Organizational Plan of The CobiT-Based University IT Framework (CobiT 기반 대학정보화 프레임워크의 조직적 계획)

  • We can implement IT governance in university IT project by applying framework based on CobiT to university information system. In this paper, the organizational planning process is presented as a procedure to use it strategically at the university organizational level. This is the basic plan to be pursued by the university organization and is the first to be implemented in the Univ IT strategy. Organizational plan carry out the process gradually at the organizational level and 11 items of 4 groups are presented. The result of this organizational plan is to lead the strategic process at the university headquarters. In addition, big picture strategy can be established from Univ IT planning, budget, coordination and evaluation, and it can lead to systematic preparation and management for integrated implementation of IT system.

  • Scientific and technological performances (e.g., patents and publications) made through R&D play a pivotal role for national economic growth. National governments encourage academia-industry cooperation and thereby pursue continuous development of science technology and innovation. Increasing R&D-related investments and manpower are crucial for national industrial development, but evidence of poor performance in business performance, efficiency, and effectiveness has recently been found in Korea. This study evaluates performance efficiency of the 6T sector (Information Technology, Bio Technology, Nano Technology, Space Technology, Environment Technology, Culture Technology), which is considered a high-potential promising industry for the next generation growth and currently occupies two thirds of the national R&D projects. The study measures the relative efficiency of R&D in a comparative perspective by employing the Data Envelopment Analysis (DEA) method. The result reveals overall low efficiency in basic R&D (0.2112), applied R&D (0.2083), development R&D (0.2638), and others (0.0641), confirming that economic performance and efficiency were relatively poor compared to production efficiency. Efficient R&D needs policy makers to create strategies that can increase overall efficiency by improving productivity performance and quality while increasing economic performance.

Policy Advices for the Success of Digital Platform Government in South Korea

  • South Korea is now recognized as a world leader in the field of digital government thanks to a president who had insight in the field of e-Government more than 20 years ago. Today, many countries around the world are establishing various strategies to cope with the great digital transformation beyond the industrial society and the information society. The Korean government is also establishing and promoting digital government policies to respond to such a global digital transformation. In South Korea, the digital platform government policy began in 2022. Therefore, it is an early stage of policy formation, and many details are not well known yet. Recently, the Korean government announced the vision, three goals, and five strategies for realizing a digital platform government. And specific digital platform government projects that can be implemented are selected. In order to successfully implement a digital platform government, the following three policies should be prioritized. First, the digital platform government should be approached from the perspective of total government innovation, not industry revival. Second, the political perspective should be excluded from ICT policy. Third, the vision and strategy of the digital platform government should be established and clearly presented to the public. And based on this, strong governance should be formed and strongly promoted centered on the leadership of the president.

Fraudulent Financial Reporting Practices: Case Study of Satyam Computer Limited

  • Fraudulent financial reporting practices can have significant consequences for organizations and all stakeholders, as well as, for public confidence in the capital and security markets. In fact, comprehensive, accurate and reliable financial reporting is the bedrock upon which our markets are based. Keen to project a rosy picture of the Satyam to investors, employees and analysts, Mr. Raju (CEO and Chairman) fudged the account books so that it appeared to be a far bigger enterprise, with high profits and fast growth rate, than it actually was. The Satyam fraud has shattered the dreams of different categories of investors, shocked the government and regulators alike, and led to questioning of the accounting practices of statutory auditors and corporate governance norms in India. This is an exploratory study based on secondary sources of information. An attempt has been made to provide an explanation for various intriguing questions about Satyam scam. After thorough investigations by the CBI and SEBI, they have unveiled the methodology by which Satyam fraud was engineered. Finally, we recommend "Fraudulent reporting practices should be considered as a serious crime, and accounting bodies, courts and other regulatory authorities in India need to adopt very strict punitive measures to stop such unethical practices."

A Study on the Development of Library ESG Management Evaluation Indicator and the Evaluation Result of Library ESG

  • In this study, the library ESG evaluation indicators specialized for libraries were developed, and based on which, a survey was conducted targeting the actual libraries to evaluate the ESG level of libraries. As a result of the study, first, among the ESG evaluation indicators, the indicators of the social field and the governance field are demonstrating high in which field of the library's ESG evaluation indicators will appear the highest. The social area's high score of 3.70 seems to be because the protection of users' rights, occupational safety, and contribution to society and the local community are very closely related to the original role of the library. Second, it may be seen that there is a difference between the questions in the corporate governance part, while the averages are the same. In the case of library's cooperation, it turned out that it was 3.94 in the necessity evaluation of the evaluation indicators, but it was lowered to 3.61 in the actual library situation evaluation. Meanwhile, in connection with the activities of the director of library and the board of directors, it may be seen that the index evaluation increased from 3.32 to 3.58 in the actual evaluation.

