후기산업사회 지역복지정책의 발달원인에 관한 이론적 고찰 (A Framework for the Comparative Study of Local Social Policy in the Post-Industrial Era)

  • 최근 지역복지정책의 발달원인을 규명하기 위한 비교사회정책 연구들이 국 내외적으로 크게 증가하고 있다. 대부분 실증분석에 기초한 이 연구들은 방법론적 측면에서는 더욱 정교해지고 있지만, 이론적으로는 전통적인 거시 복지국가 발달이론의 틀을 그대로 적용하고 있는 상황이다. 그러나 초기산업사회라는 특정 상황을 바탕으로 발전한 복지국가 발달이론들로는 후기산업사회에서 이슈가 되고 있는 지역복지정책의 발달을 이해하는 데 한계가 있을 수 있다. 이러한 시각에서 본 연구는 지역복지정책 비교연구들이 무비판적으로 수용해온 대표적인 복지국가 발달이론들, 즉 산업화이론, 권력자원이론, 그리고 국가중심이론의 적용한계점을 논의한다. 그리고 그에 대한 대안으로서 신사회위험론, 신공공관리론 그리고 정부간 관계론의 이론적 유용성을 검토한다. 최종적으로, 지역복지정책 발달의 비교분석을 위한 새로운 이론적 틀을 제시한다.

저소득층 아동·청소년 교육복지정책 발전방안 (Development Plan of the Education Welfare Policy for Children and Adolescents of Low Income Group)

  • 저소득층 아동 소년을 위한 대표적인 교육복지정책인 교육복지우선지원사업, 드림스타트, 방과후학교 등 세 가지 교육복지정책의 운영현황을 분석하여 보다 내실 있고 효율적인 교육복지정책 수립을 위한 발전방안을 제시하는 것을 목적으로 한다. 이를 위해 선행연구를 검토하는 문헌고찰 방법을 사용하였다. 각 사업의 문제점을 도출하고 이를 통합적으로 분석한 결과를 토대로 저소득층 아동 청소년 교육복지정책에 대해 다음과 같은 발전방안을 제시하였다. 첫째 각 부처에서 분절적으로 시행하고 있는 사업을 총괄할 통합시스템이 구축되어야 한다. 둘째, 담당인력의 전문성 향상과 민간 인력의 고용안정성을 높이기 위한 제도가 마련되어야 한다. 셋째, 각 기관과 전문가 간 연계와 협의를 통해 교육복지에 대한 인식을 고양해야 한다. 넷째, 새로운 서비스 모형을 개발해야 한다.

빈곤 레짐에 관한 비교연구 - 유럽연합 회원국과 한국을 중심으로 - (A Comparative Analysis of Poverty Regimes)

  • 이 논문에서는 '빈곤 레짐'이라는 개념을 발견적 지도법(heuristic)으로 삼아 한국의 대표적인 공공부조제도인 국민기초생활보장제도를 유럽연합 회원국의 공공부조제도와 비교 분석함으로써, 국가 간 비교의 관점에서 국민기초생활보장제도의 위상을 정확하게 파악하고 그 성격을 규명하고자 한다. 따라서 이 논문은 다음과 같은 세부 목표를 갖는다. 첫째, 공공부조 제도에서도 이념별로 국가 간 군집성을 갖는가? 둘째, 한국의 공공부조제도는 선진국의 제도와 비교할 경우 어떠한 위상을 갖는가? 셋째, 이러한 위상을 갖게 된 원인은 무엇인가? 이러한 세 가지 질문에 답하기 위하여, 제2장에서는 에스핑 안데르센(G. Esping-Andersen, 1990)의 복지국가 레짐(welfare-state regimes)과 세인스부리와 모리셍(D. Sainsbury and A. Morissens, 2002)의 빈곤 레짐(poverty regime)에 관한 논의를 살펴본다. 이어 제3장에서는 연구대상 국가인 11개국의 빈곤과 소득분배 현황을 분석하고, 이 논문의 본문에 해당하는 제4장에서는 이 논문에서 설정한 공공부조 비교의 기준 틀을 통해서 연구대상 국가인 11개국의 공공부조제도를 분석하고자 한다. 그 결과는 다음과 같다. 첫째, 공공부조 프로그램의 충실도에 관한 편차를 국가별로 비교 분석한 결과, 에스핑 안데르센(1990)의 복지국가 레짐(welfare-state regimes)과 같은 이념에 따른 군집성을 발견할 수 없었다. 둘째, 공공부조 프로그램의 충실도 편차에 따른 빈곤레짐을 결정하는 요인으로서는 공공부조 지출 자체보다는 전반적인 사회보장제도 복지수준으로 밝혀졌다. 셋째, 한국의 공공부조제도는 '프로그램의 구성요소 수준'과 '공공부조 지출 수준'에서 유럽의 선진 복지국가와 현격한 차이가 있음을 발견할 수 있었다.

