풍력에너지의 환경친화적 이용 (Sustainable use of wind energy)

  • Wind energy, as an alternative to fossil fuels, is plentiful, renewable, widely distributed, clean, and produces no greenhouse gas emissions during operation. However, the construction of wind farms is not universally welcomed because of their visual impact, competing land use, comprising human health impacts, building and crop damage, loss of amenities and ecological impact, impact on wildlife, danger to birds, safety hazard, aesthetics and noise. Offshore wind power, in particular, offers a huge potential to generate clean energy. However, the envisaged massive expansion of wind farms in oceans is already causing severe environmental conflicts. Wind farms cause further harm to already threatened oceans. Wind power has negligible fuel costs, but a high capital cost. The expansion of climate-friendly wind energy use both onshore and offshore can only be successful it the legal and organizational conditions undergo some clear improvements.

태풍으로 인한 강풍 피해 추정을 위한 지상풍 산정 연구(Ⅰ) (Estimation of Surface Wind Speed on the Strong Wind Damage by Typhoon)

  • Damage from typhoon disaster can be mitigated by grasping and dealing with the damage promptly for the regions in typhoon track. What is this work, a technique to analyzed dangerousness of typhoon should be presupposed. This study estimated 10m level wind speed using 700hPa wind by typhoon, referring to GPS dropwindsonde study of Franklin(2003). For 700hPa wind, 30km resolution data of Regional Data Assimilation Prediction System(RDAPS) were used. For roughness length in estimating wind of 10m level, landuse data of USGS are employed. For 10m level wind speed of Typhoon Rusa in 2002, we sampled AWS point of $7.4\sim30km$ distant from typhoon center and compare them with observational data. The results show that the 10m level wind speed is the estimation of maximum wind speed which can appear in surface by typhoon and it cannot be compared with general hourly observational data. Wind load on domestic buildings relies on probability distributions of extreme wind speed. Hence, calculated 10m level wind speed is useful for estimating the damage structure from typhoon.

Numerical characterization of downburst wind field at WindEEE dome

  • Downbursts are acknowledged for being a major loading hazard for horizontally-extending structures like transmission line systems. With these structures being inherently flexible, it is important to characterize the turbulence associated with the wind flow of downburst events being essential to quantify dynamic excitations on structures. Accordingly, the current study numerically characterizes the downburst wind field of open terrain simulated at the Wind Engineering, Energy and Environment (WindEEE) dome testing facility at The University of Western Ontario in Canada through a high-resolution large eddy simulation (LES). The study validates the numerical simulation considering both the mean and the turbulent components of the flow. It then provides a detailed visual description of the flow at WindEEE through the capabilities enabled by LES to identify the key factors affecting the flow. The study also presents the spatial distribution of turbulence intensities and length scales computed from the numerical model and compares them with previous values reported in the literature. The comparison shows the ability of the downburst simulated at WindEEE to reproduce turbulence characteristics similar to those reported from field measurements. The study also indicates that downburst turbulence is well-correlated circumferentially which imposes high correlated loads on horizontally-distributed structures such as transmission lines.

의료기관의 위험도 분석 조사 - 지역공공의료원을 중심으로 (A Study on the Hazard and Risk Analysis of Hospital in Korea - Focused on Local Medical Centers)

  • The purpose of this study is to analyse the hazard risk by examining the magnitude and severity of each type of hazard in order to mitigate and prepare for disasters in medical facilities. Methods: The hazard risk analysis for hazard types was surveyed for team leaders of medical facilities. The questionnaire analyzed data from 27 facilities, which were returned from 41 Local Medical Centers. Results: When looking at the 'Risk' by category type of hazard, the influence of health safety and fire/energy safety comes first, followed by natural disaster, facility safety, and crime safety. On the other hand, as for 'Magnitude', facility safety and crime safety come first, followed by health safety, fire/energy safety, and natural disasters. Most of the top types of disaster judged to have high hazard in medical facilities are health types. The top five priorities of hazard in medical facilities, they are affected by the geographical and industrial conditions of the treatment area. In the case of cities, the hazard was found to be high in the order of infectious disease, patient surge, and wind and flood damage. On the other hand, in rural areas, livestock diseases and infectious diseases showed the highest hazard. In the case of forest areas, the hazard was high in the order of wildfire, fire accident, lightning, tide, earthquake, and landslide, whereas in coastal areas of industrial complexes, the hazard was high due to fire, landslide, water pollution, marine pollution, and chemical spill accident. Implications: Through the research, standards will be established for the design of hospitals with disaster preparedness, and will contribute to the preparation of preemptive measures in terms of maintenance.

