  • 한전에서는 판매업무의 혁신을 기하기 위하여 지리정보시스템(GIS)을 운영기반으로 하는 신배전정보시스템(NDIS : New Distribution Information System) 구축사업을 적극적으로 추진하여 현재 일부 지사.지점에서 시범운영중에 있으며, 향후 적극적인 운영확산이 예정되어 있다. NDIS에서는 국가기본도를 GIS의 기초도면으로 활용하고 있으나 DB구축시 기존 설비 도면과의 상대위치오차가 발생되고, 설비가 누락 또는 오분류되어 있는 경우가 있어 이를 보정하는데 많은 노력이 드는 실정이다. 국가기본도 사용을 전제할 때 이러한 문제점은 피할 수 없는 현상이며, 한전에서는 이를 보다 효과적으로 해결하고자 배전설비에서 위치의 기준이 되는 전주를 중심으로 기초도면 변경에 다른 적정 전주위치 Positioning 기법연구와 시스템 개발을 수행하였다. 본고에서는 한전에서의 전주위치 Positioning 적용환경과 함께 연구개발된 내용을 소개하고자 한다.

한국 화전농업의 발달과 산지촌락의 형성

  • 이 연구는 한국 화전농업의 역사와 발전과정을 살펴보고, 화전의 분포와 그 요인을 알아보고자 한다. 또한 오대산 부근 지역을 선정하여 화전과 관련한 산지 개간과 촌락의 형성 과정을 야외 조사를 통하여 살펴보고자 하였다. 한국의 화전은 오랜 역사를 갖고 있으며 산림 감독이 소홀한 조선 후기에 와서 화전 면적이 급증, 일제시대에는 최전성기를 보여주었다. 오대산의 깊숙한 고산간지에까지 개척이 이루어진 것은 일제 초의 토지조사사업과 신품종 등 농업기술의 발달에 연유하였다. 일제강점기 초 평지농토에서 쫓겨난 수많은 농민들은 화전으로 농토를 개척할 수 있는 산림지로 이동하였고, 고산간지에서도 생육이 가능한 새로운 품종이나 기술이 보급된 덕분이었다. 이들에 의해 개척된 촌락은 대개 3~4대 정도의 역사를 갖는 씨족이 최고이며 조부대에 이주해온 씨족이 대부분이다. 즉 고산지에서의 산지 개척의 역사가 100년 정도에 불과하다.   • 본 논문에서는 한국전력공사의 배전지리정보시스템를 보다 효과적으로 구축하기 위하여 배전설비 도면으로부터 설비정보를 자동취득하여 배전지리정보시스템의 데이타베이스에 입력하는 방법에 관하여 기술한다. 제안된 방법은 충남지사와 인천지사 관내 배전설비도면 약 30매를 대상으로 실험하고 그 결과를 제시한다.

  • As an attempt to grasp the current situation of traditional Korean books scattered about in the world, this study has bibliographically analyzed first of all traditional Korean books as well as old Korean maps and atlases, and topography descriptions collected by L. C.. Traditional Korean books have been analyzed classified by subject, printing or manuscript, and the kind of edition. Historical development in the compilation of geographical materials during the Chosun Dynasty has been studied. Especially on old Korean maps and atlases bibliographical characteristics have been researched. Accordingly. the foundation has been laid not only for the study on the bibliographical characteristics and the current situation of traditional Korean books and old Korean maps and atlases but also for the comparative analysis on traditional Korean books in Korea with the ones collected by L.C.

