In this paper, error analyses on the calculation of offshore wind speed have been conducted using HeMOSU-1 data to develop offshore wind energy in Yeonggwang sea of Korea and onshore observed wind data in Buan, Gochang and Yeonggwang for 2011. Offshore wind speed data at 98.69 m height above M.S.L is estimated using relational expression induced by linear regression analysis between onshore and offshore wind data. In addition, estimated offshore wind speed data is set at 87.65 m above M.S.L using power law wind profile model with power law exponent(0.115) and its results are compared with the observed data. As a result, the spatial adjustment error are 1.6~2.2 m/s and the altitude adjustment error is approximately 0.1 m/s. This study shows that the altitude adjustment error is about 5% of the spatial adjustment error. Thus, long term observed data are needed when offshore wind speed was estimated by onshore wind speed data. because the conversion of onshore wind data lead to large error.

According to the increasement of demand for energy around globe, the concern degree of advanced countries for ocean energy including offshore wind power becomes excited. In domestic case, the government set up a goal that jumps up to the third ranked powerful nation of offshore wind in the world until 2020 and announced "The plan for 2.5-gigawatt wind farm off the south-west coast by 2019". Also the legal basis was created in order to support development of offshore wind power as 'A law on development, use, supply and promotion for New energy and renewable energy' was established by law. However to promote offshore wind power projects, there are much difficulties that developers should be applied by permitting use of public water surface and regulations of several domestic public institution. Therefore in this paper, we suggested an alternative to promote efficient offshore wind power projects by comparative analysis between domestic and foreign on regulatory pathways for siting and permitting offshore wind facilities.

Characteristics of wind resources of offshore and coastal regions were compared using wind data obtained from HeMOSU-1 (Herald of Meteorological and Oceanographic Special Unit-1) meteorological mast located at Southwestern Sea, and ground-based LiDAR (Light Detection And Ranging) at Gochang observation site near it. The analysis includes comparison of basic wind statistics such as mean wind speed, wind direction, power law exponent and their temporal variability as well as site assessment items for the wind power plant such as turbulence intensity and wind power density at the two observation sites. It was found that the wind at HeMOSU-1 site has lower diurnal and seasonal variability than that at Gochang site, which lead to smaller turbulence intensity. Overall, the results of the comparative analysis show that the wind resource at HeMOSU-1 site located offshore has more favorable condition for wind power generation than the wind resource at Gochang which shows nature of coastal area.

The simulation of the air flow over models in atmospheric boundary layer wind tunnel is a research region based on advanced scientific technologies imposed by the necessity of studying the turbulent fluid dynamics in the proximity of the Earth's surface. In this study, the atmospheric boundary layer wind tunnel of UCD is used, the mean velocities are measured by augmentation devices such as roughness blocks and spires. The experimental results of mean velocity profile are well fitted with the value of power law.
Wind energy resources are recently considered as an important power generation alternative in the future. The fact that the investment of wind turbine installation continues to increase has motivated a need to develop more widely applicable methodologies for evaluating the actual benefits of adding wind turbines to conventional generating systems. This study is aiming to estimate the future wind resources with various estimation methods. The wind power is calculated at the hub height 75m of 800KW and 1,500KW wind turbines in Wolryong site, Jeju island, South Korea. Three equations - logarithmic, profile, and power law methods are applied for the accurate prediction of wind profile. In addition, yearly wind power can be calculated by using Weibull & Rayleigh distribution. It is found that predicted wind speed is highly affected by friction velocity, atmospheric stability, and averaged roughness length. It is concluded that Rayleigh distribution provides greater power generation than the Weibull distribution, especially for low wind-speed condition.