A Study on the Development of Life Sports outdoor For Community Welfare

  • Sport activities of the local residents are admitted as a positive and awarding welfare. This study reviews the current status of and the way to activate life sport program on the policy level that would bring a number of effects. By reviewing related-literature review, this study presents theoretical and practical foundation regarding on the necessity for the local social welfare, organization operation, facilities, participation, leadership, and program management. Finally, the authors suggest policies for life sport development on local level below. First, in order to the function of sport for all in social welfare system, it is needed to pursue institutional changes to secure diversity in the age group which participates in sports for all. Second, connectivity in public sports facilities should be fortified. The government should develop sports program in conjunction with public sports facilities built for the interest of community members. Third, club advisors should be educated with well organized-manual and reeducated to rebuild their capacity to develop the programs and manage them if necessary. In the similar view, the policy which can check the advisor's field experience and ability should be prepared. Fourth, for economic sustainability, a profit generating project developing a target marketing strategy is required.

  • This paper examines the changes $(1982{\sim}1992)$ of social welfare expenditures of 12 welfare states. This paper focuses on two questions. First, to what extent have there been changes in social welfare expenditure (total social welfare expenditures, income support expenditures, social service expenditures) of 12 welfare states? Second, what are the causes of the changes in social welfare expenditures? Using Comparative Welfare States Data Set by Stephens(1997) and Social Expenditure Database by OECD (1999), this paper attempts to answer two questions. Fuller-Battese model, a data analysis method in pooled cross-sectional time-series analysis, is adopted to identify variables predicting social welfare expenditure changes. This paper analyzes the predictors separately according to the types of welfare states by Esping-Andersen (1990). Predictors are different by the types of welfare states; thus, economic variables such as GDP and financial deficiency have effects on social welfare expenditures of Liberal and Corporatist welfare states. while they have no effects in Social Democratic welfare states. Political variables has effects on social welfare expenditures of Corporatist welfare states, not of Liberal and Social Democratic welfare states. Demographic variables has effects on social welfare expenditures of Social Democratic welfare states rather than Liberal and Corporatist welfare states. This paper provides an additional knowledge about social welfare expenditure changes of 12 welfare states and discusses implications for the development of welfare state in Korea.

Analysis of the potential bamboo forest as an effort towards local wisdom-based ecotourism in sustainable spring conservation

  • Background: Bamboo forests provides benefits for nature and the welfare of the people of Turen in Malang Regency and Sumbermujur in Lumajang Regency. They interact with the forest to live through the development of forest potential based on local wisdom. This is believed to prevent various adverse impacts on the forest. Local wisdom is related to beliefs or/and taboos, ethics and rules, techniques and technology, as well as forest/ land management traditions carried out by the community in building, managing forests, and Turen springs in Malang Regency and Sumbermujur in Lumajang Regency. Therefore, it is important to study the potential of bamboo forests in Turen and Sumbermujur for ecotourism, the development of bamboo forest ecotourism in Turen and Sumbermujur based on local wisdom, and the potential of bamboo forests in Turen and Sumbermujur in sustainable spring conservation. Results: Bamboo forest ecotourism has become an attractive tourist attraction. It is also beneficial for environmental conservation and the welfare of the surrounding community. The potential of bamboo forests in ecotourism development consists of various types of old bamboo that are fertile which offer environmentally friendly tourism activities by prioritizing aspects of nature conservation and socio-cultural empowerment of the local community. This cannot be separated from the belief that bamboo has supernatural powers (as a protector), so they do not dare to take or damage the existing bamboo. This behavior has a positive impact on springs that are still sustainable. Conclusions: Therefore, the charm of the bamboo forest is a potential that can be developed through ecotourism based on local wisdom. The development of bamboo forest ecotourism based on local wisdom is able to meet the living needs of the surrounding community.

닫힌 공동체로부터 열린 공동체로 -연복지의 쇠퇴와 그 대안의 모색- (From Closed Community to Open Community -Weakening of Relation-Based Welfare and Searching for Alternatives-)

  • 1960년대의 개발 연대 이후 1990년대 중반까지 우리나라의 복지체제는 개발국가형 복지체제로 특징지을 수 있는데, 연복지를 비롯한 숨겨진 복지국가의 영역은 그것을 구성하는 핵심적 요소의 하나였다. 그러나 한국의 개발국가형 복지체제는 1990년대 중반 이후 대내외적인 변화 상황에서 더 이상 순조롭게 작동하지 못하고 해체되었다. 본 연구는 개발국가형 복지체제의 해체를 연복지의 쇠퇴에 초점을 두고 살펴보았다. 분석결과에 따르면, 지난 20년간 가족 간 이전소득과 공적 이전소득은 각각의 소득이 경상소득 중 차지하는 비중에 있어서, 또한 빈곤을 완화하는데 기여하는 정도에 있어서 상당히 변화하였음을 확인할 수 있다. 즉, 국가복지는 지난 20년 동안 성장한 반면, 연복지는 지난 20년간 쇠퇴한 것이다. 한국 복지체제의 변화를 위해서는 국가복지의 확대와 그에 기초한 재분배라는 생활조직화 방식의 강화가 필요하지만, 동시에 열린 공동체와 그에 기초한 호혜라는 생활조직화 방식의 발전 또한 필수적이다. 그러나 호혜의 발전가능성은 개발국가형 복지체제에서 중요한 역할을 수행했던 연복지를 복원하는 방식을 통해서는 불가능하다. 본 연구는 세 가지의 원리에 기초하여 작동하는 사회적 경제, 혹은 제 3섹터의 발전이 열린 공동체에 기초한 호혜를 발전시키는데 필요하다고 보며, 협동조합이 그와 관련하여 중요한 대안이 될 수 있음에 주목한다.

