In recent years, hazardous flash flooding has caused deaths and damage to infrastructure in Saudi Arabia. In this paper, our aim is to assess patterns and trends in climate means and extremes affecting flash flood hazards and water resources in Saudi Arabia for the purpose to improve risk assessment for forecast capacity. We would like to examine temperature, precipitation climatology and trend magnitudes at surface stations in Saudi Arabia. Based on the assessment climate patterns maps and trends are accurately used to identify synoptic situations and tele-connections associated with flash flood risk. We also study local and regional changes in hydro-meteorological extremes over recent decades through new applications of statistical methods to weather station data and remote sensing based precipitation products; and develop remote sensing based high-resolution precipitation products that can aid to develop flash flood guidance system for the flood-prone areas. A dataset of extreme events has been developed using the multi-decadal station data, the statistical analysis has been performed to identify tele-connection indices, pressure and sea surface temperature patterns most predictive to heavy rainfall. It has been combined with time trends in extreme value occurrence to improve the potential for predicting and rapidly detecting storms. A methodology and algorithms has been developed for providing a well-calibrated precipitation product that can be used in the early warning systems for elevated risk of floods.

Harmful algal blooms (HAB) caused by the dominant species Cochlodinium polykrikoides (C. polykrikoides) appear in the South Sea of Korea and are particularly present in summer and fall seasons. Environmental factors such as water temperature, weather conditions (air temperature, cloud cover, sunshine, precipitation and wind) influence on the initiation and subsequent development of HAB. The purpose of this research was to study spatial and temporal variations of HAB in the Yeosu area using environmental (oceanic and meteorological) and satellite data. Chlorophyll-a concentrations were calculated using Sea-viewing Wide Field-of-view Sensor (SeaWiFS) images by an Ocean Chlorophyll 4 (OC4) algorithm, and HAB were estimated using the Red tide index Chlorophyll Algorithm (RCA). We also used the surface velocity of sequential satellite images applying the Maximum Cross Correlation method to detect chlorophyll-a movement. The results showed that the water temperature during HAB occurrences in August 2002-2008 was $19.4-30.2^{\circ}C$. In terms of the frequency of the mean of cell density of C. polykrikoides, the cell density of the HAB found at low (<300 cells/ml), medium (300-1000 cells/ml), and high (>1000 cells/ml) levels were 27.01%, 37.44%, and 35.55%, respectively. Meteorological data for 2002-2008 showed that the mean air temperature, precipitation, wind speed and direction, and sunshine duration were $22.39^{\circ}C$, 6.54 mm/day, 3.98 m/s (southwesterly), and 1-11.7 h, respectively. Our results suggest that HAB events in the Yeosu area can be triggered and extended by heavy precipitation and massive movement of HAB from the East China Sea. Satellite images data from July to October 2002-2006 showed that the OC4 algorithm generally estimated high chlorophyll-a concentration ($2-20\;mg/m^3$) throughout the coastal area, whereas the RCA estimated concentrations at $2-10\;mg/m^3$. The surface velocity of chlorophyll-a movement from sequential satellite images revealed the same patterns in the direction of the Tsushima Warm Current.

In this study, we compared the Precipitable Water Vapor (PWV) data derived from the radiosonde observation at Sokcho observatory and the PWV data at Sokcho Global Navigation Satellite System (GNSS) observatory provided by Korea Astronomy and Space Science Institute, for the summer of 2007~2014, and analyzed the radiosonde diurnal and rainfall-dependent bias according to radiosonde sensor types. In the scatter diagram of the daytime and nighttime radiosonde PWV data and GNSS PWV data, dry bias was found in the daytime radiosonde observation as known in the previous study and dry bias of RSG-20A sensor was larger than other sensors. Overall, the tendency that the wet bias of the radiosonde PWV increased as GNSS PWV decreased and the dry bias of the radiosonde PWV increased as GNSS PWV increased. The quantitative analysis of the bias and error of the radiosonde PWV data showed that the mean bias decreased in the nighttime except for 2007, 2008 summer. In comparison for summer according to the presence or absence of rainfall, RS92-SGP sensor showed the highest quality.

SAR(Synthetic Aperture Radar) uses electromagnetic signals to acquire ground information and has been used for wide coverage reconnaissance missions regardless of weather conditions. However SAR is known to be vulnerable to interference signals by other communication devices or radar instruments and may suffer from undesirable performance degradations and image quality. In this paper, a modified Eigen-subspace based filter is proposed that can be easily applied to SAR images affected by interference signals. The method of constructing Eigen-subspace based filter is briefly described and various simulations are performed to show the performance of the interference mitigation process. The suppression filter is applied to a ALOS PALSAR raw data affected by interfering signals in order to verify its superiority over the Notch filter.

Meteorological mechanisms in association with long-range transport of Asian dust in April 2001 have been investigated using weather maps, satellite images, TOMS and surface $PM_{10}$ data, backward trajectories, plus modeling output results (geopotential heights, horizontal wind vectors, potential temperatures, and streamlines). The results indicated that long -range transport of Asian dust to the west coast of North America was associated with strong westerlies between the Aleutian low and the Pacific high acting as a conveyor belt. Accelerating westerly flows due to cyclogenesis at the source regions over East Asia transported pollution from the continent to the central Pacific. When the system reached the Aleutian Islands, the intensity of troughs and the westerlies were amplified in the North Pacific. Thereafter the winds between the Aleutian Islands and the Pacific Ocean were more intensified from the air flow transport of the conveyor belt. Consequently, the strong wind in the conveyor belt enhanced the dust transport from the Pacific Ocean to the west coast of North America. This was evidenced by $PM_{10}$ concentration (maximum of about $100{\mu}g\;m^{-3}$) observed In California. Further evidence of the dust transport was found through the observation of satellite images, the distribution of TOMS aerosol index, and the analyses of streamlines and backward trajectories.

