The Ministry of Maritime affairs and Fisheries embarked on Oct. 8, 1996, incorporating most of the previously fragmented maritime administrations into one single institution. But the maritime administrative functions related to safety and security missions have not yet been merged into a synergetic whole, with versatile multi-functional systems working so effectively that better services to the public might be excepted. Enhancing administrative capabilities to meet future demands with limited resources requires that these missions be integrated into one institution and an enterprising management system be adopted to overcome bureaupathologies, such as complacency and inertness of administration.

China has integrated maritime safety system which positively and effectively ensures safe navigation and environmental protection. This paper gives brief account on maritime safety rules and regulations, adminstrations and management mechanism, navigation aids and facilities, maritime communication and GMDSS etc. China is a developing country with fast economical growth. With a long coastline of 18,000 kilometers, and 5,000 more islands, China has a fairly developed shipping industry. China also sits in IMO Council as A member. In China , there are over 200 ports with an annual hadnling capacity of over 10,000 tons of cargo ; there are over 4,000 coasters and ocean-going ships with more than 3 million seafarers of which 1/3 being officers ; there are an aggregate gross tonnage 17 million gt for merchant ships. China ranks No.5 shipping country in the world as shown by Lloyd's Maritime Information Services Ltd. 1995. The Chinese shipping industry plays an important role in both domestic transportation and foreign trade. The Chinese government always attaches great importance to maritime safety . Since 1949, and from the adoption of reform-opening policy, China has gradually formed an integrated maritime safety system.

The Singapore Strait is one of the world's busiest waterways used by international shipping Coupled with this, the Port of Singapore is the world's busiest port in terms of shipping and cargo tonnage and the second busiest container port. Navigational safety is Singapore's concern and we are convinced that the ECDIS is the key to further enhancing navigational safety in the Singapore Strait and the port waters of Singapore. We have initiated the production of Electronic Navigational Chart data and invested in infrastructural supporting facilities such as DGPS brodcast service for use with ECDIS as well as other maritime systems.

A series of internatinoal standards in connection with safety of ships, safety management and operation of company, and pollution prevention at sea has been provided in ISM. And that Cheapter IX has been adopted in SOLAS with ISM as its annex gives this code mandatory effect On the eve of the implementation of ISM by IMO. Administrations, classifications, other maritime industry organizations as well as all shipping companies assessmentand evalution have been made inthis paper to thedevelopment of marine safety culture through the discussion of the general recognition of safety culture by IMO and her Contracting States, thenecessity for establishing unity of benefit and safety in a shipping company, the development of scientific safety managment systems and new reflections of safety culture in internation shipping industries.

DGNSS(Differential GNSS) may be the most feasible positioning system to users who need the precise positioning in the future. A number of countries have carried out research and test about DGNSS based on the marine radiobeacon for improving positioning accuracy. This paper describes the status of DGNSS in the world and the system charactersitics. In special , DGNSS network of Korea to be constructed is discussed. And then DGNSS, which are operating for test, is analyzed by an experimental approach.

After full implementation of the GMDSS on February 1, 1999, non GMDSS equipped vessels may experience difficulty in establishing communications with vessels complying with the GMDSS. These difficulties are associated with the differences between the automated equipment required in the GMDSSand the non-automated equipment typicaly carried on small vessels. The purpose of this paper is to describe the IMO activities on the application of the GMDSS to non-SOLAS Convention ships both from a radiocommunication and a SAR point of view, and the national GMDSS implementation programme for non-SOLAS vessels. There are no differentiation between SOLAS ships and non-SOLAS vessels complying with the GMDSS, but they have to comply with the GMDSS according to the trading area A1, A2, A3 and A4. Canadian commercial vessels not subjects to SOLAS , will be required to comply with the GMDSS. Carriage requirements are being developed in consultation with the marine industry. The vessels not subject to SOLAS will not be required to carry GMDSS equipment, however, it is recommeded they fit for the GMDSS as applicable to their area of operation in many countries. Some recommednations are made to implement the GMDSS for non-SOLAS vessels in Korea.

