study on Establishment of National Science and Technology Strategy Applying PEST-SWOT-AHP : A Case Study of Fusion R&D (PEST-SWOT-AHP 방법론을 적용한 국가 과학기술 전략 수립에 관한 연구: 핵융합 연구개발 사례를 중심으로)

  • Science and technology(S&T) are not only advancing, but also the number of stakeholders in those fields are increasing, and so the demands of S&T strategy for a particular field are increasing. In Korea, especially, this tendency is remarkable, and is evidenced by the fact that more than one hundred of S&T strategies have been established and implemented. However, academic attempts to clarify scientific methodologies for establishing S&T strategy have so far been rare. In this paper, a methodology to establish S&T strategies in a particular field is proposed and examined through a case study to determine its usefulness. First, through an analysis of the literature, previous studies on the establishment of a national S&T strategy and its related concepts are reviewed. Also, a representative framework plans, in accordance with relevant legislation and regulations, are reviewed. Meanwhile, the methodology, PEST-SWOT-AHP, is proposed and the features and applications are identified. For the case study, the strategy establishment of a fusion research and development program is performed. In order to apply the PEST-SWOT-AHP tool, an environmental analysis based on the fusion R&D roadmap is conducted. To examine the usefulness of the proposed framework, a national fusion R&D strategy applying PEST-SWOT-AHP is derived. As a result of the case study, four strategies were derived. Those are be the first mover, promotion of basic research and cultivation of manpower, boost commercialization and public acceptance and reinforcing international cooperation.

Elicitation of Ecological Wetland's Creating & Maintaining Conditions through GIS & AHP Analysis (GIS와 AHP분석에 의한 생태습지의 생성 및 유지조건 도출)

  • The object of this research is to elicit the ecological wetland's creating and maintaining conditions through GIS and AHP(Analytic Hierarchy Process) on common characteristics of wetland, by exploring the function of the long-standing and naturally created wetlands in South Han-river basin. Geomorphological, geologic, hydraulic & hydrological, pedological, environmental & ecological approaches of five categorizations were made based on the documents and precedent studies in order to perform the research object. Elicitation of the common creating and maintaining conditions on the objected wetlands through analysis of satisfactory conditions was conducted by performing an overlay analysis from the gathered information in each category and linking its result to each wetland. Also, elicitation of highly believable qualified analysis result was made by calculating the each factor's weight through application of AHP analysis method on each factor. The research result is expected to be applied effectively in suitability selection for creation of an artificial wetland and restoration and maintenance for naturally created wetlands when introducing the No Net Loss of Wetlands. In addition, with a new understanding on wetland and beyond the value of its conservativeness, this research result can be considered as a solution for Eco-Wetland's maintainable development.

Analysis of the Importance of Eco-friendly Ship Dissemination Policy using the Analytic Hierarchy Process (계층분석법(AHP)을 이용한 친환경선박 보급정책의 중요도 분석)

  • The International Maritime Organization (IMO) is tightening environmental regulations in the shipping sector to reduce air pollutants such as greenhouse gases emitted from ships. Meanwhile, the paradigm of the shipbuilding and shipping industries is shifting toward eco-friendly and high-efficiency ships worldwide. The Republic of Korea is also promoting a policy to expand the supply of eco-friendly ships from 2020 to disseminate them. In this article, a survey was conducted with 12 experts on the government's eco-friendly ship supply policy, and the priority of the policy was evaluated using the analytic hierarchy process (AHP). As a result of the comprehensive evaluation of the priorities for six priority tasks, "Securing the world's leading technology for future eco-friendly ships" for the development of carbon-free and low carbon ships was the highest. This study, which analyzed the importance of eco-friendly ship policies through AHP analysis, can be used as data to preemptively respond to international marine environmental regulations and to improve policy execution efficiency such as budget allocation and policy development regarding protecting national shipping and shipbuilding industries.

Development of Net Zero Contribution Evaluation Items for Urban Parks (도시공원에 대한 탄소중립 기여도 평가 항목 개발)

  • This study developed items to evaluate the Net Zero contribution of urban parks, which were suggested as additional carbon sinks for achieving the 2050 Net Zero goal, and the results of the study are as follows. First, the evaluation items that were introduced were 46 items in 9 fields selected by investigating and analyzing previous studies and related systems. Second, FGI and Delphi analyses were conducted to verify the appropriateness of the derived items, and 22 evaluation items in 10 fields were ultimately derived. Third, the results of AHP analysis to set the importance of the evaluation items showed that the planting technique was the highest among the 10 fields. In terms of the importance of each item, the green space system connection item was analyzed as the highest in the relative decision method, and the planting item of tree species with high carbon absorption was analyzed as the highest in the absolute decision method. This study differs from previous studies in that it presents items that can evaluate the Net Zero contribution of urban parks, and additionally conducts an importance analysis of each item so that it can be used to determine priorities for improving the contribution to Net Zero. In addition, the results of a comparative analysis of the relative and absolute decision methods when utilizing the AHP technique were intended to be used as a basic study for related follow-up studies.

