This study was conducted in order to assess the effect of variables influencing Korean baby-boomers' welfare consciousness. For this purpose, data from the $8^{th}$ supplementary survey of the Korea Welfare Panel in 2013 were analyzed. The subjects of analysis were 2,035 people who were born between 1955 and 1965 whose welfare panel data did not have missing values for the variables of the research model. According to the results of analysis, first, when the descriptive statistics of the major variables were analyzed, those showing a relatively high mean score among the sub-factors of the baby-boomers' welfare consciousness were 'expansion of expenditure for public assistance' (mean 3.65, SD .557), 'expansion of expenditure for social insurance' (mean 3.53, SD .646), and 'expansion of expenditure for social services' (mean 3.26, SD .424). The mean score of the baby-boomers' overall welfare consciousness was relatively high as 3.45 (SD .428), advocating the expansion of welfare expenditure. Second, the independent variables influencing the baby-boomers' welfare consciousness was found to have explanatory power of 12.9%. In the results of regression analysis, variables found to have a significant effect were gender (B=.100, t=2.573, p<.01), personal responsibility for poverty (B=-.151, t=-3.635, p<.01), social responsibility for poverty (B=.149, t=3.437, p<.001), and recipient's laziness (B=.251, t=6.578, p<.001). Based on these results were discussed major relevant policies.
Science & Technology(S&T) personnel have been Playing a major role to develop our country since S&T is the most important factor in enhancing national competitiveness in the 21st century, As S&T activities are done by S&T personnel, it is essential to improve the welfare of S&T personnel in order to increase the performance of S&T activities. We should motivate them to pour their efforts and energy in S&T activities. However, the issue of S&T personnel's welfare has not been discussed sufficiently not only in academic research, but also in actual S&T policies. It has caused many social problems, for example, avoidance of S&T areas by young generation, low social recognition of S&T community, and so on. Under this background, this paper aims at investigating how to effectively improve S&T personnel's welfare. In this paper, we will suggest the 'Comprehensive Welfare Town for S&T personnel' as an effective instrument for improving of S&T personnel's welfare. In particular, we will discuss the detailed aspects of the comprehensive welfare town : objectives, strategies and budgets.
The purpose of this study was to empirically test whether occupational welfare in Korea would have grown since the mid 1990s. The result of this study showed that after the IMF fiscal crisis, the policies of labor flexibility in labor market initiated flexible forms of employer-provided benefits, including cafeteria plan or profit-based funds, which finally led to a decline of occupational welfare rather than a growth. Existing studies haven't agreed on trade-off of statutory and voluntary social provisions since the crisis of welfare state. However, based on the case of Korea, this study suggested archetypal development of welfare system experiencing a decline of occupational welfare paralleled with a growth of state welfare provision.

Among the personal characteristics of male elderly in Honam, annual income, age, and physical health were found to be the influencing factors, and caring services were found to be the influencing factors of social welfare services. Background: Infection prevention and control (IPC) to manage healthcare-associated infection (HCAI) has emerged as one of the most significant public health issues in Korea. The purpose of this study is to draw implications in IPC policies by analyzing the context, process, and major actors in policy development and comparatively analyzing IPC policy contents of Korea with three other countries. Additionally, IPC policies were analyzed in the context of coronavirus disease 2019 (COVID-19) to provide implications for future pandemics and HCAI events. Methods: This study incorporates a qualitative approach based on document and content analysis, applying codes and thematic categorization. IPC policy contents are comparatively analyzed by adopting the concept model, developed by the World Health Organization, which consists of core components of IPC structure at the national and facility level. Results: National IPC policies were developed within a complex social and political context, through the involvement of various stakeholders. IPC policies in Korea place a high emphasis on establishing IPC programs and built environments in healthcare facilities, whereas there were potentials for improvement in policies involving patients and promoting a safety culture. IPC policies, which currently focus on general hospitals and certain functions of hospitals, should further be expanded to target all healthcare facilities and functions, to ensure more efficient and sustainable IPC responses in the current and future disease outbreaks. Conclusion: IPC is a complex policy arena and lessons learned from the analysis of existing policies in the context of COVID-19 should provide valuable strategic implications for future policies.

In this study there was the analysis of government incentives and resident support of public crematoriums, typically identified in Korea as a locally unwanted land use (LULUs), in the metropolitan area. The study looked at what government programs would be potential incentives for allowing the crematoriums to exist in metropolitan communities. Such programs were diverse, with projects focused on: enhancing resident welfare, increasing resident income, funeral facilities and management consignment, community oriented programs, education, funding, and others. Among them, it was found that residents were most in support of programs for enhancing resident welfare and increasing income among residents. In order to resolve the complexities of community support for LULUs and government incentives to shift public perception of cremation, three main policies are proposed. First, it would be necessary to compliment additional project support policies which provide medical services, resident prefered projects, and improvement of substandard housing. Second, it would be important to establish ordinances concretely identifying residential support projects based on community needs assessment. Lastly, it would be of the government's best interest to build policies for resident supported projects that reflect local conditions and the residents' demands for allowing non-preferred facilities to be built, and then to analyze the economic feasibility of these demands.
This paper examines the effects of intellectual property protection policies on upstream firms' R&D investments in order to derive policy implications in relation to the fostering of the intermediate goods industry. To that end, the dependence on import of intermediate goods and the degree of protection of intellectual property rights are introduced into the model to analyze the effects of R&D investments on the dependence on imports and the effects of intellectual property rights protection policies on the level of R&D investments in order and the social welfare effects are also checked. The policy implications derived in this paper, which used an oligopolistic market model with a vertical specialization structure, are as follows. As R&D investments expand, upstream firm begins to have price competitiveness, the dependence on import of intermediate goods by downstream firm decreases, and social welfare increases. That is, in order to strengthen the independence of the intermediate goods industry, R&D investments by upstream firm should be expanded, and to promote this, the government should strengthen the protection of intellectual property rights.

Since 2006, the Korean government has introduced a series of policies to create social service related jobs. Facing the new social risk of Jobless Growth, the newly launched Moon Jae-In administration had no choice but to include job creation in the social service sector as one of the 100 National Tasks for the next five years. The primary purpose of this study is to provide based on the last 10 years' experience a critical analysis of the new government's social service job creation policies. It has been proven that containing budget growth and creating jobs are not compatible goals. The government's control over social service prices has been persistent for the last 10 years serving the purpose of containing social service budget. The author argues that low quality jobs and depressed social service market are the results of such policy. The current problems created by the past policies and a number of new problems that the new government's plan to establish so-called Social Service Corporation might create are discussed, and a set of policy tasks including a social insurance for social services are suggested as alternative solutions for the old and new problems.