건설안전 리포트 - 답십리 '안전 보금자리'로 탈바꿈하다, 삼성물산 건설부문 답십리16재개발현장

  • 서울시 동대문구에 위치한 답십리동(踏十里洞). 이곳 명칭은 조선 초기 무학대사(無學大師)가 왕도를 정하려고 도성에서 10리 떨어진 곳을 밟았다는 전설에서 유래됐다. 이 때문일까. 답십리는 조선왕조 500년 동안 한성부에 속해 있을 정도로 서울 동북권에서 지리적으로 중요한 역할을 담당해 왔다. 이런 답십리가 최근에 재탄생을 준비하고 있다. 답십리 뉴타운 건설이 한창 진행 중인 것이다. 이곳은 서울 도심권에 위치해 있으면서도 교통요지로 이름이 높은 청량리가 인접해 있어 여느 뉴타운 지역보다 많은 이들의 시선을 끌고 있다. 그 가운데에도 답십리16 재개발현장에 대한 이목은 남다르다. 국내 굴지의 건설사인 삼성물산이 리딩사로 시공을 담당하는 것만으로도 높은 인기를 구가하고 있는 것이다. 또한 청량리역과 신답역, 답십리역 등을 도보로 이용할 수 있는 것은 물론 내부순환도로, 동부간선도로와 가깝다는 교통의 편의성 때문에도 주목을 받고 있다. 아울러 주변에는 청계천, 답십리공원 등 녹지공간도 풍부해 생활여건이 쾌적하다는 평을 듣고 있다. 그만큼 재개발이 완료되면 삼성물산의 브랜드 타운이 형성될 것이라는 기대감이 큰 것이다. 이처럼 건설사의 이름이 걸린 만큼 이곳 현장에서는 당연히 안전을 최우선 가치로 두고 있다. 답십리16재개발현장에서는 어떤 안전활동이 전개되고 있는지 살펴봤다.

A Study on the Development of Financial and Commercial Space in Jeonju : During Japanese Colonial Period (전주의 금융ㆍ상업공간의 형성과 변화 - 일제강점기를 중심으로 -)

  • The purpose of this study is to analyze how financial and commercial space in Jeonju had changed after Japanese rule. The biggest local bank was located near the Chungangdong post office in Taisyoudoori and the other bank facilities were located near the Jeonrabuk-do provincial office and Nammun market. Periodic markets and permanent stores were major commercial activities in Jeonju. Many stores and commercial companies established by many Chosun merchants near Nammun markets. Chosun commercial companies were superior to Japanese commercial companies in both number and capital scale. Japanese commercial companies were concentrated on Taisyoudoori(Jungang Road). Commercial activities in Jeonju were segregated by ethnic group. Financial and commercial activities were concentrated on Taisyoudoori and Ekimaedoori(Nammun Road).

Restoration of The Transportation Network between North and South Korea for Mt. Geumgang Tourism (금강산(내금강) 관광을 위한 남북연결 교통망에 관한 연구)

  • Mt. Geumgang has been a scenic spot representing the Korean peninsula since the Joseon Dynasty, and became a symbol of inter-Korean exchanges with the Gaesong Industrial Complex after the division of the South and North. Mt. Geumgang Tour Course is divided into the Inner-Geumgang (Naegeumgang) and the Outer-Geumgang (Oegeumgang). It was common for the Mt. Geumgang tour route during the Joseon Dynasty and the Japanese Imperialization period to enter the Inner-Geumgang, near Seoul, and come to the East Sea through the Outer-Geumgang. However, the tour route starting from Goseong was utilized for the Mt. Geumgang tour course operated by Hyundai. Because North Korea opened only the Outer-Geumgang area. North Korea has only opened some of its tour courses to Hyundai, but if Geumgang tourism is resumed in the future, there is a high possibility that it will be opened further, such as opening some sections of the Inner-Geumgang in 2007. In this case, it is necessary to connect additional transportation networks to access Inner-Geumgang from South Korea. The best alternative was the restoration of the Mt. Geumgang Railway. However, considering the fact that the reconstruction of the Mt. Geumgang Railway can not be completed due to the construction of the Imnam Dam, it is the most realistic alternative to restore Route 31 connecting Yanggu and Geumgang-eup. As a result of the analysis of road connecting Inner-Geumgang, three routes were confirmed. All of which were adjacent to the existing National Route 31. These routes passing through Dutayeon and Mundeung-ri and joining the Route 31 from Inje. Considering road length, topography characteristics, and military facility layout, it seems that the connection of 'Dutaeyun - Mundeung - Geumgang' is a realistic alternative connecting from South Korea to Inner-Geumgang.