  • We analyzed the introduction factor of ASP-based information system on the order of importance using AHP techniques. We classified the introduction factors from previous studies into three categories : Organizational factors revealed organizational factors to be of highest importance, followed by environmental and Quality factors. The analysis on both primary and secondary hierarchical factors revealed CEO support as the most important, followed by IT capability, provider reliability, and cost-cutting expectation.

  • Damage of national infrastructures not only endangers the structural safety, but also has a direct and indirect influence on national economy and society. Since the influence of damage has been enhanced in the metropolitan areas, the infrastructures in danger should be identified and managed under disaster situations. This study suggests the importance factors for national infrastructures, calculates weights for the factors through AHP analysis, and develops the importance evaluation system for national infrastructures. The evaluation system provides the priority of infrastructures for local governments and facility managers and enables management based on the degree of importance in emergency situations. After disasters, the evaluation system will support a systematic decision-making for recovery priorities with a limited budget.

Development of Criteria and Indicators for Forest Management Certification in Korea (한국형 산림경영인증 기준과 지표의 개발)

  • This paper aims to contribute to the introduction of forest certification (a private enterprise) in Korea by developing C&I with consideration of the Korean forestry situation. For this study, 6 attributes for establishing certification system at FMU level was applied. To weigh relative importance of international organization's assortment and indicators, AHP survey was conducted to each experts in political, ecological, social, and economic field. By the experts attending FSC's auditing process, indicators adopted through AHP survey were inspected again for the realistic application in the fields. In this process, the typical environment of Korean forestry in real aspect and problems in FSC system were reaffirmed. Therefore, 7 criteria, 27 indicators and 92 checklists were finally developed for the construction of forest certification based on the results of AHP surveys and from investigation on the realistic situation in the fields.

The Priority Analysis of Reserve Berth in Gwangyang Port Using Fuzzy-AHP (Fuzzy-AHP를 이용한 광양항 컨테이너부두 여유선석 활용대안 우선순위 분석)

  • Competition between international Hub ports has been more and more intense. In order to invigorate itself, Gwang-Yang port has been making multilateral efforts. However, it has not still reached 300Millions TEU which is the standard to be permitted as a self-reliance Hub port. Therefore, a functional modification of berth should be considered. This study suggests to transform container berths to general berths. This article is focused on reserve berth mode of Gwang Yang hub port and selected three kinds of berths as alternative subjects of the study: general berth, exclusive berth, and multipurpose berth. This research has conducted that The subjects of the survey were in relation with Logistics as professional mutually group about Gwang-Yang hub port. The measurements of this survey were measure section and factor. Also, Fuzzy AHP(Analytic Hierarchy Process) was applied to the survey. According to the result, by measuring weight values of alternatives, the best favored one was multipurpose berth expect stability (32.6%), Exclusive berth was graded the most among the alternatives. Also, based on total weight value, the order of priority is as follows: multipurpose berth(38.2%), exclusive port(33.7%), general berth(28.1%).

Fuzzy-AHP Based Mobile Games Recommendation System Using Bayesian Network (베이지안 네트워크를 이용한 Fuzzy-AHP 기반 모바일 게임 추천 시스템)

  • The current available recommendation systems for mobile games have a couple of problems. First, there is no knowing whether they make a pattern recommendation for games that actual users prefer or for games that they are simply interested in. It is also impossible to know the subjective preference of users in a direct manner. An AHP(Analytic Hierarchy Process)-based recommendation system for mobile games was thus developed to reflect the subjective preference of users directly, but it had its own problem since the degree of preference could vary among users in spite of the same scale for their preferable items. In an effort to solve those problems, this study implemented a recommendation system for mobile games by applying triangular fuzzy numbers of the Fuzzy-AHP technique and the independence of evaluation items in the Bayesian Network. The findings show that the proposed recommendation system recorded the highest accuracy of recommendation results and the highest level of user satisfaction.

A Study on Success Factors of Online Game Using AHP (AHP를 이용한 온라인게임 성공요인에 관한 연구)

  • Recently, the Online Game industry has appeared the various change of the development environment in the rapid growth. So the online game company has been trying to search games able to success and they are performing diversified researching to prepare the judgment ground of success from initial stage of development. The aim of this study is to find success factors which is in the process from development to distribute for the online game through collecting opinions of specialist and taking survey to people employed in online game development field. Consequently, we indicate success factors using Analytic Hierarchy Process (AHP) and make out success factors for the online games. Furthermore, we suggest the way which is able to apply factors objectified so that exceed the limit of using it to the company planning to develop successful games objectively.
