The Effects of Government R&D Support on Private R&D Investment: Evidence from Innovative Growth Engine Policies (정부 R&D 지원이 민간 R&D 투자에 미치는 영향: 혁신성장동력 정책을 중심으로)

  • Purpose - The purpose of this study was verifying the policy effects by field of innovative growth engines, focusing on the discussion of the relationship between government support and corporate R&D activities (substitute/complementary goods), and based on the results, policy recommendations for promoting private R&D were carried out. Design/methodology/approach - Through literature research, academic/theoretical discussions about relationship between government support and corporate R&D activities were synthesized. Next, survey data were collected for companies engaged in the field of innovative growth engines and empirical analysis was conducted on the relationship between government support and R&D activities in 13 major sectors. Findings - First, as a result of analyzing all companies regardless of sector, government R&D subsidies had a positive (+) relationship with R&D activities of companies engaged in innovative growth engines, that is, a complementary relationship. Next, as a result of performing empirical analysis by dividing the 13 fields, it was found that 9 fields were complementary goods in which government support had a positive (+) effect on the R&D activities of companies. On the other hand, in the remaining four fields, the effect of government support on corporate R&D activities was not statistically significant. Research implications or Originality - In order to promote R&D activities of companies in the 9 fields where government support acts as a complementary product, it is necessary to establish policies centered on direct government support. On the other hand, it would be more desirable to seek indirect support rather than direct support in the 4 fields where government support did not have a statistically significant effect on corporate R&D activities.

The Role of Internal R&D and R&D Cooperation in Technological Innovation (기술혁신성과에 있어서 R&D협력과 내부R&D투자의 역할에 관한 연구)

  • This study provides an empirical analysis based on 2012 Korea Innovation Survey (STEPI) to investigate the relation between R&D cooperation and in-house R&D investment. The study further analyzes the effect of the R&D cooperation and in-house R&D investment on technical innovation. First, the relation between company's in-house R&D investment and R&D cooperations is estimated with the two equations using SUR models. Second, the effect of in-house R&D investment and R&D cooperation on the company's technical innovation is estimated using Probit model. This study differs from other existing R&D studies using Korean data in that empirical models are based on structural relationships among in-house R&D, R&D cooperation, and technical innovation. The results can be summarized as follows; the R&D cooperation expands the in-house R&D investment and the in-house R&D strengthen the R&D cooperation. Furthermore, In-house R&D investment increases the chances of success in innovation. As we obtain evidence of complementary relation between R&D cooperation and in-house R&D investment, it is necessary to develop environment conducive to this complementarity in order to have more efficient R&D system.

The Effect of R-134a and R-430a on the Performance of Refrigeration Equipment for R-134a (R-134a용 냉동장치의 성능에 미치는 R-134a와 R-430a의 영향)

  • The effect of refrigerant R-134a and R-430a on the performance of refrigeration equipment for R-134a is investigated. Refrigeration effect, compression work and coefficient of performance of refrigeration equpment for both R-134a and R-430a are obtained by experimentation. These performances comparison between R-134a and R-430a is made in case of the maximum load. Refrigeration effect for R-134a and that for R-430a is almost equal while compression work for R-134a is less than that for R-430a. Consequently it shows that coefficient of performance for R-134a is relatively 11% higher than that for R-430a.

  • Hankel operators and their variants have abundant applications in numerous fields. For a non-zero complex number r, the r-Hankel operators on a Hilbert space 𝓗 define a class of one such variant. This article introduces and explores some properties of two other variants of Hankel operators namely kth-order (C, r)-Hankel operators and kth-order (R, r)-Hankel operators (k ≥ 2) which are closely related to r-Hankel operators in such a way that a kth-order (C, r)-Hankel matrix is formed from rk-Hankel matrix on deleting every consecutive (k - 1) columns after the first column and a kth-order (R, rk)-Hankel matrix is formed from r-Hankel matrix if after the first column, every consecutive (k - 1) columns are deleted. For |r| ≠ 1, the characterizations for the boundedness of these operators are also completely investigated. Finally, an appropriate approach is also presented to extend these matrices to two-way infinite matrices.

A Impact of Governmental Fiscal Assistance on R&D Investment of Business Enterprise and University: Focusing on the Asymmetric Relationship (정부의 재정지원이 기업과 대학의 연구개발투자(R&D)에 미치는 영향: 비대칭성을 중심으로)

  • This article estimates the scale of impact of expanding governmental fiscal expenditure for R&D investment on the private business enterprise's investment for R&D, and the relationship between business enterprise and university for expanding investment of R&D. According to my results, first, an expanding fiscal expenditure from government for R&D investment leads to increase R&D investment from business enterprise. However, an expanding expenditure from university rather leads to decrease R&D investment from business enterprise. Secondly, the crowding-out effect of expanding R&D investment from University on business enterprise's is very strong, and it is affected by structural changes such as the country's economic power, fiscal stance and cyclical volatility. Third, the more governmental expenditure on university expansive is, the stronger asymmetric relationship between business enterprise and university is, and investment sources of university from business enterprise is the main factor of this relationship. Finally, it is not easy to solve out this asymmetric relationship even through the governmental subsidy.

