비영리민간단체의 공익활동 지원사업 효율성분석 (An Efficiency Analysis for the Public Activities Support Projects of Non-Profit Private Organizations using DEA)

  • 본 논문은 정부에서 시행하는 비영리민간단체 공익활동지원사업의 성과에 대한 효율성분석을 통하여 효율성이 낮게(비효율적) 나타난 단체에 대한 컨설팅방향을 제시하였다. 공익활동지원사업의7가지유형에 대하여 분산분석을 실시하여 유형별로 차이가 있음을 확인하였으며, 7개 유형별로 자료포락분석(DEA)중 CCB-I, BCC-I, 초효율성(Super Efficiency) 모형을 적용하여 성과에 대한 효율성을 분석하였다. 4개 입력요소(업력, 지원 금액, 회원수, 직원수)와 3개 출력요소(사업점수, 회계점수, 종합점수)를 분석한 결과, 7개 유형에서 사업성과에 대한 효율성이 높게 나타난 단체를 벤치마킹대상으로 도출하였고 초효율성분석을 통하여 벤치마킹 대상을 단기, 중기, 장기로 구분하였다. 이를 통해 각 단체에 맞는 사례를 배우고 개선함으로써 최선의 성과를 찾아낼 수 있는 정보를 제공하였다.

Development of Performance Analysis Model for SMEs through Meta-Analysis

  • This study is to develop a performance analysis model for SMEs.Based on similar performance indicators through previous studies, performance indicators for SMEs were rewritten.Through the Korean Journal Citation Index (KCI), 75 related data were classified and a comprehensive SME performance analysis model was developed.Performance analysis was divided into two axes and classified into tables.The horizontal axis is the spatial performance range, which is divided into three areas: performance management by department/function, integrated performance management for the entire organization, and governance performance management requiring policy feedback. The vertical axis is subdivided into short-term, mid-term, and long-term by time and growth stage, and is divided into three parts: technical performance according to technological input, economic performance as organizational performance, and social performance for policy utilization. Then, performance indicators were mapped to each column. As a result of the survey, 28% of technical performance was analyzed as a result of frequency analysis, and performance indicators were organized into five categories: IT, R&D, certification, patent, and innovation. Economic performance was divided into 29%, BSC, HRD, logistics, production quality management, financial support, asset management, etc. 6 categories, social performance 43%, ESG, marketing, export, policy support, consulting, cooperation, etc. 7 categories.Limitations of the study include the narrowness of the survey that derived only performance indicators despite being a meta-analysis, and the performance model was mapped and classified according to growth stage and support period.however Insufficiency of validity due to lack of evidence, performance indicators were developed, but there were limitations in utilization for practical use.

Korean Organization ERP System Implementation CSFs: A Delphi Study

  • This study focused on the factors that are critical to Enterprise Resource Planning (ERP) system implementation success. This study employed a Delphi panel to explore the characteristics of ERP project success. The expert panel was comprised of executives from Korean organizations who had participated in and were experienced with ERP implementation projects. The two round Delphi study found the importance of senior management involvement/top management support in project. Additionally, the study found that the same Critical Success Factors(CSFs) existing in large-sized Korean organizations are also applicable to small or mid-sized Korean organizations.

GDSS 연구결과의 일관성 결여를 설명하는 요인들에 관한 연구 (Examining Factors for the Inconsistent Findings in GDSS Research)

  • The growing popularity of Group Decision Support Systems (GDSS) has been supported by, and has given rise to, a burgeoning academic literature on GDSS since the mid-1980s. Although there is a growing body of laboratory experiment findings, the results are inconclusive. Field studies in real organization settings show all the more different results form the experimental studies. This paper systematically reviews the existing case, field, and laboratory decision room type GDSS studies. It, then, explores the plausible reasons for the inconsistent findings across the laboratory studies, and especially between field and laboratory research. It suggests five main factors for the inconsistent findings in previous GDSS research: contextual pressures, tasks, group characteristics, technical configurations, and comparability of measures.

