This paper presents the field measurement results of wind effects on a super-tall building (CITIC Plaza, 391 m high) located in Guangzhou. The field data such as wind speed, wind direction and acceleration responses were simultaneously and continuously recorded from the tall building by a wind and vibration monitoring system during two typhoons. The typhoon-generated wind characteristics including turbulence intensity, gust factor, peak factor, turbulence integral length scale and power spectral density of fluctuating wind speed were presented and discussed. The dynamic characteristics of the tall building were determined based on the field measurements and compared with those calculated from a 3D finite element model of the building. The measured natural frequencies of the two fundamental sway modes of the building were found to be larger than those calculated. The damping ratios of the building were evaluated by the random decrement technique, which demonstrated amplitude-dependent characteristics. The field measured acceleration responses were compared with wind tunnel test results, which were found to be consistent with the model test data. Finally, the serviceability performance of the super-tall building was assessed based on the field measurement results.
A study on factors influencing measurement error of Ground-based LiDAR(Light Detection And Ranging) system was conducted in Kimnyeong wind turbine test site on Jeju Island. Three properties of wind including inclined angle, turbulence intensity and power law exponent were taken into account as factors influencing the measurement error of Ground-based LiDAR. In order to calculate LiDAR measurements error, 2.5-month wind speed data collected from LiDAR (WindCube v2) were compared with concurrent data from the anemometer on a nearby 120m-high meteorological mast. In addition, data filtering was performed and its filtering criteria was based on the findings at previous researches. As a result, at 100m above ground level, absolute LiDAR error rate with absolute inclined angle showed 4.58~13.40% and 0.77 of the coefficients of determination, $R^2$. That with turbulence intensity showed 3.58~23.94% and 0.93 of $R^2$ while that with power law exponent showed 4.71~9.53% and 0.41 of $R^2$. Therefore, it was confirmed that the LiDAR measurement error was highly affected by inclined angle and turbulence intensity, while that did not much depend on power law exponent.

The fluctuating wind induced vibration is one of the most important factors which has been taken into account in the design of long-span bridge due to the low stiffness and low natural frequency. Field measurement characteristics of sustained wind on structure site can provide accurate wind load parameters for wind field simulation and structural wind resistance design. As a suspension bridge with 1490 m main span, the Runyang Suspension Bridge (RSB) has high sensitivity to fluctuating wind. The simultaneous and continuously wind environment field measurement both in mid-span and on tower top is executed from 2005 up to now by the structural health monitoring system installed on this bridge. Based on the recorded data, the wind characteristic parameters, including mean wind speed, wind direction, the turbulence intensity, the gust factors, the turbulence integral length, power spectrum and spatial correlation, are analyzed in detail and the coherence functions of those parameters are evaluated using statistical method in this paper. The results indicate that, the turbulence component of sustain wind is larger than extremely strong winds although its mean wind speed is smaller; the correlation between turbulence parameters is obvious; the power spectrum is special and not accord with the Simiu spectrum and von Karman spectrum. Results obtained in this study can be used to evaluate the long term reliability of the Runyang Suspension Bridge and provide reference values for wind resistant design of other structures in this region.

The only practical way to measure wind resource at high-altitude over 100 m above ground for a feasibility study on a high-rise building integrated wind turbine might be ground-based remote sensing. The remote-sensing campaign was performed at a 145 m-building roof in Jamsil where is a center of metropolitan city Seoul. The campaign aimed uncertainty assessment of Leosphere WindCube LIDAR and Scintec MPAS SODAR through a mutual comparison. Compared with LIDAR, the data availability of SODAR was about 2/3 at 550 m altitude while both showed over 90% under 400 m, and it is shown that the data availability decrease may bring a distortion of statistical analysis. The wind speed measurement of SODAR was fitted to a slope of 0.92 and $R^2$ of 0.90 to the LIDAR measurement. The relative standard deviation of wind speed difference and standard deviation of wind direction difference were evaluated to be 30% and 20 degrees, respectively over the whole measurement heights.