  • The aim of this study is to evaluate the governance system involved in the policy of upgrading the Seongseo industrial complex in Daegu city. The governance system was evaluated by four indicators; social legitimacy, reliability, expertness, and transparency. The major findings of this study are summarized as follows. It is expected that the Seongseo industrial complex upgrading policy would accelerate to upgrade the industry structure and competitiveness of the cluster. However, the firms of the cluster have a Question of reliability to the actors of initiating the policy. In this context, to raise the trust level the policy needs to turn towards making the communication channel among the stake-holders of the cluster more democratically and horizontally. It is also problematic to reveal the low degree of expertness of the policy's decision makers, the fragmented system of policy operation and a lack of information. Consequently, the policy is required to improve the transparency on the policy-making process, and to activate the participation of professional groups and civil society.

  • One of the most noteworthy topics in recent corporate management is ESG(Environmental, Social, Governance). Although there are many companies that have declared ESG management, KT has declared full-fledged ESG management in 2021 and is sharing its sustainable management strategy with stakeholders. In addition, KT is strengthening ESG management by issuing ESG bonds for the first time in the domestic ICT industry. At a time when the information technology industry became more important due to COVID-19, this study attempted to examine KT's ESG management goals and strategies by dividing them into environmental, social, and governance areas. KT was aiming to achieve environmental integrity through 'environmental management', 'green competence', 'energy resources', and 'eco-friendly projects' in the environmental field. In addition, in the social field, genuine creating social value was pursued through 'social contribution', 'co-growth', and 'human rights management'. Finally, in the governance area, it was aiming for a transparent corporate management system to pursue economic reliability through 'ethics and compliance' and 'risk management'. In particular, KT was promoting its own ESG management by promoting strategies to solve environmental and social problems using AI and BigData technologies based on the characteristics of a digital platform company. This study aims to derive implications for ESG strategy establishment and ESG management development direction through KT's ESG management case in relation to ESG management, which has emerged as a hot topic.

  • In this research, we are trying to develop a framework to evaluate the prevention program for Tsunami disaster based on the Multi-agent simulation model. Tsunami has arisen by the earthquake. It happened after flew minutes or few hours when it occurred. It is clear that Tsunami will come after earthquake and from seashore. If we prevent the damage by Tsunami, we should make people who is in the seashore and lived near the seaside escape from there. Moreover we must forecast the escape activity from Tsunami. Former research of this field, some researches try to forecast the escape activity as macro level. However, people who escape from Tsunami is differ from their physical ability and ability of information processing. It needs a more accuracy model to forecast the escape activity of them. Furthermore they make a decision step by step using the various information. Therefore escape activity from Tsunami will describe using an agent based model which can only treat the information processing of human being. In this paper, we develop the evacuation model from Tsunami disaster using the Multi agent based model. The purpose of this study is to analyze the human action pattern when Tsunami occurred, and to make an accurately assessment for damages by Tsunami. The Fujisawa city government is planning and operating the various prevention program far Tsunami. However nobody assess it, because they do not have any simulation models for Tsunami disaster. If they want to set an effective prevention program for Tsunami, they should have any kinds of simulation model. The results of this study are 1) To develop the Multi agent based evacuees escape activity model. 2) Assess the damage of Tsunami in Fujisawa-City.

  • Data economy era is rapidly approaching where big data plays the pivotal role of creating new values and solving various problems. This paper aims at designing Korea's new strategic direction of informatization in the big data age. For this purpose, paradigm shift of our society and the new role of IT together with the discussion on open platform and big data focused on its potentials and new possibilities are analyzed, which leads to the conclusion that big data will be a main engine for creating new values. Based on the results of the analysis, three kinds of strategic direction is designed. The first direction is on national vision making and 'data analysis-based creative nation' is suggested. The second direction is on catalyst making and 'smart government utilizing the power of big data' is proposed in details. The third direction is on sustainable leading mechanism and 'collaborative governance between stakeholders' is suggested.

Investigation of Dongje School Based on the Primary Historical Data and Geographical Information (일차 사료와 지리 정보를 통한 동제학교에 대한 고찰)

  • Dongje school (同濟學校), alternately Dongje medical school, is generally recognized as the first modern school for Korean medicine. However, there is very limited information concerning its establishment, duration period, governance, location, and contents for teaching. We found several points which are different from popular opinions through investigating news articles of those days and maps. Dongje school has established on June 1, 1906 and the time of its discontinuance is not clear. The school was founded with the cooperation of three former government officials of the Korean Empire, Eungse Lee (李應世), Piljoo Kang (姜弼周), and Dongho Cho (趙東浩) and many people donated fund for supporting Dongje school. However, there is no evidence of national or royal expenditures for operating the school. Dongje school has been established in 76-6, Seohak hill (西學峴), Yeogyeong-bang (餘慶坊), West county (西署), Seoul and moved to Naesum-si (內贍寺) located in Bongsangsi front village (奉常寺前門洞), Indal-bang (仁達坊), West county, at September 1906. The curriculum of the school comprehends several disciplines including literature in Korean and Chinese, mathematics, foreign language, physics, and Western medicine, as well as Korean medicine. Particularly at that time, they thought both of women and men. To elucidate the issue of the governance of Dongje school regarding the national or royal establishment, more information and extensive studies should be needed.