  • This study illustrates the mechanism of The Decrease of Korean population in Yanbian Korean Autonomous Prefecture (YBKAP) and some changes of regional characteristics since China's economic reforming. Due to China's Implementing market economic system, deregulating in family register system, higher mobility since establishing Sino-Korean diplomatic relations, the expansion of intermarriages and residential areas, Korean community is confronted with lower birthrate and continuous mobility of the young and women. It directly connects to a decrease in urban population and aging, causing a decline in farming production, disintegrating of Korean community, weakening the function of villagers' organization, shrinking in Korean education and leaderships. For supplementing the shorted labor, Chinese farmers from other areas flow into the YBKAP, showing some different trends, such as farming Chinesization, Chinese farmers' higher economic level than Korean, the Korean traditional paddy field transforming into dry farmland with single-crop farming and pursuing commercial production in labor management. At the moment, declining population in Korean community in rural areas means that the community could not respond the changes of farming environments appropriately and in some way it is facing with the crisis of die away from the Chinese society. It needs an unconventional support and development policies in YBKAP rural areas.

Korean Ginseng in "The Veritable Records of King Sejong" (『세종실록』을 통해 본 고려인삼)

  • Korean ginseng is the one of the most famous medicinal herbs globally and has long been a representative item of East Asian trade, including across China and Japan. Since Joseon (1392-1910) ginseng trade was entirely controlled by the state, The Veritable Records of the Joseon Dynasty are a valuable resource that can shed light on the history of the ginseng industry at that time. By studying the subsection "The Veritable Records of King Sejong" (世宗實錄), when ginseng was used even more widely, we assess the purpose and scale of its trade in the 15th century, identify its original listing in the geographical appendix, develop a distribution map, and explore similarities to current ginseng cultivation areas. During the reign of King Sejong (1418-1450), ginseng was sent to China as a tribute 101 times, with a combined weight of 7,060 kilograms, with less than one-third of that amount given to Japan and Okinawa. It was used to cover the travel expenses of foreign envoys and servants, but this can be seen to gradually decrease after the regnal mid-term, primarily due to a decrease in the amount of ginseng being collected. At the time, there were 113 areas of naturally growing ginseng as listed in the records' geographical appendix, including 12 recorded in the 'tributes' category: Yeongdeok-gun, Yeongju, and Cheongsong-gun in Gyeongsangbuk-do; Ulju-gun and Ulsan in Gyeongsangnam-do; Jeongeup, Wanju-gun, and Jangsu-gun in Jeollabuk-do; Hwasun-gun in Jeollanam-do; Goksan-gun and Sinpyeong-gun in Hwanghaebuk-do; Jeongju and Taecheon-gun in Pyeonganbuk-do; and Jaseong-gun and Junggang-gun in Jagang-do. A total of 101 places are recorded in the 'medicinal herbs' category, located throughout the mountains of the eight Joseon provinces, except the islands. In comparison with current ginseng cultivation sites, many of these historical areas are either consistent with or adjacent to contemporary locations. The geographical appendix to "The Veritable Records of King Sejong" was compiled in the early days of the king's reign (1432) when there was a lot of wild ginseng. The appendix is a valuable resource that indicates the possibility of growing ginseng on the Korean Peninsula in the future. The apparently natural habitats in the south, where ginseng is not currently cultivated, could be candidates for the future. Moreover, areas in the north where ginseng has not been grown, except Kaesǒng, could be a good alternative under sustainable inter-Korean exchange should cultivation sites move north due to climate warming.

The Historical Background of the Development of Changwon Industrial Complex: A Geopolitical Economy Approach (지리정치경제학적 관점에서 본 창원공단 설립 전사(前史))

  • Changwon Industrial Complex is commonly framed as the best example of strong initiative of the Korean developmental state. And this explanation has been given in the theoretical frame of 'neo-Weberian accounts' i.e., strongly 'national-territorial' and state-centric terms of the predominant. I argue that a geopolitical economy approach focusing on the historical background of the development of Changwon Industrial Complex will shed light on crucial sociospatial dimensions of the Korean developmental state's industrial complex success. I examine, in particular, the multi-scalar processes through which the changes of the industrial complex building plans for the promotion of machine industry in 1960's have been influenced by the complex and dynamic interactions among social actors acting at diverse geographical scales. I show that the formation of the industrial complex in Korea was more heavily influenced by the interactions, contestations, and collaborations among social actors, acting in and through the state, rather than by the state initiative.