Paperless 해운 물류를 위한 UNeDocs 적용 방안 연구 (The study on a plan for applying UNeDocs to Maritime Logistics to achieve its paperless logistics)

  • Mosts of export/import cargo has been moving using maritime transport means. Korea had been driven the system automation project using EDI document since the mid-1990s. However, this automation system comes upon about 40-50% against overall maritime business process, manual or paper document processing work is existing as ever. International e-business environment also has changing into electronic form document transaction from paper document-based transaction. International standardization organization, UN/CEFACT proposed UNeDocs for paperless jtransaction. UNeDocs is a specification to define XML data model as well as electronic form. With UNeDocs, it is not necessary to generate the duplexed data, and it can support user convenient and guarantee the flexibility. This paper defines the UNeDocs data model for EDI and Off-Line processing at the current maritime business. Then, it have to check XML syntax and structure for the defined data model through quality of document check system. Also, it explains the applying plan about the defined UNeDocs data model. It is possible to support paperless transaction as defining UNeDocs-based standard data model and converting into paper document, XML and EDI document using UNeDocs data model.

해상교통로(SLOC) 안보와 해적: 소말리아 해적퇴치작전 경험을 중심으로 (Sea Lines of Communication Security and Piracy)

  • This thesis analyzes Somali piracy as a non-traditional threat to the Sea Lines of Communication (SLOC) and international countermeasures to the piracy. In an era of globally interdependent economies, the protection of sea lines and freedom of navigation are prerequisites for the development of states. Since the post-Cold War began in the early 1990s, ocean piracy has emerged as a significant threat to international trade. For instance, in the Malacca Strait which carries 30 percent of the world's trade volume, losses from failed shipping, insurance, plus other subsequent damages were enormous. Until the mid-2000s, navies and coast guards from Malaysia, Indonesia, Singapore, together with the International Maritime Organization (IMO), conducted anti-piracy operations in the Strait of Malacca. The combined efforts of these three maritime states, through information sharing and with reinforced assets including warships and patrol aircrafts, have successfully made a dent to lower incidents of piracy. Likewise, the United Nations' authorization of multinational forces to operate in Somali waters has pushed interdiction efforts including patrol and escort flotilla support. This along with self-reinforced security measures has successfully helped lower piracy from 75 incidents in 2012 to 15 in 2013. As illustrated, Somali piracy is a direct security threat to the international community and the SLOC which calls for global peacekeeping as a countermeasure. Reconstructing the economy and society to support public safety and stability should be the priority solution. Emphasis should be placed on restoring public peace and jurisdiction for control of piracy as a primary countermeasure.

컴퓨팅 테그놀로지 도입에 따른 레스토랑 종사자들의 태도와 행동의 변화 (Restaurant Employees' Attitudinal and Behavioral Changes by the Implementation of Computing Technology)

  • 컴퓨팅 테그놀로지 도입은 직장이나 조직내에서 커다란 변화를 가져온다고 한다. 이 연구는 레스토랑 내에서의 IT도입이 종사자들의 직업에 대한 태도와 고객에 대한 행동에 미치는 영향을 파악하는 것을 목적으로 한다. 이 연구에서 IT 도입에 따른 종사자들의 태도를 측정하는 변수는 IT 도입에 대한 인식, 내적 동기 부여, 전반적인 직업의 만족도, 조직에 대한 긍지이며, 종사자들의 행동 변수로는 고객에 대한 긍정적인 행동이 사용되었다. 이 연구의 표본은 full-service, mid-scale의 레스토랑에 종사하는 종업원들이다. 제안된 연구 모형에 포함된, IT 도입에 따른 종사자들의 태도와 행동의 변화를 조사하기 위하여 6개의 가설이 수립되었다. 이 연구는 조직 환경의 변화에 따른 직무에 대한 인식과 태도의 연관성에 대한 지식을 발전시킨다는 면에서 의미가 있다. 이 연구의 산업계에 대한 실증적인 공헌은 레스토랑 owner나 manager에게 컴퓨터 기술 도입에 대한 결정을 하는데 유용한 시사점을 줄 수 있다는 것이다.

