Abstract

The purpose of this study is to explore characteristics of district-based project organization in urban regeneration project in Changwon, Korea at aspects of decision-making, finance management and maintenance. The study can be divided into three parts, where the first part clarifies the definition and conceptualization of the significance and role of district-based project organization in urban regeneration, the second part classifies the qualities of district-based project organization into three aspects of decision-making, finance management, and maintenance, and lastly the third part underscores the pros and cons of district-based project organization at the planning, operating and maintaining phase of a project. The essential findings are as follows; First, decision-making aspect shows communication gap between public, private and residents as it went on because of lack of budget for trust center and site lab. Second, finance management aspect also shows budget problem by inactive craft village and failure to local project contests at the maintaining phase. third, maintenance aspect present positive effect at the planning phase but it worsens from the last phase by conflict over craft village rent and management.
