Influences of orographic and ocean effect, which depend on the detailed geographic characteristics, upon winter time (December-February) precipitation in the Yeongdong region are investigated. Most of precipitation events in the Yeongdong region during the wintertime are associated with moist northeasterly (coming from the northeast direction) winds and also the spatial distribution of precipitation shows a great difference between Mountain area (Daegwallyeong) and Coastal area (Gangneung). The linear correlation coefficient between the meteorological variables obtained from NCEP/NCAR Reanalysis Data and precipitation amount for each precipitation type is calculated. Mountain type precipitation is dominated by northeasterly wind speed of the low level (1000 hPa and 925 hPa) and characterized with more precipitation in mountain area than coastal area. However, Coastal type precipitation is affected by temperature difference between ocean and atmosphere, and characterized with more precipitation in coastal area than mountain area. The results are summarized as follows; In the case of mountain type precipitation, the correlation coefficient between wind speed at 1000 hPa (925 hPa) and precipitation amount at Daegwallyeong is 0.60 (0.61). The correlation is statistical significant at 1% level. In the case of coastal type precipitation, the correlation coefficient of temperature difference between ocean and 925 hPa (850 hPa) over the East sea area and precipitation amount at Gangneung is 0.33 (0.34). As for the mountain type precipitation, a detailed analysis was conducted in order to verify the relationship between precipitation amount at Daegwallyeong and low level wind speed data from wind profiler in Gangneung and Buoy in the East Sea. The results also show the similar behavior. This result indicates that mountain type precipitation in the Yeongdong region is closely related with easterly wind speed. Thus, the statistical analysis of the few selected meteorological variables can be a good indicator to estimate the precipitation totals in the Yeongdong region in winter time.

Spring time is a favorable season to be easily observed the Yellow Sand phenomenon in East Asia. In particular most of the phenomenon tend to occur in April. However, Yellow Sand phenomenon was observed from almost the whole country of Korea in winter of 1966, 1977 and 1999. The features of the synoptic weather pattern in the source regions, air stream flow between the source region and Korea, the measurement of TSP concentration, aerosol size distribution, and chemical composition of snow samples associated with Yellow Sand phenomenon were investigated. The result showed the characteristic evolutionary feature of the synoptic system associated with Yellow Sand phenomena, that is, a strong low level wind mobilized the dust within 2 or 3 days before Yellow Sand phenomenon being observed in Seoul. The wind was remarkably intensified in the source region on January 24, 1999 under the strong pressure gradient, A trajectory analysis showed that the Yellow Sand particle could be reached to Korea within 2 days from the source region, Gobi desert, through Loess plateau and Loess deposition region. The TSP concentration at the top of Kwanak mountain during the Yellow Sand phenomenon is abruptly increasing than the monthly mean concentration. The size resolved number concentration of aerosols ranging from 0.3 to 25${\mu}{\textrm}{m}$ was analyzed during Yellow Sand episode. It was evident that aerosols were distinguished by particles in the range of 2-3 ${\mu}{\textrm}{m}$ to result in the abrupt increase in January 1999, After Yellow Sand phenomenon, there was heavy snow in Seoul. By the analysis of snow collected during that time, it was observed that both the Ca(sup)2+ concentration and pH were increased abnormally compared to those in the other winter season.
Field experiment was performed from August 1996 to December 1999 to examine the feasibility of constructed wetland system for sewage treatment in rural areas. A pilot system was installed in Konkuk University and the effluent of septic tank for school building was used as an influent to the wetland treatment basin. The system was composed of sand and reed, and operated continuously including winter time. Average removal rate of about 70% was observed for BOD, COD, and SS, about 50% for T-P, and about 25% for T-N. The reason for poor T-N removal might be due to high loading rate and short retention time. The system demonstrated satisfactory effluent concentration and stable performance in growing season. And it also worked adequately in wintertime even below $10^{\circ}C$ without freezing, and removal was still significant. The amount removed in BOD, COD, and SS was almost the same as in the growing season, and the amount removed in nutrients was about half of the one in growing season. Overall performance of the experimental system was compared with existing data base (NADB, 1994), and it was within the range of general system performance. As study period increased, removal rates for BOD, COD, SS, and T-P were consistently maintained and even enhanced, but removal rate for T-N decreased slightly. Wetland system was thought to be a feasible alternative for sewage treatment in rural area considering its low cost and low maintenance requirement. However, the effluent of the experimental wetland system often exceeded current effluent water quality standards, therefore, further treatment could be required if the effluent should be discharged to public waters. Wetland system of interest locates in rural area and is a part of rural ecosystem, therefore, ultimate disposal of reclaimed sewage for agricultural purpose or subsequent land treatment might be available and further research in this matter is recommended.