Wind turbine market is showed height growth rate of about 30% for year, and is increasingly growing. Total rate of domestic wind turbine installation is showing share of 0.2% of the global market that is 380MW. However, wind turbine installed in domestic are foreign product more than 90%. Similarly, Datalogger of pretest system for ocean wind turbine plant installation has been leaked huge cost to abroad by mostly abroad company product. In this paper, we proposed pretest weather resource measurement system for efficiency and investment cost cutting of wind turbine construction work. Preset weather resource measurement system is ocean weather resource measurement datalogger based on wireless communication(wifi) that have consist of hardware and software(wind rose) that is able to monitoring as datalogger of wireless bridge and battery state, wind direction, wind speed, temperature, humidity, radiation around weather tower and is able to analysis of measured data.
We have persistently constructed gridded products of surface wind/wind stress over the world ocean using satellite scatterometer (ERS and Qscat). They are available for users as the Japanese Ocean Flux data sets with Use of Remote sensing Observation (J-OFURO) data together with heat flux components. Recently, a new version data of the Qscat/SeaWinds based on improved algorithm for rain flag and high wind-speed range have been delivered, and allowed us to reconstruct gridded product with higher spatial resolution. These products are validated by comparisons with in-situ measurement data by mooring buoys such as TAO/TRITON, NDBC and the Kuroshio Extension Observation (KEO) buoys, together with numerical weather prediction model products such as the NCEP-1 and 2. Results reveal that the new product has almost the same magnitude in mean difference as the previous version of Qscat product and much smaller than the NCEP-1 and 2. On the other hand, it is slightly larger root-mean-square (RMS) difference than the previous one and NCEPs for the comparison using the KEO buoy data. This may be due to the deficit of high wind speed data in the buoy measurement. The high resolution product, together with sea surface temperature (SST) one, is used to examine a new type of relationship between the lower atmosphere and upper ocean in the Kuroshio Extension region.
Test facilities for the wind turbine performance monitoring and mechanical load measurements are installed in Vestas 100 kW wind turbine in Wollyong test site, Jeju island. The monitoring system consists of Garrad-Hassan T-MON system, telemetry system for blade load measurement, various sensors such as anemometer, wind vane, strain gauge, power meter, and etc. The experimental procedure for the measurement of wind turbine loads, such as edgewise(lead-lag) bending moment, flapwise bending moment, and tower base bending moment, has been established. Strain gauges are on-site calibrated against load cell prior to monitoring the wind turbine loads. Using the established monitoring system, the wind turbine is remotely monitored. From the measured load data, the load analysis has been performed to obtain the load power spectral density and the fatigue load spectra of the wind turbine.
This paper presents the analysis of wind speeds data measured on top of three neighboring high-rise buildings close to a beach in Xiamen city, China, during Typhoon "Usagi" 2013. Wind tunnel simulation was carried out to validate the field measurement results. Turbulence intensity, turbulence integral scale, power spectrum and cross correlation of recorded wind speed were studied in details. The low frequency trend component of the typhoon speed was also discussed. The field measurement results show turbulence intensity has strong dependence to the wind speed, upwind terrain and even the relative location to the Typhoon center. The low frequency fluctuation could severely affect the characteristics of wind. Cross correlation of the measured wind speeds on different buildings also showed some dependence on the upwind terrain roughness. After typhoon made landfall, the spatial correlation of wind speeds became weak with the coherence attenuating quickly in frequency domain.
The measurement method of natural wind to understand the characteristics of the natural wind along the railway lines in Korea has been investigated to be used in the assessment of the risk of train overturn. The weather information service provided by Korea Meteorological Administration has been employed to outline the broad characteristic of natural wind in Korea. Anemometers using CDMA telecommunication for data transfer have been installed near the railway lines to measure velocities and directions of natural wind and the data processing method has been studied using the measured data.
The joint distribution of wind speed and wind direction at a bridge site is vital to the estimation of the basic wind speed, and hence to the wind-induced vibration analysis of long-span bridges. Instead of the conventional way relying on the weather stations, this study proposed an alternate approach to obtain the original records of wind speed and the corresponding directions based on field measurement supported by the Structural Health Monitoring System (SHMS). Specifically, SHMS of Sutong Cable-stayed Bridge (SCB) is utilized to study the basic wind speed with directional information. Four anemometers are installed in the SHMS of SCB: upstream and downstream of the main deck center, top of the north and south tower respectively. Using the recorded wind data from SHMS, the joint distribution of wind speed and direction is investigated based on statistical methods, and then the basic wind speeds in 10-year and 100-year recurrence intervals at these four key positions are calculated. Analytical results verify the reliability of the recorded wind data from SHMS, and indicate that the joint probability model for the extreme wind speed at SCB site fits well with the Weibull model. It is shown that the calculated basic wind speed is reduced by considering the influence of wind direction. Compared to the design basic wind speed in the Specification of China, basic wind speed considering the influence of direction or not is much smaller, indicating a high safety coefficient in the design of SCB. The results obtained in this study can provide not only references for further wind-resistance research of SCB, but also improve the understanding of the safety coefficient for wind-resistance design of other engineering structures in the similar area.