The Korean radio broadcasting system is analog. Digital Radio will transmit a digital signal to existing analog FM/AM. It provides clear sound quality, traffic information, weather information and various value-added services. In addition, the converted digital radio will be able to meet demand to growing demand for analog FM. DRM + is an area to place, depending on the frequency of usage to less interference can be placed anywhere. In this paper, DRM + system, a brief description, and is currently using the frequency status were described, accordingly DRM + candidate channel derived measures proposed, the existing analog broadcast and DRM + of interference effects through the simulation has been verified.

In this paper, we proposed and implemented a crime prediction algorithm based upon crime influential factors. To collect the crime-related big data, we used a data which had been collected and was published in the supreme prosecutors' office. The algorithm analyzed various crime patterns in Seoul from 2011 to 2013 using the spatial statistics analysis. Also, for the crime prediction algorithm, we adopted a Bayesian network. The Bayesian network consist of various spatial, populational and social characteristics. In addition, for the more precise prediction, we also considered date, time, and weather factors. As the result of the proposed algorithm, we could figure out the different crime patterns in Seoul, and confirmed the prediction accuracy of the proposed algorithm.

Many spacecraft failures and anomalies have been attributed to energetic electrons in the Earth's magnetosphere. While the dynamics of these electrons have been studied extensively for several decades, the fundamental question of how they are accelerated is not fully resolved. Proposed theories have not been successful in explaining fast high energy increase such as REE (Relativistic electron enhancement). In this presentation, we show observations of energetic electron precipitation measured by the Korean satellite, STSAT-1 which simultaneously detect (100ev - 20 keV) and (170 - 360 keV) energy electrons at the 680 km orbit, when the RES event observed at the geosynchronous orbit on October 13, 2004. STSAT-1 observed intense electron precipitation in both energy ranges occurred in the midnight sector clearly demonstrating that electrons having wide energy band are injected from the plasma sheet. To make the balance between loss and injection, the injected electron flux should be also large. In this situation, the injected electrons can be trapped into the magnetosphere and produce REE, though they have low e-folding energies. We propose this plasma sheet injection might be the primary source of relativistic electron (1 MeV) flux increases.

On 21 August 2017, during 16:49 UT and 20:02 UT period, a total solar eclipse started. The totality shadow occurred over the United States in time between ~17:15 UT and ~18:47 UT. When the solar radiation is blocked by the moon, observations of the ionospheric parameters will be important in the space weather community. Fortunately, during this eclipse, two Swarm satellites (A and C) flied at about 445 km through lunar penumbra at local noon of United States in the upper ionosphere. In this work, we investigate the effect of the solar eclipse on electron density, slant total electron content (STEC) and electron temperature using data from Swarm mission over United States. We use calibrated measurements of plasma density and electron temperature. Our results indicate that: (1) the electron density and STEC have a significant depletion associated with the eclipse; which could be due to dominance of dissociative recombination over photoionization caused by the reduction of ionizing extreme ultraviolet (EUV) radiation during the eclipse time (2) the electron temperature decreases, compared with a reference day, by up to ~150 K; which could be due to the decrease in photoelectron heating from reduced photoionization.
Multi-functional Transport Satellite lR(MTSAT-lR)과 같은 정지궤도 기상위성의 지상 전처리 과정에는 영상위치보정(Image navigation and registration)이 포함된다. 영상위치보정은 위성 영상의 기하학적인 왜곡을 보정하는 과정이다. 랜드마크를 이용하는 영상위치보정 과정은 랜드마크 결정과 센서 모델 추정, 리샘플링(Resampling)의 세 가지 단계로 나눌 수 있다. MTSAT-1R의 High Resolution Image Data(HiRID)는 이미 영상위치보정이 수행되었지만, 기하학적인 오차가 남아있는 영상을 포함하기도 한다. 본 연구에서는 이런 기하학적인 오차를 제거하기 위해서 강인추정 기법에 기반한 기하보정을 수행하였다. 이태윤 등 (2005)은 강인추정 기법과 Direct Linear Transformation (DLT)에 기반한 오정합 판별 방법을 제안하였다. 이 판별 방법을 적용하여 추정된 DLT로 MTSAT-1R 영상의 기하보정을 수행한 결과에는 향상된 정확도로 기하보정 된 영상 뿐만 아니라 비교적 큰 오차를 포함하는 영상도 있었다. 이를 해결하기 위해서 본 연구에서는 강인추정 기법과 Affine 변환을 이용한 방법을 적용하였다. 본 연구에서는 기준 해안선에서 추출한 1,407개의 랜드마크와 8개의 MTSAT-1R 영상을 이용하였으며,강인추정 기법에 DLT를 적용한 방법과 Affine 변환을 적용한 방법으로 자동 기하보정을 수행하여 그 결과를 비교하였다. 또한 강인추정 기볍 중 RANSAC과 MSAC의 적용 결과를 비교하여 보았다. 그 결과,DLT로 기하보정 시,본 논문에서 제안된 방법이 강인추정 기법에 DLT를 적용한 방법 보다 더 좋은 성능을 보여주었다.