The general characteristics of fine particle and meteorological analysis of high $PM_{10}$ concentration day which was over $100{\mu}g/m^3$ in busan were investigated for period of 2002 to 2006. Annual mean concentration including Asian dust day was $68.7{\mu}g/m^3$ in 2002, $54.6{\mu}g/m^3$ in 2003, $60.4{\mu}g/m^3$ in 2004, $58.3{\mu}g/m^3$ in 2005 and $58.8{\mu}g/m^3$ in 2006, respectively. Seasonal mean concentration was $73.4{\mu}g/m^3$ in Springtime, $56.8{\mu}g/m^3$ in Summertime, $55.5{\mu}g/m^3$ in Wintertime and $54.4{\mu}g/m^3$ in Falltime, respectively. Mean concentration for land use was 69.2 $37.0{\mu}g/m^3$ in industrial area, 64.2 $35.5{\mu}g/m^3$ in rural area, 62.6 $34.4{\mu}g/m^3$ in commercial area and 55.3 $33.8{\mu}g/m^3$ in residential area, respectively. Frequency of synoptic pattern for high $PM_{10}$ concentration day was 18 days(16.7%) in I type, 27 days(25.0%) in II type, 10 days(9.3%) in III type, 5 days(4.6%) in IV type, 13 days(12.0%) in V type and 29 days (26.9%) in VI type, respectively. Frequency of long range transport sector for high $PM_{10}$ concentration day was 9 days(8.3%) in I type, 64 days(59.5%) in II type, 34 days(31.5%) in III type, 1 days in IV type, 0 days, respectively.
The characteristics of SST variability in the East Sea are analyzed using NOAA/AVHRR weekly SST data with about $0.18^{\circ}{\times}0.18^{\circ}$ resolution ($1981{\sim}2000$) and reconstructed historical monthly SST data with $2^{\circ}{\times}2^{\circ}$ resolution $(1950{\sim}1998)$. The distinct feature of wintertime SST is high variability in the western and eastern parts of $38^{\circ}{\sim}40^{\circ}$ latitudinal band, which are the northern boundary of warm current in the East Sea during winter. However, summertime SST exhibits variability with similar magnitude in the entire region of the East Sea. The analysis of remote correlation also shows that SST in the East Sea is closely correlated with that in the region of Kuroshio in winter, but in summer is related with that in the western and eastern regions of the same latitudes. From these results it is postulated that the SST variability in the East Sea may be related with the variations of East Korean Warm Current and Tsushima Warm Current in winter, but in summer probably with the variations of atmospheric components. In the analysis of ENSO related SST anomaly, a significant negative correlation between SST anomalies in the East Sea and SST anomalies in the tropical Pacific is found in the months of August-October (ASO). The SST in the ASO period shows more significant cooling in E1 $Ni\~{n}o$ events than warming in La $Ni\~{n}a$ events. Also, the regional analysis shows by the Student's t-test that the negative SST anomalies in the E1 $Ni\~{n}o$ events are more significant in the southwestern part of the East Sea.

This study suggests a method for securing road safety by extracting the expected surface freezing section in planning a route using GIS. When planning a road construction in a mountainous area it is possible to confront surface freezing especially in the wintertime. In addition, it is required assessment data of surface freezing rates in the case of turnkey inspections of newly constructed or expanded roads. Consequently, an analysis method that can quantitatively estimate the surface freezing section and sunshine influence on each section of a road is needed. We can extract the expected surface freezing section which amounted to around 29km of the Donghae highway, with such techniques as three-dimensional modeling, sunshine simulation geographical database construction and spatial analysis using the overlay function of the GIS spatial analysis. This study can be used as a method to assess advance safety which has a direct influence on planning the blueprint that should be approved by a policy maker after efficiently understanding the expected surface freezing section in accordance with hill shade.
