Administrative procedures are the heart of the activity in each Town Council. Citizens do transactions every day and, sometimes, they do not understand what they must do or the steps to follow. We are developing a Web-based system to help citizens with this task in an easy way. The application is integrated a four year project called Albacete[Digital] that began in 2002 with the purpose of building an e-government system in Albacete, a city with over 150.000 citizens. This Administrative Information Centre is the result of the Administration study in the first year of the project and it will continue with the on-line transaction in the following years.

This paper compares long-run buy-and-hold returns of privatization initial public offerings to those of domestic stock markets of respective countries using a sample of 29 privatized telecom initial public offerings from 27 countries. The evidence indicates that the privatization IPOs significantly outperform their domestic stock markets if the returns are equally-weighted while they do not outperform the markets if value-weighted. In addition, this paper analyzes the cross-sectional determinants of long-run buy-and- hold returns of privatized telecom shares. The results indicate that the long-run performance of privatized telecom IPOs is moderately related to the proxies of policy uncertainty or systematic risk while the size of the firm and some market wide variables such as the accounting standard, origin of commercial law, and the corporate governance scheme significantly affect the stock performance of privatized telecom shares.

Data production systems are generally very large, distributed and complex systems used for creating advanced (mainly statistical) reports. Typically, data is gathered periodically and then subsequently aggregated and separated during numerous production steps. These production steps are arranged in a specific sequence (workflow or production chain), and can be located worldwide. Today, a need for improving and automating methods of supervision for data production systems has been recognized. Supervision in this context entails planning, monitoring and controlling data production. Two significant approaches are introduced here for improving this supervision. The first is a 'closely-coupledd' approach (meaning direct communication between production jobs and supervisory tool, informing the supervisory tod immediately about delays in production) - based upon traditional production planning methods typically used for manufacturing (goods) and adopted for working with data production. The second is a 'loosely-coupled' approach (meaning no direct communication between supervisory tool and production jobs is used) - having its origins in proven traditional project management. The supervisory tool just enquires continuously the progress of production. In both cases, dates, costs, resources, and system health information is made available to management. production operators and administrators to support a timely and smooth production of periodic data. Both approaches are theoretically described and compared. The main finding is that, both are useful, but in different cases. The main advantages of the closely coupled approach are the large production optimisation potential and a production overview in form of a job execution plan, whereas the loosely coupled method mainly supports unhindered job execution and offers a sophisticated production overview in form of a milestone schedule. Ideas for further research include investigation of other potential approaches and theoretical and practical comparison.

The Internet is a wonderland that can be enjoyed by the young, old, and those in-between. It is also a vast commercial market where many contracts are formed every second. The Internet and E-Commerce have created new situations that have generated sweeping proposals for fundamental changes in contract law. During the first half of the 20th Century. when many businesses expanded their geographic scope, there was a tremendous desire for uniform treatment of contracts for the sale of goods throughout the U.S.A. and the whole world. That same dynamic is now occurring in E-Commerce. There is a general recognition of the desirability of uniform contract law to govern E-commerce, but to date that does not exist, though there are extensive proposals for reform of contract law on the Internet. E-Commerce is currently plagued by some of the same problems that led to the passage of the UCC. In the absence of uniform legislation, state-by-state differences are inevitable with respect to E-Commerce. State-by-state differences in E-Commerce contract law is widely viewed as undesirable. To deal with this problem, a number of uniform bills have been proposed including UCITA, UETA, and revisions to Article 2 of the UCC (Subpart B). The thrust of these uniform acts is to create legal parity between paper records and electronic records. There is considerable resistance by consumer groups to this parity and progress towards Passage of UCITA, UETA, and revised Article 2 has been slow. The UCITA covers licenses of computer software but does not cover the sale oil goods on the Internet. The scope of the UCITA includes computer software. multimedia interactive products, computer data and databases, and Internet and online information, The UETA deals comprehensively with E-Commerce and contract law. The UCC covers the sale of goods, which does not necessarily involve E-Commerce. The basic principles of contract law are modified to deal with Internet transactions. Intent is inferred from the operations of electronic agents and "signatures" can occur with a response to an invitation to click to accept.

Key goal of the study is to analyze the economical ripple effect by the digital contents industry. In this study, the results of analysis of multiplier effects of digital contents industry can be summaries as follows: (1) Output multiplier for the manufacturing sector was the highest with value of 3.0509 while that of digital contents industry is the lowest at 1.6511. (2) Employment multiplier is the lowest for the manufacturing sector with value of 4.2895, while that of digital contents industry is the lowest with value of 1.0238. (3) Income multiplier is the lowest for the manufacturing sector with value of 5.3331, while that of digital contents industry is the lowest with value of 1.0081. Therefore, digital contents industry is clearly a new-growth power industry in the future rather than in the present.

