Aim & Scope
"The Journal of the Korean Society of Surveying, Geodesy, Photogrammetry and Cartography (JKSGPC) is the of the JKSGPC is to publish original research articles covering wide range of topics in state-of-the-art surveying, geodesy, GPS/GNSS, photogrammetry, remote sensing, GIS/LIS, digital mapping, and other geospatial information technologies. Contributions that deal with technical advancements in instrumentation, novel or improved methodology of analysis, or innovative applications of these technologies in various fields of geoinformatics are especially encouraged. The JKSGPC follows the open access journal policy. All contents of the JKSGPC are freely available in the web. "

Korea is a small country with relatively large mountainous areas and has many difficulties from planning to completing one road. Maintaining a completed road presents even more difficulties. presently, in estimating design elements, the result varies according to the engineer and there are many cases that question the reliability of the results. Therefore, in this study, the alignment of highway was sampled using by the centerline path, the design elements of horizontal alignment were reduced by applying the Least Squares Method, and the accuracy was analyzed. By this method, IP, IA, R,
$\Delta$ R and A-parameter were also determined. By observing relatively long straight sections, the approximate values could be estimated, and particularly, the considerably accurate value of A-parameter was determined. This study, using the Least Squares Method, aims to contribute to the development of the alignment examination in frequent traffic accident regions. -
Recent development of ultra-high and high degree Earth geopotential model opens new avenues to determine the Earth gravity field through spectral techniques to a very high accuracy and resolution. However, due to data availability, quality, and type, the performance of these new EGMs needs to be validated in regional or local scale geoid modeling. For establishing the best reference surface of geoid determination, recent geopotential models are evaluated using GPS/Leveling-derived geometric geoid and the Korean gravimetrical GEOID (KGEOID98) developed by National Geography Institute in 1998. Graphical and statistical comparisons are made for EGM96, GFZ97, PGM2000A and GPM98A models. The mean and standard deviation of difference between geometric height and geoid undulation calculated from GFZ97 are
$1.9\pm{46.7}\;cm$ . It is shown that the GFZ97 and the GPM98A models are better than the others in the Korean peninsula because the GFZ97 has a smaller bias. It means that the KGEOID98 needs some improvement using the GFZ97 instead of EGM96. -
The Global Positioning System technology has been widely used in positioning and attitude determination. It is well known that the accuracy, availability and reliability of the positioning results are heavily dependent on the number and geometric distribution of tracked GPS satellites. Because of this limitation, in some situations, such as in urban canyons, underground or inside of buildings, it is difficult to navigate with GPS receiver. Therefore, in order to improve the performance of satellite-based positioning, the integration of GPS with the pseudolite technology has been proposed. With this pseudolite technology, it is expected that seamless positioning service can be provided in a wider area without replacing existing GPS receivers. On the other hand, to adopt pseudolites on a larger scale, it is necessary to verify how the pseudolites may complement the existing GPS-based positioning. In this paper the authors present the details of the experiments and the results of the fundamental verification for seamless positioning using integration of GPS and pseudolite. This paper shows that the accuracy and efficiency of integrating GPS and pseudolite through the dynamic and static positioning experiment. The influence of pseudolite signal on GPS receiver is also discussed. The experimental results indicate that the accuracy of the height component can indeed be significantly improved, to approximately the same level as the horizontal component.

The calculation of earthwork plays a major role in plan or design of many civil engineering projects, and thus it has become very important to improve the accuracy of earthwork calculation. In this paper, we propose an algorithm for finding a cubic spline surface with the free boundary conditions, which interpolates the given three dimensional data, by using B-spline and an accurate method to estimate pit-excavation volume. The proposed method should be of interest to surveyors especially concerned with accuracy of volume computations. We present some computational results showing that our proposed method provides good accuracy.