Hurricane vulnerability model for mid/high-rise residential buildings

  • Catastrophe models appraise the natural risk of the built-infrastructure simulating the interaction of its exposure and vulnerability with a hazard. Because of unique configurations and reduced number, mid/high-rise buildings present singular challenges to the assessment of their damage vulnerability. This paper presents a novel approach to estimate the vulnerability of mid/high-rise buildings (MHB) which is used in the Florida Public Hurricane Loss Model, a catastrophe model developed for the state of Florida. The MHB vulnerability approach considers the wind pressure hazard exerted over the building's height as well as accompanying rain. The approach assesses separately the damages caused by wind, debris impact, and water intrusion on building models discretized into typical apartment units. Hurricane-induced water intrusion is predicted combining the estimates of impinging rain with breach and pre-existing building defect size estimates. Damage is aggregated apartment-by-apartment and story-by-story, and accounts for vertical water propagation. The approach enables the vulnerability modeling of regular and complex building geometries in the Florida exposure and elsewhere.

  • Damages induced typhoons have been increased and super-typhoons have occurred frequently. In our study, we propose a storm risk assessment technique based on CFD for the industrial structures and equipment located in the coastal regions. Inflow wind speeds are obtained through the information of geography and meteorology in considering regions before pressures of wind-environment and structures corresponding to different winds are calculated with wind speed multiplier and pressure coefficient. The results are applicable to evaluate a warning wind speed or regions vulnerable to debris in a considering region and to examine the safety of structures and their exteriors.

A study of aerodynamic pressures on elevated houses

  • In coastal residential communities, especially along the coastline, flooding is a frequent natural hazard that impacts the area. To reduce the adverse effects of flooding, it is recommended to elevate coastal buildings to a certain safe level. However, post storm damage assessment has revealed severe damages sustained by elevated buildings' components such as roofs, walls, and floors. By elevating a structure and creating air gap underneath the floor, the wind velocity increases and the aerodynamics change. This results in varying wind loading and pressure distribution that are different from their slab on grade counterparts. To fill the current knowledge gap, a large-scale aerodynamic wind testing was conducted at the Wall of Wind experimental facility to evaluate the wind pressure distribution over the surfaces of a low-rise gable roof single-story elevated house. The study considered three different stilt heights. This paper presents the observed changes in local and area averaged peak pressure coefficients for the building surfaces of the studied cases. The aerodynamics of the elevated structures are explained. Comparisons are done with ASCE 7-16 and AS/NZS 1170.2 wind loading standards. For the floor surface, the study suggests a wind pressure zoning and pressure coefficients for each stilt height.

도로표지판 지지구조물의 내풍성능 향상에 관한 연구 (A study on improvement of wind-resistance characteristics of the structure supporting road sign)

  • The structure supporting road sign is a road information facility for ensuring the safe transportation and smooth traffic. But, lots of road information facilities were damaged by the typhoon "Maemi" in 2003. Such damaged facilities should be rehabilitated and could increase economic loss by causing traffic accident. Therefore, in this study, behavior that reduce wind load and improve wind resistance of the structure supporting road sign are studied about wind load beyond design specification by abnormal climate as below. The first is wind load reducing technique such that shear key resist wind load that is not greater than design wind speed but in case that it is over the design wind limit, column member is rotated on the inner steel pipe axis by the brittle failure of shear key. The second is the technique such that fail-safe the overturning of road sign panel by equipment installation in the vertical member. The third is the technique of installing stiffening plate inside the vertical member to relieve stress concentration.