In this paper we describe an application of the lexical resource JurWordNet and of the Core Legal Ontology as a descriptive vocabulary for modeling legal domains. It can be viewed as the semantic component of a global standardisation framework for digital governments. A content description model provides a repository of structured knowledge aimed at supporting the semantic interoperability between sectors of Public Administration and the communication processes towards citizen. Specific conceptual models built from this base will act as a cognitive interface able to cope with specific digital government issues and to improve the interaction between citizen and Public Bodies. As a Case study, the representation of the click-on licences for re-using Public Sector Information is presented.

The purpose of this paper is to identify current trends in the sport industry in Korea, U.S. and Japan and to also analyze the potential of the sport industry in the 21st Century. This paper analyzes the current sport related index of Korea, U.S. and Japan and the effect of scientific development. Scientific development has provided prosperity to modern societies and has thus increased the personal disposable income and leisure time available to people living in these societies, Many people spend their?leisure time on sports related activities and the number is growing day by day and this situation makes the sports market a very attractive and important business sector in the world. Considering the increase of household income and leisure time and the introduction of a five-day working week system, the sports market potential growth will be considerable and it is certain the demand for sports related activities, services and products will also show increases in the 21st Century. This paper estimates that sports expenditures could be estimated at $10 billion in Korea, $150 billion in U.S and 4.3 billion yen in Japan. The general trends currently in action in the sport industry estimate that these numbers are growing rapidly and the relative importance of the sport industry among all industries is becoming one of the most important new emerging markets in the world.

In industrialised countries, innovation is a key source of economic growth. Research is a key driver of technological innovation and involves the process of systematic investigation and/or experimentation to discover new knowledge. The Governments' industry innovation policy supports a business focus on Research and Development (R&D) through a range of programs in order to achieve these aims. The Innovation Statement (DISR 2000, 20010, launched by the Australian Prime Minister in January 2001, commits an additional $3 billion overfive years to encourage and support innovation. The Australian Government aims to build world competitive firms and strong research capability in industry to strengthen Australia's international competitiveness and increase national prosperity. It develops policies and programs to enhance investment in innovation. The Australian Government has established a number of R&D funding support programs aimed at increasing the level of R&D in Australia. The backbone of these programs is the tax concession program, which is made up of the 125 per cent R&D tax concession, the 175 per cent premium tax concession and the tax offset. Over 4000 businesses take advantage of the tax concession scheme, which costs the government around $400-million a year. This cost is expected to rise to over half a billion by 2005-06 (Commonwealth of Australia, 2003). Ensuring these resources are invested where they provide significant national economic benefits is a major policy issue. In this sense, this paper looks at the appropriateness, effectiveness and efficiency of the R&D tax concession with costs and benefits analysis.

E-Government security is crucial to the development of e-government. Due to the complexity and characteristics of e-government security, the viable current approaches for security focus on preventing the network intrusion or misusing in advanced and seldom concern of the forensics data attaining for the investigation after the network attack or fraud. We discuss the method for resolving the problem of the e-government security from the different side of view - network forensics approaches? from the thinking of the active protection or defense for the e-government security, which can also improve the ability of emergence response and incident investigation for e-government security.

Recent development in wireless computing and GPS technology cause the active development in the application system of location information in real-time environment such as transportation vehicle management, air traffic control and location based system. Especially, study about vehicle location tracking system, which monitors the vehicle's position in a control center, is appeared to be a representative application system. However, the current vehicle location tracking system can not provide vehicle position information that is not stored in a database at a specific time to users. We designed a vehicle location tracking system that could track vehicle location using mobile interface such as PDA. The proposed system consist of a vehicle location retrieving server and a mobile interface. It is provide not only the moving vehicle's current location but also the position at a past and future time which is not stored in database for users.

In this paper, the conceptualization and the measurement of service quality and the relationships among service quality, consumer satisfaction, value, and post behavior (post behavior and recommendations to others) are investigated. The results suggest that service quality is an antecedent of consumer satisfaction and that consumer satisfaction exerts a strong influence on payment value and post behavior.

