Abstract
The purpose of this study was to analyze the Process of the Special Planning District(SPD) in District Unit Plan. The SPD scheme was introduced in 2000 and now the eighty areas of Special Planning District have their own development plan. However almost every district have similar design guidelines such as strategic key role of land use and the enhancement of publicness. This study proposed an alternative of SPD Process through the case of the Defense Security Command District(DSCD). DSCD case is proceeded by following stages: Setting up a development capacity and comprehensive plan of the site, Design Competition(including the DUP Design guidelines) and the final detailed development plan. This procedure could guaranteed the creativity of design, increasing of public interest, recovering a sense of place and consensus of stakeholders.