The Distribution of Tax Collectability, Quality of Tax Services Efforts to Tax Coverage Ratio

  • Purpose: To know the existence of tax services, it is seen as a redistribution of income to ensure the implementation of national development and social welfare carried out by the state to the community and determine the effect of the quality of tax services, tax audits and tax collection against either simultaneously or partially against the tax ratio in the area of the Primary Tax Service Office of West Makassar. Research Design Data and Methodology: The tax revenue rate is too low based on the Revenue Statistics in Asian and Pacific report, released by the OECD at the end of July 2017. Tax revenue growth is also difficult to increase because of typical inelastic tax revenues. Consequently, tax growth cannot exceed GDP growth. The government boosted the tax ratio by minimizing tax payment irregularities and optimizing tax data utilization as well as distribution income for national social welfare. Transforming all sectors in the real economy so that it is affordable to tax, diversification of taxation is directed towards new sources of economic growth. The data analysis method used is multiple linear regression. Results: The results showed that the quality of tax services and tax audits were dominant in determining tax ratios, whereas Tax collection offers a significant but lower value.Conclusion: The existence of tax services, it is seen as a redistribution of income to ensure the implementation of national development and social welfare carried out by the state to the community.Quality and service in taxation services to create and maintain trust and cooperation relationships between tax officials and taxpayers.

성 주류화의 관점에서 본 저소득 실업자에 대한 분석과 자활사업 정착을 위한 정책 제안 (An Analysis on the Low- income Unemployed and a Policy Development for the Self-supporting Program on Gender-mainstreaming Perspective)

  • In the last two decades, the welfare states have undergone the changes of restructuring towards two ways. One is a restructuring of workfare and the other is a restructuring of the gender model of welfare state. In Korea, the workfare is reflecting on the DJ Welfarism 'Productive Welfare', but the gender model has a little effect on the public policies. By the way, It is imported that has the gender perspective in approaching the self-supporting program in the public assistance representing of the DJ Welfarism. Because almost 60% of the beneficiaries of the program are women. The Gender-mainstreaming strategy criticizes for the laws, the public policies, the public programs that considered gender-neutral or gender-blinded, and then complete the equality between women and men through the modification or development of those. The approach of Gender-mainstreaming is very important strategy for not only women who are self-reliance recipient but also successful settlement of self-supporting program. Nowadays that program is not execute yet. Then we hardly have information about recipients and the results that expected from that. At this point of gender-mainstreaming, this report suggest the strategy to development and settlement of the self-supporting program in the basics of analysis for the low-income unemployed and the government policy response to unemployment. For the gender models of the self-supporting program, the most important thing is throwing the male breadwinner model and adoption the dural-earner model (the gender model) about that program. Then we must produce gender-statistics data, develop programs for public work, job replacement, job training, evaluating system, etc. with gender perspective.

장기적 관점에서 본 사회변화와 사회보험의 과제 (Long-Term Perspectives on Social Changes and Issues in Social Insurance)

  • This paper investigates the long-term social changes and the emerging issues in social insurance that such changes will entail, It does not attempt to resolve the conflict between neo-liberal reforms and neo-corporalist reforms. Nor does it confine itself to proposing the options to secure the financial stability of social insurance schemes. The aim of this paper lies in anticipating various problems that result from social development, analyzing the impacts of these problems on social insurance schemes, and delineating the solutions to these problems. This paper is comprised of three parts. First, it describes the expected long-term changes in society and the ensuing problems. Second, it asks whether these problems can be solved with increased public expenditures. For this purpose, an analysis of the trend in the expenditures by welfare states is attempted. Third, it summarizes the issues in social insurance and presents the possible solutions to the problems. In the chapter that deals with social changes and social problems, various aspects are reviewed, including the globalization process, the development of It industries, the uncertainty in the classification of incomes, the widening gap in earnings due to the bio-economy, and the relation between social insurance schemes and the tax system. It is concluded that there are limits to the role that increased public expenditures can play to solve the social problems. This paper argues for a structural change in the social insurance system. In every social insurance scheme, the state should foe-us its effect on the provision of basic protection against social risks for the whole population. At the same time, the state should improve the financial stability of the scheme and avoid large-scale deficits.