  • This study examines the effects of policy mix on R&D efficiency in by using data from 2014 and 2016 Korean Innovation Survey. The DEA-Tobit analysis is used to estimate the impact of policy mix on relative R&D efficiency. As a result of the DEA analysis, the R&D efficiency of the Korean manufacturing industry firms is low, because the R&D investment has not been used effectively. According to the Tobit model, policy mix have a positive effect on R&D efficiency. In particular, the combination of market-oriented, market supply-oriented, and supply demand-oriented policy mix showed a positive relationship with R&D efficiency. R&D portfolio is necessary to improve R&D efficiencies and government has to facilitate a policy mix in view of the nature of firms and Consistency of policy tools.

Analysis on the Relationship between R&D Inputs and Performance by using Panel Data : Focus on Defense Industry (패널 데이터를 이용한 방위산업의 R&D 투입과 성과 관계 분석)

  • This study analyzes the relationship between R&D input and performance using panel data from the defense industry. A research model is established based on the R&D logic model, and the study sample consists of a strongly balanced panel data (n=351) empirically analyzed using panel linear regression. Results identified that defense improvement expenditure has a positive influence on the R&D input, and R&D input positively affected patents using a 5-year time lag. In addition, R&D input positively impacts economic performance, including sales and profit. Hence, the major finding includes R&D inputs have statistically significant effects on economic outcome and the R&D logic model featuring a time-lag.

A Study on in Vitor Propagation of Korean Native Azaleas (한국 자생 철쭉류 기내 증식에 관한 연구)

  • This study was carried out to reveal optimum conditions for in vitro propagation of 3 Korean native azalea species, Rhododendron mucronulatum, R. yedonese var. poukhanense, and R. shlippenbachii, which are useful for landscape proposes. Seeds and meristems from three azalea species were cultured on 1/2MS, Hyponex, and Anderson media containing growth of regulators benzyladenine(BA) and 2-isopentenyadenosine(2ip). The results were as follows. 1. In the culture of R. schlippenbachii and R. mucronulatum seeds, in vitro seedlings germinated and grew well on he 1/2MS and Anderson media, while R. yedoense var. poukhanense on Hyponex media containing 6.0mg/$\ell$ 2ip. 2. When the meristems of R. mucronulatum were cultured on Andeson media containing 9.0mg/$\ell$ 2ip, the survival rate of meristems was 23.0% in 6 weeks after culture, and the survival rate of R. schlippenbachii was 46.0% o nthe same media containing 12.0mg/$\ell$ 2ip. The survial rate of R. yedoense var. poukhanense was 92.0% onHyponex media containing 0.5mg/$\ell$ BA and 9.0mg/$\ell$ 2ip. When the meristems of R. mucronulatum and R. yedoense var. poukhanense were cultured on Hyponex media containing 12.0mg/$\ell$ 2ip, they showed the most excellent growth. R. schlippenbachii grew well on Anderson media containing 9.0mg/$\ell$ 2ip. When in vitro shoots of R. yedoense var. poukhanense were subcultured to solid medium, they grew well in shoot growth on Hyponex media containing 6.0mg/$\ell$ 2ip.

  • Low Temperature a-Si:H TFT on stainless steel substrate has been developed for the flexible electrophoretic display. Stability of low temperature a-Si:H TFT is more important point than its initial device characteristics. Thus, we have studied device characteristics of low temperature a-Si:H TFT in terms of stability for driving electrophoretic display.

  • Using the idea of degree of openness and degree of nonopenness, Coker and Demirci [5] defined intuitionistic fuzzy topological spaces in Sostak's sense as a generalization of smooth topological spaces and intuitionistic fuzzy topological spaces. M. N. Mukherjee and S. P. Sinha [10] introduced the concept of fuzzy irresolute maps on Chang's fuzzy topological spaces. In this paper, we introduce the concepts of fuzzy (r,s)-irresolute, fuzzy (r,s)-presemiopen, fuzzy almost (r,s)-open, and fuzzy weakly (r,s)-continuous maps on intuitionistic fuzzy topological spaces in Sostak's sense. Using the notions of fuzzy (r,s)-neighborhoods and fuzzy (r,s)-semineighborhoods of a given intuitionistic fuzzy points, characterizations of fuzzy (r,s)-irresolute maps are displayed. The relations among fuzzy (r,s)-irresolute maps, fuzzy (r,s)-continuous maps, fuzzy almost (r,s)-continuous maps, and fuzzy weakly (r,s)-cotinuous maps are discussed.