This paper describes an experiment for three-dimensional positioning for a pair of KOMPSAT stereostrips using the ancillary data and a single ground control point. The photogrammetric model for three-dimensional positioning was performed as follows: first, initialization of orbital and attitude parameters derived from ancillary data; second, adjustment of orbital and attitude parameters for the satellite to minimize the ground position error with respect to a GCP using the collinearity condition; third, determination of actual satellite position; and lastly, space intersection. This model was tested for a pair of stereo strips with 0.6 base-to-height ratio and GCPs identified from a 1:5,000 scale digital map. As the result, the satellite position of offset was corrected by only one GCP and the accuracy for the geometric modeling showed 38.89m RMSE.

Accurate classification of water area is an preliminary step to accurately analyze the flooded area and damages caused by flood. This step is especially useful for monitoring the region where annually repeating flood is a problem. The accurate estimation of flooded area can ultimately be utilized as a primary source of information for the policy decision. Although SAR (Synthetic Aperture Radar) imagery with its own energy source is sensitive to the water area, its shadow effect similar to the reflectance signature of the water area should be carefully checked before accurate classification. Especially when we want to identify small flood area with mountainous environment, the step for removing shadow effect turns out to be essential in order to accurately classify the water area from the SAR imagery. In this paper, the flood area was classified and monitored using multi-temporal RADARSAT SAR images of Ok-Chun and Bo-Eun located in Chung-Book Province taken in 12th (during the flood) and 19th (after the flood) of August, 1998. We applied several steps of geometric and radiometric calculations to the SAR imagery. First we reduced the speckle noise of two SAR images and then calculated the radar backscattering coefficient
$(\sigma^0)$ . After that we performed the ortho-rectification via satellite orbit modeling developed in this study using the ephemeris information of the satellite images and ground control points. We also corrected radiometric distortion caused by the terrain relief. Finally, the water area was identified from two images and the flood area is calculated accordingly. The identified flood area is analyzed by overlapping with the existing land use map. -
Remote sensing is the science and art of obtaining information about an object, area or phenomenon through the analysis of data acquired by a device that is not in contact with the object, area, or phenomenon under investigation./sup 1)/ EOC (Electro -Optical Camera) sensor loaded on the KOMPSAT-1 (Korea Multi- Purpose Satellite-1) performs the earth remote sensing operation. EOC can get high-resolution images of ground distance 6.6m during photographing; it is possible to get a tilt image by tilting satellite body up to 45 degrees at maximum. Accordingly, the device developed in this study enables to obtain images by photographing one pair of tilt image for the same point from two different planes. KOMPSAT-1 aims to obtain a Korean map with a scale of 1:25,000 with high resolution. The KOMPSAT-1 developed automated feature extraction system based on stereo satellite image. It overcomes the limitations of sensor and difficulties associated with preprocessing quite effectively. In case of using 6, 7 and 9 ground control points, which are evenly spread in image, with 95% of reliability for horizontal and vertical position, 3-dimensional positioning was available with accuracy of 6.0752m and 9.8274m. Therefore, less than l0m of design accuracy in KOMPSAT-1 was achieved. Also the ground position error of ortho-image, with reliability of 95%, is 17.568m. And elevation error showing 36.82m was enhanced. The reason why elevation accuracy was not good compared with the positioning accuracy used stereo image was analyzed as a problem of image matching system. Ortho-image system is advantageous if accurate altitude and production of digital elevation model are desired. The Korean map drawn on a scale of 1: 25,000 by using the new technique of KOMPSAT-1 EOC image adopted in the present study produces accurate result compared to existing mapping techniques involving high costs with less efficiency.

