Critical Success Factors for the Adoption of Health Management Information Systems in Public Hospitals in Zimbabwe

  • The Zimbabwean healthcare sector faces huge challenges due to increased demands for improved services for a growing number of patients with fewer resources. The use of information and communications technologies, prevalent in many industries, but lacking in Zimbabwean healthcare, could increase productivity and innovation. The adoption of health management information systems (HMISs) can lead to improved patient safety and high-level patient care. These technologies can change delivery methods to be more patient focused by utilising integrated models and allowing for a continuum of care across healthcare providers. However, implementation of these technologies in the health care sector remains low. The purpose of this study is to demonstrate the advantages to be attained by using HMISs in healthcare delivery and to ascertain the factors that influence the uptake of such systems in the public healthcare sector. A conceptual model, extending the technology, organization, and environment framework by means of other adoption models, underpins the study of adoption behavior. A mixed method methodology was used to conduct the study. For the quantitative approach, questionnaires were used to allow for regression analysis. For the qualitative approach, thematic analysis was used to analyse interview data. The results showed that the critical success factors (namely, relative advantage, availability, complexity, compatibility, trialability, observability, management support, information and communication technology expertise, communication processes, government regulation, infrastructure support, organizational readiness, industry and competitive support, external support, perceived ease of use, perceived usefulness, attitude, and intention to use) influenced adoption of HMISs in public hospitals in Zimbabwe.

The Relationship between the Health System and the COVID-19 Case Fatality Rate (보건의료체계와 코로나19 치명률의 연관성)

  • Background: The coronavirus disease 2019 (COVID-19) pandemic has led to socio-economic issues, highlighting the importance of strengthening health systems for future infectious diseases. This study aims to analyze the relationship between health system preparedness, response levels, and COVID-19 fatality rates across 194 countries. Methods: This study examined various indicators of national health system preparedness and response, including health service delivery, health workforce, health information systems, essential medicines and health products, health financing, and leadership and governance. Results: A correlation was found between the health system and the COVID-19 case fatality rate (CFR). Further examination of specific indicators within health service delivery, health workforce, health information systems, health financing, and leadership/governance showed significant correlations with the CFR. Multiple regression analysis, considering aging and urbanization rates, identified reproductive/maternal/newborn and child health, infectious diseases, nursing and midwifery personnel density, birth registration coverage, and out-of-pocket health expenditure as significant factors affecting the CFR. Conclusion: Countries with strong health system indicators experience lower case fatality rate from COVID-19. Strengthening access to essential health services, increasing healthcare personnel and resources, ensuring reliable health information, and bolstering overall health systems are crucial for preparedness against future infectious diseases.

  • There is a Korean proverb that learns old things and learns new things from it. This study analyzes the change of the policy governance system in the field of information and communication since 2008 and outlines the future directions. The launch of the Korea Communications Commission (KCC), which combines the Ministry of Information and Communication and the Korea Broadcasting Commission in 2008, and the separation of the Korea Communications Commission and Ministry of Science, ICT and Future Planning in 2013, were systematic responses to the policy environment. Recent changes in the ICT environment, such as the advent of the fourth industrial revolution and the intelligence information society, call for an organizational timely response. In the future, it will be very important to set the scope of ICT policy, the establishment of a dedicated organization, the strengthening of the regulatory system, and the role of the government and the market.

  • 최근 급변하는 세계정세 속에 미래의 불확실성과 위협이 커져가는 실정에서 미래예측에 기반한 국정운영 시스템과 함께, 이를 과학적이고 체계적으로 지원할 수 있는 지식기반의 미래예측 인프라가 필요하다. 또한 기술 발달과 사회 환경의 미래 변화가 국가의 경쟁력으로 발현될 수 있도록 정책과 제도체계 마련이 선행되어야 혁신적 창의적 노력이 성공하고 기회를 선점할 수 있다. 결국, 지식기반과 국정 운영의 융합으로 지속가능한 국가선진화를 달성할 수 있을 것이다. 본고에서는 기술(공급), 사회(수요), 정책간의 상호작용을 중심으로 지식기반 국가선진화 전략을 제시하였다. 지식기반 국가선진화 전략은 국가 미래비전을 제시하고 추진하는 국정운영 인프라(Governance Infra), 지식기반 인프라(Knowledge Infra), 멘탈 인프라(Mental Infra)로 구성되어있다.

  • 인터넷의 급속한 확산은 이른바 주소관리로 이어지는 도메인이름, IP주소 할당, 프로토콜 관리를 포함한 기술 정책의 수립을 통해 사이버 공간상의 새로운 질서를 요구하게 되었다. 지금까지 다양한 관점에서 논의되어온 인터넷 정책은 새로운 디지털 콘텐츠 식별체계의 도입에 있어 시사하는 바가 크다. 새로운 디지털 콘텐츠 식별 체계로 부각되고 있는 DOI는 단순한 식별체계로서만이 아니라 디지털 콘텐츠의 관리·유통을 포함하는 모든 측면에 영향을 끼칠 것으로 기대된다. 따라서 지금까지 수행되어온 인터넷 정책, 특히 주소관리 정책을 기반으로 한 효율적인 DOI 관리 정책 수립이 시급히 요청되고 있다.

A Pregroup Analysis of Japanese Causatives

  • We explore a computational algebraic approach to grammar via pregroups. We examine how the structures of Japanese causatives can be treated in the framework of a pregroup grammar. In our grammar, the dictionary assigns one or more syntactic types to each word and the grammar rules are used to infer types to strings of words. We developed a practical parser representing our pregroup grammar, which validates our analysis.

  • Cloud services are recognized the essential IT infrastructure in the optimal smart society which is changing rapidly as a low-cost and high-efficiency. This service of starting from prominent overseas companies such as Google, Amazon, had influenced on the introduction of the service for the various policies of foreign governments, including the United States and the United Kingdom. Here is the introduction and operation of these Endpoint security solutions in order to solve the problem on employees's PC into the center of the information security governance based on Endpoint security solution to provide the process for determining the solutions presented.
