  • This study is looking to do a new model which overcomes emotional isolation phenomenons of aged people through using an advanced technology in our community approaching an aging society. Senior welfare has been oriented to economically, medically supported welfare model so far. An ageing society going on, even if the scale of welfare cost is bigger and bigger, the level of satisfaction has been decreasing. This is the fact that the expansion of economical support for the aged in emotional alienation is not only a solution for them suffering from emotional isolation phenomenons, which requires a new model for senior welfare. Above all, because the senior welfare oriented to economically, medically supported welfare model can not be continued any more, a new model is required to be sustainable in national finance. This study has a purpose that recovers emotional life of the aged, improves their quality of life, and offers emotional welfare model to be sustainable economically.

The Exploration of Model and Application for Family Life Welfare Service in Korea (가정복지서비스의 모형과 실천방안에 관한 탐색연구)

  • The purpose of this study is to explore the model and application for family life welfare service in Korea. In order to explore the characteristics of family life welfare service, the object, the extent and approach for family life welfare service is examined. The model for family life welfare service is constructed on the base of definition for family life welfare-subsistence of family life, personal formation and development, the creation of community culture-, family life cycle and demand for family life welfare service. Lastly, the contents and politic supports for family life welfare service are examined.

The Tax Structure of Welfare States - Recommendations for Universal Welfare States - (복지국가의 조세체계와 함의 - 보편적 복지국가 친화적인 조세구조는 있는 것일까 -)

  • The current study analyzed the tax structure in the welfare states. The appropriate tax structure of universal welfare state should be based on expanding all taxes, rather than choosing between direct and indirect, progressive and regressive, or mobile and immobile tax. The revenue for the universal welfare payment should be raised by levying tax on all people provided that the welfare payment is made available to all people. The analysis led to classification of tax structure into the high tax European model and the low tax English and East Asian model. The high tax European model was further classified into the balance tax model and the high social security model. The low tax English and East Asian model was classified into the low social security model and the high property tax model. Based on the results, the study maintained that the universal welfare states need not only to expand welfare resources but to develop tax system that corresponds to the universal welfare system.

  • This study analysed the needs of the elderly in computer education, their preference and demands for computer education to enhance the quality of information welfare for the elderly, and presented a computer education model for higher quality information welfare for the elderly to maximize the effect of computer education. For this study, variables were selected from previous studies and by the researcher to present a computer education model for the elderly.

THE END OF THE SCANDINAVIAN MODEL? WELFARE REFORM IN THE NORDIC COUNTRIES

  • The Scandinavian cluster of welfare societies has for many years been considered a realisation of Richard Titmuss' institutional redistributive model of social policy. Recent reforms have, however challenged this assumption. The paper sets out to evaluate whether recent major changes in welfare provision are merely modifying the model or whether the Scandianian states are converging towards some kind of European social model. It is concluded that besides very many first order changes, such as reducing benefits, an number of second and third order changes have occurred; i.e. the institutional setting and the objective of the welfare states have changed during the 1990s. The Scandinavian welfare states are still distinct, but less so than a decade or two ago. The new elements are features usually associated with welfare models at play within the European Union. It is, hence, concluded that welfare in Scandinavia is undergoing a process of Europeanisation.

  • This paper examines the changes $(1982{\sim}1992)$ of social welfare expenditures of 12 welfare states. This paper focuses on two questions. First, to what extent have there been changes in social welfare expenditure (total social welfare expenditures, income support expenditures, social service expenditures) of 12 welfare states? Second, what are the causes of the changes in social welfare expenditures? Using Comparative Welfare States Data Set by Stephens(1997) and Social Expenditure Database by OECD (1999), this paper attempts to answer two questions. Fuller-Battese model, a data analysis method in pooled cross-sectional time-series analysis, is adopted to identify variables predicting social welfare expenditure changes. This paper analyzes the predictors separately according to the types of welfare states by Esping-Andersen (1990). Predictors are different by the types of welfare states; thus, economic variables such as GDP and financial deficiency have effects on social welfare expenditures of Liberal and Corporatist welfare states. while they have no effects in Social Democratic welfare states. Political variables has effects on social welfare expenditures of Corporatist welfare states, not of Liberal and Social Democratic welfare states. Demographic variables has effects on social welfare expenditures of Social Democratic welfare states rather than Liberal and Corporatist welfare states. This paper provides an additional knowledge about social welfare expenditure changes of 12 welfare states and discusses implications for the development of welfare state in Korea.