The Asian dust (Hwangsa) forecasting model, Asian Dust Aerosol Model (ADAM) has been modified by using satelliate monitoring of surface vegetation, which enables to simulate dusts occuring not only in springtime but also for all-year-round period. Coupled with the Unified Model (UM), the operational weather forecasting model at KMA, UM-ADAM2 was implemented for operational dust forecasting since 2010, with an aid of development of Meteorology-Chemistry Interface Processor (MCIP) for usage UM. The performance analysis of the ADAM2 forecast was conducted with $PM_{10}$ concentrations observed at monitoring sites in the source regions in China and the downstream regions of Korea from March to December in 2010. It was found that the UM-ADAM2 model was able to simulate quite well Hwangsa events observed in spring and wintertime over Korea. In the downstream region of Korea, the starting and ending times of dust events were well-simulated, although the surface $PM_{10}$ concentration was slightly underestimated for some dust events. The general negative bias less than $35{\mu}g\;m^{3}$ in $PM_{10}$ is found and it is likely to be due to other fine aerosol species which is not considered in ADAM2. It is found that the correlation between observed and forecasted $PM_{10}$ concentration increases as forecasting time approaches, showing stably high correlation about 0.7 within 36 hr in forecasting time. This suggests the possibility that there is potential for the UM-ADAM2 model to be used as an operational Asian dust forecast model.
A 3D sonic anemometer has been installed at Yongpyong alpine slope since Oct. 23th 2014 to observe the slope winds and to analyze turbulent characteristics with the change in surface cover (grass and snow) and the synoptic wind strength. Eddy covariance method has been applied to calculate the turbulent quantity after coordinate transformation of a planar-fit rotation. We have carefully selected 3 good episodes in the winter season (23 October 2014 to 28 February 2015) for each category (9 days in total), such as grass and snow covers in case of weak synoptic wind condition, and grass cover of strong synoptic wind. The diurnal variations of the slope winds were well developed like the upslope wind in the daytime and downslope wind in the nighttime for both surface covers (grass and snow) in the weak synoptic forcing, when accordingly both heat and momentum fluxes significantly increased in the daytime and decreased in the nighttime. Meanwhile, diurnal variation of heat flux was not present on the snow cover probably in associated with significant fraction of sunlight reflection due to high albedo especially during the daytime in comparison to those on the grass cover. In the strong synoptic regime, the most dominant feature at Yongpyong, only the southeasterly downslope winds were steadily generated irrespective of day and night with significant increases in momentum flux and turbulent kinetic energy as well, which could suggest that local circulations are suppressed by the synoptic scale forcing. In spite of only one season analysis applied to the limited domain, this kind of an observation-based study will provide the basis for understanding of the local wind circulation in the complex mountain domain such as Gangwon in Korea.

Information about trafficability or the condition of road with regard to its being traveled over by vehicles is one of the most critical factors for roadway operation in winter. Specifically, when traveling on snowy or icy surfaces, the traction force varies per vehicle type including tire types, geometric characteristics of roads, and conditions of road surfaces. In general, front-wheel drive or four-wheel drive vehicles have better traction performance on snowy or icy surface than rear-wheel drive vehicles, and the latter type vehicle causes more serious traffic congestion when there is unexpected snowfall. Thus, traffic information regarding trafficability with respect to vehicle types, geometric characteristics of roadway sections, and roadway surface conditions can provide a foundation to make a decision whether to use the associated roadway sections for roadway operators as well as users. Based on the preceding premise, the objective of this study is to present a methodology for developing a trafficability index with respect to vehicle types, geometric characteristics of roadway sections, and roadway surface conditions.
The east Sea circulation is numerically modeled with refined grid resolution elaborated open boundary condition, and by directly imposing the measured surface temperature and salinity typical the east Korean Warm current are clearer than those in previous works. among others, The Ulleung warm Water and the Intermediate Water of minimum salinity are nicely reproduced. The latter is formed in the northern/northwestern coastal region in winter and is advocated southward by strong under-current. the former is associated with a locally generated anti-cyclonic gyres. The model indicates strong seasonal variation of Nearshore Current along the Japanese coast from wintertime barotropic to summertime baroclinic structures. the associated strong reversed under-cur-rent in summer is not well understood. Global circulation pattern is characterized by two regions of cyclonic and anti-cyclonic gyres in the north and south, respectively. The presence of these gyres indicates importance of local dynamics in East Sea circulation. This model, however, does not completely resolve the problem of overshooting of the East Korean Warm current.