Due to rapid increases in Internet users, it becomes essential to provide well-established web services and monitor web server's load for the sake of reliable web server management. The existing web server load monitoring has been based on such cable methods as RPC, RMI, CORBA and etc. But it has the limitation in bringing information both anywhere and anytime over the Internet. This thesis is aimed to realize real-time wireless web server monitoring system based on Wireless Application Protocol (WAP). As any user can log on wirelessly to the Internet at any time through wireless terminals like PDA, the realization will make possible instant and real-time web server monitoring.

This paper aims at developing communication module and application prcgram for client management module and developing database management module and managing wireless communication facilities for server systems. To construct these aims, we have adapted DES algorithm and researched on encrypting and decrypting module development applicable to SMS Security System and optimize module size and processing speed.

This paper proposes a design of a citizen advisory model under the consideration of the unique characteristics of the government, namely complex structure of goals, predominance by laws, knowledge driven organization, and the good governance objectives. The legal knowledge-based technology is explored with the aims to facilitate citizens in accessing e-government services in five phases: search, intake, decision-making, explanations, and objection and appeal phases. The design of the citizen advisory model consists of four components: specific service advice, customized form fill-in service, decision-making services, and a statement of reasons service. The prototype of the citizen advisory model is illustrated using the Thai Anti Dumping and Countervailing Act 1999 as a legal domain and e-government services example.

The modern government's role demand interoperation. The Web services architecture is based upon the interactions among three components: Service provider, service broker and service requestor. Service broker is sometimes referred to as service registry. The interactions involve publish, find and bind operations. The paper introduces the concept of web services as a way to realize interoperation between distributed applications. The paper addresses interoperation between e-government and citizen. The motivation of this work was to determine the potentials of the Web services technology for an interoperability infrastructure for e-government. In many countries, the traditional governments have many problems that stem from both insufficient and improper use of ICT. "Insufficient use" refers to the traditional means such as manual archiving systems. "Improper use", on the other hand, refers to the lack of an interoperability infrastructure within and among the government agencies. In this work.

This study presents methodology framework that can help to manage IT program in the public sector. Existing project management methods usually focus on system providers and could have various and abstract interpretations. So, it is difficult to apply existing project management methods in the public sector. It also makes each individual project management easier by reflecting characteristics of IT project so that it can provide management models of performance measurement. It is found that given framework in management methodology get positive analysis and addition to be applied in the individual project management and various IT programs nationwide. It is expected that scientific and systematic project management can bring successful promotion and management of IT project through the application of this project management methodology.

Business process in e-government mostly embody as the flow of documents. Constructing a web-based document flow system becomes an critical task for today s digital government. But few of them use an off-the-shelf workflow product. Why? One of the reasons is that most of the workflow system are heavyweight, monolithic, and package a comprehensive set of features in an all-or-nothing manner. Another reason is that workflow technology lacks the constructs and modeling capability as programming language. It is incumbent on government IT organizations to transform their solution development to component-based computing model. Component technology isolates the computation and communication parts, but how to compose different software components is still a hard nut. An integrated development environment is necessary for CBSD. In this paper we propose a XML and component-based document flow-oriented integrated development environment (DFoIDE) for software developers. By writing some xml configure file, and operate on DFoIDE, developer can construct a workflow application quickly. This method divides system to several components and the activities in process are implemented as business component. Different components are discribed detailedly in this paper, especially one of the core component. Component Integrating Tool. Different perspectives in workflow application are seperated and depicted as different XML files. Correspondly, A component composition method for developing workflow application instead of workflow itself is proposed.

This paper addresses the democracy-oriented regulatory and legal requirements that e-democracy impacts. It demonstrates that the structure of the political system also plays a significant role in the decision to develop an e-voting application. The short term perspective of the questions put before the electorate obliterate the long term perspective in which many policy problems have to be seen. A well-designed e-voting system should produce an audit trail that is even stronger than that of conventional systems (including paper-based systems). Remote Internet voting systems pose significant risk to the integrity of the voting process, and should not be fielded for use in public elections until substantial technical and social science issues are addressed. Conclusively the paper focuses on the specific attributes an electronic voting (polling place) system should respect and ensure such as transparency, verifiability, accountability, security and accuracy in relation to the constitutional requirements such as General, Free. Many IT specialists say that ERP (Enterprise Resource Planning) is the best way to manage resources in enterprise effectively. Actually lots of companies are using ERP solutions in the hope of getting competitiveness and employing global standard business practice. Wishing to take advantage of ERP S/W, companies have a preference for purchasing it and outsourcing ERP project. This paper is focusing on ERP Package assessment model in business firms. This paper finds out what differences there are in purchasing ERP S/W for organization characteristics and building characteristics, and suggests some guidelines of S/W development to venders. The results would be strong implications for ERP vendors. Especially this paper identify what the reasons and the checkpoints are when firms introduce ERP S/W. To do this, this paper used empirical data obtained from companies in South Korea and analyzed it using statistical software.