  • The purpose of this study is to examine the socal policy of the Yoon Seok-Yeol government from the perspective of both policy and theory. Theoretically, the analysis reveals that the Yoon government attempts to build and implement a welfare system model that was distinctly different from the previous Moon government. The newly elected government adopted a welfare model known as 'welfare for the vulnerable.' This model inherits the welfare ideology of the conservative parties in Korea, which is the self-reliance welfare. The Yoon government continues to expand welfare and family support, which were promoted by the Moon government. However, in most other areas, the Yoon government pursues different policies than the previous government. In terms of policy, this study demonstrates that the social security policies of the Yoon government is insufficient to solve the welfare blind spot problem that is widespread in the Korean welfare system. Among the Yoon government's policies, there are only a few policies that can eliminate welfare blind spots, such as improving social assistance systems, introducing parental allowance, and promoting sickness allowances.

  • The purpose of this study is to explore the model for the family welfare service delivery system in Korea. In order to provide more effective and efficient delivery system it is necessary to evaluate the existng family welfare delivery system. By the review of literature family welfare delivery system is fragmentary and inconsistent. Then the role of informal voluntary public and commercial sector in the delivery system is examined Lastly the models for family welfare service delivery system are proposed. Major suggestions are as follows: 1, It is necessary to reform the family welfare service delivery system for considering the integration of the family life. 2. Family welfare worker ought to coordinate the service to meet the complex needs of individuals and the family 3. The intersector collaborative model for family welfare service delivery system in proposed.

A Quantitative Trade Model with Unemployment

  • I employ search-and-matching to a multi-country and multi-sector Ricardian model with input-output linkages, trade in intermediate goods, and sectoral heterogeneity, in order to quantify the welfare effects from tariff changes. The paper shows that labor market frictions can be a source of comparative advantage in the sense that better labor market conditions contribute to lower cost in production. Labor market frictions play a critical role in determining the probability of exporting goods to trading partners, and interact with bilateral trade share, price, expenditures, etc. Unemployment and changes in unemployment rates due to tariff reductions contribute welfare changes across countries, implying that welfare effects based on quantitative trade models with full-employment are likely to be biased. I confirm the biased welfare effects by revisiting Caliendo and Parro (2015), who conduct an analysis of the welfare effects from the NAFTA from 1993 to 2005. I show that the welfare gap between theirs and mine has a positive correlation with changes in observed unemployment rates across countries. With the constructed model, I further conduct counterfactual exercises by asking what would happen if China's tariffs remain unchanged from 2006 to 2015. It turns out that there are mild welfare effects to trading partners in the world trading system.

An Application of Ecological Family Welfare Model on Stress Coping Strategy and Psychological Wellbeing (생태학적 가정복지 모형의 적용으로 스트레스 대처전략과 심리적 복지 분석)

  • The purpose of this study was to investigate university freshmen' stress coping strategy and psychological wellbeing to appling ecological family life welfare model. Based on Bronfenbrenner's ecological perspective, “ecological family welfare model”, which includes person(individual attributes), context(family backgrounds), process(mechanism of development), and time (the specific period), was suggested as a new research paradigm for family welfare life research. The questionnaire study was done for 171 freshmen of an university in Pusan. The results show the suggested research model was significant and effective to explain the mechanism of stress coping strategy and psychological wellbeing. Individual attributes(i. e., attachment style) and family context have an impact on family cohesion and adaptability which in turn affect stress coping strategies which then affect individual psychological wellbeing.