The wind power plants were installed in many places because of the low climate changing effects since 2000. Generally, the wind power plants located in the seaside and the mountainous area and the heights of the windmills are about 40 m~140 m above the ground level. So the noises emitted from the wind power plants propagate far away compared with other environment noise sources like trains and cars noise. Because of these reasons, the noise emitted from the wind power plant is easy to cause the additional social problems like as noise complaints. Under the situation, the ministry of environment has established the guideline to evaluate the environmental effects for the wind power plant. According to the guideline, the noise of the wind power plant has to meet 55 dB(A) at daytime and 45 dB(A) at night in the residential area, which is regulated in the noise and vibration management law. But, it is difficult to estimate the noise emitted from the wind power plant because of the absence of the prediction model of the wind power plant noise. Therefore, the noise prediction model for wind power plants using the regression analysis method is developed in this study. For the development of the model, the sound pressure levels of the wind power plants in Jeju island are measured and the correlations between the sound pressure levels are analyzed. Finally, the prediction equation of the wind power plant noise using by regression analysis method derived. The prediction equation for the wind power plant noise proposed in this study can be useful to evaluate the environmental effects in any wind power plant development district.
In this paper, a sensorless pitch angle control method for a wind generation system is suggested. One-step-ahead prediction control law is adopted to control the pitch angle of a wind turbine in order for electric output power to track target values. And it is shown that this control scheme using the inverse dynamics of the controlled system enables us to predict current wind speed without an anemometer, to a considerable precision. The inverse input-output of the controlled system is realized by use of an artificial neural network. The proposed control and wind speed prediction method is applied to a Double-Feed Induction Generation system connected to a simple power system through computer simulation to show its effectiveness. The simulation results demonstrate that the suggested method shows better control performances with less control efforts than a conventional Proportional-Integral controller.

Wind is a meteorological factor that has a significant impact on agriculture. Gust cause damage such as fruit drop and damage to facilities. In this study, low-altitude wind speed prediction was performed by applying physical models to Local Ensemble Prediction System (LENS). Logarithmic Law (LOG) and Power Law (POW) were used as the physical models, and Korea Ministry of Environment indicators and Moderate Resolution Imaging Spectroradiometer (MODIS) data were applied as indicator variables. We collected and verified wind and gust data at 3m altitude in 2022 operated by the Rural Development Administration, and presented the results in scatter plot, correlation coefficient, Root Mean Square Error (RMSE), Normalized Root Mean Square Error (NRMSE), and Threat Score (TS). The LOG-applied model showed better results in wind speed, and the POW-applied model showed better results in gust.

This report presents the findings of a one-year monitoring effort to empirically characterize and evaluate the nature of near-ground winds for structural engineering purposes. The current wind engineering practice in the United States does not explicitly consider certain important near-ground wind characteristics in typical rough terrain conditions and the possible effect on efficient design of low-rise structures, such as homes and other light-frame buildings that comprise most of the building population. Therefore, near ground wind data was collected for the purpose of comparing actual near-ground wind characteristics to the current U.S. wind engineering practice. The study provides data depicting variability of wind speeds, wind velocity profiles for a major thunderstorm event and a northeaster, and the influence of thunderstorms on annual extreme wind speeds at various heights above ground in a typical rough environment. Data showing the decrease in the power law exponent with increasing wind speed is also presented. It is demonstrated that near-ground wind speeds (i.e., less than 10 m above ground) are likely to be over-estimated in the current design practice by as much as 20 percent which may result in wind load over-estimate of about 50% for low-rise buildings in typical rough terrain. The importance of thunderstorm wind profiles on determination of design wind speeds and building loads (particularly for buildings substantially taller than 10 m) is also discussed. Recommendations are given for possible improvements to the current design practice in the United States with respect to low-rise buildings in rough terrain and for the need to study the impact of thunderstorm gust profile shapes on extreme value wind speed estimates and building loads.

For accurate wind resource assessment and wind turbine performance test, it is essential to secure wind data covering a rotor plane of wind turbine including a hub height. In general, we can depict wind speed profile by extrapolating or interpolating the wind speed data measured from a meteorological tower where multiple anemometers are mounted at different heights using a power-law of wind speed profile. The most important parameter of a power-law equation is a vertical wind profile exponent which represents local characteristics of terrain and land cover. In this study, we calculated diurnal vertical wind profile exponents of 8 locations in Jeju Island who possesses excellent wind resource according to the GUM (Guide to the Expression of Uncertainty in Measurement) to evaluate its uncertainty. Expanded uncertainty is calculated by combined standard uncertainty, which is the result of composing type A standard uncertainty with type B standard uncertainty. Although pooled standard deviation should be considered to derive type A uncertainty, we used the standard deviation of vertical wind profile exponent of each day avoiding the difficult of uncertainty evaluation of diurnal wind profile variation. It is anticipated that the evaluated uncertainties of diurnal vertical wind profile exponents at 8 locations in Jeju Island are to be registered as a national standard reference data and widely used in the relevant areas.