The paper presents an Integrated E-Community System (IECS) for management, decision and service, designed for the e-government project of Haishu District of Ningbo, Zhejiang, China. The project need is to promote the integration of management information and service information of communities, providing a unified platform on which different departments of the district government can share and exchange community information, government officers can analyze information and make decisions, and the outside users can access and request services. To meet the project need, the IECS consists of five parts: 1) The Central DataBase (CDB) that stores all information related with management, decision and service of communities: 2) Information Extracting Subsystem (IES) that provides functions of extracting data from data sources, transforming and loading them into the CDB for system administrators; 3) Information Management Subsystem (IMS) that provides functions of querying and sharing of information for government users, and functions of information maintenance, rights and log management for system administrators: 4) Intelligent Analysis Subsystem (IAS) that provides functions of extracting analysis related data from the CDB and loading them into the DW, and functions of multi-dimensional analysis and decision-making based on the DW and OLAP for government users; 5) Information Service Website (ISW) that provides functions of promulgating and collecting of information for government users and system administrators, and functions of browsing, querying and requesting of service information for outside users. The IECS supports management, decision and service of a government based on a unified data platform--the CDB, and ensures data security by providing different workplaces and rights for different users. In the real application, the system works well.

Web services are deemed as the natural choice for deploy- ing e-government applications. Their use enables e-government to fully get advantage of the envisioned Semantic Web. In this paper, we pro- pose WebDG, a comprehensive Web Service Management System for e-government applications. It aims to improve government-citizen inter- actions through an infrastructure built around the "life experience" of citizens. WebDG provides a framework for automatically composing e- government services, optimized querying services, and preserving privacy.

The digital government is one of the most significant areas of study to emerge in information science in the past several years. The digital government is, in broad terms, a computerized system that allows a community of users to obtain a coherent means of access to an organized, electronically stored repository of information and knowledge. The information resources and technologies embodied by the World Wide Web are now accepted ad the primary example of the digital government. The need exists for a means to measure user success in the digital government. Because a digital government environment involves two broad functions?1) information search and retrieval and 2) interactivity with and through the medium-this research posits that measures of both of these functions will show positive correlation with user success.

The role of CIO is examined in the context of three successful e-government implementations in the U.S. The leadership role of CIO turns out to be crucial to the utilization of information technology for competitive gains: cheap government, speedy service, and increased satisfaction of citizens. A balanced leadership model emerges. An effective CIO should strike a balance between strategic and operational leadership roles, as well as between forceful and enabling leadership roles. To take a maximum advantage of IT, we propose government CIO positions with responsibility, power, and qualification specified along the balanced leadership model need to be created in Korea through legislation.

While Internet promises ubiquitous access, it also creates a fundamental challenge to the traditional ownership toward digital assets traded in e-commerce market. Sharing digital information freely through shared networks leads to many untapped business opportunities, but uncontrolled digital asset transaction undermines many electronic business models. Thus, in this Internet age, proper protection and safe delivery of Intellectual Property (IP) and its representation as digital assets would be a crucial ingredient of building trust in upcoming e-business environment. In this paper, we give a general structural diagram of Intellectual Property Management and Protection (IPMP) and implement an IPMP prototype based on the RSA encryption algorithm and XrML (eXtensible rights Markup Language) WORK tags to show how proper protection and safe delivery of the intellectual property is achieved. This study concludes that IPMP mechanism may contribute significantly to the volume and quality of e-commerce market.

GIS can be used on almost entire fields of the world, such as the national land management, environmental management, disaster management, enterprise activities, and general lives. GIS is called as an infrastructure of the knowledge information on the cultural society. For insuring the national power on the periods of the unlimited competition, it is very important to establish the national information infrastructure. Purpose of the NGIS project I is to development on living benefits of peoplethrough an efficiency of policy and rationalism of planning. In order to achievement of this purpose, the NGIS project I has been established using the national geographic information base planning. The NGIS project I consists of the master management part, the geographic information part, the technique development part, the standardization part, and the land Information part. These five GIS project parts are operated by four governmental ministers and related institutions, such as minister of transportation and construction, minister of science and technology, minister of information and communication, minister of administrative and home affaires. The NGIS I project is to establishment of the nation spatial information systems, such as various nationwide digital maps, GIS technique development, GIS education, GIS standardization, and GIS researches.