Measuring the depth of water is very important in ensuring the protection and safety of seaside. There are many difficulties in making the contour bathymetric map, and contour line due to the limitation of continuous measurement of water depth and collimation with the conventional measuring and positioning methods. But the real-time kinematic GPS (RTK GPS) positioning using a carrier phase enables us to decide a precise position without breaking a signal even under the condition of a moving environment. It is also possible to obtain an accurate depth of water in real time with a fathometer through the measuring of time delay between sending and receiving epochs. This research aims at investigation of accuracy potential of RTK GPS in combination with Echo Sounder(E/S) for the coastal mapping. Apart from this purpose, the accuracy of ambiguity resolution with the OTF(On the Fly) method was tested with respect to the initialization time. The result shows that the accuracy is better than 1cm with 5-minute initialization in the distance of 10km baseline. The seaside topography was measured by the RTK GPS only, on the other hand the seafloor topography was surveyed in combination of RTK GPS and E/S. Comparing to the volume of seaside measured by RTK GPS and digital topographical map, the difference of only 2 % was achieved. This indicates that the coastal mapping with RTK GPS is successfully conducted. In addition it is also demonstrated that the 3-dimensional perspective model resulted from the undersea topography measured by RTK GPS and E/S is very close to that from the digital map. Through this study, it was verified that RTK GPS is to be very useful method in the analysis of coastal morphology owing to its capability of getting the precise DTM for the using of harbor reclamation, dredging, and the estimation of soil movement in a river.

GPS in the United States and GLONASS of the old Soviet Union are used currently as satellite navigation systems. Plans are being made to use the Galileo satellite system in Europe, and these plans focus on a combined application of the satellite navigation systems. In this study, we examined the possibility of effective application of a combination of GPS/GLONASS in urban areas, where 3-dimensional positioning is impossible with GPS alone. We analyzed the 3-D coordinate deviation of a GLONASS satellite by integration interval and compared it with GLONASS satellite coordinates in precise ephmerides by transforming it into WGS84. We also programmed GPS/GLONASS, analyzed 3-D positioning accuracy by static surveying and kinematic surveying with Ashtech Z18 receivers and Legacy receivers, and then compared the results to those of GPS surveying. As a result, we are able to decide the integration interval for producing GLONASS satellite coordinates in navigation and geographical information and construct a GPS/GLONASS data processing system by developing a DGPS/DGLONASS positioning program. If more than four GLONASS satellites are observed, the accuracy of GPS/GLONASS is better than that of GPS positioning. As a result of kinematic surveying in a congested urban area with skyscrapers, we discovered that the GPS/LONASS combination is very effective.

The information system fields of spatial applications have rapidly grown during the last decade in Korea. Spatial data has been produced for a variety of systems without common standards until national GIS Committee defined the data exchange formats among spatial databases in the middle of 1990's. It aimed at promoting data sharing between the different systems in similar application fields. However, a considerable number of databases built prior to the introduction of the standards are not yet standard compliant but still play the roles of the main producers/consumers in the data collection field such as early developed huge AM/FM systems maintained by governmental organizations. The strong autonomy of these databases keeps their own data models, formats and descriptions from being standardized, which leads the sharing to a more difficult stage. Sharing is another way of data acquisition with least efforts and time away from direct collection. A data clearinghouse is the core module which directs users to the relevant data resources. The contents of datasets should be described with predefined metadata standards for precise indexing. Moreover, a number of technical problems have to be resolved for the common use of data between heterogeneous spatial database systems. However, the technical issues can be covered by the present information technologies. The difficulties persist in the political/institutional issues. Institutional issues are derived from the diverse sources such as political background, governmental policies, related laws and/or regulations. The paper will firstly make an analysis of current situation in terms of Korean policies, laws and regulations, secondly abstract the institutional issues from the situation analysis, lastly present guidelines for promoting spatial data sharing in Korea.

The cadastral maps as many as about 750,000 map sheets to cover 34,751,000 parcels of land of Korea, are being digitalized. The problem of shrinkage-expansion of the paper cadastral maps has to be resolved for the new digital maps, where the nodes and vertices of the parcel boundaries are represented by coordinates. The photo coordinate refinement techniques, two dimensional projective transformation and local area transformation as in the reseau grid method, were introduced for this distortion correction. Using the fact that original maps drawn on the plane tables in field from 1910 to 1918 have grid lines and have been preserved well, a strategic flow to apply the refinement techniques to the digital maps with the original maps as controls was developed. To accommodate the presence or absence of the original maps and grid lines, and different scales and sizes of the maps, the strategy was implemented by a computer program package. Various distortions and corrections were simulated and errors were evaluated. The RMS errors in the corrected digital maps were allowable, thus, the method developed in this study was to be applicable for the digital cadastral maps.