  • This study aims to analyze the construction of Kyungsang KAMYOUNG in the late Chosun dynasty by restoring its constructive system and relating it with the office organization. followings are the summary of this study. 1. Government office of Daegu consists of inn(KAEGSA), Kyungsang KAMYOUNG, and Daegu city hall(BUA), and JINYOUNG. 2. The layout of virtual placement is shown in the in the text. Even though it had been newly constructed due to three times of fire, the fundamental scheme of space is found out not to have been changed since mid-eighteen century at the latest. 3. Followings are the result of analyzing the space of KAMYOUNG, after dividing its space into entry area, main business area and police military business area in the aspect of business. First, entry area consists of 2 door system with external door(UOISAMMUN) and internal door(NAESAMMUN). Second, main business area consists of facilities for inspector, public officials, and low grade employee respectively This space is divided into SUNHWADANG area and JINGCHONGKAK area, and the former consists of active business facilities, and the latter consists of passive business facilities focusing on the rest facilities. Third, business support area consists of facilities for low grade employee and minor assistant respectively, which are placed to the left and right of POJONGMUN and KWANPUNGRU. Fourth, police military business space is in middle(JUNGYOUNG) and forms separate areas to the east of SUNHWADANG. Accordingly, It is certain that the space of Kyungsang KAMYOUNG had been placed in accordance with the nature of business per position.

공공공간의 입지유형별 매니지먼트 특성에 관한 연구 - 뉴욕 플라자프로그램으로 조성된 61개 플라자를 대상으로 - (A Study on the Characteristic of Public Space Management based on Surrounding Land Use - Focused on the 61 Pedestrian Plazas generated by the NYC Plaza Program -)

  • Public spaces in the cities are social and economic resources to maintain sustainable urban revitalization. As an importance of public spaces is getting increased, many cities focus on public space management and introduce their own management system. NYC Plaza Program is one of the public space management systems in USA and it was designed in order to transform underused roads and streets into pedestrian public spaces throughout the New York City. Plaza management system works with private organizations' participation as NYC Department of Transportation empowers selected private organizations to the right of management and assists their efforts. In this study, we focused on how the plazas are managed by private sectors and seek to find out characteristics of types of management methods based on landuse(residential, commercial and openspace) status around plazas. We analyzed 61 plazas that generated by NYC Plaza Program with three major conditions of management system including organization, fund and activities. There are three major findings from the analysis. 1)In most residential surrounded plazas, resident-initiative organizations manage small scaled fund and activities meanwhile public agencies support their management. 2)BID is a dominant tool in the commercial surrounded plazas. BID provides with secured fund, mid-sized activities and a broad network with commercial facilities. 3)Openspace-surrounded types are usually using supports of exiting organizations and fund system.

이탈리아 협동조합의 법 제도와 사례연구 (A Study on the Legal Systems and Case Studies of Cooperatives in Italian)

  • 협동조합은 19세기에 처음 영국에서 조직되어 20세기 초반에는 유럽과 북미, 20세기 중반부터는 나머지 나라들로 확산된 뿌리 깊은 조직체이다. 이탈리아의 협동조합은 우애조합(Friendly Societies)에서 분리되었으며, 초기에는 종교와 무관하게 활동해 왔으나, 이탈리아 사회주의와 19세기 말 가톨릭 교회의 사회 참여와 더불어 다중적 성격을 띠고 있다. 따라서 본 연구에서는 이탈리아 협동조합의 법과 제도를 중심으로 연구하고자 하는데 목적이 있다. 그리고 이탈리아 협동조합의 법과 제도는 사회와 국민경제에 어떻게 뒷받침하고 있는지를 살펴보고자 한다. 구체적으로 첫째, 선행연구를 바탕으로 협동조합의 개념과 협동조합운동과 사회적 가치에 대한 고찰한다. 둘째, 이탈리아 협동조합의 발전과정과 특성 그리고 법 제도에 대해 검토한다. 셋째, 이탈리아 협동조합의 사례에 대한 분석하고자 한다. 넷째, 연구 결과에 따라 시사점을 제시한다. 연구 결과에 따라 다음과 같은 시사점을 나타났다. 첫째, 마을기업은 대표 및 직원의 애착심, 성실성과 같은 태도가 매우 중요한다. 둘째, 조직구성원 모두가 마을기업의 비전에 공감과 애착심을 가지고 의사결정에 참여해야 한다. 셋째, 조직의 필요에 따라 외부로부터 자본을 끌어올 수 있는 마을기업이 더욱 높은 경제적 성과를 창출할 가능성이 높여야 한다. 넷째, 사례와 이론을 바탕으로 마을기업 수립 시 펼요한 요소 및 성공요인을 제시함으로써 마을기업의 모델을 수립하는 것은 중요하며 결론적으로 협동조합은 경제적인 이윤추구보다는 본연의 목적인 사회적 공헌에 기여해야 지속성장이 가능하다는 것에서 시사하는 바가 크다.
