Examining the Influence of Citizen Safety Awareness on the Development of a Safety Culture in High-Level Radioactive Waste(HLW) Management

시민안전의식이 고준위방사성폐기물 관리 안전문화 정착에 미치는 영향 분석

Abstract

This study examines the impact of local citizens' safety awareness on developing a safety culture for managing high-level radioactive waste (HLW). The sub-variables of citizen safety awareness include community engagement, adherence to safety protocols, local government safety education, and comprehension of safety measures. The HLW safety culture awareness survey included questions on communication between local governments and citizens, perceptions of safety procedures, and citizens' views on local government safety practices. The findings indicate that the most significant factors in fostering a safety culture for radioactive waste management are local government safety education and comprehension of safety measures. The results of the correlation analysis indicate that the implementation of appropriate procedures for waste management by local government has a positive effect on safety behavior, communication with the citizens, and education. Safety education can convey safety practices for HLW management to citizens. When properly implemented, safety education can play a crucial role in fostering a strong safety culture for HLW management. Therefore, it is imperative for local communities and governments to establish comprehensive safety protocols and provide education programs. When safety measures are aligned with established norms and education is effectively delivered, a sustainable safety culture for HLW management can be achieved.

본 연구는 지역의 시민안전의식이 고준위방사성폐기물 관리 안전문화 정착에 미치는 영향을 알아보고자 시행하였다. 시민의 안전의식을 알아보기 위하여 하위 변인은 우리 지역의 공동체 의식, 안전규칙 이행, 지자체의 안전교육, 안전이해도로 구성하였다. 고준위방사성폐기물 안전문화 정착에 대한 인식 조사 문항은 지자체와 시민들과의 의사소통, 우리 지자체의 안전수칙 절차 구비 여부에 대한 인식, 우리 지자체 안전행동에 대한 시민 인식으로 구성하였다. 고준위방사성폐기물 관리 안전문화 정착에 가장 많은 영향을 미치는 것은 우리 지자체 안전교육과 안전이해도인 것으로 나타났다. 상관관계 분석 결과 우리 지자체의 고준위방사성폐기물 안전수칙 절차가 올바르게 구비되어 있다면 지자체의 안전행동과 시민들과의 의사소통, 안전교육이 원활하게 이루어지는 것으로 나타났다. 고준위방사성폐기물에 대한 안전수칙은 안전교육을 통해서 시민들에게 학습시킬 수 있다. 안전교육이 올바르게 시행된다면 고준위방사성폐기물 관리 안전문화 정착도 효과적으로 이루어질 것이다. 그러기 위해서는 지역사회 또는 정부는 고준위방사성폐기물 관리에 맞는 안전수칙이나 안전교육을 마련해야 하는 책임이 있다. 따라서 우리 지역의 고준위방사성폐기물관리에 대한 안전수칙이 규범에 맞게 마련되고, 이를 올바르게 교육한다면 고준위방사성폐기물 관리 안전문화가 원활하게 정착되는 선순환체계가 구축될 것으로 사료된다.