With the combination of existing tidal predictio model and numerical tidal model, the efficient tidal prediction system was formulated and applied to the neighboring area of Pusan port. Because all tidal constituents for prediction (normally 69 constituents are used) can't be considered due to difficulties on computing efforts, some errors between the observed and predicted values were inevitably occurred. But it was confirmed that the practical results with about 10% of relative errors were obtained if four major tidal constituents(M$_2$, S$_2$. $K_1$, $O_1$) are used at least. Thus, if other constituents than four major tidal constituents are additornaly used, more accurate results will be obtained . Furthermore, if the databases of harmonic constants in coastal waters is made in advance using the numberical tidal model, prompt tidal prediction could be achieved whenever required.

The Jiao Guan Ship was a sea ship, used by Zhang Baogao, the Silla great sea merchant, in the marine trade with china during the 8th cetury A.D. and the 9th century A.D. Studying on the Ship type of the Jiao Guan Ship is the urgent problem to be solved, in the sphere of learning abuot the history of communication between China and Korea. The authors take the initial probe into this subject , by researching Zhang Baogao's marie activities, and point out that the Jiao Guan Ship's original type should be the Sha Ship which was the sea ship sailing the sea in northern China , in the tang Dynasty. At the same time, the authors estimate the constructions and equipment of the ship.

Hull forms of ancient ships in Korea and China have been changed according to their voyages and routes. Therefore it is necessary for shipbuilding engineers to reestablish the ancient shipbuilding history, and to presume, restore and revive the lost cultural inheritances. We, however, do not have many historical documents or credible materials that can our ancestors' great shipbuilding techniques : at the same time we do not have paid much attention to the research on such documents and materials. This paper aims not only to study and compare shifting process of ancient ship's hull forms in Korea and China by making use of verifiable materials obtained in the process of excavating and restoring Shinan ancient ship. The results of comparing structural characteristics and hull forms of ancient ships in Korea and China and as follwing : (1) Korean ancient ships have transverse beam instead of frame . Judged from the bottomform, Korean ancient ships are grooved clinker type ships of flat bottom type, in which bottom planking is fixed by wooden bar. (2) Chinese ancient ships have transverse bulkhead structure instead of frame, Judged from the bottom form , Chinese ancient ships are rabetted clinker type ships of V-bottom type with a bar keel. The form , the position, and the size of a sail are closely related with the wind force. It is not only quite difficult to presume forms and sizes of ancient ships' sails precisely, but also impossible to come to an accurate conclusion wihtout much experience. Current 10-year-statistics of the wind force are used to obtain presumed routes of ancient ships in Korea and China. Conclusions obtained from the hull form , sail form and size , and mast height of Shinan ancient ship will provide credible data for sea trade routes and transformation capability, and wil be used for effective materials on the study of the shifting process of ancient ships in Korea and China.

The relationship between Tang and Silla was closer than other countries and districts of North-east Asia. At Tang Dynasty, Dispatching the formal envoy between them had 160times by record in the hitory chronicle(which has 104 times before the middle 8th. Ad century , then 56times). The traffic between Tand and Silla based on seaway, because the relationships of GaoLi, Silla and Baiji fell foul of each other at 625 AD, GalLi had blocked the land way from Silla to Tand. The marine trade , development in political association bwtween Tand and Silla, was occupied by personal marine trade gradually which accompanied with the Tang empire.

The paper is a comparative study of the 9th -century Chinese, Korean and Japanese ships. It discusses the professional level of ship-bulding, the functions of ships, the routes of the ships, and the economic and cultural exchanges between China and Korea. In addition, it also introduces the history of the Xinluos living in China focuses on the distinction between Xinluo Guan, Xinluo Suo and Xinluo Fang, which is often confused in the Chinese, Korean and Japanese academic world.
